Indigenous peoples by far the best guardians of forests – UN report (The Guardian)

Preserving Latin America’s forests is vital to fight the climate crisis and deforestation is lower in indigenous territories

The embattled indigenous peoples of Latin America are by far the best guardians of the regions’ forests, according to a UN report, with deforestation rates up to 50% lower in their territories than elsewhere.

Protecting the vast forests is vital to tackling the climate crisis and plummeting populations of wildlife, and the report found that recognising the rights of indigenous and tribal peoples to their land is one of the most cost-effective actions. The report also calls for the peoples to be paid for the environmental benefits their stewardship provides, and for funding for the revitalisation of their ancestral knowledge of living in harmony with nature.

However, the demand for beef, soy, timber, oil and minerals means the threats to indigenous peoples and their forest homes are rising. Hundreds of community leaders have been killed because of disputes over land in recent years and the Covid-19 pandemic has added to the dangers forest peoples face.

Demands by indigenous peoples for their rights have become increasingly visible in recent years, the report said, but this has come with increasing persecution, racism, and assassinations. Supporting these peoples to protect the forests is particularly crucial now with scientists warning that the Amazon is nearing a tipping point where it switches from rainforest to savannah, risking the release of billions of tonnes of carbon into the atmosphere.

The report was produced by the UN Food and Agriculture Organization and the Fund for the Development of Indigenous Peoples of Latin America and the Caribbean (Filac), based on a review of more than 300 studies.

“Almost half of the intact forests in the Amazon basin are in indigenous territories and the evidence of their vital role in forest protection is crystal clear,” said the president of Filac, Myrna Cunningham, an indigenous woman from Nicaragua. “While the area of intact forest declined by only 5% between 2000 and 2016 in the region’s indigenous areas, in the non-indigenous areas it fell by 11%. This is why [indigenous peoples’] voice and vision should be taken into account in all global initiatives relating to climate change, biodiversity and forestry.”

“Indigenous peoples have a different concept of forests,” she said. “They are not seen as a place where you take out resources to increase your money – they are seen as a space where we live and that is given to us to protect for the next generations.”

Indigenous and tribal territories contain about a third of all the carbon stored in the forests of Latin America, said Julio Berdegué, the FAO’s Regional Representative: “These peoples are rich when it comes to culture, knowledge, and natural resources, but some of the poorest when it comes to incomes and access to services.” Supporting them would also help avoid new pandemics, he said, as these are most often the result of the destruction of nature.

“Even under siege from Covid-19 and a frightening rise in invasions from outsiders, we remain the ones who can stop the destruction of our forests and their biodiverse treasures,” said José Gregorio Diaz Mirabal, indigenous leader of an umbrella group, the Coordinator of the Indigenous Organizations of the Amazon Basin. He said the report’s evidence supports his call for climate funds to go directly to indigenous peoples and not governments vulnerable to corruption. Advertisement

The report found the best forest protection was provided by peoples with collective legal titles to their lands. A 12-year study in the Bolivian, Brazilian, and Colombian Amazon found deforestation rates in such territories were only one half to one-third of those in other similar forests. Even though indigenous territories cover 28% of the Amazon Basin, they only generated 2.6% of the region’s carbon emissions, the report said.

Indigenous peoples occupy 400m hectares of land in the region, but there is no legal recognition of their property rights in a third of this area. “While the impact of guaranteeing tenure security is great, the cost is very low,” the report said, needing less than $45 per hectare for the mapping, negotiation and legal work required.

The report said it would cost many times more to prevent carbon emissions from fossil fuel burning using carbon capture and storage technology on power plants. The granting of land rights to indigenous people has increased over the last 20 years, Cunningham said, but has slowed down in recent years.

Paying indigenous and tribal communities for the environmental services of their territories has reduced deforestation in countries including Ecuador, Mexico, and Peru. Berdegué said such programmes could attract hundreds of millions of dollars per year from international sources.

The need for protection is urgent, the report said, with annual deforestation rates in Brazil’s indigenous territories rising from 10,000 hectares in 2017 to 43,000 hectares in 2019. In January, indigenous leaders urged the international criminal court to investigate Brazil’s president, Jair Bolsonaro, over his dismantling of environmental policies and violations of indigenous rights.

Elsewhere, the area of large intact forests in indigenous territories has fallen between 2000 and 2016, with 59% lost in Paraguay, 42% in Nicaragua, 30% in Honduras and 20% in Bolivia. Mining and oil concessions now overlay almost a quarter of the land in Amazon basin indigenous and tribal territories, the report said.

