Climate summit opens amid big emitters’ stalling tactics (BBC)

As this year’s UN climate summit opens, some of the developing world’s biggest greenhouse gas emitters are bidding to delay talks on a new global agreement.

To the anger of small islands states, India and Brazil have joined rich nations in wanting to start talks on a legal deal no earlier than 2015.

The EU and climate-vulnerable blocs want to start as soon as possible, and have the deal finalised by 2015.

The UN summit, in Durban, South Africa, may make progress in a few areas.

“We are in Durban with one purpose: to find a common solution that will secure a future to generations to come,” said Maite Nkoana-Mashabane, South Africa’s minister of international relations, who is chairing the summit.

But the process of finding that common solution, in the form of an agreement that can constrain greeenhouse gas emissions enough to keep the global average temperature rise below 2C, will entail some complex and difficult politics.

Developing countries will certainly target rich governments such as Japan, Canada and Russia over their refusal to commit to new emission cuts under the Kyoto Protocol, whose current targets expire at the end of next year.

They see this as a breach of previous commitments and of trust.

But some observers say small island states may begin “naming and shaming” developing countries that are also delaying progress.

They say the impasse should not delay talks on a new deal, arguing that to do so would be, in one delegate’s wording, “the politics of mutually-assured destruction”.

“They’re on the edge of a mess,” another delegate told BBC News, “and they may not be able to resolve this mess”.

Seismic shift

The politics of the UN climate process are undergoing something of a fundamental transformation.

Increasingly, countries are dividing into one group that wants a new global treaty as soon as possible – the EU plus lots of developing countries – and another that prefers a delay and perhaps something less rigorous than a full treaty.

The divide was evident earlier this month at the Major Economies Forum (MEF) meeting in Arlington, US – the body that includes 17 of the world’s highest-polluting nations.

There, the UK and others argued that the Durban summit should agree to begin work on a new global agreement immediately, to have it in place by 2015, and operating by 2020 at the very latest.

The US, Russia and Japan were already arguing for a longer timeframe.

But BBC News has learned that at the MEF meeting, Brazil and India took the same position.

Brazil wants the period 2012-15 to be a “reflection phase”, while India suggested it should be a “technical/scientific period”.

China, now the world’s biggest emitter, is said by sources to be more flexible, though its top priority for Durban is the Kyoto Protocol.

“The planet has no other sustainable alternative other than to ensure the continuity of the Kyoto Protocol, through a second commitment period starting in 2013,” said Jorge Arguello, leader of the Argentinian delegation, which this year chairs the powerful G77/China bloc of 131 nations.

“The adoption of a second commitment period for the reduction of greenhouse gases emissions under the Kyoto Protocol is not only a political imperative and a historical responsibility, but a legal obligation that must be faced as such.”

Although the EU does not oppose a second commitment period, other developed nations do.

And as the US left the protocol years ago, nations still signed on account only for about 15% of global emissions – which is why there is so much emphasis on a new instrument, with some legal force, covering all countries.

Cooling wish

The US, Russia, Japan and Canada have all argued for delaying negotiations on this for various domestic political reasons.

But the news that big developing countries are also lobbying for a delay is likely to lead to fireworks in Durban.

Many of the countries most at risk from climate impacts want to cut emissions fast enough to hold the global average temperature rise from pre-industrial times under 1.5C.

Scientific assessments say that for this to happen, global emissions should peak and begin to fall before 2020, adding urgency to these nations’ quest for a new and effective global agreement.

President Nasheed of the Maldives is virtually the only leader who has spoken openly of the need for major developing countries to begin cutting emissions soon.

Equating the need to develop with the right to emit greenhouse gases is, he has said, “rather silly”.

But sources in Durban indicate that delegates from other small developing countries may join him before the fortnight elapses, and demand more of the big developing nations.

China, Brazil and India are also being blamed for blocking moves to phase out the climate-warming industrial HFC gases, which small island states tabled at the Montreal Protocol meeting in Bali last week.

“The global response to climate change simply does not have time for advancing self-serving national interests,” said Mark Roberts, international policy advisor for the Environmental Investigation Agency (EIA).

Funding gap

Sources say, however, that there is real prospect of agreement in Durban on rules and mechanisms for a Green Climate Fund.

This would raise and disburse sums, rising to $100bn per year by 2020, to developing nations.

The industrialised countries (and countries in transition to a market economy) which took on obligations to reduce their greenhouse gas emissions under the Kyoto Protocol. Their combined emissions, averaged out during the 2008-2012 period, should be 5.2% below 1990 levels.

There is no agreement on where the money should come from.

Developing countries say the public coffers of industrialised nations should be the main source, whereas western governments say the bulk must come from private sector sources.

That is unlikely to be resolved until the end of next year.

But finalising the fund’s rules in Durban would be a concrete step forward.

Tim Gore, Oxfam’s chief policy adviser, said UK Climate Minister Chris Huhne must push for “getting the money flowing through the Green Climate Fund that poor people need to fight climate change now.

“A deal to raise resources from international transport could be on the table, and Huhne must convince other ministers to strike it,” he said.

However, there is widespread scepticism about the much smaller funds – $10bn per year – that developed nations are already supposed to be contributing under the Fast Start Finance agreement made in 2009.

Developing countries say only a small fraction of what has been pledged is genuinely “new and additional”, as it is meant to be; and that little has actually materialised.

The summit may also see a row over the EU’s imminent integration of aviation into the Emission Trading Schemen, which India and some other developing nations oppose.

