Piauí: chantagem eleitoral para entregar água (Outras Mídias)

Chefes políticos aproveitam-se da seca e condicionam chegada de caminhões-pipa a eleição de seus candidatos

Neste momento em que cerca de um milhão de pessoas do semiárido do Piauí, estão atravessando uma das mais longas secas já vista por essas bandas, denúncias apontam que políticos das regiões atingidas estão aproveitando a dor das famílias para se beneficiarem através da troca de água por voto. Os exemplos são muitos e ocorrem desde a área da Chapada do Araripe, próximo a divisa com o Ceará, na região de Picos e de São Raimundo Nonato, no Sudeste do Estado.

No município de Simões, a 470 quilometros de Teresina as entidades Cáritas Brasileira e Movimento dos Pequenos Agricultores do Estado-MPA. Garantem que cabos eleitorais conseguem manipular a distribuição da água, entregando a metade do tanque do carro-pipa deixando a outra metade para distribuir em troca de voto ou vendendo a preços exorbitantes.

As denúncias assim também ocorrem no Sul e Sudeste, onde milhares de famílias estão sem água a pelos menos dez meses. Segundo o coordenador da Cárita no Piauí, Carlos Humberto, na zona rural dos municípios da região de São Raimundo Nonato, trabalhadores rurais denunciaram que famílias que não apoiam políticos que estão no comando, ficam sem água. Segundo ele, embora o sertanejo tema denunciar os chefes políticos, alguns relataram o crime para o Correio Brasiliense, que esteve na região e publicou a denúncia. “A publicação da reportagem foi o que motivou a Cárita lançar a campanha “Não Toque Seu Voto Por Água”, em todo o semiárido nordestino.

Carlos Humberto lembra que o Comitê Estadual de Combate a Seca não tem representantes da sociedade civil, apenas instituições governamentais. Já Afonso Galvão, representante do MPA sustenta que a troca de voto por água está ocorrendo na região de Picos, porém, os trabalhadores preferem não denunciar pois temem não receberem o pouco de água que têm direito. “Existem comunidades que ficam distantes da água mais de 30 quilometros, se não for o carro-pipa, elas morrem de sede, como vem acontecendo com os animais., essas pessoas nunca que vão querer denunciar os políticos”, diz.

Ele conta que o Exército tem conhecimento da troca e venda, porém, como vem ocorrendo em muitos municípios não tem como dar conta. Já na Seção Operação Pipa no 25° Batalhão, em Teresina, a informação é que o controle de distribuição é rigoroso. Segundo um dos militares envolvido no trabalho, o comandante responsável, coronel Humberto Silva Marques, encontra-se em viagem para as regiões, apurando denúncias como as relatadas nas áreas atingidas.

Ele adianta que nos 70 municípios onde o Exercíto atua no Piauí, chefes políticos não têm acesso a fichas que dão direito a água sendo as mesmas entregues direto em mãos dos beneficiários. Na região de Simões e Socorro do Piauí, que, segunda as entidades estão vendendo água do carro-pipa por R$ 250, o trabalho é coordenado pelo o Batalhão de Cratéus-CE e que vai passar para o controle do 25° em data posterior. Os demais municípios, mais de 80, ficam sob a responsabilidade da Defesa Civil do Estado.

A Defesa da Defesa Civil também nega que esteja havendo manipulação da água. Segundo o Diretor de Unidade da Defesa Civil do Estado, Jerry Hebert, a instituição é dotada de dez fiscais que estão regularmente em campo fiscalizando a operação e até o momento não há registro de desvio de água por políticos. “Sabemos que não existe sistema seguro totalmente, mas, na medida do possível estamos trabalhando para evitar que ocorra”, assegura e diz que as Comissões da Defesa Civil dos Municípios, também fiscalizam a distribuição.

O objetivo é alertar, fiscalizar e denunciar os abusos no uso eleitoreiro da água, conforme denúncias de trabalhadores rurais. O evento será na Praça Rio Branco, na oportunidade será lançado também o Grito dos Excluídos.

The public debate around climate change is no longer about science—it’s about values, culture, and ideology.

In May 2009, a development officer at the University of Michigan asked me to meet with a potential donor—a former football player and now successful businessman who had an interest in environmental issues and business, my interdisciplinary area of expertise. The meeting began at 7 a.m., and while I was still nursing my first cup of coffee, the potential donor began the conversation with “I think the scientific review process is corrupt.” I asked what he thought of a university based on that system, and he said that he thought that the university was then corrupt, too. He went on to describe the science of climate change as a hoax, using all the familiar lines of attack—sunspots and solar flares, the unscientific and politically flawed consensus model, and the environmental benefits of carbon dioxide.

As we debated each point, he turned his attack on me, asking why I hated capitalism and why I wanted to destroy the economy by teaching environmental issues in a business school. Eventually, he asked if I knew why Earth Day was on April 22. I sighed as he explained, “Because it is Karl Marx’s birthday.” (I suspect he meant to say Vladimir Lenin, whose birthday is April 22, also Earth Day. This linkage has been made by some on the far right who believe that Earth Day is a communist plot, even though Lenin never promoted environmentalism and communism does not have a strong environmental legacy.)

I turned to the development officer and asked, “What’s our agenda here this morning?” The donor interrupted to say that he wanted to buy me a ticket to the Heartland Institute’s Fourth Annual Conference on Climate Change, the leading climate skeptics conference. I checked my calendar and, citing prior commitments, politely declined. The meeting soon ended.

I spent the morning trying to make sense of the encounter. At first, all I could see was a bait and switch; the donor had no interest in funding research in business and the environment, but instead wanted to criticize the effort. I dismissed him as an irrational zealot, but the meeting lingered in my mind. The more I thought about it, the more I began to see that he was speaking from a coherent and consistent worldview—one I did not agree with, but which was a coherent viewpoint nonetheless. Plus, he had come to evangelize me. The more I thought about it, the more I became eager to learn about where he was coming from, where I was coming from, and why our two worldviews clashed so strongly in the present social debate over climate science. Ironically, in his desire to challenge my research, he stimulated a new research stream, one that fit perfectly with my broader research agenda on social, institutional, and cultural change.

Scientific vs. Social Consensus

Today, there is no doubt that a scientific consensus exists on the issue of climate change. Scientists have documented that anthropogenic sources of greenhouse gases are leading to a buildup in the atmosphere, which leads to a general warming of the global climate and an alteration in the statistical distribution of localized weather patterns over long periods of time. This assessment is endorsed by a large body of scientific agencies—including every one of the national scientific agencies of the G8 + 5 countries—and by the vast majority of climatologists. The majority of research articles published in refereed scientific journals also support this scientific assessment. Both the US National Academy of Sciences and the American Association for the Advancement of Science use the word “consensus” when describing the state of climate science.

And yet a social consensus on climate change does not exist. Surveys show that the American public’s belief in the science of climate change has mostly declined over the past five years, with large percentages of the population remaining skeptical of the science. Belief declined from 71 percent to 57 percent between April 2008 and October 2009, according to an October 2009 Pew Research Center poll; more recently, belief rose to 62 percent, according to a February 2012 report by the National Survey of American Public Opinion on Climate Change. Such a significant number of dissenters tells us that we do not have a set of socially accepted beliefs on climate change—beliefs that emerge, not from individual preferences, but from societal norms; beliefs that represent those on the political left, right, and center as well as those whose cultural identifications are urban, rural, religious, agnostic, young, old, ethnic, or racial.

Why is this so? Why do such large numbers of Americans reject the consensus of the scientific community? With upwards of two-thirds of Americans not clearly understanding science or the scientific process and fewer able to pass even a basic scientific literacy test, according to a 2009 California Academy of Sciences survey, we are left to wonder: How do people interpret and validate the opinions of the scientific community? The answers to this question can be found, not from the physical sciences, but from the social science disciplines of psychology, sociology, anthropology, and others.

To understand the processes by which a social consensus can emerge on climate change, we must understand that people’s opinions on this and other complex scientific issues are based on their prior ideological preferences, personal experience, and values—all of which are heavily influenced by their referent groups and their individual psychology. Physical scientists may set the parameters for understanding the technical aspects of the climate debate, but they do not have the final word on whether society accepts or even understands their conclusions. The constituency that is relevant in the social debate goes beyond scientific experts. And the processes by which this constituency understands and assesses the science of climate change go far beyond its technical merits. We must acknowledge that the debate over climate change, like almost all environmental issues, is a debate over culture, worldviews, and ideology.

This fact can be seen most vividly in the growing partisan divide over the issue. Political affiliation is one of the strongest correlates with individual uncertainty about climate change, not scientific knowledge.1 The percentage of conservatives and Republicans who believe that the effects of global warming have already begun declined from roughly 50 percent in 2001 to about 30 percent in 2010, while the corresponding percentage for liberals and Democrats increased from roughly 60 percent in 2001 to about 70 percent in 2010.2 (See “The Growing Partisan Divide over Climate Change,” below.)

 

Climate change has become enmeshed in the so-called culture wars. Acceptance of the scientific consensus is now seen as an alignment with liberal views consistent with other “cultural” issues that divide the country (abortion, gun control, health care, and evolution). This partisan divide on climate change was not the case in the 1990s. It is a recent phenomenon, following in the wake of the 1997 Kyoto Treaty that threatened the material interests of powerful economic and political interests, particularly members of the fossil fuel industry.3 The great danger of a protracted partisan divide is that the debate will take the form of what I call a “logic schism,” a breakdown in debate in which opposing sides are talking about completely different cultural issues.4

This article seeks to delve into the climate change debate through the lens of the social sciences. I take this approach not because the physical sciences have become less relevant, but because we need to understand the social and psychological processes by which people receive and understand the science of global warming. I explain the cultural dimensions of the climate debate as it is currently configured, outline three possible paths by which the debate can progress, and describe specific techniques that can drive that debate toward broader consensus. This goal is imperative, for without a broader consensus on climate change in the United States, Americans and people around the globe will be unable to formulate effective social, political, and economic solutions to the changing circumstances of our planet.

Cultural Processing of Climate Science

When analyzing complex scientific information, people are “boundedly rational,” to use Nobel Memorial Prize economist Herbert Simon’s phrase; we are “cognitive misers,” according to UCLA psychologist Susan Fiske and Princeton University psychologist Shelley Taylor, with limited cognitive ability to fully investigate every issue we face. People everywhere employ ideological filters that reflect their identity, worldview, and belief systems. These filters are strongly influenced by group values, and we generally endorse the position that most directly reinforces the connection we have with others in our referent group—what Yale Law School professor Dan Kahan refers to as “cultural cognition.” In so doing, we cement our connection with our cultural groups and strengthen our definition of self. This tendency is driven by an innate desire to maintain a consistency in beliefs by giving greater weight to evidence and arguments that support preexisting beliefs, and by expending disproportionate energy trying to refute views or arguments that are contrary to those beliefs. Instead of investigating a complex issue, we often simply learn what our referent group believes and seek to integrate those beliefs with our own views.

Over time, these ideological filters become increasingly stable and resistant to change through multiple reinforcing mechanisms. First, we’ll consider evidence when it is accepted or, ideally, presented by a knowledgeable source from our cultural community; and we’ll dismiss information that is advocated by sources that represent groups whose values we reject. Second, we will selectively choose information sources that support our ideological position. For example, frequent viewers of Fox News are more likely to say that the Earth’s temperature has not been rising, that any temperature increase is not due to human activities, and that addressing climate change would have deleterious effects on the economy.5 One might expect the converse to be true of National Public Radio listeners. The result of this cultural processing and group cohesion dynamics leads to two overriding conclusions about the climate change debate.

First, climate change is not a “pollution” issue. Although the US Supreme Court decided in 2007 that greenhouse gases were legally an air pollutant, in a cultural sense, they are something far different. The reduction of greenhouse gases is not the same as the reduction of sulfur oxides, nitrogen oxides, carbon monoxide, or particulates. These forms of pollution are man-made, they are harmful, and they are the unintended waste products of industrial production. Ideally, we would like to eliminate their production through the mobilization of economic and technical resources. But the chief greenhouse gas, carbon dioxide, is both man-made and natural. It is not inherently harmful; it is a natural part of the natural systems; and we do not desire to eliminate its production. It is not a toxic waste or a strictly technical problem to be solved. Rather, it is an endemic part of our society and who we are. To a large degree, it is a highly desirable output, as it correlates with our standard of living. Greenhouse gas emissions rise with a rise in a nation’s wealth, something all people want. To reduce carbon dioxide requires an alteration in nearly every facet of the economy, and therefore nearly every facet of our culture. To recognize greenhouse gases as a problem requires us to change a great deal about how we view the world and ourselves within it. And that leads to the second distinction.

Climate change is an existential challenge to our contemporary worldviews. The cultural challenge of climate change is enormous and threefold, each facet leading to the next. The first facet is that we have to think of a formerly benign, even beneficial, material in a new way—as a relative, not absolute, hazard. Only in an imbalanced concentration does it become problematic. But to understand and accept this, we need to conceive of the global ecosystem in a new way.

This challenge leads us to the second facet: Not only do we have to change our view of the ecosystem, but we also have to change our view of our place within it. Have we as a species grown to such numbers, and has our technology grown to such power, that we can alter and manage the ecosystem on a planetary scale? This is an enormous cultural question that alters our worldviews. As a result, some see the question and subsequent answer as intellectual and spiritual hubris, but others see it as self-evident.

If we answer this question in the affirmative, the third facet challenges us to consider new and perhaps unprecedented forms of global ethics and governance to address it. Climate change is the ultimate “commons problem,” as ecologist Garrett Hardin defined it, where every individual has an incentive to emit greenhouse gases to improve her standard of living, but the costs of this activity are borne by all. Unfortunately, the distribution of costs in this global issue is asymmetrical, with vulnerable populations in poor countries bearing the larger burden. So we need to rethink our ethics to keep pace with our technological abilities. Does mowing the lawn or driving a fuel-inefficient car in Ann Arbor, Mich., have ethical implications for the people living in low-lying areas of Bangladesh? If you accept anthropogenic climate change, then the answer to this question is yes, and we must develop global institutions to reflect that recognition. This is an issue of global ethics and governance on a scale that we have never seen, affecting virtually every economic activity on the globe and requiring the most complicated and intrusive global agreement ever negotiated.

Taken together, these three facets of our existential challenge illustrate the magnitude of the cultural debate that climate change provokes. Climate change challenges us to examine previously unexamined beliefs and worldviews. It acts as a flash point (albeit a massive one) for deeper cultural and ideological conflicts that lie at the root of many of our environmental problems, and it includes differing conceptions of science, economics, religion, psychology, media, development, and governance. It is a proxy for “deeper conflicts over alternative visions of the future and competing centers of authority in society,” as University of East Anglia climatologist Mike Hulme underscores in Why We Disagree About Climate Change. And, as such, it provokes a violent debate among cultural communities on one side who perceive their values to be threatened by change, and cultural communities on the other side who perceive their values to be threatened by the status quo.

Three Ways Forward

If the public debate over climate change is no longer about greenhouse gases and climate models, but about values, worldviews, and ideology, what form will this clash of ideologies take? I see three possible forms.

The Optimistic Form is where people do not have to change their values at all. In other words, the easiest way to eliminate the common problems of climate change is to develop technological solutions that do not require major alterations to our values, worldviews, or behavior: carbon-free renewable energy, carbon capture and sequestration technologies, geo-engineering, and others. Some see this as an unrealistic future. Others see it as the only way forward, because people become attached to their level of prosperity, feel entitled to keep it, and will not accept restraints or support government efforts to impose restraints.6Government-led investment in alternative energy sources, therefore, becomes more acceptable than the enactment of regulations and taxes to reduce fossil fuel use.

The Pessimistic Form is where people fight to protect their values. This most dire outcome results in a logic schism, where opposing sides debate different issues, seek only information that supports their position and disconfirms the others’, and even go so far as to demonize the other. University of Colorado, Boulder, environmental scientist Roger Pielke in The Honest Broker: Making Sense of Science in Policy and Politics describes the extreme of such schisms as “abortion politics,” where the two sides are debating completely different issues and “no amount of scientific information … can reconcile the different values.” Consider, for example, the recent decision by the Heartland Institute to post a billboard in Chicago comparing those who believe in climate change with the Unabomber. In reply, climate activist groups posted billboards attacking Heartland and its financial supporters. This attack-counterattack strategy is symptomatic of a broken public discourse over climate change.

The Consensus-Based Form involves a reasoned societal debate, focused on the full scope of technical and social dimensions of the problem and the feasibility and desirability of multiple solutions. It is this form to which scientists have the most to offer, playing the role of what Pielke calls the “honest broker”—a person who can “integrate scientific knowledge with stakeholder concerns to explore alternative possible courses of action.” Here, resolution is found through a focus on its underlying elements, moving away from positions (for example, climate change is or is not happening), and toward the underlying interests and values at play. How do we get there? Research in negotiation and dispute resolution can offer techniques for moving forward.

Techniques for a Consensus-Based Discussion

In seeking a social consensus on climate change, discussion must move beyond a strict focus on the technical aspects of the science to include its cultural underpinnings. Below are eight techniques for overcoming the ideological filters that underpin the social debate about climate change.

Know your audience | Any message on climate change must be framed in a way that fits with the cultural norms of the target audience. The 2011 study Climate Change in the American Mind segments the American public into six groups based on their views on climate change science. (See “Six Americas,” below.) On the two extremes are the climate change “alarmed” and “dismissive.” Consensus-based discussion is not likely open to these groups, as they are already employing logic schism tactics that are closed to debate or engagement. The polarity of these groups is well known: On the one side, climate change is a hoax, humans have no impact on the climate, and nothing is happening; on the other side, climate change is an imminent crisis that will devastate the Earth, and human activity explains all climate changes.

The challenge is to move the debate away from the loud minorities at the extremes and to engage the majority in the middle—the “concerned,” the “cautious,” the “disengaged,” and the “doubtful.” People in these groups are more open to consensus-based debate, and through direct engagement can be separated from the ideological extremes of their cultural community.

Ask the right scientific questions | For a consensus-based discussion, climate change science should be presented not as a binary yes or no question,7 but as a series of six questions. Some are scientific in nature, with associated levels of uncertainty and probability; others are matters of scientific judgment.

  • Are greenhouse gas concentrations increasing in the atmosphere? Yes. This is a scientific question, based on rigorous data and measurements of atmospheric chemistry and science.
  • Does this increase lead to a general warming of the planet? Yes. This is also a scientific question; the chemical mechanics of the greenhouse effect and “negative radiative forcing” are well established.
  • Has climate changed over the past century? Yes. Global temperature increases have been rigorously measured through multiple techniques and strongly supported by multiple scientific analyses.In fact, as Yale University economist William Nordhaus wrote in the March 12, 2012, New York Times, “The finding that global temperatures are rising over the last century-plus is one of the most robust findings in climate science and statistics.”
  • Are humans partially responsible for this increase? The answer to this question is a matter of scientific judgment. Increases in global mean temperatures have a very strong correlation with increases in man-made greenhouse gases since the Industrial Revolution. Although science cannot confirm causation, fingerprint analysis of multiple possible causes has been examined, and the only plausible explanation is that of human-induced temperature changes. Until a plausible alternative hypothesis is presented, this explanation prevails for the scientific community.
  • Will the climate continue to change over the next century? Again, this question is a matter of scientific judgment. But given the answers to the previous four questions, it is reasonable to believe that continued increases in greenhouse gases will lead to continued changes in the climate.
  • What will be the environmental and social impact of such change? This is the scientific question with the greatest uncertainty. The answer comprises a bell curve of possible outcomes and varying associated probabilities, from low to extreme impact. Uncertainty in this variation is due to limited current data on the Earth’s climate system, imperfect modeling of these physical processes, and the unpredictability of human actions that can both exasperate or moderate the climate shifts. These uncertainties make predictions difficult and are an area in which much debate can take place. And yet the physical impacts of climate change are already becoming visible in ways that are consistent with scientific modeling, particularly in Greenland, the Arctic, the Antarctic, and low-lying islands.

In asking these questions, a central consideration is whether people recognize the level of scientific consensus associated with each one. In fact, studies have shown that people’s support for climate policies and action are linked to their perceptions about scientific agreement. Still, the belief that “most scientists think global warming is happening” declined from 47 percent to 39 percent among Americans between 2008 and 2011.8

Move beyond data and models | Climate skepticism is not a knowledge deficit issue. Michigan State University sociologist Aaron McCright and Oklahoma State University sociologist Riley Dunlap have observed that increased education and self-reported understanding of climate science have been shown to correlate with lower concern among conservatives and Republicans and greater concern among liberals and Democrats. Research also has found that once people have made up their minds on the science of the climate issue, providing continued scientific evidence actually makes them more resolute in resisting conclusions that are at variance with their cultural beliefs.9 One needs to recognize that reasoning is suffused with emotion and people often use reasoning to reach a predetermined end that fits their cultural worldviews. When people hear about climate change, they may, for example, hear an implicit criticism that their lifestyle is the cause of the issue or that they are morally deficient for not recognizing it. But emotion can be a useful ally; it can create the abiding commitments needed to sustain action on the difficult issue of climate change. To do this, people must be convinced that something can be done to address it; that the challenge is not too great nor are its impacts preordained. The key to engaging people in a consensus-driven debate about climate change is to confront the emotionality of the issue and then address the deeper ideological values that may be threatened to create this emotionality.

Focus on broker frames | People interpret information by fitting it to preexisting narratives or issue categories that mesh with their worldview. Therefore information must be presented in a form that fits those templates, using carefully researched metaphors, allusions, and examples that trigger a new way of thinking about the personal relevance of climate change. To be effective, climate communicators must use the language of the cultural community they are engaging. For a business audience, for example, one must use business terminology, such as net present value, return on investment, increased consumer demand, and rising raw material costs.