Londres – 1º de outubro de 2015 – Quase um terço de todos os locais pertencentes à lista de Patrimônio Mundial Natural está ameaçado pela exploração de petróleo, gás e mineração. A informação foi divulgada no novo relatório “Protegendo um Excepcional Valor Natural”, produzido pelo WWF, Aviva Investors and Investec Asset Management, e que ressalta ainda o risco para os investidores que trabalham ou possuem a intenção de trabalhar com empresas que atuam com extração nesses lugares ou próximos a eles.

Patrimônios Mundiais Naturais (ou World Heritage Site, em inglês) são lugares de enorme valor natural, como o Grand Canyon, a Grande Barreira de Corais e a Reserva Selous Game, na Tanzânia. Cobrindo menos de 1% do planeta, eles contêm um enorme valor natural, como paisagens singulares e alguns dos animais mais raros da Terra, como gorilas da montanha, elefantes africanos, leopardos da neve, baleias e tartarugas marinhas.

De acordo com o relatório, os pontos de Patrimônio Mundial Natural estão em risco mais elevado do que jamais se pensou até então.

As ameaças estão relacionadas às operações em atividade ou à entrada de empresas para concessão de exploração de minérios, petróleo ou gás, e podem causar danos irreparáveis aos locais à biodiversidade, além de prejudicar as comunidades que tiram dali sua subsistência. No mundo todo, a maior ameaça está na África, onde o risco atinge 61% desses locais.

No relatório, os investidores estão sendo alertados dos riscos que correm ao apoiarem essas empresas – tanto riscos financeiros quanto de reputação. Em resumo, neste caso, há muito risco envolvido para um retorno que não é o suficiente.

O documento convida potenciais financiadores e apoiadores a:

•    Buscar informações se as empresas em que estão investindo, ou considerando investir, possuem concessões ou operações dentro de lugares considerados Patrimônios Mundiais Naturais;

•    Abordar diretamente companhias que trabalham nesses locais ou próximos a eles e as encorajar a mudar seus planos;

•    Considerar retirar o investimento nessas companhias se não forem tomadas medidas para sair desses lugares, e ainda divulgar o fim do apoio e as razões para isso.

O desenvolvimento alternativo e sustentável dos Patrimônios Naturais Mundiais é uma proposta muito melhor para resguardar tanto o futuro dos recursos naturais quanto o das comunidades locais, nacionais e globais. A preservação desses locais e de seus ecossistemas pode fornecer, a longo prazo, benefícios significativos, visto que:

•    93% dos Patrimônios Mundiais Naturais promovem o turismo e a recreação;
•    91% deles geram empregos;
•    84% deles contribuem para a educação.

O WWF convoca investidores a usar as evidências desse relatório para abordar as companhias de extração e encorajá-las a adotar compromissos significativos de “não atuação” e “não impacto” nos Patrimônios Mundiais Naturais, além de divulgar de forma proativa as operações em atividade (existentes, ou em vias de existir), dentro ou nas proximidades de Patrimônios Mundiais Naturais.

De acordo com o diretor-executivo do WWF do Reino Unido, David Nussbaum: “nós estamos indo aos confins da Terra em busca de mais recursos – incluindo minérios, petróleo e gás, que estão cada vez mais caros e difíceis de serem extraídos. Com isso, alguns dos lugares mais preciosos do mundo estão ameaçados por atividades industriais destrutivas que põem em perigo os valores pelos quais eles foram agraciados com o maior nível de reconhecimento do planeta”, comenta.

“Proteger esses locais únicos não é somente importante do ponto de vista ambiental, é crucial para o sustento e o futuro da população que depende deles. Os investidores têm uma oportunidade única assim como uma responsabilidade de administrar seu capital e desenhar nosso futuro”, completa Nussbaum.

Um decreto publicado pelo governo de São Paulo na sexta-feira (28.mar) estabeleceu, entre outras medidas, que o uso da água produzida em parques, estações ecológicas e outras unidades de conservação do estado poderá ser cobrado para gerar novos recursos a serem aplicados na gestão dessas áreas.