New climate emails leaked ahead of talks (CBS)

LONDON – The British university whose leaked emails caused a global climate science controversy in 2009 says it has discovered a potentially much larger data breach.

University of East Anglia spokesman Simon Dunford said that while academics didn’t have the chance yet to examine the roughly 5,000 emails apparently dumped into the public domain Tuesday, a small sample examined by the university “appears to be genuine.”

The university said in a statement that the emails did not appear to be the result of a new hack or leak. Instead, the statement said that the emails appeared to have been stolen two years ago and held back until now “to cause maximum disruption” to the imminent U.N. climate talks next week in Durban, South Africa.

If that is confirmed, the timing and nature of the leak would follow the pattern set by the so-called “Climategate” emails, which caught prominent scientists stonewalling critics and discussing ways to keep opponents’ research out of peer-reviewed journals.

Those hostile to mainstream climate science claimed the exchanges proved that the threat of global warming was being hyped, and their publication helped destabilize the failed U.N. climate talks in Copenhagen, Denmark, which followed several weeks later.

Although several reviews have since vindicated the researchers’ science, some of their practices – in particular efforts to hide data from critics – have come under strong criticism.

The content of the new batch of emails couldn’t be immediately verified – The Associated Press has not yet been able to secure a copy – but climate skeptic websites carried what they said were excerpts.

Although their context couldn’t be determined, the excerpts appeared to show climate scientists talking in conspiratorial tones about ways to promote their agenda and freeze out those they disagree with. There are several mentions of “the cause” and discussions of ways to shield emails from freedom of information requests.

Penn State University Prof. Michael Mann – a prominent player in the earlier controversy whose name also appears in the latest leak – described the latest leak as “a truly pathetic episode,” blaming agents of the fossil fuel industry for “smear, innuendo, criminal hacking of websites, and leaking out-of-context snippets of personal emails.”

He said the real story in the emails was “an attempt to dig out 2-year-old turkey from Thanksgiving ’09. That’s how desperate climate change deniers have become.”

Bob Ward, with the London School of Economics’ Grantham Research Institute on Climate Change, said in an email that he wasn’t surprised by the leak.

“The selective presentation of old email messages is clearly designed to mislead the public and politicians about the strength of the evidence for man-made climate change,” he said. “But the fact remains that there is very strong evidence that most the indisputable warming of the Earth over the past half century is due to the burning of fossil fuels and other human activities.”

The source of the latest leaked emails was unclear. The perpetrator of the original hack has yet to be unmasked, although British police have said their investigation is still active.

While the long-term outlook for grape-growers in the Finger Lakes region is favorable, it is less than optimal for skiers and other winter sports enthusiasts in the Adirondacks. Fir and spruce trees are expected to die out in the Catskills, and New York City’s backup drinking water supply may well be contaminated as a result of seawater making its way farther up the Hudson River.

These possibilities — modeled deep into this century — are detailed in a new assessment of the impact that climate change will have in New York State. The 600-page report, published on Wednesday, was commissioned by the New York State Energy Research and Development Authority, a public-benefit corporation, and is a result of three years of work by scientists at state academic institutions, including Columbia and Cornell Universities and the City University of New York.

Its authors say it is the most detailed study that looks at how changes brought about by a warming Earth — from rising temperatures to more precipitation and global sea level rise — will affect the economy, the ecology and even the social fabric of the state.

Cynthia Rosenzweig, a senior research scientist at Columbia’s Earth Institute, said the report was much broader in scope than earlier efforts by New York City that tried to evaluate how best to prepare for climate change.

“New York City’s report focuses on how climate change will affect critical structures” like bridges and sewage systems, she said. “This report also looks at public health, agriculture, transportation and economics.”

The authors drew on results from global climate models and then created projections for variables like rainfall and temperatures for seven regions across the state. Then they tried to assess how those alterations would play out in specific terms. They also developed adaptation recommendations for different economic sectors.

If carbon emissions continue to increase at their current pace, for example, temperatures are expected to rise across the state by 3 degrees Fahrenheit by the 2020s and by as much as 9 degrees by the 2080s. That would have profound effects on agriculture across the state, the report found. For example, none of the varieties of apples currently grown in New York orchards would be viable. Dairy farms would be less productive as cows faced heat stress. And the state’s forests would be transformed; spruce-fir forests and alpine tundra would disappear as invasive species like kudzu, an aggressive weed, gained more ground.

If the Greenland and West Antarctic ice sheets melt, as the report says could happen, the sea level could rise by as much as 55 inches, which means that beach communities would frequently be inundated by flooding.

“In 2020, nearly 96,000 people in the Long Beach area alone may be at risk from sea-level rise,” the report said, referring to just one oceanfront community on the South Shore of Long Island. “By 2080, that number may rise to more than 114,500 people. The value of property at risk in the Long Beach area under this scenario ranges from about $6.4 billion in 2020 to about $7.2 billion in 2080.”

The report found that the effects of climate change would fall disproportionately on the poor and the disabled.

In coastal areas in New York City and along rivers in upstate New York, it said, there is a high amount of low-income housing that would be in the path of flooding.

Art DeGaetano, a professor of earth and atmospheric sciences at Cornell, said that its findings need not be interpreted as totally devastating.

“It would be all bad if you wanted a static New York, with the same species of bird and the same crops,” he said, “but there will be opportunities as well. We expect, for example, that New York State will remain water-rich and we may be able to capitalize when other parts of the country are having severe drought.”