More generally, one can seek possible broker frames that move away from a pessimistic appeal to fear and instead focus on optimistic appeals that trigger the emotionality of a desired future. In addressing climate change, we are asking who we strive to be as a people, and what kind of world we want to leave our children. To gain buy-in, one can stress American know-how and our capacity to innovate, focusing on activities already under way by cities, citizens, and businesses.10

This approach frames climate change mitigation as a gain rather than a loss to specific cultural groups. Research has shown that climate skepticism can be caused by a motivational tendency to defend the status quo based on the prior assumption that any change will be painful. But by encouraging people to regard pro-environmental change as patriotic and consistent with protecting the status quo, it can be framed as a continuation rather than a departure from the past.

Specific broker frames can be used that engage the interests of both sides of the debate. For example, when US Secretary of Energy Steven Chu referred in November 2010 to advances in renewable energy technology in China as the United States’ “Sputnik moment,” he was framing climate change as a common threat to US scientific and economic competitiveness. When Pope Benedict XVI linked the threat of climate change with threats to life and dignity on New Year’s Day 2010, he was painting it as an issue of religious morality. When CNA’s Military Advisory Board, a group of elite retired US military officers, called climate change a “threat multiplier” in its 2006 report, it was using a national security frame. When the Lancet Commission pronounced climate change to be the biggest global health threat of the 21st century in a 2009 article, the organization was using a quality of life frame. And when the Center for American Progress, a progressive Washington, D.C., think tank, connected climate change to the conservation ideals of Presidents Theodore Roosevelt and Richard Nixon, they were framing the issue as consistent with Republican values.

One broker frame that deserves particular attention is the replacement of uncertainty or probability of climate change with the risk of climate change.11 People understand low probability, high consequence events and the need to address them. For example, they buy fire insurance for their homes even though the probability of a fire is low, because they understand that the financial consequence is too great. In the same way, climate change for some may be perceived as a low risk, high consequence event, so the prudent course of action is to obtain insurance in the form of both behavioral and technological change.

Recognize the power of language and terminology | Words have multiple meanings in different communities, and terms can trigger unintended reactions in a target audience. For example, one study has shown that Republicans were less likely to think that the phenomenon is real when it is referred to as “global warming” (44 percent) rather than “climate change” (60 percent), but Democrats were unaffected by the term (87 percent vs. 86 percent). So language matters: The partisan divide dropped from 43 percent under a “global warming” frame to 26 percent under a “climate change” frame.12

Other terms with multiple meanings include “climate denier,” which some use to refer to those who are not open to discussion on the issue, and others see as a thinly veiled and highly insulting reference to “Holocaust denier”; “uncertainty,” which is a scientific concept to convey variance or deviation from a specific value, but is interpreted by a lay audience to mean that scientists do not know the answer; and “consensus,” which is the process by which the Intergovernmental Panel on Climate Change (IPCC) forms its position, but leads some in the public to believe that climate science is a matter of “opinion” rather than data and modeling.

Overall, the challenge becomes one of framing complex scientific issues in a language that a lay and highly politicized audience can hear. This becomes increasingly challenging when we address some inherently nonintuitive and complex aspects of climate modeling that are hard to explain, such as the importance of feedback loops, time delays, accumulations, and nonlinearities in dynamic systems.13 Unless scientists can accurately convey the nature of climate modeling, others in the social debate will alter their claims to fit their cultural or cognitive perceptions or satisfy their political interests.

Employ climate brokers | People are more likely to feel open to consider evidence when a recognized member of their cultural community presents it.14 Certainly, statements by former Vice President Al Gore and Sen. James Inhofe evoke visceral responses from individuals on either side of the partisan divide. But individuals with credibility on both sides of the debate can act as what I call climate brokers. Because a majority of Republicans do not believe the science of climate change, whereas a majority of Democrats do, the most effective broker would come from the political right. Climate brokers can include representatives from business, the religious community, the entertainment industry, the military, talk show hosts, and politicians who can frame climate change in language that will engage the audience to whom they most directly connect. When people hear about the need to address climate change from their church, synagogue, mosque, or temple, for example, they w ill connect the issue to their moral values. When they hear it from their business leaders and investment managers, they will connect it to their economic interests. And when they hear it from their military leaders, they will connect it to their interest in a safe and secure nation.

Recognize multiple referent groups | The presentation of information can be designed in a fashion that recognizes that individuals are members of multiple referent groups. The underlying frames employed in one cultural community may be at variance with the values dominant within the communities engaged in climate change debate. For example, although some may reject the science of climate change by perceiving the scientific review process to be corrupt as part of one cultural community, they also may recognize the legitimacy of the scientific process as members of other cultural communities (such as users of the modern health care system). Although someone may see the costs of fossil fuel reductions as too great and potentially damaging to the economy as members of one community, they also may see the value in reducing dependence on foreign oil as members of another community who value strong national defense. This frame incongruence emerged in the 2011 US Republican primary as candidate Jon Huntsman warned that Republicans risk becoming the “antiscience party” if they continue to reject the science on climate change. What Huntsman alluded to is that most Americans actually do trust the scientific process, even if they don’t fully understand it. (A 2004 National Science Foundation report found that two thirds of Americans do not clearly understand the scientific process.)

Employ events as leverage for change | Studies have found that most Americans believe that climate change will affect geographically and temporally distant people and places. But studies also have shown that people are more likely to believe in the science when they have an experience with extreme weather phenomena. This has led climate communicators to link climate change to major events, such as Hurricane Katrina, or to more recent floods in the American Midwest and Asia, as well as to droughts in Texas and Africa, to hurricanes along the East Coast and Gulf of Mexico, and to snowstorms in Western states and New England. The cumulative body of weather evidence, reported by media outlets and linked to climate change, will increase the number of people who are concerned about the issue, see it as less uncertain, and feel more confident that we must take actions to mitigate its effects. For example, in explaining the recent increase in belief in climate change among Americans, the 2012 National Survey of American Public Opinion on Climate Change noted that “about half of Americans now point to observations of temperature changes and weather as the main reasons they believe global warming is taking place.”15

Ending Climate Science Wars

Will we see a social consensus on climate change? If beliefs about the existence of global warming are becoming more ideologically entrenched and gaps between conservatives and liberals are widening, the solution space for resolving the issue will collapse and the debate will be based on power and coercion. In such a scenario, domination by the science-based forces looks less likely than domination by the forces of skepticism, because the former has to “prove” its case while the latter merely needs to cast doubt. But such a polarized outcome is not a predetermined outcome. And if it were to form, it can be reversed.

Is there a reason to be hopeful? When looking for reasons to be hopeful about a social consensus on climate change, I look to public opinion changes around cigarette smoking and cancer. For years, the scientific community recognized that the preponderance of epidemiological and mechanistic data pointed to a link between the habit and the disease. And for years, the public rejected that conclusion. But through a process of political, economic, social, and legal debate over values and beliefs, a social consensus emerged. The general public now accepts that cigarettes cause cancer and governments have set policy to address this. Interestingly, two powerful forces that many see as obstacles to a comparable social consensus on climate change were overcome in the cigarette debate.

The first obstacle is the powerful lobby of industrial forces that can resist a social and political consensus. In the case of the cigarette debate, powerful economic interests mounted a campaign to obfuscate the scientific evidence and to block a social and political consensus. Tobacco companies created their own pro-tobacco science, but eventually the public health community overcame pro-tobacco scientists.

The second obstacle to convincing a skeptical public is the lack of a definitive statement by the scientific community about the future implications of climate change. The 2007 IPCC report states that “Human activities … are modifying the concentration of atmospheric constituents … that absorb or scatter radiant energy. … [M]ost of the observed warming over the last 50 years is very likely to have been due to the increase in greenhouse gas emissions.” Some point to the word “likely” to argue that scientists still don’t know and action in unwarranted. But science is not designed to provide a definitive smoking gun. Remember that the 1964 surgeon general’s report about the dangers of smoking was equally conditional. And even today, we cannot state with scientific certainty that smoking causes lung cancer. Like the global climate, the human body is too complex a system for absolute certainty. We can explain epidemiologically why a person could get cancer from cigarette smoking and statistically how that person will likely get cancer, but, as the surgeon general report explains, “statistical methods cannot establish proof of a causal relationship in an association [between cigarette smoking and lung cancer]. The causal significance of an association is a matter of judgment, which goes beyond any statement of statistical probability.” Yet the general public now accepts this causal linkage.

What will get us there? Although climate brokers are needed from all areas of society—from business, religion, military, and politics—one field in particular needs to become more engaged: the academic scientist and particularly the social scientist. Too much of the debate is dominated by the physical sciences in defining the problem and by economics in defining the solutions. Both fields focus heavily on the rational and quantitative treatments of the issue and fail to capture the behavioral and cultural aspects that explain why people accept or reject scientific evidence, analysis, and conclusions. But science is never socially or politically inert, and scientists have a duty to recognize its effect on society and to communicate that effect to society. Social scientists can help in this endeavor.

But the relative absence of the social sciences in the climate debate is driven by specific structural and institutional controls that channel research work away from empirical relevance. Social scientists limit involvement in such “outside” activities, because the underlying norms of what is considered legitimate and valuable research, as well as the overt incentives and reward structures within the academy, lead away from such endeavors. Tenure and promotion are based primarily on the publication of top-tier academic journal articles. This is the signal of merit and success. Any effort on any other endeavor is decidedly discouraged.

The role of the public intellectual has become an arcane and elusive option in today’s social sciences. Moreover, it is a difficult role to play. The academic rules are not clear and the public backlash can be uncomfortable; many of my colleagues and I are regular recipients of hostile e-mail messages and web-based attacks. But the lack of academic scientists in the public debate harms society by leaving out critical voices for informing and resolving the climate debate. There are signs, however, that this model of scholarly isolation is changing. Some leaders within the field have begun to call for more engagement within the public arena as a way to invigorate the discipline and underscore its investment in the defense of civil society. As members of society, all scientists have a responsibility to bring their expertise to the decision-making process. It is time for social scientists to accept this responsibility.

Language and China’s ‘Practical Creativity’ (N.Y.Times)

Every language presents challenges — English pronunciation can be idiosyncratic and Russian grammar is fairly complex, for example — but non-alphabetic writing systems like Chinese pose special challenges.

There is the well-known issue that Chinese characters don’t systematically map to sounds, making both learning and remembering difficult, a point I examine in my latest column. If you don’t know a character, you can’t even say it.

Nor does Chinese group individual characters into bigger “words,” even when a character is part of a compound, or multi-character, word. That makes meanings ambiguous, a rich source of humor for Chinese people.

Consider this example from Wu Wenchao, a former interpreter for the United Nations based in Hong Kong. On his blog he has a picture of mobile phones’ being held under a hand dryer. Huh?

The joke is that the Chinese word for hand dryer is composed of three characters, “hong shou ji” (I am using pinyin, a system of Romanization used in China, to “write” the characters in the English alphabet.)

Group them as “hongshou ji” and it means “hand dryer.” Group them as “hong shouji” and it means “dry the mobile phone.” (A shouji is a mobile phone.)

Good fodder for serious linguists and amateur language lovers alike. But does a character script also exert deeper effects on the mind?

William C. Hannas is one of the most provocative writers on this today. He believes character writing systems inhibit a type of deep creativity — but that its effects are not irreversible.

He is at pains to point out that his analysis is not race-based, that people raised in a character-based writing system have a different type of creativity, and that they may flourish when they enter a culture that supports deep creativity, like Western science laboratories.

Still, “The rote learning needed to master Chinese writing breeds a conformist attitude and a focus on means instead of ends. Process rules substance. You spend more time fidgeting with the script than thinking about content,” Mr. Hannas wrote to me in an e-mail.

But Mr. Hannas’s argument is indeed controversial — that learning Chinese lessens deep creativity by furthering practical, but not abstract, thinking, as he wrote in “The Writing on the Wall: How Asian Orthography Curbs Creativity,” published in 2003 and reviewed by The New York Times.

It’s a touchy topic that some academics reject outright and others acknowledge, but are reluctant to discuss, as Emily Eakin wrote in the review.

How does it work?

“Alphabets used in the West foster early skills in analysis and abstract thinking,” wrote Mr. Hannas, emphasizing the views were personal and not those of his employer, the U.S. government.

They do this by making readers do two things: breaking syllables into sound segments and clustering these segments into bigger, abstract, flexible sound units.

Chinese characters don’t do that. “The symbols map to syllables — natural concrete units. No analysis is needed and not much abstraction is involved,” Mr. Hannas wrote.

But radical, “type 2” creativity — deep creativity — depends on being able to match abstract patterns from one domain to another, essentially mapping the skills that alphabets nurture, he continued. “There is nothing comparable in the Sinitic tradition,” he wrote.

Will this inhibit China’s long-term development? Does it mean China won’t “take over the world,” as some are wondering? Not necessarily, Mr. Hannas said.

“You don’t need to be creative to succeed. Success goes to the early adapter and this is where China excels, for two reasons,” he wrote. First, Chinese are good at improving existing models, a different, more practical type of creativity, he wrote, adding that this practicality was noted by the British historian of Chinese science, Joseph Needham.

Yet there is a further step to this argument, and this is where Mr. Hannas’s ideas become explosive.

Partly as a result of these cultural constraints, China has built an “absolutely mind-boggling infrastructure” to get hold of cutting-edge foreign technology — by any means necessary, including large-scale, apparently government-backed, computer hacking, he wrote.

Non-Chinese R.&D. gets “outsourced” from its place of origin, “while China reaps the gain,” Mr. Hannas wrote, adding that many people believed this was “normal business practice.”

“In fact, it’s far from normal. The director of a U.S. intelligence agency has described China’s informal technology acquisition as ‘the greatest transfer of wealth in history,’ which I regard as a polite understatement,” he said.

Mr. Hannas has co-authored a book on this, to appear in the spring. It promises to shake things up. Watch this space.

Signs of divine intervention for Republicans? (Washington Post)

Has God forsaken the Republican Party?

Well, sit in judgment of what’s happened in the past few days:

●A report comes out that a couple dozen House Republicans engaged in an alcohol-induced frolic, in one case nude, in the Sea of Galilee, where Jesus is believed to have walked on water, calmed the storm and, nearby, turned water into wine and performed the miracle of the loaves and fishes.

●Rep. Todd Akin, Missouri’s Republican nominee for Senate, suggests there is such a thing as “legitimate rape” and purports that women’s bodies have mysterious ways to repel the seed of rapists. He spends the next 48 hours rejecting GOP leaders’ demands that he quit the race.

●Weather forecasts show that a storm, likely to grow into Hurricane Isaac, may be chugging toward . . . Tampa, where Republicans will open their quadrennial nominating convention on Monday.

Coincidence? Or part of some Intelligent Design?

By their own logic, Republicans and their conservative allies should be concerned that Isaac is a form of divine retribution. Last year, Rep. Michele Bachmann, then a Republican presidential candidate, said that the East Coast earthquake and Hurricane Irene — another “I” storm, but not an Old Testament one — were attempts by God “to get the attention of the politicians.” In remarks later termed a “joke,” she said: “It’s time for an act of God and we’re getting it.”

The influential conservative broadcaster Glenn Beck said last year that the Japanese earthquake and tsunami were God’s “message being sent” to that country. A year earlier, Christian broadcaster and former GOP presidential candidate Pat Robertson tied the Haitian earthquake to that country’s“pact to the devil.”

Previously, Robertson had argued that Hurricane Katrina was God’s punishment for abortion, while the Rev. John Hagee said the storm was God’s way of punishing homosexuality. The late Jerry Falwellthought that God allowed the Sept. 11 attacks as retribution for feminists and the ACLU.

Even if you don’t believe God uses meteorological phenomena to express His will, it’s difficult for mere mortals to explain what is happening to the GOP just now.

By most earthly measures, President Obama has no business being reelected. No president since World War II has won reelection with the unemployment rate north of 7.4 percent. Of the presidents during that time who were returned to office, GDP growth averaged 4.7 percent during the first nine months of the election year — more than double the current rate.

But instead of being swept into office by the worst economic recovery since the Great Depression, Republicans are in danger of losing an election that is theirs to lose. Mitt Romney, often tone-deaf, has allowed Obama to change the subject to Romney’s tax havens and tax returns. And congressional Republicans are providing all kinds of reasons for Americans to doubt their readiness to assume power.

The Politico report Sunday about drunken skinny-dipping in the Sea of Galilee gave House Republicans an unwanted image of debauchery — a faint echo of the Capitol page scandal that, breaking in September 2006, cemented Republicans’ fate in that November’s elections. The 30 Republican lawmakers on the “fact-finding” mission to Israel last summer earned a rebuke from Majority Leader Eric Cantor and attracted the attention of the FBI. The naked congressman, Rep. Kevin Yoder (R-Kan.), admitted in a statement: “[R]egrettably I jumped into the water without a swimsuit.”

A boozy frolic at a Christian holy site might have been a considerable embarrassment for the party, but it was eclipsed by a bigger one: Akin’s preposterous claim on a St. Louis TV program that pregnancy is rare after a “legitimate rape” because “the female body has ways to try to shut that whole thing down.”

Republican leaders spent the next 48 hours trying to shut Akin’s whole thing down, but after a period of panic (a no-show on Piers Morgan’s show led the CNN host to show his empty chair and call him a “gutless little twerp”), Akin told radio host Mike Huckabee on Tuesday that he would fight the “big party people” and stay in the race.

The big party people had a further complication: In Tampa on Tuesday, those drafting theGOP platform agreed to retain a plank calling for a constitutional amendment banning abortion without specifying exceptions for cases of rape. In other words, the Akin position.

For a party that should be sailing toward victory, there were all the makings of a perfect storm. And, sure enough: Tuesday afternoon, the National Weather Service forecast that “Tropical Depression Nine” would strengthen into a hurricane, taking a northwesterly track over Cuba on Sunday morning — just as Republicans are arriving in Florida.

What happens next? God only knows.

George Will, Doomsday, and the Straw-Man Sighting (steadystate.org)

A funny thing happened on the way to this column. Right when I was ready to accuseWashington Post columnist George Will of building another straw man to tear apart, one of Will’s straw men appeared! It’s as if Will himself cued it up, as I’ll describe in a bit.

Meanwhile don’t get me wrong. Will isn’t right about a lot. He has long been loose with the facts on environmental issues, denying the causes and effects of resource scarcity, pollution, and climate change. His vision of perpetual economic growth is neoclassical naiveté. He displayed it again with “Calls for doomsday remain unheeded.”

Will stubbornly remains a fawning fan of the late perpetual growther Julian Simon. No one likes to criticize the deceased, and Will counts on this and other social conventions to protect himself from critique. (Recently he hid behind society’s respect for Native American tribes to shoot at federal government clean-air efforts.) But it’s not a fair tactic, I’m not falling for it, and Simon was no saint anyway. Simon’s culminating book (The Ultimate Resource 2) was the shoddiest semblance of “scholarship” I’ve ever seen, as I described at length in Shoveling Fuel for a Runaway Train. For Will to stick with Simon after all this time is a red flag over the teeny terrain of his scientific credentials.

Will has even been sucked into the junk-science vortex of Bjorn Lomborg, Simon’s disciple and darling of pro-growth propagandists like the Competitive Enterprise Institute. Will thinks “potential U.S. gas resources have doubled in the last six years,” as if even potential (not just economic) gas resources change with technology! No stranger to bad facts, Will says, “One of [Paul] Ehrlich’s advisers, John Holdren, is President Barack Obama’s science adviser.” In reality it was the other way around: Ehrlich was Holdren’s adviser. In other words Will uses a mistaken claim to unleash a twice-removed, guilt-by-association attack, all in one sentence!

Despite the fact that Will has the combined credibility of Barry Bonds and BP Oil on environmental and sustainability affairs, there are reasons for empathizing with him at times. In fact, one reason plopped in my inbox this morning! The sender, a sustainability activist, first quoted from a website of the Center for the Advancement of the Steady State Economy, “The CASSE position calls for a desirable solution — a steady state economy with stabilized population and consumption — beginning in the wealthiest nations and not with extremist tactics.” Then he went on to complain:

“Unfortunately, there is no ‘desirable solution’ — I wish there were… Industrialism is by its very nature a temporary phenomenon; in the process of perpetuating it we consume the natural resources — primarily finite, non-replenishing, and increasingly scarce NNRs — that enable it. Unfortunately the chickens are coming home to roost now — instead of 1,000 years from now — and there’s nothing that we as a species can or will do about it, except suffer the inevitable consequences.”

So when George Will talks pejoratively about “calls for doomsday,” he’s got that one legitimate point, at least. For someone (a sustainability activist no less) to claim there is no desirable solution to the problem of uneconomic growth is defeatist at best, and patently false besides. Just because a solution — such as a steady state economy running at optimal size — is difficult to achieve does not mean it is out of the question or undesirable. What we should all agree on is that perpetual growth is out of the question, and then strive for the best alternative, handling the growing pains (or in this case, the de-growing pains) along the way.

Next, to paint “industrialism” with such a broad brush that it cannot be sustained, period, is another target on the straw man’s back. We should expect Mr. Will to hit that bulls-eye every time. First of all, de-industrializing is no panacea; it’s easy to envision an unsustainable, non-industrial economy hell-bent on growth. More to the point, who is to say we cannot sustain some industrial capital and production, especially with the use of renewable resources (picture a sawmill running on hydropower), for such a very long time that no one would consider it unsustainable. The problem is perpetual growth — always expanding the capital base and trying to produce more — regardless of the mechanical means by which that growth occurs.