Assinado ontem pelo governador Geraldo Alckmin, o decreto 60.302 de 2014 prevê também para unidades de conservação (UCs) a destinação de um percentual fixo sobre a arrecadação de pedágios de rodovias que atravessam essas áreas. A Secretaria do Meio Ambiente (SMA), com o apoio de outros órgãos do estado, deverá apresentar no prazo máximo de dois anos um estudo com proposta de percentual a ser adotado e do mecanismo para viabilizar essa transferência de recursos.

Pedágios

A cobrança pelo uso de água é estabelecida na norma publicada hoje em seu artigo 38, para as unidades de conservação estaduais sem discriminar categorias dessas áreas. Desse modo, em princípio, fica aberta a possibilidade de recursos para as 31 reservas particulares de patrimônio natural, as RPPNs.

No entanto, a publicação prevê a receita proveniente de pedágios somente para as UCs classificadas como de proteção integral, que são os parques estaduais, as estações ecológicas, os monumentos naturais e os refúgios de vida silvestre.

Planos e metas

Em suas linhas gerais, o decreto estabelece novas regras de articulação entre os órgãos estaduais envolvidos com áreas protegidas, principalmente a Fundação Florestal e o Instituto Florestal.

A publicação de hoje obriga os gestores de UCs do estado a apresentar, até o dia 30 de outubro de cada ano, plano de metas anual, que deverá especificar ações e despesas previstos para o ano seguinte. Em cada unidade, o plano deverá ser apreciado pelo respectivo conselho — que é formado por representantes da comunidade nomeados pelo governo — para ser em seguida aprovado pelo dirigente do órgão estadual responsável.

Impactos ambientais

Outra novidade do decreto envolve empresas de captação e distribuição de água, de telefonia celular, de transmissão de energia elétrica, de distribuição de derivados de petróleo e outras que possuem instalações e equipamentos dentro de UCs. Essas companhias passam a ter a obrigação de cuidar permanentemente para que seus oleodutos, gasodutos, torres de transmissão, tubulações, vias de acesso ou outras instalações não gerem novos impactos ambientais além daqueles previstos no licenciamento de suas atividades, como estabelece o artigo 31:

Os empreendedores, permissionários e concessionários responsáveis por abertura e/ou manutenção de acessos de uso exclusivo necessários aos seus empreendimentos, no interior das unidades de conservação de proteção integral, deverão manter controle diuturno desses acessos para fins de conservação dos atributos ambientais da unidade de conservação.

Um bom exemplo da necessidade desse dispositivo está nos chamados bairros-cota de Cubatão, que resultaram de invasões em áreas do Parque Estadual da Serra do Mar durante e depois das obras das rodovias Anchieta e Imigrantes, aconteceram debaixo do nariz de todo mundo. E — pior — nesse caso o empreendedor foi o próprio governo do estado.

Abrangência

As unidades de conservação da Secretaria do Meio Ambiente abrangem 47 mil quilômetros quadrados, que correspondem a 18,9% da área total do estado de São Paulo.

Elas estão distribuídas em 31 RPPNs, 30 áreas de proteção ambiental, 37 parques estaduais, 26 estações ecológicas, 15 florestas estaduais, cinco reservas de desenvolvimento sustentável, quatro áreas de relevante interesse ecológico, dois viveiros florestais, dois monumentos naturais e uma reserva extrativista.

Há, portanto, algumas boas novidades em meio aos 51 artigos do decreto baixado hoje. Esses e outros aspectos merecem ser analisados em profundidade. Inclusive porque resta saber se as novas medidas serão eficazes para o objetivo de proteção das UCs.

Vale questionar, por exemplo, se valerá retroativamente para as empresas permissionárias ou concessionárias já licenciadas a obrigação sobre instalações e equipamentos dentro de UCs. Vamos aguardar.

Unregulated, Agricultural Ammonia Threatens U.S. National Parks’ Ecology (Science Daily)

Oct. 10, 2013 — Thirty-eight U.S. national parks are experiencing “accidental fertilization” at or above a critical threshold for ecological damage, according to a study published in the journal Atmospheric Chemistry and Physicsand led by Harvard University researchers. Unless significant controls on ammonia emissions are introduced at a national level, they say, little improvement is likely between now and 2050.

The environmental scientists, experts in air quality, atmospheric chemistry, and ecology, have been studying the fate of nitrogen-based compounds that are blown into natural areas from power plants, automobile exhaust, and — increasingly — industrial agriculture. Nitrogen that finds its way into natural ecosystems can disrupt the cycling of nutrients in soil, promote algal overgrowth and lower the pH of water in aquatic environments, and ultimately decrease the number of species that can survive.