The next step, the authors said, is for them to meet with state agencies and try to work with them to carry out some of the report’s recommendations of ways to cope with climate change

One would be to get the state to routinely incorporate projections of increased sea levels and heavy downpours when building big infrastructure projects. They also suggested protecting and nursing natural barriers to sea-level rise, like coastal wetlands, and changing building codes in certain area for things like roof strength and foundation depth in areas that would be hit hardest by storms.

“If there is one thing we learned from Hurricane Irene,” Dr. Rosenzweig said referring to the tropical storm that pummeled the state this past summer, “we have a lot more we could be doing to prepare.”

O cientista indiano Rajendra Pachauri, de 71 anos, presidente do Painel Intergovernamental sobre Mudanças Climáticas (IPCC), acompanha com frustração a 17.ª Conferência do Clima da ONU, a COP-17. O pesquisador, que concedeu entrevista ao Estado em uma pequena sala VIP no centro de convenções de Durban, avalia que a ciência e os alertas dados pelos cientistas não estão no centro das negociações climáticas.

Para ele, não é necessariamente fundamental garantir a segunda fase do Protocolo de Kyoto nessa reunião, mas é preciso que haja avanços independentemente do acordo que seja escolhido. “Gostaria que houvesse uma forma de tornar a ciência sobre clima uma parte mais central nas discussões nas negociações. Porque pelo menos assim você poderia dizer que não se pode adiar as ações por muito tempo. E tomar medidas pode ser realmente atraente, e não caro”, afirma. A reunião segue até sexta-feira.

Apesar dos alertas do IPCC e do recente relatório especial sobre eventos extremos que mostram os impactos das mudanças climáticas, o avanço nas negociações é muito lento. Como o senhor avalia essa situação?
Nas negociações que estão acontecendo aqui, nós não podemos perder de vista a ciência das mudanças climáticas. Você mencionou corretamente que recentemente publicamos um relatório especial sobre eventos extremos e desastres e como podemos avançar na adaptação (preparação para esses eventos). Eu gostaria de ver uma discussão muito mais focada nessas questões, e o que a comunidade global pode fazer para lidar com esses impactos.

O senhor acha importante focar mais em adaptação?
Acho que precisamos lidar com os dois, adaptação e mitigação (cortes de emissões de gases-estufa). Porque nós não teremos capacidade de nos adaptar a todos os impactos. Podemos nos adaptar a algumas situações, mas, depois de um certo tempo, fica muito difícil e caro fazer isso. Então, precisamos olhar para a mitigação também. Neste ano apresentamos um relatório sobre energias renováveis que claramente mostra que é possível usar muito mais energias renováveis e, com mais pesquisas em seu desenvolvimento, os custos podem cair. O que estou dizendo é que eu gostaria que houvesse uma forma de tornar a ciência sobre clima uma parte mais central nas discussões nas negociações. Porque pelo menos assim você poderia dizer que não se pode adiar as ações por muito tempo. E que tomar medidas pode ser realmente atraente, e não caro.

A ciência então não está no centro da discussão hoje?
Não parece estar. Não estou envolvido diretamente na negociação, mas a acompanho e não vejo a ciência no centro do debate.

As pessoas costumam dizer que os cientistas do IPCC eram radicais e pessimistas. Mas em dois anos novos estudos podem mostrar que a situação é ainda mais perigosa do que o previsto?
Não sei, ainda estamos trabalhando nesse relatório. No relatório especial sobre eventos extremos e desastres, nós apontamos as áreas em que ainda não temos muitas evidências e também as em que as evidências claramente mostram que ondas de calor aumentarão, assim como os eventos de precipitações extremas e a elevação do nível do mar – e isso é uma ameaça a áreas costeiras. Trouxemos todas as informações com um grande cuidado, de forma robusta. Ninguém pode dizer que alguém dentro do IPCC é radical.

Ao contrário, eu ia perguntar se os cientistas não estavam sendo cautelosos demais no relatório de 2007.
Temos muito mais evidências hoje, muito mais pesquisas publicadas sobre mudanças climáticas. E o IPCC funciona com a avaliação de pesquisas publicadas (o IPCC não faz as próprias pesquisas). E, agora, temos muito mais estudos do que nos anos anteriores ao quarto relatório do IPCC, de 2007. Certamente, estamos num nível muito melhor agora. É claro que em algumas partes do mundo temos grandes lacunas, não temos estudos em todos os locais e isso ocorre principalmente nos países mais vulneráveis.

A discussão em Durban tem focado muito no Protocolo de Kyoto. Em sua opinião, é importante ter um segundo período de compromisso de Kyoto? Ou podemos fazer outro tipo de acordo?
É muito difícil dizer, há uma diversidade enorme de opções que podem ser aceitas. Mas eu gostaria de ver um avanço, qualquer que seja a direção tomada, com Kyoto ou outra coisa. E, de novo, se houvesse um foco na ciência, talvez as pessoas veriam que há urgência em agir e as decisões seriam tomadas mais rapidamente.

O senhor acredita que países emergentes como China, Índia e Brasil devem fazer mais, já que são grandes emissores?
Não poderia dizer isso, mas de vou lembrar que as responsabilidades de acordo com a convenção do clima são comuns, mas diferenciadas (os países industrializados, maiores emissores históricos, têm as maiores responsabilidades). E é por isso que essas negociações acontecem. Se olharmos nos últimos 20 anos desde que a convenção do clima foi criada, o mundo não fez o suficiente. E as emissões ainda estão aumentando. Então, não tenho muita certeza se o que tivemos até agora foi realmente muito efetivo. E talvez o que precisamos agora é de algo mais efetivo, que vá de encontro ao objetivo de evitar interferência antropocêntrica (humana) no sistema climático. Que é o objetivo principal da Convenção do Clima da ONU.