And then, to top it off with, “there’s nothing that we as a species can or will do about it, except suffer the inevitable consequences,” almost makes me wonder who is farther from the truth: Will or the sustainability activist. After all, the activist is either not doing anything “about it” after all, or considers himself too exceptional to be part of the human species. But I don’t, and CASSE doesn’t. We are trying to do something about it. That is, we’re advancing the steady state economy — a desirable solution — instead of sitting on our doomed derrières while lamenting the forces of “industrialism.”

I never thought I’d agree with George Will on a matter of sustainability, but I’ll admit one thing: The caricatures he constructs are not always comprised of straw. Doomsday straw does exist but, unfortunately, some sustainability activists wear it too well.

Calls for doomsday remain unheeded (Washington Post)

WASHINGTON — Sometimes the news is that something was not newsworthy. The United Nation’s Rio+20 conference — 50,000 participants from 188 nations — occurred in June, without consequences. A generation has passed since the 1992 Earth Summit in Rio, which begat other conferences and protocols (e.g., Kyoto). And, by now, apocalypse fatigue — boredom from being repeatedly told the end is nigh.

This began two generations ago, in 1972, when we were warned (by computer models developed at MIT) that we were doomed. We were supposed to be pretty much extinct by now, or at least miserable. We are neither. So, what when wrong?

That year begat “The Limits to Growth,” a book from the Club of Rome, which called itself “a project on the predicament of mankind.” It sold 12 million copies, staggered The New York Times (“one of the most important documents of our age”) and argued that economic growth was doomed by intractable scarcities. Bjorn Lomborg, the Danish academic and “skeptical environmentalist,” writing in Foreign Affairs, says it “helped send the world down a path of worrying obsessively about misguided remedies for minor problems while ignoring much greater concerns,” such as poverty, which only economic growth can ameliorate.

MIT’s models foresaw the collapse of civilization because of “nonrenewable resource depletion” and population growth. “In an age more innocent of and reverential toward computers,” Lomborg writes, “the reams of cool printouts gave the book’s argument an air of scientific authority and inevitability” that “seemed to banish any possibility of disagreement.” Then — as now, regarding climate change — respect for science was said to require reverential suspension of skepticism about scientific hypotheses. Time magazine’s story about “The Limits to Growth” exemplified the media’s frisson of hysteria:

“The furnaces of Pittsburgh are cold; the assembly lines of Detroit are still. In Los Angeles, a few gaunt survivors of a plague desperately till freeway center strips … Fantastic? No, only grim inevitability if society continues its present dedication to growth and ‘progress.’”

The modelers examined 19 commodities and said 12 would be gone long before now — aluminum, copper, gold, lead, mercury, molybdenum, natural gas, oil, silver, tin, tungsten and zinc. Lomborg says:

Technological innovations have replaced mercury in batteries, dental fillings and thermometers, mercury consumption is down 98 percent and its price was down 90 percent by 2000. Since 1970, when gold reserves were estimated at 10,980 tons, 81,410 tons have been mined and estimated reserves are 51,000 tons. Since 1970, when known reserves of copper were 280 million tons, about 400 million tons have been produced globally and reserves are estimated at almost 700 million tons. Aluminum consumption has increased 16-fold since 1950, the world has consumed four times the 1950 known reserves, and known reserves could sustain current consumption for 177 years. Potential U.S. gas resources have doubled in the last six years. And so on.

The modelers missed something — human ingenuity in discovering, extracting and innovating. Which did not just appear after 1972.

Aluminum, Lomborg writes, is one of earth’s most common metals. But until the 1886 invention of the Hall-Heroult process, it was so difficult and expensive to extract that “Napoleon III had bars of aluminum exhibited alongside the French crown jewels, and he gave his honored guests aluminum forks and spoons while lesser visitors had to make do with gold utensils.”

Forty years after “The Limits to Growth” imparted momentum to environmentalism, that impulse now is often reduced to children indoctrinated to “reduce, reuse, and recycle.” Lomborg calls recycling “a feel-good gesture that provides little environmental benefit at a significant cost.” He says “we pay tribute to the pagan god of token environmentalism by spending countless hours sorting, storing and collecting used paper, which, when combined with government subsidies, yields slightly lower-quality paper in order to secure a resource” — forests — “that was never threatened in the first place.”

In 1980, economist Julian Simon made a wager in the form of a complex futures contract. He bet Paul Ehrlich (whose 1968 book “The Population Bomb” predicted “hundreds of millions of people” would starve to death in the 1970s as population growth swamped agricultural production) that by 1990 the price of any five commodities Ehrlich and his advisers picked would be lower than in 1980. Ehrlich’s group picked five metals. All were cheaper in 1990.

The bet cost Ehrlich $576.07. But that year he was awarded a $345,000 MacArthur Foundation “genius” grant and half of the $240,000 Crafoord Prize for ecological virtue. One of Ehrlich’s advisers, John Holdren, is President Barack Obama’s science adviser.

The Role of Genes in Political Behavior (Science Daily)

ScienceDaily (Aug. 27, 2012) — Politics and genetics have traditionally been considered non-overlapping fields, but over the past decade it has become clear that genes can influence political behavior, according to a review published online August 27th in Trends in Genetics. This paradigm shift has led to novel insights into why people vary in their political preferences and could have important implications for public policy.

“We’re seeing an awakening in the social sciences, and the wall that divided politics and genetics is really starting to fall apart,” says review author Peter Hatemi of the University of Sydney. “This is a big advance, because the two fields could inform each other to answer some very complex questions about individual differences in political views.”

In the past, social scientists had assumed that political preferences were shaped by social learning and environmental factors, but recent studies suggest that genes also strongly influence political traits. Twin studies show that genes have some influence on why people differ on political issues such as the death penalty, unemployment and abortion. Because this field of research is relatively new, only a handful of genes have been implicated in political ideology and partisanship, voter turnout, and political violence.

Future research, including gene-expression and sequencing studies, may lead to deeper insights into genetic influences on political views and have a greater impact on public policy. “Making the public aware of how their mind works and affects their political behavior is critically important,” Hatemi says. “This has real implications for the reduction of discrimination, foreign policy, public health, attitude change and many other political issues.”

“¡Me importa un pito que digan que fomentamos la violencia. Este pibe no es un barrabrava. Este es un salame!”. A los gritos y con una rabia un tanto impostada, un conocido presentador repasaba la secuencia televisiva en la que un plateísta de Boca arrojaba un cartel sobre el banco de suplentes de Independiente. “Que busquen al responsable en las villas. Ahí está la violencia”, decía.

Justamente lo contrario opina Pablo Alabarces, el sociólogo con más publicaciones referidas a la violencia en las canchas de fútbol. Según él, ésta es originada por “el hincha común”, la policía, los dirigentes y los medios de comunicación.

Para el reconocido autor de Crónicas del aguante, con lo ocurrido en Colón-Belgrano quedó demostrado “una vez más” que las agresiones que solemos ver domingo a domingo en las canchas no son patrimonio exclusivo de la barra brava.

Los plateístas de Colón tiran de todo y la culpa es de Olave. La policía reprime y la culpa es de Olave. Bueno… Olave también es culpable como todos los jugadores que desde su lugar también generan lo que generan. Pero se está equivocando el foco de la cuestión”, dice el profesional con creciente indignación.

Tratar estos incidentes como si fueran aislados no sirve para nada. Mi primer trabajo sobre violencia en el fútbol fue hace 12 años, así que imaginate que nada me sorprende a esta altura. Todo es previsible, esperable. Y también es esperable cómo se reacciona… Los medios dicen ‘los violentos, la culpa es de ellos’. Pero no dicen que entre ellos están los jugadores, la policía, los periodistas cordobeses… todos”.

Alabarces lidera un conjunto de intelectuales que hace unos meses presentó un polémico proyecto para erradicar la violencia aboliendo las actuales medidas (represión policial, mayores operativos, prohibición de público visitante, entre otras cosas) que a la luz de los hechos no han brindado soluciones. En lugar de ello, propone un trabajo conjunto de profesionales de distintas disciplinas para reeducar a los violentos. Reconocer la existencia de la barra. “No legalizarla, como malinterpretan algunos”, aclara. “Hasta ahora son todos parches. No existen medidas a largo plazo. Prohibir el ingreso de público visitante es un negocio televisivo”, agrega.

Días atrás, en una declaración para muchos desacertada, la presidenta Cristina Fernández sostuvo que “si el tema de la violencia lo circunscribimos únicamente a algunos grupitos vamos a equivocarnos y no vamos a darle una verdadera respuesta al problema, que tiene que ver más con cosas que pasan fuera de la cancha, que son las mas graves y no adentro”. Según Alabarces, la mandataria fue “demasiado liviana, hizo una alusión rápida y poco profunda del tema”.

–¿Cuál es la solución?

–La cultura futbolística argentina encierra una ética de la violencia llamada “el aguante”, reconocida y alentada desde los medios. En 10 años podemos solucionarlo. El responsable de la seguridad en Inglaterra me dijo que se “cura” en ese tiempo.

–¿Cómo se hace?

–Yo propongo una serie de medidas que van desde la intervención de la AFA a blanquear la guita que se maneja en el fútbol. A fines del año pasado empecé a analizar el “Fútbol para Todos”. Ahí hace tres años tenés publicidad gratis y no hay ni un aviso sobre la violencia.

–¿Qué más?

–Campañas. Sacar la policía y poner un batallón de antropólogos y trabajadores sociales. Trabajar con las comunidades, dialogar, convencerlos…

–Con progresismo…

–No es izquierdista, es lo más liberal… No prejuzgar a los barras, hacer al revés: darles un shock de confianza. Pero si exigís orden tenés que darles infraestructura. Los baños tienen que estar en condiciones y no como los ves en cualquier estadio. La gente tiene derecho a acceder a eso.

–Como en el “Primer Mundo”.

–Los ingleses decían “usted no puede tratar a los hinchas como animales y después quejarse porque se portan como animales”. Hubo casos en los que al comienzo cuando se encontraban con cosas nuevas en el estadio se las robaban, pero con el tiempo se sentían orgullosos de su nuevo estadio.

–¿Realmente creés que es posible un cambio?

–La idea de que el cambio cultural es posible lo demuestra que antes esa cultura no era así. La cultura cambió, y lo hizo en relación a cambios globales: el peso de los hinchas es mayor. Ellos se perciben a sí mismos como los únicos que garantizan la continuidad de esa cultura.

–Decís que los medios y los futbolistas también son responsables.

–Cuando Belgrano le empató a River en la promoción y el relator decía “River sale a matar o morir”, el hincha lo siente así. Y los jugadores son tribuneros, se besan el escudo, provocan… No sólo ellos, mirá a los árbitros cómo dirigen…

–¿Por qué creés que los dirigentes no le encontraron la vuelta a la violencia?

–Y… Mirá el mejor ejemplo es Cantero (presidente de Independiente). Venía bien enfrentándose con la barra. Pero en el partido que se suspendió por la lluvia contra Vélez, salió a quejarse y decir “el fútbol es para hombres”. Hasta el más sensato parece capturado por esa cultura del aguante.

–¿Te ofrecieron algún cargo público?

–No, y no lo aceptaría.

The Cambridge Declaration on Consciousness

On this day of July 7, 2012, a prominent international group of cognitive neuroscientists, neuropharmacologists, neurophysiologists, neuroanatomists and computational neuroscientists gathered at The University of Cambridge to reassess the neurobiological substrates of conscious experience and related behaviors in human and non-human animals. While comparative research on this topic is naturally hampered by the inability of non-human animals, and often humans, to clearly and readily communicate about their internal states, the following observations can be stated unequivocally:

 The field of Consciousness research is rapidly evolving. Abundant new techniques and strategies for human and non-human animal research have been developed. Consequently, more data is becoming readily available, and this calls for a periodic reevaluation of previously held preconceptions in this field. Studies of non-human animals have shown that homologous brain circuits correlated with conscious experience and perception can be selectively facilitated and disrupted to assess whether they are in fact necessary for those experiences. Moreover, in humans, new non-invasive techniques are readily available to survey the correlates of consciousness.

 The neural substrates of emotions do not appear to be confined to cortical structures. In fact, subcortical neural networks aroused during affective states in humans are also critically important for generating emotional behaviors in animals. Artificial arousal of the same brain regions generates corresponding behavior and feeling states in both humans and non-human animals. Wherever in the brain one evokes instinctual emotional behaviors in non-human animals, many of the ensuing behaviors are consistent with experienced feeling states, including those internal states that are rewarding and punishing. Deep brain stimulation of these systems in humans can also generate similar affective states. Systems associated with affect are concentrated in subcortical regions where neural homologies abound. Young human and nonhuman animals without neocortices retain these brain-mind functions. Furthermore, neural circuits supporting behavioral/electrophysiological states of attentiveness, sleep and decision making appear to have arisen in evolution as early as the invertebrate radiation, being evident in insects and cephalopod mollusks (e.g., octopus).

 Birds appear to offer, in their behavior, neurophysiology, and neuroanatomy a striking case of parallel evolution of consciousness. Evidence of near human-like levels of consciousness has been most dramatically observed in African grey parrots. Mammalian and avian emotional networks and cognitive microcircuitries appear to be far more homologous than previously thought. Moreover, certain species of birds have been found to exhibit neural sleep patterns similar to those of mammals, including REM sleep and, as was demonstrated in zebra finches, neurophysiological patterns, previously thought to require a mammalian neocortex. Magpies in particular have been shown to exhibit striking similarities to humans, great apes, dolphins, and elephants in studies of mirror self-recognition.

 In humans, the effect of certain hallucinogens appears to be associated with a disruption in cortical feedforward and feedback processing. Pharmacological interventions in non-human animals with compounds known to affect conscious behavior in humans can lead to similar perturbations in behavior in non-human animals. In humans, there is evidence to suggest that awareness is correlated with cortical activity, which does not exclude possible contributions by subcortical or early cortical processing, as in visual awareness. Evidence that human and nonhuman animal emotional feelings arise from homologous subcortical brain networks provide compelling evidence for evolutionarily shared primal affective qualia.

We declare the following: “The absence of a neocortex does not appear to preclude an organism from experiencing affective states. Convergent evidence indicates that non-human animals have the neuroanatomical, neurochemical, and neurophysiological substrates of conscious states along with the capacity to exhibit intentional behaviors. Consequently, the weight of evidence indicates that humans are not unique in possessing the neurological substrates that generate consciousness. Nonhuman animals, including all mammals and birds, and many other creatures, including octopuses, also possess these neurological substrates.”

Politics and Prejudice Explored (Science Daily)

ScienceDaily (Aug. 20, 2012) — Research has associated political conservatism with prejudice toward various stereotyped groups. But research has also shown that people select and interpret evidence consistent with their own pre-existing attitudes and ideologies. In this article, Chambers and colleagues hypothesized that, contrary to what some research might indicate, prejudice is not restricted to a particular political ideology.

Rather, the conflicting values of liberals and conservatives give rise to different kinds of prejudice, with each group favoring other social groups that share their values. In the first study, three diverse groups of participants rated the ideological position and their overall impression of 34 different target groups.

Participants’ impressions fell in line with their ideology. For example, conservatives expressed more prejudice than liberals against groups that were identified as liberal (e.g., African-Americans, homosexuals), but less prejudice against groups identified as conservative (e.g., Christian fundamentalists, business people).

In the second and third studies, participants were presented with 6 divisive political issues and descriptions of racially diverse target persons for each issue. Neither liberals’ nor conservatives’ impressions of the target persons were affected by the race of the target, but both were strongly influenced by the target’s political attitudes.

From these findings the researchers conclude that prejudices commonly linked with ideology are most likely derived from perceived ideological differences and not from other characteristics like racial tolerance or intolerance.

Prejudice Comes from a Basic Human Need and Way of Thinking, New Research Suggests

ScienceDaily (Dec. 21, 2011) — Where does prejudice come from? Not from ideology, say the authors of a new paper. Instead, prejudice stems from a deeper psychological need, associated with a particular way of thinking. People who aren’t comfortable with ambiguity and want to make quick and firm decisions are also prone to making generalizations about others.

In a new article published in Current Directions in Psychological Science, a journal of the Association for Psychological Science, Arne Roets and Alain Van Hiel of Ghent University in Belgium look at what psychological scientists have learned about prejudice since the 1954 publication of an influential book, The Nature of Prejudice by Gordon Allport.

People who are prejudiced feel a much stronger need to make quick and firm judgments and decisions in order to reduce ambiguity. “Of course, everyone has to make decisions, but some people really hate uncertainty and therefore quickly rely on the most obvious information, often the first information they come across, to reduce it” Roets says. That’s also why they favor authorities and social norms which make it easier to make decisions. Then, once they’ve made up their mind, they stick to it. “If you provide information that contradicts their decision, they just ignore it.”

Roets argues that this way of thinking is linked to people’s need to categorize the world, often unconsciously. “When we meet someone, we immediately see that person as being male or female, young or old, black or white, without really being aware of this categorization,” he says. “Social categories are useful to reduce complexity, but the problem is that we also assign some properties to these categories. This can lead to prejudice and stereotyping.”

People who need to make quick judgments will judge a new person based on what they already believe about their category. “The easiest and fastest way to judge is to say, for example, ok, this person is a black man. If you just use your ideas about what black men are generally like, that’s an easy way to have an opinion of that person,” Roets says. “You say, ‘he’s part of this group, so he’s probably like this.'”

It’s virtually impossible to change the basic way that people think. Now for the good news: It’s possible to actually also use this way of thinking to reduce people’s prejudice. If people who need quick answers meet people from other groups and like them personally, they are likely to use this positive experience to form their views of the whole group. “This is very much about salient positive information taking away the aversion, anxiety, and fear of the unknown,” Roets says.

Roets’s conclusions suggest that the fundamental source of prejudice is not ideology, but rather a basic human need and way of thinking. “It really makes us think differently about how people become prejudiced or why people are prejudiced,” Roets says. “To reduce prejudice, we first have to acknowledge that it often satisfies some basic need to have quick answers and stable knowledge people rely on to make sense of the world.”

Ironic Effects of Anti-Prejudice Messages

ScienceDaily (July 7, 2011) — Organizations and programs have been set up all over the globe in the hopes of urging people to end prejudice. According to a research article, which will be published in an upcoming issue of Psychological Science, a journal of the Association for Psychological Science, such programs may actually increase prejudices.

Lisa Legault, Jennifer Gutsell and Michael Inzlicht, from the University of Toronto Scarborough, were interested in exploring how one’s everyday environment influences people’s motivation toward prejudice reduction.

The authors conducted two experiments which looked at the effect of two different types of motivational intervention — a controlled form (telling people what they should do) and a more personal form (explaining why being non-prejudiced is enjoyable and personally valuable).

In experiment one; participants were randomly assigned one of two brochures to read: an autonomy brochure or a controlling brochure. These brochures discussed a new campus initiative to reduce prejudice. A third group was offered no motivational instructions to reduce prejudice. The authors found that, ironically, those who read the controlling brochure later demonstrated more prejudice than those who had not been urged to reduce prejudice. Those who read the brochure designed to support personal motivation showed less prejudice than those in the other two groups.

In experiment two, participants were randomly assigned a questionnaire, designed to stimulate personal or controlling motivation to reduce prejudice. The authors found that those who were exposed to controlling messages regarding prejudice reduction showed significantly more prejudice than those who did not receive any controlling cues.

The authors suggest that when interventions eliminate people’s freedom to value diversity on their own terms, they may actually be creating hostility toward the targets of prejudice.

According to Dr. Legault, “Controlling prejudice reduction practices are tempting because they are quick and easy to implement. They tell people how they should think and behave and stress the negative consequences of failing to think and behave in desirable ways.” Legault continues, “But people need to feel that they are freely choosing to be nonprejudiced, rather than having it forced upon them.”

Legault stresses the need to focus less on the requirement to reduce prejudices and start focusing more on the reasons why diversity and equality are important and beneficial to both majority and minority group members.

Global Warming’s Terrifying New Math (Rolling Stone)

Three simple numbers that add up to global catastrophe – and that make clear who the real enemy is

If the pictures of those towering wildfires in Colorado haven’t convinced you, or the size of your AC bill this summer, here are some hard numbers about climate change: June broke or tied 3,215 high-temperature records across the United States. That followed the warmest May on record for the Northern Hemisphere – the 327th consecutive month in which the temperature of the entire globe exceeded the 20th-century average, the odds of which occurring by simple chance were 3.7 x 10-99, a number considerably larger than the number of stars in the universe.

Meteorologists reported that this spring was the warmest ever recorded for our nation – in fact, it crushed the old record by so much that it represented the “largest temperature departure from average of any season on record.” The same week, Saudi authorities reported that it had rained in Mecca despite a temperature of 109 degrees, the hottest downpour in the planet’s history.

Not that our leaders seemed to notice. Last month the world’s nations, meeting in Rio for the 20th-anniversary reprise of a massive 1992 environmental summit, accomplished nothing. Unlike George H.W. Bush, who flew in for the first conclave, Barack Obama didn’t even attend. It was “a ghost of the glad, confident meeting 20 years ago,” the British journalist George Monbiot wrote; no one paid it much attention, footsteps echoing through the halls “once thronged by multitudes.” Since I wrote one of the first books for a general audience about global warming way back in 1989, and since I’ve spent the intervening decades working ineffectively to slow that warming, I can say with some confidence that we’re losing the fight, badly and quickly – losing it because, most of all, we remain in denial about the peril that human civilization is in.

When we think about global warming at all, the arguments tend to be ideological, theological and economic. But to grasp the seriousness of our predicament, you just need to do a little math. For the past year, an easy and powerful bit of arithmetical analysis first published by financial analysts in the U.K. has been making the rounds of environmental conferences and journals, but it hasn’t yet broken through to the larger public. This analysis upends most of the conventional political thinking about climate change. And it allows us to understand our precarious – our almost-but-not-quite-finally hopeless – position with three simple numbers.