“The vast majority, 85 percent, of nitrogen deposition originates with human activities,” explains principal investigator Daniel J. Jacob, Vasco McCoy Family Professor of Atmospheric Chemistry and Environmental Engineering at the Harvard School of Engineering and Applied Sciences (SEAS). “It is fully within our power as a nation to reduce our impact.”

Existing air quality regulations and trends in clean energy technology are expected to reduce the amount of harmful nitrogen oxides (NOx) emitted by coal plants and cars over time. However, no government regulations currently limit the amount of ammonia (NH3) that enters the atmosphere through agricultural fertilization or manure from animal husbandry, which are now responsible for one-third of the anthropogenic nitrogen carried on air currents and deposited on land.

“Ammonia’s pretty volatile,” says Jacob. “When we apply fertilizer in the United States, only about 10 percent of the nitrogen makes it into the food. All the rest escapes, and most of it escapes through the atmosphere.”

The team of scientists — comprising researchers from Harvard SEAS, the National Park Service, the USDA Forest Service, the U.S. Environmental Protection Agency, and the University of California, Irvine — presents evidence that unchecked increases in nitrogen deposition are already threatening the ecology of federally protected natural areas.

In many previous studies, environmental scientists have identified the nitrogen levels that would be ecologically harmful in various settings. The new Harvard-led study uses a high-resolution atmospheric model called GEOS-Chem to calculate nitrogen deposition rates across the contiguous United States, and compares those rates to the critical loads.

The findings suggest that many parks may already be suffering.

In Eastern temperate forests, like those in Great Smoky Mountains National Park, the most sensitive elements of the ecosystem are the hardwood trees, which start to suffer when nitrogen deposition reaches approximately 3 to 8 kilograms per hectare, per year. According to the new study, the actual rate of deposition — 13.6 kg/ha/yr — far exceeds that threshold. In the forests of Mount Rainier National Park, it’s the lichens that suffer first; their critical load is between 2.5 and 7.1 kg/ha/yr, and the deposition rate there is at a troubling 6.7 kg/ha/yr.

“The lichens might not be noticed or particularly valued by someone walking around a national park, but they’re integral for everything else that’s dependent on them,” explains lead author Raluca A. Ellis, who conducted the research as a postdoctoral fellow at Harvard SEAS. She now directs the Climate and Urban Systems Partnership at the Franklin Institute.

Jacob, Ellis, and their collaborators predict that NOx emissions from the United States will decrease significantly by 2050 (globally, those decreases may be offset to some extent by increases in industrialization overseas). But for ammonia, the story is different. The team predicts significant increases in the amount and density of agricultural land in the Midwest and the West — to feed a growing population and to meet an anticipated demand for biofuels — requiring more and more fertilizer.

“Even if anthropogenic NOx emissions were globally zero, avoiding [critical load] exceedance at all national parks would require a 55% reduction of anthropogenic NH3 emissions,” their report states.

How such a reduction would be achieved is a matter for further study.

“Air quality regulations in the United States have always focused on public health, because air pollution leads to premature deaths, and that’s something you can quantify very well. When you try to write regulations to protect ecosystems, however, the damage is much harder to quantify,” says Jacob. “At least in the national parks you can say, ‘There’s a legal obligation here.'”

The project was funded by the NASA Applied Sciences Program through the Air Quality Applied Sciences Team, which is led by Jacob at Harvard and includes 23 researchers from numerous institutions. The National Park Service has been studying nitrogen deposition for some time now, typically in focused studies such as those at Rocky Mountain National Park and Grand Teton National Park. The new collaboration has enabled many different research teams to unify their efforts and benefit from shared resources like the GEOS-Chem model, which was first developed at Harvard and has become an international standard for modeling atmospheric chemistry over time.

Actual levels of future nitrogen deposition will depend on a complex interplay of economic, legal, and environmental factors.

“The point is, in the decades ahead, the problem in our national parks is not going to be solved by the reduction of NOxemissions alone,” explains Ellis. “It will require a targeted effort to control ammonia.”

“It’s a national issue, and I think that’s why having the national perspective was so important,” Jacob adds. “We’ve shown that most of the nitrogen deposition to parks in the United States is coming from domestic sources. It’s not coming from China; it’s not coming from Canada — it’s something we can deal with, but we need to deal with it at the national level.”