Em 2009, pouco antes da COP-15, tivemos o episódio que ficou conhecido como Climategate, quando e-mails de cientistas foram expostos. O senhor tem medo de hackers ou grampos telefônicos?
Tudo isso é crime, e uma pessoa não pode ficar com medo e deixar de fazer o que se espera dela. Temos de continuar nosso trabalho e é isso que estamos tentando fazer.

Mas o senhor recebe ameaças?
Sim, mas eu prefiro não falar sobre elas.

O que o IPCC aprendeu com o erro do Himalaia?
Em primeiro lugar, deixe-me colocar esse erro em perspectiva. Tínhamos 3 mil páginas de relatório e milhares de dados. E uma única informação em que cometemos o erro, de que as geleiras do Himalaia desapareceriam em 2035, não estava no sumário técnico, no sumário para os tomadores de decisão nem no relatório síntese. Estava apenas no relatório principal, que é essencialmente científico, não é para os tomadores de decisão. Então, de nenhuma maneira estávamos tentando chamar a atenção dos tomadores de decisão para esse dado errado. Francamente, não sabíamos do erro. Agora temos procedimentos mais fortes, mais passos a seguir, um protocolo de correção. Tudo isso vai nos ajudar a lidar com uma situação como essa muito melhor no futuro.

O senhor acha que o trabalho se tornando mais burocrático, com mais revisões e correções, pode afastar os cientistas do IPCC?
Nossa instituição tem uma responsabilidade com a sociedade. Então, se nós não temos um sistema em que um erro possa ser corrigido, então claramente há um déficit. É nossa responsabilidade buscar um sistema em que erros, uma vez que apareçam, possam ser investigados e depois corrigidos. E não tínhamos isso no passado.

E os cientistas continuam querendo se ligar ao IPCC, é importante para suas carreiras?
Absolutamente. Não sei a respeito das carreiras, mas com certeza pelo senso de orgulho profissional. Para o 5.º Relatório do IPCC tivemos um número recorde de nomeações. Cerca de 3 mil nomeações, das quais elegemos 831. O número foi pelo menos 50% maior do que tivemos no 4.º relatório. E isso mostra que a comunidade científica se entusiasma em trabalhar com o IPCC.

Acha que a crise econômica está impactando as negociações e as ações dos governos?
Eu acho que sim. Mas é por isso que eu acho que a primazia da ciência deve ser mantida. Vamos encarar a questão: a crise econômica deve ser resolvida em dois, três, quatro anos, algo assim. Mas o problema das mudanças climáticas está aqui para todo o sempre. Então, não podemos nos cegar por considerações de curto prazo.

O que o senhor espera da Rio+20?
O que vai ser a reunião é difícil de prever. Mas eu espero que marque um ponto de virada em nossa forma de pensar e em nossas atitudes. Já é hora de olhar para as implicações no longo prazo do que estamos fazendo e tomar algumas decisões. Eu espero a Rio+20 marque uma mudança na forma de pensar da raça humana.

Secretária da ONU diz que ações são respostas à ciência – A secretária executiva da Convenção do Clima da ONU, Christiana Figueres, negou ao Estado que a ciência não ocupe posição central nas negociações. “Se a ciência não dissesse que temos um problema, não estaríamos aqui. A convenção existe precisamente em resposta à ciência e a convenção sempre está atenta aos seus progressos.” Segundo ela, a convenção acompanhará o 5º Relatório do IPCC, a ser publicado em 2013 e 2014.

Embuste ideológico (O Globo)

Nesta semana, irá finalmente a voto, pelo Plenário do Senado, o novo Código Florestal. O adiamento de última hora foi nada mais do que o fruto de uma manobra regimental do PSOL para postergar a votação, apostando em um atraso generalizado, envolvendo, também, a Câmara dos Deputados. O status quo tende a favorecer os grupos mais radicais, inconformados com o consenso, a negociação e o entendimento alcançados pelas duas Casas Legislativas, com o apoio e a participação do próprio governo.

A situação não deixa de ser inusitada, pois o entendimento é fruto de um consenso suprapartidário, onde desapareceram as clivagens partidárias, em nome da necessária modernização da legislação. As particularidades foram deixadas de lado em nome de um bem maior. Não se trata de opor agricultura/pecuária de um lado, e meio ambiente de outro. As próprias palavras são mal utilizadas, procurando obscurecer em vez de esclarecer um debate que se mostrou profícuo e extremamente importante para o futuro do País.

No entanto, há um ambientalismo radical que se recusa a qualquer composição e, mesmo, termina mostrando uma face autoritária. Poderíamos definir esse ambientalismo radical como um rescaldo de uma concepção rousseauísta, eivada de tinturas marxistas. Segundo tal concepção, a natureza seria uma espécie de reino idílico, que deveria servir de exemplo e, mesmo, de alternativa à moderna sociedade capitalista. Os “alimentos” seriam apenas “colhidos”. Haveria uma espécie de comunismo primitivo, onde não existiria propriedade privada, e os homens viveriam em harmonia entre si e a natureza.

Ainda segundo essa concepção, surge a ideia de indígenas e ribeirinhos que seriam os depositários da floresta que deveria ser mantida intacta, como se o Brasil já não tivesse, na Amazônia, mais de 80% de florestas nativas preservadas e, em todo o território nacional, 61%. Algum outro país ostenta esses índices?