The First Number: 2° Celsius

If the movie had ended in Hollywood fashion, the Copenhagen climate conference in 2009 would have marked the culmination of the global fight to slow a changing climate. The world’s nations had gathered in the December gloom of the Danish capital for what a leading climate economist, Sir Nicholas Stern of Britain, called the “most important gathering since the Second World War, given what is at stake.” As Danish energy minister Connie Hedegaard, who presided over the conference, declared at the time: “This is our chance. If we miss it, it could take years before we get a new and better one. If ever.”

In the event, of course, we missed it. Copenhagen failed spectacularly. Neither China nor the United States, which between them are responsible for 40 percent of global carbon emissions, was prepared to offer dramatic concessions, and so the conference drifted aimlessly for two weeks until world leaders jetted in for the final day. Amid considerable chaos, President Obama took the lead in drafting a face-saving “Copenhagen Accord” that fooled very few. Its purely voluntary agreements committed no one to anything, and even if countries signaled their intentions to cut carbon emissions, there was no enforcement mechanism. “Copenhagen is a crime scene tonight,” an angry Greenpeace official declared, “with the guilty men and women fleeing to the airport.” Headline writers were equally brutal: COPENHAGEN: THE MUNICH OF OUR TIMES? asked one.

The accord did contain one important number, however. In Paragraph 1, it formally recognized “the scientific view that the increase in global temperature should be below two degrees Celsius.” And in the very next paragraph, it declared that “we agree that deep cuts in global emissions are required… so as to hold the increase in global temperature below two degrees Celsius.” By insisting on two degrees – about 3.6 degrees Fahrenheit – the accord ratified positions taken earlier in 2009 by the G8, and the so-called Major Economies Forum. It was as conventional as conventional wisdom gets. The number first gained prominence, in fact, at a 1995 climate conference chaired by Angela Merkel, then the German minister of the environment and now the center-right chancellor of the nation.

Some context: So far, we’ve raised the average temperature of the planet just under 0.8 degrees Celsius, and that has caused far more damage than most scientists expected. (A third of summer sea ice in the Arctic is gone, the oceans are 30 percent more acidic, and since warm air holds more water vapor than cold, the atmosphere over the oceans is a shocking five percent wetter, loading the dice for devastating floods.) Given those impacts, in fact, many scientists have come to think that two degrees is far too lenient a target. “Any number much above one degree involves a gamble,” writes Kerry Emanuel of MIT, a leading authority on hurricanes, “and the odds become less and less favorable as the temperature goes up.” Thomas Lovejoy, once the World Bank’s chief biodiversity adviser, puts it like this: “If we’re seeing what we’re seeing today at 0.8 degrees Celsius, two degrees is simply too much.” NASA scientist James Hansen, the planet’s most prominent climatologist, is even blunter: “The target that has been talked about in international negotiations for two degrees of warming is actually a prescription for long-term disaster.” At the Copenhagen summit, a spokesman for small island nations warned that many would not survive a two-degree rise: “Some countries will flat-out disappear.” When delegates from developing nations were warned that two degrees would represent a “suicide pact” for drought-stricken Africa, many of them started chanting, “One degree, one Africa.”

Despite such well-founded misgivings, political realism bested scientific data, and the world settled on the two-degree target – indeed, it’s fair to say that it’s the only thing about climate change the world has settled on. All told, 167 countries responsible for more than 87 percent of the world’s carbon emissions have signed on to the Copenhagen Accord, endorsing the two-degree target. Only a few dozen countries have rejected it, including Kuwait, Nicaragua and Venezuela. Even the United Arab Emirates, which makes most of its money exporting oil and gas, signed on. The official position of planet Earth at the moment is that we can’t raise the temperature more than two degrees Celsius – it’s become the bottomest of bottom lines. Two degrees.

The Second Number: 565 Gigatons

Scientists estimate that humans can pour roughly 565 more gigatons of carbon dioxide into the atmosphere by midcentury and still have some reasonable hope of staying below two degrees. (“Reasonable,” in this case, means four chances in five, or somewhat worse odds than playing Russian roulette with a six-shooter.)

This idea of a global “carbon budget” emerged about a decade ago, as scientists began to calculate how much oil, coal and gas could still safely be burned. Since we’ve increased the Earth’s temperature by 0.8 degrees so far, we’re currently less than halfway to the target. But, in fact, computer models calculate that even if we stopped increasing CO2 now, the temperature would likely still rise another 0.8 degrees, as previously released carbon continues to overheat the atmosphere. That means we’re already three-quarters of the way to the two-degree target.

How good are these numbers? No one is insisting that they’re exact, but few dispute that they’re generally right. The 565-gigaton figure was derived from one of the most sophisticated computer-simulation models that have been built by climate scientists around the world over the past few decades. And the number is being further confirmed by the latest climate-simulation models currently being finalized in advance of the next report by the Intergovernmental Panel on Climate Change. “Looking at them as they come in, they hardly differ at all,” says Tom Wigley, an Australian climatologist at the National Center for Atmospheric Research. “There’s maybe 40 models in the data set now, compared with 20 before. But so far the numbers are pretty much the same. We’re just fine-tuning things. I don’t think much has changed over the last decade.” William Collins, a senior climate scientist at the Lawrence Berkeley National Laboratory, agrees. “I think the results of this round of simulations will be quite similar,” he says. “We’re not getting any free lunch from additional understanding of the climate system.”

We’re not getting any free lunch from the world’s economies, either. With only a single year’s lull in 2009 at the height of the financial crisis, we’ve continued to pour record amounts of carbon into the atmosphere, year after year. In late May, the International Energy Agency published its latest figures – CO2 emissions last year rose to 31.6 gigatons, up 3.2 percent from the year before. America had a warm winter and converted more coal-fired power plants to natural gas, so its emissions fell slightly; China kept booming, so its carbon output (which recently surpassed the U.S.) rose 9.3 percent; the Japanese shut down their fleet of nukes post-Fukushima, so their emissions edged up 2.4 percent. “There have been efforts to use more renewable energy and improve energy efficiency,” said Corinne Le Quéré, who runs England’s Tyndall Centre for Climate Change Research. “But what this shows is that so far the effects have been marginal.” In fact, study after study predicts that carbon emissions will keep growing by roughly three percent a year – and at that rate, we’ll blow through our 565-gigaton allowance in 16 years, around the time today’s preschoolers will be graduating from high school. “The new data provide further evidence that the door to a two-degree trajectory is about to close,” said Fatih Birol, the IEA’s chief economist. In fact, he continued, “When I look at this data, the trend is perfectly in line with a temperature increase of about six degrees.” That’s almost 11 degrees Fahrenheit, which would create a planet straight out of science fiction.

So, new data in hand, everyone at the Rio conference renewed their ritual calls for serious international action to move us back to a two-degree trajectory. The charade will continue in November, when the next Conference of the Parties (COP) of the U.N. Framework Convention on Climate Change convenes in Qatar. This will be COP 18 – COP 1 was held in Berlin in 1995, and since then the process has accomplished essentially nothing. Even scientists, who are notoriously reluctant to speak out, are slowly overcoming their natural preference to simply provide data. “The message has been consistent for close to 30 years now,” Collins says with a wry laugh, “and we have the instrumentation and the computer power required to present the evidence in detail. If we choose to continue on our present course of action, it should be done with a full evaluation of the evidence the scientific community has presented.” He pauses, suddenly conscious of being on the record. “I should say, a fuller evaluation of the evidence.”

So far, though, such calls have had little effect. We’re in the same position we’ve been in for a quarter-century: scientific warning followed by political inaction. Among scientists speaking off the record, disgusted candor is the rule. One senior scientist told me, “You know those new cigarette packs, where governments make them put a picture of someone with a hole in their throats? Gas pumps should have something like that.”

The Third Number: 2,795 Gigatons

This number is the scariest of all – one that, for the first time, meshes the political and scientific dimensions of our dilemma. It was highlighted last summer by the Carbon Tracker Initiative, a team of London financial analysts and environmentalists who published a report in an effort to educate investors about the possible risks that climate change poses to their stock portfolios. The number describes the amount of carbon already contained in the proven coal and oil and gas reserves of the fossil-fuel companies, and the countries (think Venezuela or Kuwait) that act like fossil-fuel companies. In short, it’s the fossil fuel we’re currently planning to burn. And the key point is that this new number – 2,795 – is higher than 565. Five times higher.

The Carbon Tracker Initiative – led by James Leaton, an environmentalist who served as an adviser at the accounting giant PricewaterhouseCoopers – combed through proprietary databases to figure out how much oil, gas and coal the world’s major energy companies hold in reserve. The numbers aren’t perfect – they don’t fully reflect the recent surge in unconventional energy sources like shale gas, and they don’t accurately reflect coal reserves, which are subject to less stringent reporting requirements than oil and gas. But for the biggest companies, the figures are quite exact: If you burned everything in the inventories of Russia’s Lukoil and America’s ExxonMobil, for instance, which lead the list of oil and gas companies, each would release more than 40 gigatons of carbon dioxide into the atmosphere.

Which is exactly why this new number, 2,795 gigatons, is such a big deal. Think of two degrees Celsius as the legal drinking limit – equivalent to the 0.08 blood-alcohol level below which you might get away with driving home. The 565 gigatons is how many drinks you could have and still stay below that limit – the six beers, say, you might consume in an evening. And the 2,795 gigatons? That’s the three 12-packs the fossil-fuel industry has on the table, already opened and ready to pour.

We have five times as much oil and coal and gas on the books as climate scientists think is safe to burn. We’d have to keep 80 percent of those reserves locked away underground to avoid that fate. Before we knew those numbers, our fate had been likely. Now, barring some massive intervention, it seems certain.

Yes, this coal and gas and oil is still technically in the soil. But it’s already economically aboveground – it’s figured into share prices, companies are borrowing money against it, nations are basing their budgets on the presumed returns from their patrimony. It explains why the big fossil-fuel companies have fought so hard to prevent the regulation of carbon dioxide – those reserves are their primary asset, the holding that gives their companies their value. It’s why they’ve worked so hard these past years to figure out how to unlock the oil in Canada’s tar sands, or how to drill miles beneath the sea, or how to frack the Appalachians.

If you told Exxon or Lukoil that, in order to avoid wrecking the climate, they couldn’t pump out their reserves, the value of their companies would plummet. John Fullerton, a former managing director at JP Morgan who now runs the Capital Institute, calculates that at today’s market value, those 2,795 gigatons of carbon emissions are worth about $27 trillion. Which is to say, if you paid attention to the scientists and kept 80 percent of it underground, you’d be writing off $20 trillion in assets. The numbers aren’t exact, of course, but that carbon bubble makes the housing bubble look small by comparison. It won’t necessarily burst – we might well burn all that carbon, in which case investors will do fine. But if we do, the planet will crater. You can have a healthy fossil-fuel balance sheet, or a relatively healthy planet – but now that we know the numbers, it looks like you can’t have both. Do the math: 2,795 is five times 565. That’s how the story ends.

So far, as I said at the start, environmental efforts to tackle global warming have failed. The planet’s emissions of carbon dioxide continue to soar, especially as developing countries emulate (and supplant) the industries of the West. Even in rich countries, small reductions in emissions offer no sign of the real break with the status quo we’d need to upend the iron logic of these three numbers. Germany is one of the only big countries that has actually tried hard to change its energy mix; on one sunny Saturday in late May, that northern-latitude nation generated nearly half its power from solar panels within its borders. That’s a small miracle – and it demonstrates that we have the technology to solve our problems. But we lack the will. So far, Germany’s the exception; the rule is ever more carbon.

This record of failure means we know a lot about what strategies don’t work. Green groups, for instance, have spent a lot of time trying to change individual lifestyles: the iconic twisty light bulb has been installed by the millions, but so have a new generation of energy-sucking flatscreen TVs. Most of us are fundamentally ambivalent about going green: We like cheap flights to warm places, and we’re certainly not going to give them up if everyone else is still taking them. Since all of us are in some way the beneficiaries of cheap fossil fuel, tackling climate change has been like trying to build a movement against yourself – it’s as if the gay-rights movement had to be constructed entirely from evangelical preachers, or the abolition movement from slaveholders.

People perceive – correctly – that their individual actions will not make a decisive difference in the atmospheric concentration of CO2; by 2010, a poll found that “while recycling is widespread in America and 73 percent of those polled are paying bills online in order to save paper,” only four percent had reduced their utility use and only three percent had purchased hybrid cars. Given a hundred years, you could conceivably change lifestyles enough to matter – but time is precisely what we lack.

A more efficient method, of course, would be to work through the political system, and environmentalists have tried that, too, with the same limited success. They’ve patiently lobbied leaders, trying to convince them of our peril and assuming that politicians would heed the warnings. Sometimes it has seemed to work. Barack Obama, for instance, campaigned more aggressively about climate change than any president before him – the night he won the nomination, he told supporters that his election would mark the moment “the rise of the oceans began to slow and the planet began to heal.” And he has achieved one significant change: a steady increase in the fuel efficiency mandated for automobiles. It’s the kind of measure, adopted a quarter-century ago, that would have helped enormously. But in light of the numbers I’ve just described, it’s obviously a very small start indeed.

At this point, effective action would require actually keeping most of the carbon the fossil-fuel industry wants to burn safely in the soil, not just changing slightly the speed at which it’s burned. And there the president, apparently haunted by the still-echoing cry of “Drill, baby, drill,” has gone out of his way to frack and mine. His secretary of interior, for instance, opened up a huge swath of the Powder River Basin in Wyoming for coal extraction: The total basin contains some 67.5 gigatons worth of carbon (or more than 10 percent of the available atmospheric space). He’s doing the same thing with Arctic and offshore drilling; in fact, as he explained on the stump in March, “You have my word that we will keep drilling everywhere we can… That’s a commitment that I make.” The next day, in a yard full of oil pipe in Cushing, Oklahoma, the president promised to work on wind and solar energy but, at the same time, to speed up fossil-fuel development: “Producing more oil and gas here at home has been, and will continue to be, a critical part of an all-of-the-above energy strategy.” That is, he’s committed to finding even more stock to add to the 2,795-gigaton inventory of unburned carbon.

Sometimes the irony is almost Borat-scale obvious: In early June, Secretary of State Hillary Clinton traveled on a Norwegian research trawler to see firsthand the growing damage from climate change. “Many of the predictions about warming in the Arctic are being surpassed by the actual data,” she said, describing the sight as “sobering.” But the discussions she traveled to Scandinavia to have with other foreign ministers were mostly about how to make sure Western nations get their share of the estimated $9 trillion in oil (that’s more than 90 billion barrels, or 37 gigatons of carbon) that will become accessible as the Arctic ice melts. Last month, the Obama administration indicated that it would give Shell permission to start drilling in sections of the Arctic.

Almost every government with deposits of hydrocarbons straddles the same divide. Canada, for instance, is a liberal democracy renowned for its internationalism – no wonder, then, that it signed on to the Kyoto treaty, promising to cut its carbon emissions substantially by 2012. But the rising price of oil suddenly made the tar sands of Alberta economically attractive – and since, as NASA climatologist James Hansen pointed out in May, they contain as much as 240 gigatons of carbon (or almost half of the available space if we take the 565 limit seriously), that meant Canada’s commitment to Kyoto was nonsense. In December, the Canadian government withdrew from the treaty before it faced fines for failing to meet its commitments.

The same kind of hypocrisy applies across the ideological board: In his speech to the Copenhagen conference, Venezuela’s Hugo Chavez quoted Rosa Luxemburg, Jean-Jacques Rousseau and “Christ the Redeemer,” insisting that “climate change is undoubtedly the most devastating environmental problem of this century.” But the next spring, in the Simon Bolivar Hall of the state-run oil company, he signed an agreement with a consortium of international players to develop the vast Orinoco tar sands as “the most significant engine for a comprehensive development of the entire territory and Venezuelan population.” The Orinoco deposits are larger than Alberta’s – taken together, they’d fill up the whole available atmospheric space.

So: the paths we have tried to tackle global warming have so far produced only gradual, halting shifts. A rapid, transformative change would require building a movement, and movements require enemies. As John F. Kennedy put it, “The civil rights movement should thank God for Bull Connor. He’s helped it as much as Abraham Lincoln.” And enemies are what climate change has lacked.

But what all these climate numbers make painfully, usefully clear is that the planet does indeed have an enemy – one far more committed to action than governments or individuals. Given this hard math, we need to view the fossil-fuel industry in a new light. It has become a rogue industry, reckless like no other force on Earth. It is Public Enemy Number One to the survival of our planetary civilization. “Lots of companies do rotten things in the course of their business – pay terrible wages, make people work in sweatshops – and we pressure them to change those practices,” says veteran anti-corporate leader Naomi Klein, who is at work on a book about the climate crisis. “But these numbers make clear that with the fossil-fuel industry, wrecking the planet is their business model. It’s what they do.”

According to the Carbon Tracker report, if Exxon burns its current reserves, it would use up more than seven percent of the available atmospheric space between us and the risk of two degrees. BP is just behind, followed by the Russian firm Gazprom, then Chevron, ConocoPhillips and Shell, each of which would fill between three and four percent. Taken together, just these six firms, of the 200 listed in the Carbon Tracker report, would use up more than a quarter of the remaining two-degree budget. Severstal, the Russian mining giant, leads the list of coal companies, followed by firms like BHP Billiton and Peabody. The numbers are simply staggering – this industry, and this industry alone, holds the power to change the physics and chemistry of our planet, and they’re planning to use it.

They’re clearly cognizant of global warming – they employ some of the world’s best scientists, after all, and they’re bidding on all those oil leases made possible by the staggering melt of Arctic ice. And yet they relentlessly search for more hydrocarbons – in early March, Exxon CEO Rex Tillerson told Wall Street analysts that the company plans to spend $37 billion a year through 2016 (about $100 million a day) searching for yet more oil and gas.

There’s not a more reckless man on the planet than Tillerson. Late last month, on the same day the Colorado fires reached their height, he told a New York audience that global warming is real, but dismissed it as an “engineering problem” that has “engineering solutions.” Such as? “Changes to weather patterns that move crop-production areas around – we’ll adapt to that.” This in a week when Kentucky farmers were reporting that corn kernels were “aborting” in record heat, threatening a spike in global food prices. “The fear factor that people want to throw out there to say, ‘We just have to stop this,’ I do not accept,” Tillerson said. Of course not – if he did accept it, he’d have to keep his reserves in the ground. Which would cost him money. It’s not an engineering problem, in other words – it’s a greed problem.

You could argue that this is simply in the nature of these companies – that having found a profitable vein, they’re compelled to keep mining it, more like efficient automatons than people with free will. But as the Supreme Court has made clear, they are people of a sort. In fact, thanks to the size of its bankroll, the fossil-fuel industry has far more free will than the rest of us. These companies don’t simply exist in a world whose hungers they fulfill – they help create the boundaries of that world.

Left to our own devices, citizens might decide to regulate carbon and stop short of the brink; according to a recent poll, nearly two-thirds of Americans would back an international agreement that cut carbon emissions 90 percent by 2050. But we aren’t left to our own devices. The Koch brothers, for instance, have a combined wealth of $50 billion, meaning they trail only Bill Gates on the list of richest Americans. They’ve made most of their money in hydrocarbons, they know any system to regulate carbon would cut those profits, and they reportedly plan to lavish as much as $200 million on this year’s elections. In 2009, for the first time, the U.S. Chamber of Commerce surpassed both the Republican and Democratic National Committees on political spending; the following year, more than 90 percent of the Chamber’s cash went to GOP candidates, many of whom deny the existence of global warming. Not long ago, the Chamber even filed a brief with the EPA urging the agency not to regulate carbon – should the world’s scientists turn out to be right and the planet heats up, the Chamber advised, “populations can acclimatize to warmer climates via a range of behavioral, physiological and technological adaptations.” As radical goes, demanding that we change our physiology seems right up there.

Environmentalists, understandably, have been loath to make the fossil-fuel industry their enemy, respecting its political power and hoping instead to convince these giants that they should turn away from coal, oil and gas and transform themselves more broadly into “energy companies.” Sometimes that strategy appeared to be working – emphasis on appeared. Around the turn of the century, for instance, BP made a brief attempt to restyle itself as “Beyond Petroleum,” adapting a logo that looked like the sun and sticking solar panels on some of its gas stations. But its investments in alternative energy were never more than a tiny fraction of its budget for hydrocarbon exploration, and after a few years, many of those were wound down as new CEOs insisted on returning to the company’s “core business.” In December, BP finally closed its solar division. Shell shut down its solar and wind efforts in 2009. The five biggest oil companies have made more than $1 trillion in profits since the millennium – there’s simply too much money to be made on oil and gas and coal to go chasing after zephyrs and sunbeams.

Much of that profit stems from a single historical accident: Alone among businesses, the fossil-fuel industry is allowed to dump its main waste, carbon dioxide, for free. Nobody else gets that break – if you own a restaurant, you have to pay someone to cart away your trash, since piling it in the street would breed rats. But the fossil-fuel industry is different, and for sound historical reasons: Until a quarter-century ago, almost no one knew that CO2 was dangerous. But now that we understand that carbon is heating the planet and acidifying the oceans, its price becomes the central issue.

If you put a price on carbon, through a direct tax or other methods, it would enlist markets in the fight against global warming. Once Exxon has to pay for the damage its carbon is doing to the atmosphere, the price of its products would rise. Consumers would get a strong signal to use less fossil fuel – every time they stopped at the pump, they’d be reminded that you don’t need a semimilitary vehicle to go to the grocery store. The economic playing field would now be a level one for nonpolluting energy sources. And you could do it all without bankrupting citizens – a so-called “fee-and-dividend” scheme would put a hefty tax on coal and gas and oil, then simply divide up the proceeds, sending everyone in the country a check each month for their share of the added costs of carbon. By switching to cleaner energy sources, most people would actually come out ahead.