O matiz marxista traduz-se também pela oposição mais feroz ao direito de propriedade e à segurança jurídica, como se estes devessem ser severamente restringidos ou, inclusive, em uma solução utópica, suprimidos.

Expressões ainda dessa postura se fazem presentes na contestação do agronegócio e, também, da política energética do atual governo, em especial a construção de hidrelétricas, tendo como símbolo mais eloquente toda a campanha contra a usina de Belo Monte. Afinal, a produção de energia hidrelétrica, ainda segundo essa concepção, nada mais seria do que perpetuação da moderna sociedade industrial e capitalista.

Evidentemente, nem é colocada a questão básica de como alimentar uma nação de milhões de habitantes e um planeta de bilhões, o que passa necessariamente pela produção de alimentos e pelo cultivo da terra em larga escala. Se as pessoas possuem energia em casa, isto não cai do céu. Nem os indígenas querem mais viver sem os confortos de uma vida moderna, que almejam como objetivo a ser atingido. Somente os ideólogos do ambientalismo radical defendem tal posição.

Neste sentido, convém distinguir entre desmatamento e cultivo da terra. O desmatamento com fins meramente predatórios, arbitrários, deve ser cuidadosamente diferenciado do cultivo da terra, da agricultura e da pecuária, mantendo, igualmente, uma postura de preservação ambiental. Hoje, por exemplo, na produção de florestas de eucaliptos, áreas expressivas são deixadas à reprodução de florestas nativas. Produção e conservação andam – e devem andar – de mãos juntas.

Os problemas de desmatamento da Amazônia, por sua vez, não são fruto da “avidez pelo lucro”, mas da falta pura e simples de Estado, que se traduz pela ausência de cartórios, de títulos confiáveis e legítimos de propriedade. Em uma terra de ninguém, proliferam a grilagem, a exploração predatória e a irresponsabilidade. Eis por que o processo de regularização fundiária em curso pode ser um poderoso instrumento de controle ambiental. Um produtor rural é responsável por sua propriedade e deve obrigatoriamente seguir a lei. Um grileiro, por sua vez, é meramente um predador, não sendo responsável por nada. Nem o Estado consegue responsabilizá-lo.

Ademais, não deixa de ser curioso que o MST, aliando-se aos ambientalistas radicais, por sua postura anticapitalista, seja, também, um dos maiores responsáveis pelo desmatamento da Amazônia, como já tem sido sobejamente noticiado. Vale aqui somente a postura ideológica, o discurso contra a economia de mercado.

Da mesma maneira, ONGS internacionais estão, agora, alardeando em Durban, na África do Sul, que o novo Código Florestal já está, aliás, antes de sua sanção presidencial, criando novos desmatamentos. Nada mais longe da verdade. O novo Código dificulta novos desmatamentos, estabelecendo como linha de corte as áreas consolidadas em junho de 2008. Qualquer novo desmatamento que não seguir as regras em vigor deverá ser severamente punido. Fingir nada saber é uma forma de embuste ideológico.

Por último, o ambientalismo radical nutre uma aversão pela democracia. Estão simplesmente advogando que a presidente da República vete artigos importantes do novo Código Florestal. Com isto, transmitem a mensagem de que não aceitam um longo trabalho da Câmara dos Deputados, do Senado e do Palácio do Planalto, visando a um entendimento conjunto. A opinião pública participou ativamente desse debate. Todas as partes se expressaram publicamente.

Enquanto esses ambientalistas reinavam no Ministério do Meio Ambiente e, também, na opinião pública, acostumaram-se, por demais, a atos administrativos para “regular” o meio ambiente e tudo fizeram, igualmente, para impedir o progresso científico graças a suas ações na CTNBio. Recusam-se ao diálogo, pois estão firmemente imbuídos de uma missão quase religiosa, como se exigissem simplesmente ser acatados e obedecidos. A democracia passa por debates, convencimentos e processos legislativos. É isto que está sendo negado.

Parques eólicos valem uma Belo Monte (Valor Econômico)

Os investimentos em eólicas em todo o País vão somar R$ 30 bilhões até 2014 para que 280 parques sejam erguidos, com capacidade de gerar mais de 7,2 mil megawatts (MW) de energia – metade para consumo efetivo. São números comparáveis com os da hidrelétrica de Belo Monte, a usina que tem gerado críticas até de artistas globais.

O que não se pode comparar entre Belo Monte e eólicas é a ampla aceitação que os projetos de ventos ganharam entre ambientalistas, que acreditam ser uma das formas de geração de energia mais limpas do mundo. Nessa onda, tradicionais geradoras de energia hidrelétrica começaram a investir pesado nesse segmento para se tornarem “renováveis”.

Os dois casos mais marcantes neste ano foram da Renova, que ganhou um aporte de capital da Cemig, por meio da Light; e da CPFL Energia. Essa última investiu bilhões de reais em compra de ativos e também apostou em uma fusão com a Ersa, do banco Pátria, e criou a CPFL Renováveis. A empresa tem hoje em operação 210 MW de eólicas e constrói parques que vão somar 550 MW, a maior parte na cidade de Parazinho, ao norte de Natal, no Rio Grande do Norte.

Os ventos potiguares são tão promissores que até 2014 o Estado vai abrigar sozinho um terço de todos os investimentos do país para a construção de 83 parques com capacidade de gerar 2,3 mil MW. De acordo com o secretário de desenvolvimento do Estado, Benito Gama, para o próximo leilão de energia do governo federal, que acontece este mês, foram concedidas licenças ambientais para 62 novos parques na região. “A implantação das torres eólicas já gera em algumas cidades mais empregos que a própria prefeitura”, afirma o secretário estadual.