There’s only one problem: Putting a price on carbon would reduce the profitability of the fossil-fuel industry. After all, the answer to the question “How high should the price of carbon be?” is “High enough to keep those carbon reserves that would take us past two degrees safely in the ground.” The higher the price on carbon, the more of those reserves would be worthless. The fight, in the end, is about whether the industry will succeed in its fight to keep its special pollution break alive past the point of climate catastrophe, or whether, in the economists’ parlance, we’ll make them internalize those externalities.

It’s not clear, of course, that the power of the fossil-fuel industry can be broken. The U.K. analysts who wrote the Carbon Tracker report and drew attention to these numbers had a relatively modest goal – they simply wanted to remind investors that climate change poses a very real risk to the stock prices of energy companies. Say something so big finally happens (a giant hurricane swamps Manhattan, a megadrought wipes out Midwest agriculture) that even the political power of the industry is inadequate to restrain legislators, who manage to regulate carbon. Suddenly those Chevron reserves would be a lot less valuable, and the stock would tank. Given that risk, the Carbon Tracker report warned investors to lessen their exposure, hedge it with some big plays in alternative energy.

“The regular process of economic evolution is that businesses are left with stranded assets all the time,” says Nick Robins, who runs HSBC’s Climate Change Centre. “Think of film cameras, or typewriters. The question is not whether this will happen. It will. Pension systems have been hit by the dot-com and credit crunch. They’ll be hit by this.” Still, it hasn’t been easy to convince investors, who have shared in the oil industry’s record profits. “The reason you get bubbles,” sighs Leaton, “is that everyone thinks they’re the best analyst – that they’ll go to the edge of the cliff and then jump back when everyone else goes over.”

So pure self-interest probably won’t spark a transformative challenge to fossil fuel. But moral outrage just might – and that’s the real meaning of this new math. It could, plausibly, give rise to a real movement.

Once, in recent corporate history, anger forced an industry to make basic changes. That was the campaign in the 1980s demanding divestment from companies doing business in South Africa. It rose first on college campuses and then spread to municipal and state governments; 155 campuses eventually divested, and by the end of the decade, more than 80 cities, 25 states and 19 counties had taken some form of binding economic action against companies connected to the apartheid regime. “The end of apartheid stands as one of the crowning accomplishments of the past century,” as Archbishop Desmond Tutu put it, “but we would not have succeeded without the help of international pressure,” especially from “the divestment movement of the 1980s.”

The fossil-fuel industry is obviously a tougher opponent, and even if you could force the hand of particular companies, you’d still have to figure out a strategy for dealing with all the sovereign nations that, in effect, act as fossil-fuel companies. But the link for college students is even more obvious in this case. If their college’s endowment portfolio has fossil-fuel stock, then their educations are being subsidized by investments that guarantee they won’t have much of a planet on which to make use of their degree. (The same logic applies to the world’s largest investors, pension funds, which are also theoretically interested in the future – that’s when their members will “enjoy their retirement.”) “Given the severity of the climate crisis, a comparable demand that our institutions dump stock from companies that are destroying the planet would not only be appropriate but effective,” says Bob Massie, a former anti-apartheid activist who helped found the Investor Network on Climate Risk. “The message is simple: We have had enough. We must sever the ties with those who profit from climate change – now.”

Movements rarely have predictable outcomes. But any campaign that weakens the fossil-fuel industry’s political standing clearly increases the chances of retiring its special breaks. Consider President Obama’s signal achievement in the climate fight, the large increase he won in mileage requirements for cars. Scientists, environmentalists and engineers had advocated such policies for decades, but until Detroit came under severe financial pressure, it was politically powerful enough to fend them off. If people come to understand the cold, mathematical truth – that the fossil-fuel industry is systematically undermining the planet’s physical systems – it might weaken it enough to matter politically. Exxon and their ilk might drop their opposition to a fee-and-dividend solution; they might even decide to become true energy companies, this time for real.

Even if such a campaign is possible, however, we may have waited too long to start it. To make a real difference – to keep us under a temperature increase of two degrees – you’d need to change carbon pricing in Washington, and then use that victory to leverage similar shifts around the world. At this point, what happens in the U.S. is most important for how it will influence China and India, where emissions are growing fastest. (In early June, researchers concluded that China has probably under-reported its emissions by up to 20 percent.) The three numbers I’ve described are daunting – they may define an essentially impossible future. But at least they provide intellectual clarity about the greatest challenge humans have ever faced. We know how much we can burn, and we know who’s planning to burn more. Climate change operates on a geological scale and time frame, but it’s not an impersonal force of nature; the more carefully you do the math, the more thoroughly you realize that this is, at bottom, a moral issue; we have met the enemy and they is Shell.

Meanwhile the tide of numbers continues. The week after the Rio conference limped to its conclusion, Arctic sea ice hit the lowest level ever recorded for that date. Last month, on a single weekend, Tropical Storm Debby dumped more than 20 inches of rain on Florida – the earliest the season’s fourth-named cyclone has ever arrived. At the same time, the largest fire in New Mexico history burned on, and the most destructive fire in Colorado’s annals claimed 346 homes in Colorado Springs – breaking a record set the week before in Fort Collins. This month, scientists issued a new study concluding that global warming has dramatically increased the likelihood of severe heat and drought – days after a heat wave across the Plains and Midwest broke records that had stood since the Dust Bowl, threatening this year’s harvest. You want a big number? In the course of this month, a quadrillion kernels of corn need to pollinate across the grain belt, something they can’t do if temperatures remain off the charts. Just like us, our crops are adapted to the Holocene, the 11,000-year period of climatic stability we’re now leaving… in the dust.

Under Gov. Bobby Jindal’s voucher program, considered the most sweeping in the country, Louisiana is poised to spend tens of millions of dollars to help poor and middle-class students from the state’s notoriously terrible public schools receive a private education. While the governor’s plan sounds great in the glittery parlance of the state’s PR machine, the program is rife with accountability problems that actually haven’t been solved by the new standards the Louisiana Department of Education adopted two weeks ago.

For one, of the 119 (mostly Christian) participating schools, Zack Kopplin, a gutsy college sophomore who’s taken to Change.org to stonewall the program, has identified at least 19that teach or champion creationist nonscience and will rake in nearly $4 million in public funding from the initial round of voucher designations.

Many of these schools, Kopplin notes, rely on Pensacola-based A Beka Book curriculum or Bob Jones University Press textbooks to teach their pupils Bible-based “facts,” such as the existence ofNessie the Loch Ness Monster and all sorts of pseudoscience that researcher Rachel Tabachnick and writer Thomas Vinciguerra have thankfully pored over so the rest of world doesn’t have to.

Lula Dilma adotaram uma fórmula de governança altamente danosa aos povos indígenas, quilombolas e campesinos que dependem da terra e do território para a sobrevivência física e cultural no Brasil. Essa fórmula associa ao menos dois grandes instrumentos, o incentivo político e financeiro a um modelo econômico desenvolvimentista, altamente dependente da exportação de produtos primários, e a aposta na “desmobilização social”, com no uso indiscriminado de “inibidores sociais”, a fim de manter sob controle as potenciais tensões resultantes de sua opção.

Lula foi eleito, em 2002, com o voto dos “pequenos do campo” das mais distantes e diferentes regiões do país, sob o signo da esperança, o que provocou um tsunami de expectativas de que finalmente seriam realizadas no país as mudanças estruturantes pelas quais essas populações vinham lutando e dando a vida historicamente. Era forte o sentimento de que o novo governo adotaria medidas efetivas e eficazes no intuito de implementar uma reforma agrária e agrícola ampla e profunda, de acelerar os procedimentos administrativos de reconhecimento, demarcação e titulação de terras indígenas e quilombolas, de proteger o meio ambiente e as lideranças sócio-populares, combatendo, dessa maneira, a sanha voraz e assassina dos grandes proprietários de terras do país e mudando a injusta estrutura fundiária brasileira.

A traição à confiança e às expectativas dos setores populares do campo brasileiro não demorou vir à tona. Já nos primeiros meses de 2003, todos os indicativos apontavam, inequivocamente, que o novo governo havia optado pelo “desenvolvimentismo” como modelo econômico. Resultou, como consequência dessa opção, a escolha dos atores que iriam implementá-lo, e que por isso deveriam ser “incentivados”, bem como, daqueles setores que, por representarem riscos à sua implementação, precisariam ser “combatidos”.

O fato de Lula ter chamado os usineiros plantadores de cana de “heróis” nacionais, eles que são reconhecidos destruidores do meio-ambiente, muitos dos quais exploradores de mão-de-obra escrava em suas usinas e alguns, inclusive, responsáveis pelo assassinato de centenas de lideranças populares na disputa pelas terras ao longo da história, e se referido publicamente aos povos indígenas como “empecilhos” ao desenvolvimento do país situa-se nesse contexto.

Ao radicalizar a opção pelo desenvolvimentismo, o governo Dilma aprofunda a retração dos processos de reconhecimento, demarcação e titulação de terras indígenas e quilombolas; instala um verdadeiro “Estado de exceção” ao publicar a Portaria 303/2012 na tentativa de rever procedimentos já finalizados de demarcação e de facilitar a exploração das terras indígenas; retira completamente de pauta a temática da reforma agrária, sem nem ao menos ter sido promovida a atualização dos índices de produtividade que remontam à década de 1970. A desidratação orçamentária e a desestruturação dos órgãos públicos, Funai e Incra, também podem ser situadas neste contexto da opção feita por Lula/Dilma.

Neste ínterim, o Programa de Aceleração do Crescimento (PAC) constitui-se no instrumento ideológico e financeiro, impositivo e agressivo, posto em prática a qualquer custo com a finalidade de implementar o modelo adotado. No que diz respeito ao campo, tudo tem sido feito para favorecer a apropriação e a exploração dos territórios, bem como o deslocamento das commodities agrícolas e minerais até os portos das mais diferentes regiões brasileiras. Para isso, o que efetivamente está na pauta governamental é a construção de rodovias, ferrovias, hidrovias, hidroelétricas.

Olhando por este viés, podemos afirmar que Lula Dilma são os atuais instrumentos usados pelo capital para efetivar os seus interesses. Fazem, com o PAC, o mesmo papel de “capachos” feito pelos militares e o seu “Milagre Brasileiro”, assim como, por Fernando Henrique Cardoso e o seu “Avança Brasil”.

Neste sentido, a imagem de Lula, de mãos dadas e com sorriso no rosto, celebrando a aliança com Paulo Maluf na disputa pela Prefeitura de São Paulo, e a imagem da presidente Dilma de braços dados e sendo lançada a reeleição por Kátia Abreu, no anúncio do Plano Safra 2012, devem continuar nos indignando, mas não mais deveriam nos surpreender.

Cientes de que essa opção poderia resultar em instabilidades inclusive junto a setores sociais historicamente aliados, como complemento à fórmula de governança, Lula e Dilma vêm apostando fortemente num instrumento político que poderíamos denominar de “desmobilização social”. Para implementá-lo, os governos Lula/Dilma tem-se agarrado numa ampla gama de “inibidores sociais”. Tais inibidores são constituídos por diferentes estratagemas. Citamos três deles que, a nosso ver,  tem sido mais eficazes.

1) a adoção massiva de programas governamentais de cunho assistencial, que retira muitas pessoas das fileiras das lutas por mudanças mais profundas;

2) o uso da imagem e a ação empedernida de sujeitos remanescentes de movimentos e organizações sociais nas fileiras governamentais, que buscam “amaciar” a relação entre estes movimentos e o governo;

3) a criminalização/repressão às lideranças e segmentos da sociedade organizada que insistem nas lutas por mudanças estruturantes no campo e no enfrentamento às conseqüências advindas da opção governamental. A criminalização de militantes e organizações sociais em curso no caso da UHE Belo Monte é um exemplo típico deste último estratagema governamental.

Relativamente ao campo brasileiro, a “desmobilização social” somada aos “incentivos” estatais em curso tem produzido um exponencial fortalecimento de atores políticos altamente reacionários, a saber, as empresas multinacionais que controlam o sistema de produção de commodities agrícolas, os fazendeiros-latifundiários e o grupo que lhes dá sustentação no Congresso Nacional, os ruralistas. A devastação do Código Florestal e o ataque ferrenho aos direitos dos povos indígenas e quilombolas, por meio da PEC 215, são dois exemplos que se situam nessa correia, sem limites e sem escrúpulos, de violências e interesses deste setor minoritário e historicamente privilegiado em nosso país.

No campo político, não custa lembrar que, no Paraguai, o golpe contra o presidente Lugo foi planejado, financiado e executado por estes mesmos atores.

Diante desse contexto de total atrelamento governamental com as forças reacionárias do agronegócio no Brasil e a conseqüente falta de compromisso para com os povos indígenas, quilombolas e campesinos, a estes não resta outra alternativa senão empunhar as “bandeiras” e ir para o enfrentamento sem qualquer tipo de subterfúgio e amarras, sejam elas históricas, partidárias e/ou financeiras.

Nas ruas, nas ocupações, nas retomadas das terras invadidas pelo agronegócio, com os povos do campo, sempre e de cabeça erguida, “sem medo de ser feliz” e sem medo dos atuais capachos do capital em nosso país.

Introduction: Occupy, Anthropology, and the 2011 Global Uprisings

Occupy Wall Street burst spectacularly onto the scene last fall with the take-over of New York City’s Zuccotti Park on September 17, 2011, followed by the rapid spread of occupations to cities throughout the US and the world. The movement combined mass occupations of urban public spaces with horizontal forms of organization and large-scale, directly democratic assemblies. Making effective use of the viral flows of images and information generated by the intersections of social and mass media, the occupations mobilized tens of thousands around the globe, including many new activists who had never taken part in a mass movement before, and inspired many more beyond the physical encampments themselves. Before the wave of violent police evictions in November and December of 2011 drove activists into submerged forms of organizing through the winter, the Occupy movements had already captured the public imagination. Bequeathing to us potent new memes such as the 1% (those at the top of the wealth and income scale) and the 99% (the rest of us), Occupy provided a framework for talking about issues that have been long obscured in public life such as class and socio-economic inequality and helped to shift the dominant political-economic discourse from an obsession with budget deficits and austerity to a countervailing concern for jobs, equality, and economic fairness.

In other words, prior to Occupy, much of the populist anger stemming from the 2008 financial crisis in North America and Europe had been effectively channeled by the Right into both an attack on marginalized groups—e.g. immigrants, people of color, Gays and Lesbians—and a particularly pernicious version of the already familiar critique of unbridled spending. This was especially so in the US where the Tea Party tapped into the widespread public ire over the Wall Street bailouts to bolster a far-reaching attack on “big government” through a radical program of fiscal austerity. Of course, the debt problem was a consequence rather than a cause of the crisis, the result of deregulation, predatory lending, and the spread of highly complex financial instruments facilitated by the neoliberal agenda of the very people who were now seeking to impose budgetary discipline (see Financial Crisis Hot Spot).

However, the contributions of Occupy are not exclusively, or even primarily, to be assessed in terms of their intervention in public discourse. The Occupy movements are also a response to a fundamental crisis of representative politics embodied in an embrace of more radical, directly democratic practices and forms. In their commitment to direct democracy and action the politics put into practice in the various encampments are also innovative prefigurative attempts to model alternative forms of political organization, decision making, and sociability. This turn is crucial: while neoliberalism has been endlessly critiqued it seems to live on as the only policy response—in the form of austerity—to the crisis neoliberalism itself has produced. The need for ethnographic accounts of this prefigurative politics, and its attendant challenges and contradictions, is especially urgent given that Occupy has refused official representatives and because occupiers have extended democracy beyond formal institutions into new spheres of life through a range of practices, including the collective seizure of public space, the people’s mic, horizontal organization, hand signals, and general assemblies.

It is also important to remember that Occupy was a relative latecomer—if a symbolically important one—to the social unrest the global crisis and policies of austerity have provoked. Cracks in the veneer of conformity emerged during the 2008 rebellion in Greece, where students, union members, and other social actors, galvanized by the murder of a fifteen year old student, took to the streets to challenge the worsening economic conditions (See Greece Hot Spot). Students were also among the first wave of resistance elsewhere with protests against budget cuts and increased fees in California, Croatia, the UK, and Chile. In the US signs of wider social discontent finally surfaced during the Wisconsin uprising in February 2011, which included the occupation of the Wisconsin State House in opposition to Governor Scott Walker’s attack on collective bargaining for public sector unions under the guise of budgetary discipline (cf. Collins 2012). As in Wisconsin, the widespread circulation of images from the Arab Spring continued to spark the intense feelings of solidarity, political possibility, and agency that ultimately led to the occupation of Wall Street. From the pro-democracy marches in Tunisia in response to the self-immolation of Mohammed Bouazizi to the mass occupations of Cairo’s Tahrir Square in opposition to the Egyptian dictator Hosni Mubarak, the Middle East uprisings, imbued protesters with the sense that dramatic political transformation was possible even as subsequent events have indicated that actual political outcomes are always ambivalent and uncertain (see Arab Spring Hot Spot).

Inspired by the uprisings in Tunisia and Egypt and responding to the working and middle class casualties of Spain and Europe’s debt crisis, hundreds of thousands of protesters took to the streets of Madrid on May 15, 2011 and occupied the Puerta del Sol square, sparking a wave of similar mobilizations and encampments around the Spain that would become known as 15M or the movement of the Indignados. Indeed, the combination of mass public occupations with large-scale participatory assemblies provided a template that would be enacted in Zuccotti Park, in part via the influence of Spanish activists residing in New York. That summer a similar movement of Israeli youths sprang up in Tel Aviv, using tent cities and popular assemblies to shine a light on the rising cost of housing and other living expenses.

Finally, in response to an August 2011 call by the Canadian magazine AdBusters to occupy Wall Street in the spirit of these 2011 Global uprisings, activists occupied Zuccotti Park after being rebuffed by the police in an attempt to take Wall Street itself. The occupation initially garnered little media attention, until its second week when images of police repression started going viral, leading to a surge in public sympathy and support, and ever growing numbers streaming to the encampments themselves each time another protester was maced or a group of seemingly innocent protesters rounded up, beaten, and/or arrested. Occupations quickly spread around the US and other parts of the world, generating, for a moment, a proliferating series of encampments physically rooted in local territories, yet linked up with other occupations through interpersonal and online trans-local networks. Following the evictions in the US last fall, local assemblies and working groups have continued to meet—hosting discussions, planning actions and campaigns, producing media, and building and modifying organizational forms—even as the Occupy movements prepared for their public reemergence in the spring through mobilizations such as the May Day protests and mass direct actions against NATO in Chicago and the European Central Bank in Frankfurt.

Additionally, each of these uprisings has diffused through the widespread use of social media, reflecting the mutually constitutive nature of embodied and online protest. The use of social media, in particular, has allowed the Occupy movements, as in other recent mobilizations, to penetrate deeply into the social fabric and mobilize many newcomers who have never been active before in social movements. At the same time, these emerging “logics of aggregation” within the Occupy movements have resulted in a more individualized mode of participation and a form of movement that is more singularizing (e.g. the way the 99% frame can obscure internal differences) and more dependent on the long-term occupation of public space than other recent movements (Juris 2012). A particular set of tensions and strategic dilemmas have thus plagued the Occupy movements, including a divide between newer and more seasoned activists, the difficulty of recognizing and negotiating internal differences, a lack of common political and organizational principles beyond the General Assembly model, and the difficulty of transitioning to new tactics, strategies, visions, and structures in a post-eviction era. In short, activists are now faced with fundamental questions about how to build a movement capable of actually transforming the deep inequalities they have attempted to address.

In assembling this Hot Spot on Occupy we have invited contributions from anthropologists, ethnographers, and activists writing on the above themes: the mass occupation of public spaces, directly democratic practices and forms, the use of social media, the emotions and emerging subjectivities of protest, as well as the underlying political critiques and contradictions that have arisen in the movement. Similarly, in light of the global history we outline above, the range of other social movement responses to the current global economic crisis, as well as the ongoing links between struggles in the US, Europe, Latin America, and North Africa, we have been careful to include contributors conducting research beyond the US in countries such as Greece, Slovenia, Spain, Israel, Argentina, Egypt, and Canada. In so doing, we insist that Occupy must be understood in a global rather than a populist US-centric framework.

Our collaboration on this Hot Spot—which emerged from conversations around our articles on Occupy in the May 2012 edition ofAmerican Ethnologist (Juris 2012Razsa and Kurnik 2012)—also reflects our scholarly and political commitments, as well as those of our contributors. First, it was our priority to invite scholars and activists who are directly involved with these movements rather than adding to the abundant armchair punditry on Occupy. These contributions also reflect recent trends in anthropology with respect to the growing practice of activist research, militant ethnography, public anthropology, and other forms of politically committed ethnographic research, which are taking increasingly institutionalized forms with Cultural Anthropology “Hot Spots”like this one, “Public Anthropology Reviews” in American Anthropologist, recent interventions in American Ethnologist on Egypt, Wisconsin, and Occupy, as well as Current Anthropology “Current Applications.”

In addition to providing an ethnographically and analytically informed view of and from various occupations and kindred mobilizations, this Hot Spot thus provides another example of how anthropologists are making themselves politically relevant and are engaging issues of broad public concern. Given these shifts, together with the progressive inclinations of many anthropologists and the ubiquity and inherent interest of Occupy, it should come as no surprise that so many anthropologists and ethnographers from related fields, including those within and outside the academy, have played key roles in the Occupy movements and their precursors in countries such as Greece and Spain. Indeed, in their post Carles Feixa and his collaboratorsrefer to anthropologists as the “organic intellectuals” of the 15 M movement. As many of the contributions to this Hot Spot attest, a similar case might be made for the role of activist anthropologists within Occupy more generally.

As the contributions below make clear, our emphasis on participatory and politically committed research does not imply a romanticization of resistance or a refusal to confront the contradictions, limits, and exclusions of social movements, especially along axes of class, race, gender, sexuality, and citizenship. Given the disproportionate, though by no means exclusively White, middle class participation in the US Occupy movements, such critical perspectives are essential. Each of the following entries thus combines thick ethnographic description on the part of anthropologists, ethnographers, and activists who have been directly involved in the Occupy movements or other instances of mobilization during the 2011 global uprisings—either through engagement with one more encampments and/or the themes addressed by Occupy—with critical analysis of one or more of the issues outlined above.

Post Normal Science: Deadlines (Climate Etc.)

Science has changed. More precisely, in post normal conditions the behavior of people doing science has changed.

Ravetz describes a post normal situation by the following criteria:

  1. Facts are uncertain
  2. Values are in conflict
  3. Stakes are high
  4. Immediate action is required

The difference between Kuhnian normal science, or the behavior of those doing science under normal conditions, and post normal science is best illustrated by example. We can use the recent discovery of the Higgs Boson as an example. Facts were uncertain–they always are to a degree; no values were in conflict; the stakes were not high; and, immediate action was not required. What we see in that situation is those doing science acting as we expect them to, according to our vague ideal of science. Because facts are uncertain, they listen to various conflicting theories. They try to put those theories to a test. They face a shared uncertainity and in good faith accept the questions and doubts of others interested in the same field. Their participation in politics is limited to asking for money. Because values are not in conflict no theorist takes the time to investigate his opponent’s views on evolution or smoking or taxation. Because the field of personal values is never in play, personal attacks are minimized. Personal pride may be at stake, but values rarely are. The stakes for humanity in the discovery of the Higgs are low: at least no one argues that our future depends upon the outcome. No scientist straps himself to the collider and demands that it be shut down. And finally, immediate action is not required; under no theory is the settling of the uncertainty so important as to rush the result. In normal science, according to Kuhn,  we can view the behavior of those doing science as puzzle solving. The details of a paradigm are filled out slowly and deliberately.

The situation in climate science are close to the polar opposite of this. That does not mean and should not be construed as a criticism of climate science or its claims. The simple point is this: in a PNS situation, the behavior of those doing science changes. To be sure much of their behavior remains the same. They formulate theories; they collect data, and they test their theories against the data. They don’t stop doing what we notional  describe as science. But, as foreshadowed above in the description of how high energy particle physicists behave, one can see how that behavior changes in a PNS situation. There is uncertainty, but the good faith that exists in normal science, the faith that other people are asking questions because they actually want the answer is gone. Asking questions, raising doubts, asking to see proof becomes suspect in and of itself. And those doing science are faced with a question that science cannot answer: Does this person really want the answer or are they amerchant of doubt? Such a question never gets asked in normal science. Normal science doesn’t ask this question because science cannot answer it.

Because values are in conflict the behavior of those doing science changes. In normal science no one would care if Higgs was a Christian or an atheist. No one would care if he voted liberal or conservative; but because two different value systems are in conflict in climate science, the behavior of those doing science changes. They investigate each other. They question motives. They form tribes.  And because the stakes are high the behavior of those doing science changes as well. They protest; they take money from lobby groups on both sides and worse of all they perform horrendous raps on youTube. In short, they become human; while those around them canonize them or demonize them and their findings become iconized or branded as hoaxes.

This brings us to the last aspect of a PNS situation: immediate action is required. This perhaps is the most contentious aspect of PNS, in fact I would argue it is thedefining characteristic. In all PNS situations it is almost always the case the one side sees the need for action, given the truth of their theory, while the doubtersmust of necessity see no need for immediate action. They must see no need for immediate action because their values are at risk and because the stakes are high. Another way to put this is as follows. When you are in a PNS situation, all sides must deny it. Those demanding immediate action, deny it by claiming more certainty*than is present; those refusing immediate action, do so by increasing demands for certainty. This leads to a centralization and valorization of the topic of uncertainty, and epistemology becomes a topic of discussion for those doing science. That is decidedly not normal science.

The demand for immediate action, however, is broader than simply a demand that society changes. In a PNS situation the behavior of those doing science changes. One of the clearest signs that you are in PNS is the change in behavior around deadlines. Normal science has no deadline. In normal science, the puzzle is solved when it is solved. In normal science there may be a deadline to shut down the collider for maintenance. Nobody rushes the report to keep the collider running longer than it should. And if a good result is found, the schedules can be changed to accommodate the scienceBroadly speaking, science drives the schedule; the schedule doesn’t drive the science.

The climategate mails are instructive here. As one reads through the mails it’s clear that the behavior of those doing science is not what one would call disinterested patient puzzle solving. Human beings acting in a situation where values are in conflict and stakes are high will engage in behavior that they might not otherwise. Those changes are most evident in situations surrounding deadlines. The point here is not to rehash The Crutape Lettersbut rather to relook at one incident ( there are others, notably around congressional hearings ) where deadlines came into play. The deadline in question was the deadline for submitting papers for consideration. As covered in The Crutape Letters and in The Hockeystick Illusion, the actions taken by those doing science around the“Jesus Paper” is instructive. In fact, were I to rewrite the Crutape letters I would do it from the perspective of PNS, focusing on how the behavior of those doing science deviated from the ideals of openness, transparency and letting truth come on its own good time.

Climategate is about FOIA. There were two critical paths for FOIA: one sought data, the other sought the emails of scientists. Not quite normal. Not normal in that data is usually shared; not normal in that we normally respect the privacy of those doing science. But this is PNS, and all bets are off. Values and practices from other fields, such as business and government,  are imported into the culture of science: Data hoarding is defended using IP and confidentiality agreements. Demanding private mail is defended using values imported from performing business for the public. In short, one sign that a science is post normal, is the attempt to import values and procedures from related disciplines. Put another way, PNS poses the question of governance. Who runs science and how should they run it.

The “Jesus paper” in a nutshell can be explained as follows. McIntyre and McKittrick had a paper published in the beginning of 2005. That paper needed to be rebutted in order to make Briffa’s job of writing chapter 6 easier. However, there was a deadline in play. Papers had to be accepted by a date certain. At one point Steven Schneider suggested the creation of a new category, a novelty–  provisionally accepted — so that the “jesus paper” could make the deadline. McIntyre covers the issue here. One need not re-adjudicate whether or not the IPCC rules were broken. And further these rules have nothing whatsoever ever to do with the truth of the claims in that paper. This is not about the truth of the science. What is important is the importation of the concept of a deadline into the search for truth. What is important is that the behavior of those doing science changes. Truth suddenly cares about a date. Immediate action is required. In this case immediate action is taken to see to it that the paper makes it into the chapter. Normal science takes no notice of deadlines. In PNS, deadlines matter.

Last week we saw another example of deadlines and high stakes changing the behavior of those doing science. The backstory here explains .   It appears to me that the behavior of those involved changed from what I have known it to be. It changed because they perceived that immediate action was required. A deadline had to be met. Again, as with the Jesus paper, the facts surrounding the releasedo not go to the truth of the claims. In normal science, a rushed claimed might very well get the same treatment as an unrushed claim: It will be evaluated on its merits. In PNS, either the rush to meet an IPCC deadline– as in the case of the Jesus paper, or the rush to be ready for congress –as in the Watts case, is enoughfor some doubt the science.  What has been testified to in Congress by Christy, a co author, may very well be true. But in this high stakes arena, where facts are uncertain and values are in conflict, the behavior of those doing science can and does change. Not all their behavior changes. They still observe and test and report. But the manner in which they do that changes. Results are rushed and data is held in secret. Deadlines change everything. Normal science doesn’t operate this way; if it does, quality can suffer. And yet, the demand for more certainty than is needed, the bad faith game of delaying action by asking questions, precludes a naïve return to science without deadlines.

The solution that Ravetz suggests is extended peer review and a recognition of the importance of quality. In truth, the way out of a PNS situation is not that simple. The first step out of a PNS situation is the recognition that one is in the situation to begin with. Today, few people embroiled in this debate would admit that the situation has changed how they would normally behave. An admission that this isn’t working is a cultural crisis for science. No one has the standing to describe how one should conduct science in a PNS situation. No one has the standing to chart the path out of a PNS situation. The best we can do is describe what we see. Today, I observe that deadlines change the behavior of those doing science. We see that in climategate; we see that in the events of the past week. That’s doesn’t entail anything about the truth of science performed under pressure. But it should make us pause and consider if truth will be found any faster by rushing the results and hiding the data.

*I circulated a copy of this to Michael Tobis to get his reaction. MT took issue with this characterization. MT, I believe, originated the argument that our uncertainty is a reason for action. It is true that while the certainty about the science  has been a the dominant piece of the rhetoric, there has been a second thread of rhetoric that bases action in the uncertainty about sensitivity. I would call this certainty shifting. While the uncertainty about facts of sensitivity are accepted in this path of argument the certainty is shifted to certainty about values and certainty about impacts. In short, the argument becomes that while we are uncertain about sensitivity the certainty we have about large impacts and trans-generational obligations necessitates action.

Jon Krosnick has seen the frustration etched into the faces of climate scientists.

For 15 years, Krosnick has charted the rising public belief in global warming. Yet, as the field’s implications became clearer, action has remained elusive. Science seemed to hit the limits of its influence. It is a result that has prompted some researchers to cross their world’s no man’s land — from advice to activism.

As Krosnick has watched climate scientists call for government action, he began pondering a recent small dip in the public’s belief. And he wondered: Could researchers’ move into the political world be undermining their scientific message?

“What if a message involves two different topics, one trustworthy and one not trustworthy?” said Krosnick, a communication and psychology professor at Stanford University. “Can the general public detect crossing that line?”

His results, not yet published, would seem to say they can.

Using a national survey, Krosnick has found that, among low-income and low-education respondents, climate scientists suffered damage to their trustworthiness and credibility when they veered from describing science into calling viewers to ask the government to halt global warming. And not only did trust in the messenger fall — even the viewers’ belief in the reality of human-caused warming dropped steeply.

It is a warning that, even as the frustration of inaction mounts and the politicization of climate science deepens, researchers must be careful in getting off the political sidelines.

“The advice that comes out of this work is that all of us, when we claim to have expertise and offer opinions on matters [in the world], need to be guarded about how far we’re willing to go,” Krosnick said. Speculation, he added, “could compromise everything.”

Krosnick’s survey is just the latest social science revelation that has reordered how natural scientists understand their role in the world. Many of these lessons have stemmed from the public’s and politicians’ reactions to climate change, which has provided a case study of how science communication works and doesn’t work. Complexity, these researchers have found, does not stop at their discipline’s verge.

For decades, most members of the natural sciences held a simple belief that the public stood lost, holding out empty mental buckets for researchers to fill with knowledge, if they could only get through to them. But, it turns out, not only are those buckets already full with a mix of ideology and cultural belief, but it is incredibly fraught, and perhaps ineffective, for scientists to suggest where those contents should be tossed.

It’s been a difficult lesson for researchers.

“Many of us have been saddened that the world has done so little about it,” said Richard Somerville, a meteorologist at the Scripps Institution of Oceanography and former author of the United Nations’ authoritative report on climate change.

“A lot of physical climate scientists, myself included, have in the past not been knowledgeable about what the social sciences have been saying,” he added. “People who know a lot about the science of communication … [are] on board now. But we just don’t see that reflected in the policy process.”

While not as outspoken as NASA’s James Hansen, who has taken a high-profile moral stand alongside groups like 350.org and Greenpeace, Somerville has been a leader in bringing scientists together to call for greenhouse gas reductions. He helped organize the 2007 Bali declaration, a pointed letter from more than 200 scientists urging negotiators to limit global CO2 levels well below 450 parts per million.

Such declarations, in the end, have done little, Somerville said.

“If you look at the effect this has had on the policy process, it is very, very small,” he said.

This failed influence has spurred scientists like Somerville to partner closely with social scientists, seeking to understand why their message has failed. It is an effort that received a seal of approval this spring, when the National Academy of Sciences, the nation’s premier research body, hosted a two-day meeting on the science of science communication. Many of those sessions pivoted on public views of climate change.

It’s a discussion that’s been long overdue. When it comes to how the public learns about expert opinions, assumptions mostly rule in the sciences, said Dan Kahan, a professor of law and psychology at Yale Law School.

“Scientists are filled with conjectures that are plausible about how people make sense about information,” Kahan said, “only some fraction of which [are] correct.”

Shifting dynamic

Krosnick’s work began with a simple, hypothetical scene: NASA’s Hansen, whose scientific work on climate change is widely respected, walks into the Oval Office.

As he has since the 1980s, Hansen rattles off the inconvertible, ever-increasing evidence of human-caused climate change. It’s a stunning litany, authoritative in scope, and one the fictional president — be it a Bush or an Obama — must judge against Hansen’s scientific credentials, backed by publications and institutions of the highest order. If Hansen stops there, one might think, the case is made.

But he doesn’t stop. Hansen continues, arguing, as a citizen, for an immediate carbon tax.

“Whoa, there!” Krosnick’s president might think. “He’s crossed into my domain, and he’s out of touch with how policy works.” And if Hansen is willing to offer opinions where he lacks expertise, the president starts to wonder: “Can I trust any of his work?”

Researchers have studied the process of persuasion for 50 years, Krosnick said. Over that time, a few vital truths have emerged, including that trust in a source matters. But looking back over past work, Krosnick found no answer to this question. The treatment was simplistic. Messengers were either trustworthy or not. No one had considered the case of two messages, one trusted and one shaky, from the same person.

The advocacy of climate scientists provided an excellent path into this shifting dynamic.

Krosnick’s team hunted down video of climate scientists first discussing the science of climate change and then, in the same interview, calling for viewers to pressure the government to act on global warming. (Out of fears of bruised feelings, Krosnick won’t disclose the specific scientists cited.) They cut the video in two edits: one showing only the science, and one showing the science and then the call to arms.

Krosnick then showed a nationally representative sample of 793 Americans one of three videos: the science-only cut, the science and political cut, and a control video about baking meatloaf (The latter being closer to politics than Krosnick might admit). The viewers were then asked a series of questions both about their opinion of the scientist’s credibility and their overall beliefs on global warming.

For a cohort of 548 respondents who either had a household income under $50,000 or no more than a high school diploma, the results were stunning and statistically significant. Across the board, the move into politics undermined the science.

The viewers’ trust in the scientist dropped 16 percentage points, from 48 to 32 percent. Their belief in the scientist’s accuracy fell from 47 to 36 percent. Their overall trust in all scientists went from 60 to 52 percent. Their belief that government should “do a lot” to stop warming fell from 62 to 49 percent. And their belief that humans have caused climate change fell 14 percentage points, from 81 to 67 percent.

Krosnick is quick to note the study’s caveats. First, educated or wealthy viewers had no significant reaction to the political call and seemed able to parse the difference between science and a personal political view. The underlying reasons for the drop are far from clear, as well — it could simply be a function of climate change’s politicization. And far more testing needs to be done to see whether this applies in other contexts.

With further evidence, though, the implications could be widespread, Krosnick said.

“Is it the case that the principle might apply broadly?” he asked. “Absolutely.”

‘Fraught with misadventure’

Krosnick’s study is likely rigorous and useful — he is known for his careful methods — but it still carries with it a simple, possibly misleading frame, several scientists said.

Most of all, it remains hooked to a premise that words float straight from the scientist’s lips to the public’s ears. The idea that people learn from scientists at all or that they are simply misunderstanding scientific conclusions is not how reality works, Yale’s Kahan said.

“The thing that goes into the ear is fraught with misadventure,” he said.

Kahan has been at the forefront of charting how the empty-bucket theory of science communication — called the deficit model — fails. People interpret new information within the context of their own cultural beliefs, peers and politics. They use their reasoning to pick the evidence that supports their views, rather than the other way around. Indeed, recent work by Kahan found that higher-educated respondents were more likely to be polarized than their less-educated peers.

Krosnick’s study will surely spur new investigations, Kahan said, though he resisted definite remarks until he could see the final work. If the study’s conditions aren’t realistic, even a simple model can have “plenty of implications for all kinds of ways of which people become exposed to science,” he said.

The survey sits well with other research in the field and carries an implication about what role scientists should play in scientific debates, added Matthew Nisbet, a communication professor at American University.

“As soon as you start talking about a policy option, you’re presenting information that is potentially threatening to people’s values or identity,” he said. The public, he added, doesn’t “view scientists and scientific information in a vacuum.”

The deficit model has remained an enduring frame for scientists, many of whom are just becoming aware of social science work on the problem. Kahan compares it to the stages of grief. The first stage was that the truth just needs to be broadcast to change minds. The second, and one still influential in the scientific world, is that if the message is just simplified, the right images used, than the deficit will be filled.

“That too, I think, is a stage of misperception about how this works,” Kahan said.

Take the hand-wringing about science education that accompanied a recent poll finding that 46 percent of the United States believed in a creationist origin for humans. It’s a result that speaks to belief, not an understanding of evolution. Many surveyed who believed in evolution would still fail to explain natural selection, mutation or genetic variance, Kahan said, just as they don’t have to understand relativity to use their GPS.

Much of science doesn’t run up against the public’s belief systems and is accepted with little fuss. It’s not as if Louis Pasteur had to sell pasteurization by using slick images of children getting sick; for nearly all of society, it was simply a useful tool. People want to defer to the experts, as long as they don’t have to concede their beliefs on the way.

“People know what’s known without having a comprehension of why that’s the truth,” Kahan said.

There remains a danger in the emerging consensus that all scientific knowledge is filtered by the motivated reasoning of political and cultural ideology, Nisbet added. Not all people can be sorted by two, or even four, variables.

“In the new ideological deficit model, we tend to assume that failures in communication are caused by conservative media and conservative psychology,” he said. “The danger in this model is that we define the public in exclusively binary terms, as liberals versus conservatives, deniers versus believers.”

‘Crossing that line’

So why do climate scientists, more than most fields, cross the line into advocacy?

Most of all, it’s because their scientific work tells them the problem is so pressing, and time dependent, given the centuries-long life span of CO2 emissions, Somerville said.

“You get to the point where the emissions are large enough that you’ve run out of options,” he said. “You can no longer limit [it]. … We may be at that point already.”

There may also be less friction for scientists to suggest communal solutions to warming because, as Nisbet’s work has found, scientists tend to skew more liberal than the general population with more than 50 percent of one U.S. science society self-identifying as “liberal.” Given this outlook, they are more likely to accept efforts like cap and trade, a bill that, in implying a “cap” on activity, rubbed conservatives wrong.

“Not a lot of scientists would question if this is an effective policy,” Nisbet said.

It is not that scientists are unaware that they are moving into policy prescription, either. Most would intuitively know the line between their work and its political implications.

“I think many are aware when they’re crossing that line,” said Roger Pielke Jr., an environmental studies professor at the University of Colorado, Boulder, “but they’re not aware of the consequences [of] doing so.”

This willingness to cross into advocacy could also stem from the fact that it is the next logical skirmish. The battle for public opinion on the reality of human-driven climate change is already over, Pielke said, “and it’s been won … by the people calling for action.”

While there are slight fluctuations in public belief, in general a large majority of Americans side with what scientists say about the existence and causes of climate change. It’s not unanimous, he said, but it’s larger than the numbers who supported actions like the Montreal Protocol, the bank bailout or the Iraq War.

What has shifted has been its politicization: As more Republicans have begun to disbelieve global warming, Democrats have rallied to reinforce the science. And none of it is about the actual science, of course. It’s a fact Scripps’ Somerville now understands. It’s a code, speaking for fear of the policies that could happen if the science is accepted.

Doubters of warming don’t just hear the science. A policy is attached to it in their minds.

“Here’s a fact,” Pielke said. “And you have to change your entire lifestyle.”

For all the focus on how scientists talk to the public — whether Hansen has helped or hurt his cause — Yale’s Kahan ultimately thinks the discussion will mean very little. Ask most of the public who Hansen is, and they’ll mention something about the Muppets. It can be hard to accept, for scientists and journalists, but their efforts at communication are often of little consequence, he said.

“They’re not the primary source of information,” Kahan said.

‘A credible voice’

Like many of his peers, Somerville has suffered for his acts of advocacy.

“We all get hate email,” he said. “I’ve given congressional testimony and been denounced as an arrogant elitist hiding behind a discredited organization. Every time I’m on national news, I get a spike in ugly email. … I’ve received death threats.”

There are also pressures within the scientific community. As an elder statesman, Somerville does not have to worry about his career. But he tells young scientists to keep their heads down, working on technical papers. There is peer pressure to stay out of politics, a tension felt even by Somerville’s friend, the late Stephen Schneider, also at Stanford, who was long one of the country’s premier speakers on climate science.

He was publicly lauded, but many in the climate science community grumbled, Somerville said, that Schneider should “stop being a motormouth and start publishing technical papers.”

But there is a reason tradition has sustained the distinction between advising policymakers and picking solutions, one Krosnick’s work seems to ratify, said Michael Mann, a climatologist at Pennsylvania State University and a longtime target of climate contrarians.

“It is thoroughly appropriate, as a scientist, to discuss how our scientific understanding informs matters of policy, but … we should stop short of trying to prescribe policy,” Mann said. “This distinction is, in my view, absolutely critical.”