Em Parazinho, são ao todo 700 empregos diretos gerados pelas obras da CPFL. A empresa está colocando 98 torres nos parques Santa Clara e que tiveram a energia vendida no primeiro leilão do governo federal, em 2009. “Só para Santa Clara arrendamos 2,2 mil hectares de terras, de grandes fazendeiros”, conta o diretor de operações da CPFL Renováveis, João Martin.

As torres e aerogeradores da CPFL são fornecidos pela Wobben e fabricados dentro do próprio canteiro de obras da empresa. As torres são todas com acabamento de concreto, diferentemente daquelas que estão chegando à região de Caetité, na Bahia, para atender a Renova.

A GE é a principal fornecedora na Bahia. As torres são de aço e todas transportadas de Pernambuco até Caetité. A Renova, neste momento, está erguendo 180 torres na região, que vão gerar pouco menos de 300 MW. Mas o projeto total chegará a 1,1 mil MW, sendo que 400 MW são de energia que foi vendida para a Light. O vice-presidente de operações da Renova e um dos fundadores da empresa, Renato Amaral, diz que foi estratégico para a empresa fazer a parceria com a Light justamente para vender a energia no mercado livre. Os preços do mercado regulado caíram fortemente e a competição está cada vez mais dura, com cada vez mais grupos estrangeiros chegando ao Brasil. A eólica que no Proinfa, a preços sem correção de cinco anos atrás, foi vendida a mais de R$ 200 o MW, chegou a R$ 100 no último leilão, que aconteceu em meados deste ano.

Medical Marijuana Laws Reduce Traffic Deaths, Preliminary Research Suggests (Science Daily)

ScienceDaily (Nov. 29, 2011) — A groundbreaking new study shows that laws legalizing medical marijuana have resulted in a nearly nine percent drop in traffic deaths and a five percent reduction in beer sales.

“Our research suggests that the legalization of medical marijuana reduces traffic fatalities through reducing alcohol consumption by young adults,” said Daniel Rees, professor of economics at the University of Colorado Denver who co-authored the study with D. Mark Anderson, assistant professor of economics at Montana State University.

The researchers collected data from a variety of sources including the National Survey on Drug Use and Health, the Behavioral Risk Factor Surveillance System, and the Fatality Analysis Reporting System.

The study is the first to examine the relationship between the legalization of medical marijuana and traffic deaths.

“We were astounded by how little is known about the effects of legalizing medical marijuana,” Rees said. “We looked into traffic fatalities because there is good data, and the data allow us to test whether alcohol was a factor.”

Anderson noted that traffic deaths are significant from a policy standpoint.

“Traffic fatalities are an important outcome from a policy perspective because they represent the leading cause of death among Americans ages five to 34,” he said.

The economists analyzed traffic fatalities nationwide, including the 13 states that legalized medical marijuana between 1990 and 2009. In those states, they found evidence that alcohol consumption by 20- through 29-year-olds went down, resulting in fewer deaths on the road.

The economists noted that simulator studies conducted by previous researchers suggest that drivers under the influence of alcohol tend to underestimate how badly their skills are impaired.They drive faster and take more risks.In contrast, these studies show that drivers under the influence of marijuana tend to avoid risks.

However, Rees and Anderson cautioned that legalization of medical marijuana may result in fewer traffic deaths because it’s typically used in private, while alcohol is often consumed at bars and restaurants.

“I think this is a very timely study given all the medical marijuana laws being passed or under consideration,” Anderson said. “These policies have not been research-based thus far and our research shows some of the social effects of these laws. Our results suggest a direct link between marijuana and alcohol consumption.”

The study also examined marijuana use in three states that legalized medical marijuana in the mid-2000s, Montana, Rhode Island, and Vermont.Marijuana use by adults increased after legalization in Montana and Rhode Island, but not in Vermont.There was no evidence that marijuana use by minors increased.

Opponents of medical marijuana believe that legalization leads to increased use of marijuana by minors.

According to Rees and Anderson, the majority of registered medical marijuana patients in Arizona and Colorado are male.In Arizona, 75 percent of registered patients are male; in Colorado, 68 percent are male.Many are under the age of 40.For instance, 48 percent of registered patients in Montana are under 40.

“Although we make no policy recommendations, it certainly appears as though medical marijuana laws are making our highways safer,” Rees said.

Abstinence-Only Education Does Not Lead to Abstinent Behavior, Researchers Find (Science Daily)

ScienceDaily (Nov. 29, 2011) — States that prescribe abstinence-only sex education programs in public schools have significantly higher teenage pregnancy and birth rates than states with more comprehensive sex education programs, researchers from the University of Georgia have determined.

The researchers looked at teen pregnancy and birth data from 48 U.S. states to evaluate the effectiveness of those states’ approaches to sex education, as prescribed by local laws and policies.
“Our analysis adds to the overwhelming evidence indicating that abstinence-only education does not reduce teen pregnancy rates,” said Kathrin Stanger-Hall, assistant professor of plant biology and biological sciences in the Franklin College of Arts and Sciences.

Hall is first author on the resulting paper, which has been published online in the journal PLoS ONE.

The study is the first large-scale evidence that the type of sex education provided in public schools has a significant effect on teen pregnancy rates, Hall said.

“This clearly shows that prescribed abstinence-only education in public schools does not lead to abstinent behavior,” said David Hall, second author and assistant professor of genetics in the Franklin College. “It may even contribute to the high teen pregnancy rates in the U.S. compared to other industrialized countries.”