Somerville still supports the right of scientists to speak out as concerned citizens, as he has done, and as his friend, NASA’s Hansen, has done more stridently, protesting projects like the Keystone XL pipeline. As long as great care is taken to separate the facts from the political opinion, scientists should speak their minds.

“I don’t think being a scientist deprives you of the right to have a viewpoint,” he said.

Somerville often returns to a quote from the late Sherwood Rowland, a Nobel laureate from the University of California, Irvine, who discovered the threat chlorofluorocarbons posed to ozone: “What’s the use of having developed a science well enough to make predictions if, in the end, all we’re willing to do is stand around and wait for them to come true?”

Somerville asked Rowland several times whether the same held for global warming.

“Yes, absolutely,” he replied.

It’s an argument that Krosnick has heard from his own friends in climate science. But often this fine distinction gets lost in translation, as advocacy groups present the scientist’s personal message as the message of “science.” It’s luring to offer advice — Krosnick feels it himself when reporters call — but restraint may need to rule.

“In order to preserve a credible voice in public dialogue,” Krosnick said, “it might be that scientists such as myself need to restrain ourselves as speaking as public citizens.”

Broader efforts of communication, beyond scientists, could still mobilize the public, Nisbet said. Leave aside the third of the population who are in denial or alarmed about climate change, he said, and figure out how to make it relevant to the ambivalent middle.

“We have yet to really do that on climate change,” he said.

Somerville is continuing his efforts to improve communication from scientists. Another Bali declaration is unlikely, though. What he’d really like to do is get trusted messengers from different moral realms beyond science — leaders like the Dalai Lama — to speak repeatedly on climate change.

It’s all Somerville can do. It would be too painful to accept the other option, that climate change is like racism, war or poverty — problems the world has never abolished.

“[It] may well be that it is a problem that is too difficult for humanity to solve,” he said.

Terminou nesta sexta-feira, em Washington, Estados Unidos, a 19ª Conferência Internacional sobre Aids. O Programa Nacional de DST/Aids, que até então era festejado e apontado como modelo para o mundo, sofreu críticas de especialistas durante toda a semana.

“A história de sucesso do programa brasileiro de aids entrou em declínio por fatores como a saída de recursos internacionais e o enfraquecimento da relação entre o governo e a sociedade civil”, avalia Eduardo Gomez, pesquisador da Universidade Rutgers de Camden, em Nova Jersey, EUA. “Historicamente, o programa brasileiro de aids tinha uma conexão forte com as ONGs, mas agora elas estão sem recursos e sem motivação. O governo precisa delas para conscientizar as populações difíceis de atingir.”

“O aumento da pressão de grupos religiosos e a redução das campanhas de prevenção junto às populações de maior risco são a maior ameaça ao programa brasileiro anti-aids”, pondera Massimo Ghidinelli, coordenador de Aids/HIV da Organização Panamericana da Saúde (OPAS). “Parece que, nos últimos anos, os grupos religiosos ficaram mais fortes e há uma menor intensidade na maneira pela qual o programa lida com questões de homofobia e sexualidade.”

Ontem, quinta-feira 26, ativistas brasileiros presentes à 19ª Conferência Internacional de Aids, em Washington, protestaram em frente ao estande do Ministério da Saúde contra o que definem como “retrocesso na resposta contra a epidemia”. O objetivo, segundo eles, foi mostrar ao mundo que o País “não é mais o mesmo” e “vive do sucesso do passado” no enfrentamento da doença.

“Até agora, as críticas eram principalmente de ONGs e ativistas brasileiros. Agora, são de especialistas estrangeiros renomados”, observa Mário Scheffer, presidente do Grupo Pela Vidda-SP. “O programa brasileiro de aids parou no tempo e não é mais motivo de orgulho nacional. Tivemos uma sucessão de perdas acumuladas. Vivemos uma crise sem precedentes na resposta à epidemia de HIV/aids.”

Ativista há mais de 20 anos e também professor do Departamento de Medicina Preventiva da Faculdade de Medicina da USP, Mário acompanha a epidemia de HIV/Aids desde o seu início nos anos 80. Além do olhar afiado e da expertise em saúde pública, ele conhece bem toda a trajetória do Programa Nacional de DST/Aids. Daí esta nossa entrevista:

Viomundo – Começou no domingo (22) e terminou hoje (27) em Washington a 19ª Conferência Internacional sobre Aids. No decorrer da semana, foram feitas várias críticas ao momento atual do programa brasileiro de aids. Você concorda com elas?

Mário Scheffer – Com certeza. Até agora, as críticas eram principalmente de ONGs brasileiras. Agora, são de especialistas estrangeiros renomados. Elas são a prova maior de que o programa brasileiro não é mais a principal referência internacional, perdemos a liderança e o ineditismo, não ousamos mais nas respostas excepcionais que marcaram nossa história de combate à aids.

Viomundo – As ONGs de aids sempre tiveram boa interlocução com o Ministério da Saúde. O que aconteceu?

Mário Scheffer — As ONGs e os ativistas pioneiros que são obviamente mais críticos não são mais ouvidos. O governo atualmente elege os interlocutores que lhes são mais convenientes e deslegitima muitos daqueles que deram contribuições históricas.

Sinal de que as coisas não vão nada bem por aqui é que tanto a crítica ao programa quanto o reconhecimento às ONGs e aos ativistas brasileiros têm que vir de fora.

Aliás, o presidente do Banco Mundial, Jim Yong Kim, em seu discurso na abertura da Conferência Internacional de Aids, domingo passado em Washington, fez um vigoroso elogio aos ativistas e citou especificamente as ONGs brasileiras. Disse que se hoje é possível falar em controle da epidemia e vislumbrar o seu fim, isso se deve fundamentalmente às ações desses ativistas.

Viomundo –  ONGs de aids estão fechando as portas no Brasil. Por quê?

Mário Scheffer – Vários motivos. Crise de pessoal, financeira, de sustentabilidade, não têm sede física, não têm dinheiro para pagar aluguel e telefone, têm que compor diretorias com apenas três pessoas  porque não há mais gente disponível. Também não conseguem mais montar  equipes para executar projetos, para chegar até as populações vulneráveis, o que só as ONGs são capazes de fazer.

Em outras palavras: algumas ONGs estão fechando as portas, como você disse. Mas está havendo também retração das atividades de todas elas.

Viomundo – Mas as críticas não se devem apenas à crise financeira e de pessoal das ONGs de aids?

Mário Scheffer – Essa é apenas uma das pontas da crise sem precedentes da resposta brasileira à epidemia, que também perdeu tecnicamente. Além disso, não há sensibilidade nem determinação do governo para perceber e para contribuir com a superação da crise das ONGs. Pelo contrário. Atualmente há uma crise política de relacionamento e mesmo de desprezo pela história das ONGs. O governo federal tem feito a opção — e isso não é só na área de aids — pela relação paroquial com a sociedade civil, uma política de cooptação e quebra-galho. Não ha mais crítica nem debate qualificado de ideias. Tivemos uma sucessão de perdas acumuladas.

Viomundo – Quais?

Mário Scheffer – Primeiro, perdemos a força do trabalho voluntário por meio do qual as pessoas participavam de nossas ONGs, exprimiam sua solidariedade, doavam tempo, trabalho e talento para a luta contra a aids. Não é mais uma causa mobilizadora e isso tem a ver com a imagem trabalhada pelo governo de que temos o melhor programa do mundo e que por aqui está tudo resolvido.

Segundo, com a ascensão das ONGs picaretas e bandidas, criadas para alimentar a corrupção em vários ministérios, cresceu o preconceito e foram impostas mais barreiras para as organizações sérias, que já tinham dificuldade em acessar recursos públicos.

Desde que realizado com critério, transparência, concorrência pública e rigorosa prestação de contas, as ONGs deveriam ter o direito de acessar fundos públicos para exercer o controle, a fiscalização e a participação nas políticas públicas, como acontece em várias democracias.

Terceiro, diante da imagem de que o Brasil hoje é um país rico e resolveu o problema da aids (o que não é verdade), acabou o apoio internacional às ONGs brasileiras de aids.

Resultado: sem ajuda de comunidades e empresas e com uma causa que não toca mais o coração de doadores e voluntários, passamos a viver a dificuldade crescente de assegurar recursos institucionais para a manutenção das ONGs. Com isso, arrefeceu o nosso ativismo e controle sobre as políticas públicas.

Viomundo – E os financiamentos governamentais vinculados a projetos?

Mário Scheffer – Eles fazem parte de um modelo esgotado em que as ONGs de aids foram reduzidas a mão de obra barata para prestação de serviços que o Ministério da Saúde e secretarias estaduais e municipais de saúde não conseguem realizar. Não bastasse isso, muitas vezes estados e municípios não repassam esse recursos às ONGs e quando o fazem, não há continuidade nem avaliação da eficácia das ações financiadas.

Viomundo – Um pouco atrás você falou que o programa brasileiro de aids perdeu tecnicamente. Em que medida? 

Mário Scheffer — Não houve renovação nem atualização dos quadros técnicos. Os desafios hoje são outros, mas a condução é conservadora, defasada. A criatividade, a ousadia e o diálogo permanente com a sociedade civil  cederam lugar à arrogância. Sem a força e a autonomia de outrora, os programas de aids —  o nacional e vários estaduais e municipais — estão isolados e enfraquecidos politicamente dentro dos governos.

Em São Paulo, por exemplo, muitos serviços municipais de aids estão sem médicos,   os estaduais, superlotados, sendo privatizados, fechando leitos, e os programas de aids sem nenhuma governabilidade sobre isso.

Já o programa nacional nem sequer dá mais as fichas sobre a produção nacional de antirretrovirais genéricos. Hoje é um processo sem transparência. O Ministério da Saúde não dá um passo sem o amém da Casa Civil e dos fundamentalistas religiosos que integram a base governista, o que emperra programas de prevenção de aids.

Viomundo – O que ONGs e ativistas da área de aids querem?

Mário Scheffer — Queremos ser respeitados e ouvidos mas em novos patamares de relacionamento. Ninguém desistiu da luta. Nossas ONGs querem continuar atuando nas diversas frentes, na prevenção, na assistência das casas de apoio, nas assessorias jurídicas, na defesa dos direitos das pessoas que vivem com HIV. Queremos continuar fazendo o mesmo ativismo que nos levou a conquistar o acesso universal aos medicamentos, derrubar patentes, lutar contra a exclusão de coberturas pelos planos de saúde privados, acessar os vulneráveis e alçá-los à condição de cidadãos.

O mesmo ativismo que nos leva a apontar que, diferentemente do que dizem, o acesso aos antirretrovirais no Brasil não é universal, pois o diagnóstico tardio é altíssimo e ainda existem desabastecimentos ocasionais. Que nos leva a dizer que não existe política de prevenção adequada a um perfil de epidemia concentrada em certas populações, como os homossexuais, atualmente os maiores negligenciados de prevenção em aids no Brasil.

Hoje estão ameaçados princípios essenciais que forjaram o combate à aids no Brasil, que um dia chegou a quebrar barreiras e tabus. Essa ousadia necessária deu lugar a um programa sem vida, covarde, que promove autocensura, se alinha com forças retrógradas, como no caso recente da campanha dirigida aos gays.

Um programa que se debruça sobre glórias do passado e exibe uma real incapacidade , lentidão e perda da capacidade técnica e política . Não tem conseguido dar respostas à altura das novas dinâmicas e desafios da epidemia e a comunidade internacional passou a perceber isso.

Neste momento de grandes mudanças, com esperança concreta da cura e controle da aids, novas armas para prevenção, necessidade de ampliarmos a oferta de testagem e tratamento a todos os infectados, o Brasil está paralisado, com seus indicadores de mortalidade e de novas infecções pelo HIV estacionados. O programa brasileiro de aids parou no tempo e não é mais motivo de orgulho nacional.

The Conversion of a Climate-Change Skeptic (N.Y.Times)

CALL me a converted skeptic. Three years ago I identified problems in previous climate studies that, in my mind, threw doubt on the very existence of global warming. Last year, following an intensive research effort involving a dozen scientists, I concluded that global warming was real and that the prior estimates of the rate of warming were correct. I’m now going a step further: Humans are almost entirely the cause.

My total turnaround, in such a short time, is the result of careful and objective analysis by the Berkeley Earth Surface Temperature project, which I founded with my daughter Elizabeth. Our results show that the average temperature of the earth’s land has risen by two and a half degrees Fahrenheit over the past 250 years, including an increase of one and a half degrees over the most recent 50 years. Moreover, it appears likely that essentially all of this increase results from the human emission of greenhouse gases.

These findings are stronger than those of the Intergovernmental Panel on Climate Change, the United Nations group that defines the scientific and diplomatic consensus on global warming. In its 2007 report, the I.P.C.C. concluded only that most of the warming of the prior 50 years could be attributed to humans. It was possible, according to the I.P.C.C. consensus statement, that the warming before 1956 could be because of changes in solar activity, and that even a substantial part of the more recent warming could be natural.

Our Berkeley Earth approach used sophisticated statistical methods developed largely by our lead scientist, Robert Rohde, which allowed us to determine earth land temperature much further back in time. We carefully studied issues raised by skeptics: biases from urban heating (we duplicated our results using rural data alone), from data selection (prior groups selected fewer than 20 percent of the available temperature stations; we used virtually 100 percent), from poor station quality (we separately analyzed good stations and poor ones) and from human intervention and data adjustment (our work is completely automated and hands-off). In our papers we demonstrate that none of these potentially troublesome effects unduly biased our conclusions.

The historic temperature pattern we observed has abrupt dips that match the emissions of known explosive volcanic eruptions; the particulates from such events reflect sunlight, make for beautiful sunsets and cool the earth’s surface for a few years. There are small, rapid variations attributable to El Niño and other ocean currents such as the Gulf Stream; because of such oscillations, the “flattening” of the recent temperature rise that some people claim is not, in our view, statistically significant. What has caused the gradual but systematic rise of two and a half degrees? We tried fitting the shape to simple math functions (exponentials, polynomials), to solar activity and even to rising functions like world population. By far the best match was to the record of atmospheric carbon dioxide, measured from atmospheric samples and air trapped in polar ice.

Just as important, our record is long enough that we could search for the fingerprint of solar variability, based on the historical record of sunspots. That fingerprint is absent. Although the I.P.C.C. allowed for the possibility that variations in sunlight could have ended the “Little Ice Age,” a period of cooling from the 14th century to about 1850, our data argues strongly that the temperature rise of the past 250 years cannot be attributed to solar changes. This conclusion is, in retrospect, not too surprising; we’ve learned from satellite measurements that solar activity changes the brightness of the sun very little.

How definite is the attribution to humans? The carbon dioxide curve gives a better match than anything else we’ve tried. Its magnitude is consistent with the calculated greenhouse effect — extra warming from trapped heat radiation. These facts don’t prove causality and they shouldn’t end skepticism, but they raise the bar: to be considered seriously, an alternative explanation must match the data at least as well as carbon dioxide does. Adding methane, a second greenhouse gas, to our analysis doesn’t change the results. Moreover, our analysis does not depend on large, complex global climate models, the huge computer programs that are notorious for their hidden assumptions and adjustable parameters. Our result is based simply on the close agreement between the shape of the observed temperature rise and the known greenhouse gas increase.

It’s a scientist’s duty to be properly skeptical. I still find that much, if not most, of what is attributed to climate change is speculative, exaggerated or just plain wrong. I’ve analyzed some of the most alarmist claims, and my skepticism about them hasn’t changed.

Hurricane Katrina cannot be attributed to global warming. The number of hurricanes hitting the United States has been going down, not up; likewise for intense tornadoes. Polar bears aren’t dying from receding ice, and the Himalayan glaciers aren’t going to melt by 2035. And it’s possible that we are currently no warmer than we were a thousand years ago, during the “Medieval Warm Period” or “Medieval Optimum,” an interval of warm conditions known from historical records and indirect evidence like tree rings. And the recent warm spell in the United States happens to be more than offset by cooling elsewhere in the world, so its link to “global” warming is weaker than tenuous.

The careful analysis by our team is laid out in five scientific papers now online atBerkeleyEarth.org. That site also shows our chart of temperature from 1753 to the present, with its clear fingerprint of volcanoes and carbon dioxide, but containing no component that matches solar activity. Four of our papers have undergone extensive scrutiny by the scientific community, and the newest, a paper with the analysis of the human component, is now posted, along with the data and computer programs used. Such transparency is the heart of the scientific method; if you find our conclusions implausible, tell us of any errors of data or analysis.

What about the future? As carbon dioxide emissions increase, the temperature should continue to rise. I expect the rate of warming to proceed at a steady pace, about one and a half degrees over land in the next 50 years, less if the oceans are included. But if China continues its rapid economic growth (it has averaged 10 percent per year over the last 20 years) and its vast use of coal (it typically adds one new gigawatt per month), then that same warming could take place in less than 20 years.

Science is that narrow realm of knowledge that, in principle, is universally accepted. I embarked on this analysis to answer questions that, to my mind, had not been answered. I hope that the Berkeley Earth analysis will help settle the scientific debate regarding global warming and its human causes. Then comes the difficult part: agreeing across the political and diplomatic spectrum about what can and should be done.

The Earth’s land has warmed by 1.5C over the past 250 years and “humans are almost entirely the cause”, according to a scientific study set up to address climate change sceptics’ concerns about whether human-induced global warming is occurring.

Prof Richard Muller, a physicist and climate change sceptic who founded the Berkeley Earth Surface Temperature (Best) project, said he was surprised by the findings. “We were not expecting this, but as scientists, it is our duty to let the evidence change our minds.” He added that he now considers himself a “converted sceptic” and his views had undergone a “total turnaround” in a short space of time.

“Our results show that the average temperature of the Earth’s land has risen by 2.5F over the past 250 years, including an increase of 1.5 degrees over the most recent 50 years. Moreover, it appears likely that essentially all of this increase results from the human emission of greenhouse gases,” Muller wrote in an opinion piece for the New York Times.

The team of scientists based at the University of California, Berkeley, gathered and merged a collection of 14.4m land temperature observations from 44,455 sites across the world dating back to 1753. Previous data sets created by Nasa, the US National Oceanic and Atmospheric Administration, and the Met Office and the University of East Anglia’s climate research unit only went back to the mid-1800s and used a fifth as many weather station records.

The funding for the project included $150,000 from the Charles G Koch Charitable Foundation, set up by the billionaire US coal magnate and key backer of the climate-sceptic Heartland Institute thinktank. The research also received $100,000 from the Fund for Innovative Climate and Energy Research, which was created by Bill Gates.

Unlike previous efforts, the temperature data from various sources was not homogenised by hand – a key criticism by climate sceptics. Instead, the statistical analysis was “completely automated to reduce human bias”. The Best team concluded that, despite their deeper analysis, their own findings closely matched the previous temperature reconstructions, “but with reduced uncertainty”.

Last October, the Best team published results that showed the average global land temperature has risen by about 1C since the mid-1950s. But the team did not look for possible fingerprints to explain this warming. The latest data analysis reached much further back in time but, crucially, also searched for the most likely cause of the rise by plotting the upward temperature curve against suspected “forcings”. It analysed the warming impact of solar activity – a popular theory among climate sceptics – but found that, over the past 250 years, the contribution of the sun has been “consistent with zero”. Volcanic eruptions were found to have caused short dips in the temperature rise in the period 1750–1850, but “only weak analogues” in the 20th century.

“Much to my surprise, by far the best match came to the record of atmospheric carbon dioxide, measured from atmospheric samples and air trapped in polar ice,” said Muller. “While this doesn’t prove that global warming is caused by human greenhouse gases, it is currently the best explanation we have found, and sets the bar for alternative explanations.”

Muller said his team’s findings went further and were stronger than the latest report published by the Intergovernmental Panel on ClimateChange.

In an unconventional move aimed at appeasing climate sceptics by allowing “full transparency”, the results have been publicly released before being peer reviewed by the Journal of Geophysical Research. All the data and analysis is now available to be freely scrutinised at the Bestwebsite. This follows the pattern of previous Best results, none of which have yet been published in peer-reviewed journals.

When the Best project was announced last year, the prominent climate sceptic blogger Anthony Watts was consulted on the methodology. He stated at the time: “I’m prepared to accept whatever result they produce, even if it proves my premise wrong.” However, tensions have since arisen between Watts and Muller.

Early indications suggest that climate sceptics are unlikely to fully accept Best’s latest results. Prof Judith Curry, a climatologist at the Georgia Institute of Technology who runs a blog popular with climate sceptics and who is a consulting member of the Best team, told the Guardian that the method used to attribute the warming to human emissions was “way over-simplistic and not at all convincing in my opinion”. She added: “I don’t think this question can be answered by the simple curve fitting used in this paper, and I don’t see that their paper adds anything to our understanding of the causes of the recent warming.”

Prof Michael Mann, the Penn State palaeoclimatologist who has faced hostility from climate sceptics for his famous “hockey stick” graph showing a rapid rise in temperatures during the 20th century, said he welcomed the Best results as they “demonstrated once again what scientists have known with some degree of certainty for nearly two decades”. He added: “I applaud Muller and his colleagues for acting as any good scientists would, following where their analyses led them, without regard for the possible political repercussions. They are certain to be attacked by the professional climate change denial crowd for their findings.”

Muller said his team’s analysis suggested there would be 1.5 degrees of warming over land in the next 50 years, but if China continues its rapid economic growth and its vast use of coal then that same warming could take place in less than 20 years.

Climate Change and the Next U.S. Revolution (ZNet)

The U.S. heat wave is slowly shaking the foundations of American politics. It may take years for the deep rumble to evolve into an above ground, institution-shattering earthquake, but U.S. society has changed for good.