Along with teen pregnancy rates and sex education methods, Hall and Stanger-Hall looked at the influence of socioeconomic status, education level, access to Medicaid waivers and ethnicity of each state’s teen population.

Even when accounting for these factors, which could potentially impact teen pregnancy rates, the significant relationship between sex education methods and teen pregnancy remained: the more strongly abstinence education is emphasized in state laws and policies, the higher the average teenage pregnancy and birth rates.

“Because correlation does not imply causation, our analysis cannot demonstrate that emphasizing abstinence causes increased teen pregnancy. However, if abstinence education reduced teen pregnancy as proponents claim, the correlation would be in the opposite direction,” said Stanger-Hall.

The paper indicates that states with the lowest teen pregnancy rates were those that prescribed comprehensive sex and/or HIV education, covering abstinence alongside proper contraception and condom use. States whose laws stressed the teaching of abstinence until marriage were significantly less successful in preventing teen pregnancies.

These results come at an important time for legislators. A new evidence-based Teen Pregnancy Prevention Initiative was signed into federal law in December 2009 and awarded $114 million for implementation. However, federal abstinence-only funding was renewed for 2010 and beyond by including $250 million of mandatory abstinence-only funding as part of an amendment to the Senate Finance Committee’s health-reform legislation.

With two types of federal funding programs available, legislators of individual states now have the opportunity to decide which type of sex education — and which funding option — to choose for their state and possibly reconsider their state’s sex education policies for public schools, while pursuing the ultimate goal of reducing teen pregnancy rates.

Stanger-Hall and Hall conducted this large-scale analysis to provide scientific evidence to inform this decision.

“Advocates for continued abstinence-only education need to ask themselves: If teens don’t learn about human reproduction, including safe sexual health practices to prevent unintended pregnancies and sexually transmitted diseases, as well as how to plan their reproductive adult life in school, then when should they learn it and from whom?” said Stanger-Hall.

Ahead of the latest UN climate conference, leading academic Anthony Giddens explains why it’s time to switch to smaller agreements between major world powers

Ecologist: In your book the Politics of Climate Change, you give credit to the green movement for challenging orthodox politics on climate change, yet you say that it’s flawed at source. Why?

Anthony Giddens: I call myself a non-green green because I support a lot of the objectives of some elements of the green movement – globally and locally – but I am not ideologically opposed to nuclear power like many greens, although I am reserved about it. I believe in the primacy of science in trying to resolve these issues, especially around climate change. Although I am interested in protecting the forests in terms of CO2 and so forth, I think what we are trying to save is really a decent future civilisation for us. There are aspects of the development of the green movement that I am not very comfortable with, including not all conservation measures, because while some are worthwhile, sometimes you have got to take risks in the interests of controlling greater risks. Climate change, to me, being one of the primary risks we face in this century.

As far as this country is concerned, I was pleased that the coalition sustained most of the framework that Labour had put into place and I think that is important because as you know, in the US the complete polarisation of climate change issues is really unfortunate for not just the US, but the rest of the world. Here, at the moment, we don’t have that. Of course you can carp about what the government is doing now, whether it’s going back on some of its initial presumptions, and to some degree this is true. Nevertheless, there is a pretty large cross-party consensus. Ideally, I’d like every country to have that. Climate change is not a left-right issue, it concerns everybody. You’ll need all sorts of coalitions to support climate change progressive policies. But there is this tendency to polarise around left or right, especially in the US.

You need long-term policies, you don’t want parties coming in that reverse the positions of the parties before them. My feeling about the UK is that we’ve got a reasonable framework but we don’t have results from that framework. The UK is still way down the league in terms of proportion of energy taken from renewables, if you exclude nuclear. It’s more the framework than a set of substantive achievements. You have to be a bit reserved about British position or other positions where it’s all ends and objectives rather than the substantive achievements, which are in short supply across the world.

Ecologist: You mention renewable energy. Do you think the government has shot itself in the foot with backtracking on the feed-in tariff?

AG: Yes, I do. Unfortunately this has happened in other countries too. Some of the most impressive achievements in introducing renewables happened in Portugal and Spain. They introduced feed-in tariffs and one or two other subsidies and they achieved results which no one could quite believe because they introduced a high proportion of renewables within five or six-year period. We used to think, like in the case of Denmark or Sweden, it took about 25 years to do this. Now with new technology, and if you organise things right, you can do it quickly. I read an account saying that there was one day last year when Portugal met 100 per cent of its energy needs from renewables.

Even though I’m worried about the experiments in Germany, I think it was also quite interesting, the commitment to phase out nuclear power and see if you could achieve 20 per cent of renewables by 2020. I think that could be a very useful experiment for the rest of the world because Germany does have a lot of technological know-how.

Ecologist: How much value do you put on reaching an international post-Kyoto agreement?

AG: I think the UN is an indispensable organisation in global terms, but I think we need to judge in terms of substance and achievement. So far, it’s been pretty limited. I don’t think one could say in spite of 20 years next June since Rio and 17-18 years since climate change negotiations started that those negotiations have had much impact really, in terms of reducing carbon emissions, which is the only feasible measure. I think we have to keep them going, but I think we have to recognise that you’ll need more substantial agreements alongside them that would be bilateral or regional.

I think we are already seeing a change in the pattern of leadership globally, in respect of climate change issues, as a result of what happened in Copenhagen and in Cancun in which some of the large developing countries assumed much more of a leadership position, even as compared to the industrial countries. I think Brazil, under Lula has made important developments. It’s a country which has very unusually energy patterns, since about 80 per cent of its energy comes from non-fossil fuel sources. Latin America is a region that could have a leadership position, hopefully China will. I think the Chinese over the last 6-7 years have really woken up to the dangers of the glaciers melting, the threat of climate change which to me is so real and frightening in its outer edges in terms of risks.