The heat wave has helped convince tens of millions of Americans that climate change is real, overpowering the fake science and right-wing media – funded by corporate cash – to convince Americans otherwise.

Republicans and Democrats alike also erect roadblocks to understanding climate change. By the politicians’ complete lack of action towards addressing the issue, the “climate change is fake” movement was strengthened, since Americans presumed that any sane government would be actively trying to address an issue that had the potential to destroy civilization.

But working people have finally made up their mind. A recent poll showed that 70 percent of Americans now believe that climate change is real, up from 52 percent in 2010. And a growing number of people are recognizing that the warming of the planet is caused by human activity.

Business Week explains: “A record heat wave, drought and catastrophic wildfires are accomplishing what climate scientists could not: convincing a wide swath of Americans that global temperatures are rising.”

This means that working class families throughout the Midwest and southern states simply don’t believe what their media and politicians are telling them.

It also implies that these millions of Americans are being further politicized in a deeper sense.

Believing that climate change exists implies that you are somewhat aware about the massive consequences to humanity if the global economy doesn’t drastically change, and fast.

This awareness has revolutionary implications. As millions of Americans watch the environment destroyed – for their grandchildren or themselves – while politicians do absolutely nothing in response, or make tiny token gestures – a growing number of Americans will demand political alternatives, and fight to see them created. The American political system as it exists today cannot cope with this inevitable happening.

The New York Times explains why: “…the American political system is not ready to agree to a [climate] treaty that would force the United States, over time, to accept profound changes in its energy [coal, oil], transport [trucking and airline industry] and manufacturing [corporate] sectors.”

In short, the U.S. government will not force corporations to make less profit by behaving more eco-friendly. This is the essence of the problem.

In order for humanity to survive climate change, the economy must be radically transformed; massive investments must be made in renewable energy, public transportation, and recycling, while dirty energy sources must be quickly swept into the dustbin of history.

But the economy is currently owned by giant, privately run corporations, that will continue destroying the earth if it earns them huge profits, and they make massive “contributions” to political parties to ensure this remains so. It’s becoming increasingly obvious that government inaction on climate change is directly linked to the “special interests” of corporations that dominate these governments.

This fact of U.S. politics is present in every other capitalist country as well, which means that international agreements on reducing greenhouse gasses will remain impossible, as each country’s corporations vie for market domination, reducing pollution simply puts them at a competitive disadvantage.

This dynamic has already caused massive delays in the UN’s already inadequate efforts at addressing climate change. The Kyoto climate agreement was the by-product of years of cooperation and planning between many nations that included legally binding agreements to reduce greenhouse gasses. The Bush and Obama administrations helped destroy these efforts.

For example, Instead of building upon the foundation of the Kyoto Protocol, the Obama administration demanded a whole new structure, something that would take years to achieve. The Kyoto framework (itself insufficient) was abandoned because it included legally binding agreements, and was based on multilateral, agreed-upon reductions of greenhouse gasses.

In an article by the Guardian entitled “US Planning to Weaken Copenhagen Climate Deal,” the Obama administration’s UN position is exposed, as he dismisses the Kyoto Protocol by proposing that “…each country set its own rules and to decide unilaterally how to meet its target.”
Obama’s proposal came straight from the mouth of U.S. corporations, who wanted to ensure that there was zero accountability, zero oversight, zero climate progress, and therefore no dent to their profits. Instead of using its massive international leverage for climate justice, the U.S. has used it to promote divisiveness and inaction, to the potential detriment of billions of people globally.

The stakes are too high to hold out any hope that governments will act boldly. The Business Week article below explains the profound changes happening to the climate:

“The average temperature for the U.S. during June was 71.2 degrees Fahrenheit (21.7 Celsius), which is 2 degrees higher than the average for the 20th century, according to the National Oceanic and Atmospheric Administration. The June temperatures made the preceding 12 months the warmest since record-keeping began in 1895, the government agency said.”

Activists who are radicalized by this global problem face a crisis of what to do about it. It is difficult to put forth a positive climate change demand, since the problem is global.  Demanding that governments “act boldly” to address climate change hasn’t worked, and lesser demands seem inadequate.

The environmental rights movement continues to go through a variety of phases: individual and small group eco-“terrorism,” causing property damage to environmentally damaging companies; corporate campaigns that target especially bad polluters with high-profile direct action; and massive education programs that have been highly successful, but fall short when it comes to winning change.

Ultimately, climate activists must come face to face with political and corporate power. Corporate-owned governments are the ones with the power to adequately address the climate change issue, and they will not be swayed by good science, common sense, basic decency, or even a torched planet.

Those in power only respond to power, and the only power capable of displacing corporate power is when people unite and act collectively, as was done in Egypt, Tunisia, and is still developing throughout Europe.

Climate groups cannot view their issue as separate from other groups that are organizing against corporate power. The social movements that have emerged to battle austerity measures are natural allies, as are anti-war and labor activists. The climate solution will inevitably require revolutionary measures, which first requires that alliances and demands are put forward that unite Labor, working people in general, community, and student groups towards collective action.

One possible immediate demand is for environmental activists to unite with Labor groups over a federal jobs program, paid for by taxing the rich, that makes massive investments in jobs that are climate related, such as solar panel production, transportation, building recycling centers, home retro-fitting, etc.

Another demand could be to insist that the government convene the most knowledgeable scientists in the area of clean energy. These scientists should be given all the resources they need in order to collectively create alternative sources of clean energy that would allow for a realistic alternative to the current polluting and toxic sources of energy.

However, any type of immediate demand will meet giant corporate resistance from both political parties. Fighting for a uniting demand will thus strengthen the movement, and for this reason it is important to link climate solutions to the creation of jobs, which are the number one concern of most Americans. This unity will in turn lead allies toward a deeper understanding of the problem, and therefore deeper solutions will emerge that challenge the whole economic structure that is deaf to the needs of humans and the climate and sacrifices everything to the private profit of a few.

Climate Change Could Open Trade Opportunities for Some Vulnerable Nations (Science Daily)

ScienceDaily (July 26, 2012) — Tanzania is one developing country that could actually benefit from climate change by increasing exports of corn to the U.S. and other nations, according to a study by researchers at Stanford University, the World Bank and Purdue University.

The study, published in the Review of Development Economics, shows the African country better known for safaris and Mt. Kilimanjaro has the potential to substantially increase its maize exports and take advantage of higher commodity prices with a variety of trading partners due to predicted dry and hot weather that could affect those countries’ usual sources for the crop. In years that major consumer countries such as the U.S., China and India are forecast to experience severe dry conditions, Tanzania’s weather will likely be comparatively wet. Similarly, in the relatively few years this century that it is expected to have severe dry weather, Tanzania could import corn from trading partners experiencing better growing conditions.

“This study highlights how government policies can influence the impact that we experience from the climate system” said study co-author Noah Diffenbaugh, an assistant professor of environmental Earth system science at Stanford’s School of Earth Sciences and a center fellow at the Stanford Woods Institute for the Environment. “Tanzania is a particularly interesting case, as it has the potential to benefit from climate change if climate model predictions of decreasing drought in East Africa prove to be correct, and if trade policies are constructed to take advantage of those new opportunities.”

Tightening restrictions on crop exports during times of climate instability may seem like a logical way to ensure domestic food availability and price stability. In fact, the study warns, trade restrictions such as those that Tanzania has instituted several times in recent years prevent countries such as Tanzania from buffering its poor citizens in bad climate years and from taking advantage of economic opportunities in good climate years.

The study, the most long-range and detailed of its kind to date uses economic, climatic and agricultural data and computational models to forecast the occurrence of severe dry years during the next nine decades in Tanzania and its key trading partners. The authors began by analyzing historical years in which Tanzania experienced grains surpluses or deficits. They found that a closed trade policy enhanced poverty in both kinds of years, by limiting the ability to offset shortfalls with imports during deficit years and limiting the ability to profit from exports during surplus years.

The authors then attempted to predict how often Tanzania and key trading partners will experience severely dry years in response to continued global warming. Among the predictions: during an average of 96 percent of the years that the U.S. and China are predicted to have extremely dry conditions, Tanzania will not experience similarly dry weather. For India, that percentage increases to 97 percent. Similarly, the study’s climate models suggest that Tanzania is likely to have adequate growing season moisture in most of the years that its key African trading partners experience severe dry weather.

Among Tanzania’s trading partners, the U.S., China, Canada and Russia are most likely to consistently experience adequate growing conditions in years when Tanzania does not. When compared with all of its key trading partners, Tanzania’s dry years during the 21st century will often coincide with non-dry years in the other countries. Having a diverse mix of trading partners could help hedge against a coincidence of severe dry weather within and outside of Africa, the study’s results suggest.

The findings are relevant to grain-growing countries around the world. Those countries stand to profit from exports in years when trading partners are enduring severe dry and / or hot weather. Likewise, they can buffer themselves against bad growing weather at home by importing from grains-rich regions less affected by such weather during that particular year.

“This study highlights the importance of trade in either buffering or exacerbating the effects of climate stresses on the poor,” says Diffenbaugh. “We find that these effects are already taking place in the current climate, and that they could become even more important in the future as the co-occurrence of good and bad years between different regions changes in response to global warming.”

Uma leitura de antropólogos e sociólogos sobre o futuro da Amazônia (Jornal da Ciência)

O enfraquecimento de agências multilaterais de cooperação internacional começa a ameaçar as políticas para conservação da Amazônia Legal. A afirmativa é do presidente do Programa Nova Cartografia Social, Alfredo Wagner de Almeida, que ministrou conferência ontem (26) na 64ª Reunião Anual da Sociedade Brasileira para o Progresso da Ciência (SBPC), realizada na Universidade Federal do Maranhão (UFMA), em São Luís.

Sob o tema “Povos e comunidades tradicionais atingidos por projetos militares”, o antropólogo alertou sobre a ação de sete estados que buscam reduzir a Amazônia Legal, cujos projetos tramitam no Legislativo. Dentre os quais estão o Mato Grosso que prevê retirar a participação de sua área como Amazônia Legal, igualmente a Rondônia, que quer retirar esse título de suas terras da região. Outros estados como Maranhão e Tocantins querem tirar o título de todas suas áreas consideradas Amazônia Legal.

A região engloba uma superfície de aproximadamente 5.217.423 km², o equivalente a cerca de 61% do território brasileiro. Foi instituída com objetivo de definir a delimitação geográfica da região política captadora de incentivos fiscais para promoção do desenvolvimento regional.

“Essa é uma primeira tentativa de reduzir a Amazônia Legal, pois esses estados agora não gozam mais dos benefícios concedidos pelas agências internacionais multilaterais”, analisou Almeida, também conselheiro da SBPC e professor da Universidade do Estado do Amazonas (UEA).

Segundo o pesquisador, os organismos internacionais, até então, eram fontes de recursos para programas de proteção à Amazônia. Tais como, o Projeto Integrado de Proteção às Populações e Terras Indígenas da Amazônia Legal (PPTAL), destinado à demarcação de terras indígenas, fomentado principalmente pelo governo da Alemanha. E o PPG7 (Programa Piloto para Proteção das Florestas Tropicais do Brasil). Foram essas políticas que fortaleceram a criação do Ministério do Meio Ambiente. “Sem o apoio das agências multilaterais as políticas para a Amazônia encolheram”, disse, sem citar valores.

Conforme o antropólogo, a decisão dos estados que querem sair da Amazônia Legal significa para eles “liderar mais terras segundo as quais consideram ser produtivas”, em detrimento da conservação das florestas.

As declarações do antropólogo são baseadas no dossiê “Amazônia: sociedade, fronteiras e políticas”, produzido por Edna Maria Ramos de Castro, socióloga do Núcleo de Altos Estudos Amazônicos, da Universidade Federal do Pará (UFPA), e diretora da SBPC, que intermediou a conferência. A íntegra do documento foi publicada recentemente no Caderno CRH da Bahia.

Terras indígenas – Na avaliação da autora do dossiê, os dispositivos jurídicos desses estados ameaçam as terras indígenas – protagonistas na conservação da biodiversidade que precisam da natureza para sobreviver. “São dispositivos legais, são claros na Constituição, mas essa prática pode levar a uma situação de impasse [da sociedade]”, analisou. Edna citou o caso da polêmica obra da hidrelétrica de Belo Monte que se tornou um ícone de um processo de resistência da sociedade brasileira.

Mudança de paradigma – O antropólogo fez uma leitura sobre o atual modelo político brasileiro administrativo. Ele vê uma mudança de uma política “de proteção” para uma “ideia de protecionismo”. “A distinção entre proteção e protecionismo revela em primeiro lugar o enfraquecimento das agências multilaterais internacionais”, disse. Segundo ele, o protecionismo “erige” fora do âmbito da proteção.

Do ponto de vista de Alfredo Wagner, os sinais de mudança refletem principalmente os desacordos na reunião da Organização Mundial do Comércio (OMC) em dezembro de 2011 em Genebra. Na ocasião, houve sinais de ruptura de acordos internacionais – até então chamados de mercado comum. Um exemplo “é o engavetamento” da chamada Rodada de Doha, em razão de divergência entre as partes sobre subsídios agrícolas concedidos por países desenvolvidos.

Expansão da área militar e infraestrutura – O antropólogo lembra que no auge dos organismos multilaterais a área de segurança, isto é, a dos militares, não era fomentada porque não fazia parte de uma política de mercado único. Ele observa, entretanto, uma mudança a partir de 2009 quando há um deslocamento do modelo e problemas com os militares começam a aparecer, em decorrência da reedição de projetos de fronteiras militarizadas. “A partir daí inicia um capítulo de conflitos”.

Afastamento de fundos internacionais e órgãos reguladores – Segundo ele, o que mais sobressai na “ideia do protecionismo” é a identificação de recursos naturais estratégicos, como commodities agrícolas e minérios, que – sob o argumento de desenvolvimento sustentável – podem ser utilizados para o incremento de grandes obras de infraestrutura.

“Tudo passa a ser interpretado como interesses nacionais. A ideia de bloco vai perdendo força, o que pode explicar as próprias tensões no Mercosul, quando a Venezuela é levada ao bloco em momentos de crise. Esses interesses nacionais passam a se articular de maneira disciplinada sem passar pelas entidades multilaterais”, considera o antropólogo.

Segundo ele, atual ação do Estado brasileiro não passa pelas entidades multilaterais. Reflexo é o afastamento do Fundo Monetário Internacional (FMI) e de duas normas estrangeiras. Uma delas é a Lei de Direitos Humanos Internacional da OEA (Organização dos Estados Americanos). Ele lembra que o Brasil deixou de investir “nessa corte” a partir do momento em que a hidrelétrica de Belo Monte foi condenada pelo órgão. “O Brasil passa a ter uma posição unilateral, semelhante a dos norte-americanos na Guerra do Golfo”, observa o antropólogo. “A ideia do protecionismo vem de forma bastante forte”.

Alfredo Wagner também observa sinais de afastamento da Convenção 169 em que obriga a consulta prévia de comunidades prejudicadas por grandes obras de infraestrutura, por exemplo. Segundo ele, o Brasil é condenado a seis violações em projetos militares. Uma é pela construção do Centro de Lançamentos de Alcântara (CLA) em comunidades quilombolas no Maranhão, sem licenciamento ambiental e sem consulta às comunidades “afetadas”.

Ele alerta também sobre quatro medidas preocupantes em andamento segundo as quais preveem a construção emergencial de hidrelétricas. Um exemplo é a Medida Provisória 558 de 18 de janeiro de 2012 em que prevê redução de unidades protegidas e de conservação de florestas sob o argumento de desenvolvimento. Segundo ele, o Ibama aprovou em apenas cinco dias uma minuta de termo de referência da Eletronorte para construção de uma hidrelétrica em São Luiz de Tapajós. Na prática, foi aprovado o plano de trabalho encaminhado para diagnosticar as obras. “Com o ritmo emergencial para essas obras parece que os direitos são colocados em suspenso”.

Recursos de inconstitucionalidade – Tal MP foi questionada pela Procuradoria Geral da República por uma ADIN (Ação Direta de Inconstitucionalidade). O Ministério Público Federal considerou que as unidades de conservação nas áreas de hidrelétricas são essenciais para minimizar os impactos ambientais dos projetos; e argumentou que qualquer discussão sobre a redução dessas áreas florestais deve ser realizada no Congresso Nacional, a fim de evitar a edição de uma MP. “O Brasil hoje vive o império das Medidas Provisórias que impedem a ampla discussão da sociedade. Isso dá uma ideia de capitalismo autoritário”, disse o antropólogo.

Privatização de terras na Amazônia – Ele também alerta sobre a privatização das terras públicas na Amazônia sob o “eufemismo” de regularização fundiária, via o programa Terra Legal, pela Lei 11.952 de julho de 2009. Encaminhada pela Presidência da República, a medida prevê privatizar 70 milhões de hectares de terras públicas, um volume considerável em relação ao total de 850 milhões de hectares de terras que compõem o Brasil, segundo o antropólogo. Alfredo Wagner alerta sobre a agilidade na titularidade das terras para grandes propriedades que a MP permite, em detrimento dos pequenos proprietários.

Inicialmente, a medida foi questionada pelo Ministério Público por uma ADIN pela justificativa de que ela estabelece “privilégios injustificáveis” em favor de grileiros que no passado se beneficiaram de terras públicas e houve concentração de terras. “Essa MP é tão cruel quanto a Lei de Terras Sarney de 1969”, disse o antropólogo.

Judicialização do Estado – Buscando tranquilizar os ânimos da plateia lotada por alunos, pesquisadores, cientistas, dentre outros – estimada em cerca de 140 pessoas – que temia ser a volta da ditadura militar, o antropólogo respondeu sobre o atual modelo: “Ele não é igual à ditadura militar”, respondeu o atribuindo a um “judicialização do Estado” e de “uma coisa esquisita”.

Na ocasião, o antropólogo usou a frase de sociólogos para explicar uma crise: “O velho ainda não morreu e o novo ainda não nasceu. Mas está havendo uma transformação.”

The social sciences are just that — sciences.

Once, during a meeting at my university, a biologist mentioned that he was the only faculty member present from a science department. When I corrected him, noting that I was from the Department ofPsychology, he waved his hand dismissively, as if I were a Little Leaguer telling a member of the New York Yankees that I too played baseball.

There has long been snobbery in the sciences, with the “hard” ones (physics, chemistry, biology) considering themselves to be more legitimate than the “soft” ones ( psychology, sociology). It is thus no surprise that many members of the general public feel the same way. But of late, skepticism about the rigors of social science has reached absurd heights.

The U.S. House of Representativesrecently voted to eliminate funding for political science research through the National Science Foundation. In the wake of that action, an opinion writer for the Washington Post suggested that the House didn’t go far enough. The NSF should not fund any research in the social sciences, wrote Charles Lane, because “unlike hypotheses in the hard sciences, hypotheses about society usually can’t be proven or disproven by experimentation.”

Lane’s comments echoed ones by Gary Gutting in the Opinionator blog of the New York Times. “While the physical sciences produce many detailed and precise predictions,” wrote Gutting, “the social sciences do not. The reason is that such predictions almost always require randomized controlled experiments, which are seldom possible when people are involved.”

This is news to me and the many other social scientists who have spent their careers doing carefully controlled experiments on human behavior, inside and outside the laboratory. What makes the criticism so galling is that those who voice it, or members of their families, have undoubtedly benefited from research in the disciplines they dismiss.

Most of us know someone who has suffered from depression and sought psychotherapy. He or she probably benefited from therapies such as cognitive behavioral therapy that have been shown to work in randomized clinical trials.

Problems such as child abuse and teenage pregnancy take a huge toll on society. Interventions developed by research psychologists, tested with the experimental method, have been found to lower the incidence of child abuse and reduce the rate of teenage pregnancies.

Ever hear of stereotype threat? It is the double jeopardy that people face when they are at risk of confirming a negative stereotype of their group. When African American students take a difficult test, for example, they are concerned not only about how well they will do but also about the possibility that performing poorly will reflect badly on their entire group. This added worry has been shown time and again, in carefully controlled experiments, to lower academic performance. But fortunately, experiments have also showed promising ways to reduce this threat. One intervention, for example, conducted in a middle school, reduced the achievement gap by 40%.

If you know someone who was unlucky enough to be arrested for a crime he didn’t commit, he may have benefited from social psychological experiments that have resulted in fairer lineups and interrogations, making it less likely that innocent people are convicted.

An often-overlooked advantage of the experimental method is that it can demonstrate what doesn’t work. Consider three popular programs that research psychologists have debunked: Critical Incident Stress Debriefing, used to prevent post-traumatic stress disorders in first responders and others who have witnessed horrific events; the D.A.R.E. anti-drug program, used in many schools throughout America; and Scared Straight programs designed to prevent at-risk teens from engaging in criminal behavior.

All three of these programs have been shown, with well-designed experimental studies, to be ineffective or, in some cases, to make matters worse. And as a result, the programs have become less popular or have changed their methods. By discovering what doesn’t work, social scientists have saved the public billions of dollars.

To be fair to the critics, social scientists have not always taken advantage of the experimental method as much as they could. Too often, for example, educational programs have been implemented widely without being adequately tested. But increasingly, educational researchers are employing better methodologies. For example, in a recent study, researchers randomly assigned teachers to a program called My Teaching Partner, which is designed to improve teaching skills, or to a control group. Students taught by the teachers who participated in the program did significantly better on achievement tests than did students taught by teachers in the control group.

Are the social sciences perfect? Of course not. Human behavior is complex, and it is not possible to conduct experiments to test all aspects of what people do or why. There are entire disciplines devoted to the experimental study of human behavior, however, in tightly controlled, ethically acceptable ways. Many people benefit from the results, including those who, in their ignorance, believe that science is limited to the study of molecules.