The main joker in terms of international arena is the United States. I was hoping that there’d be important bilateral agreements between China and the US, which would lead to substantial programmes of energy transformation. So far they’ve had talks but these haven’t led to much. Lack of American leadership I find deeply disappointing. When I wrote the first edition of the book, I had high hopes that President Obama would be an inspirational leader for climate change policy. Partly because I think they put the Health Care bill ahead of everything else, it served to polarise the country and now federal leadership is more or less stymied in the US.

Ecologist: Should policy makers be focusing more on adaptation?

AG: We have to focus on adaptation anyway, because it’s close to certain as one could be that fairly high levels of climate change is embedded in the system. I think a lot of lay people hearing that world temperatures increased by 1.4 degrees think that doesn’t sound like very much. But when you think that in the Arctic it has increased several degrees and the main consequence will be extreme weather of all kinds – a combination of droughts and flooding – then you see the thin envelope that we live within, certainly in the poorer countries, we should be spending a lot on what I call “pre-emptive adaption”. But we are not. All the promises of billions flowing from the developed to developing countries – where’s the money? It would surprise me a lot if it was forthcoming in Durban given the economic situation in Europe, which is supposedly one of the main sources of this money. Again you have this distance between ambition and reality.

Ecologist: To what extent do you think developed countries can dictate the terms of development to less industrialised countries?

AG: I don’t think they can dictate terms at all. Whether we like it or not we are in a more multi-polar international environment. Many people wanted that but it is proving to be very difficult to exert systematic governance when you’ve got a more multipolar system. No one is going to be able to tell China or India or Brazil what to do. We hope they will emerge as more important leaders than in the industrial countries, but industrial countries must reform because they’ve created most of the greenhouse gases historically anyway.

I think the main thing is to focus on substance everywhere. It seems to me very important that we concentrate attention on areas where you can really make substantial progress and don’t just talk in terms of endless frameworks and negotiation.

Ecologist: Which areas are you referring to?

AG: I don’t think we are anywhere near resolving the issues without a fairly heavy dose of innovation. Both globally and nationally we should be spending to try and produce such innovation and even though you can’t predict the future, you can certainly see some areas where it would be very valuable. For example, if we could find some way of storing electricity on the large scale, it would be very valuable in terms of promoting the spread of renewable energy. I think we have to start spending now on geo-engineering. At the moment we are just miles away from being able to control carbon emissions. The most effective form of geo-engineering, if someone could make a breakthrough would be finding some way of taking greenhouse gas emissions out of the atmosphere on a large scale. We don’t know whether it will ever be possible to do that but I think we have to invest and investigate to try and find some projects that wouldn’t be counter-productive. As you know, they could be very dangerous as people may interpret this to mean we don’t need to do anything because they’ll be some fix at the end, which is in no sense guaranteed.

I think we need to support hundreds of bottom-up innovations that are going on around the world – whether they are social, political or economic. My view is that we’ve also got to have what I call “utopian realism”. We are living through the end of industrial civilisation as it existed for the past 150 years driven by fossil fuels. This will involve changes in the way people live, which could in principle be very profound over a 20 or 30-year period. I think we’ve got to experiment on how we produce these changes and make them converge with desirable critical outcomes.

One concrete place I try to think about is transportation, which is still driven 95 per cent by oil. Look what the car has done to city centres. I’m sure we could construct more creative cities, more creative transport systems. I quote the MIT study on the future of automobiles – where they envisage a “mobility internet” and big differences from how we organise transport now – bringing down private and public distinctions, organising Smart Cars to enter in transit in different parts of transport systems. Having a fair proportion of driver-less cars on the roads, trying to reintegrate that with designing more effective communities within cities. All of us have got to explore different development models. If we have, after the recession, several years of 1 per cent growth, surely in the West there is a new invitation to discuss the nature of growth and its relationship to prosperity and wider political goals like Tim Jackson suggests in his book Prosperity without Growth.

Ecologist: Why do you suggest we need to do away with the term ‘sustainable development’?

AG: It became a popular term ever since the Bruntland report. Now there are similar terms like “green growth” and the “green economy”. To me, if you examine them they fall apart a bit. Let’s get something more substantial, something that’s not just an empty phrase. Let’s work out what it actually means on the ground and how you might achieve that. If you take the green economy, I’m in favour of it, I might prefer low-carbon economy but the point is we don’t know what a green economy is like. We haven’t done enough intellectual or practical work on it. It’s not going to be an economy where you simply have a few more renewables in it and everyone lives the same way.

Let’s say Denmark has successfully reduced its emissions to zero. It’s going to change lots of things all across the economy: job creation, job structures, transportation systems, lots of things about how people live. We need to work on this some more, and not just make empty claims. The same thing goes about green growth. We know you can create jobs through renewable technologies in some contexts, but they’ve got to be net new jobs and we’ve got to look at what happens when people lose their jobs in sectors that become less prominent.

I think we will get most growth through lifestyle change rather than the introduction of renewable technologies. When people invented the idea of the coffee shop 15 years ago, no one really thought we wanted better coffee because we lived, in the US and UK with bad coffee for hundreds of years. What people who set these things up did was to anticipate emerging trends – it wasn’t just having a dozen new kinds of coffee it was that it intersected with the information technology revolution, with people having more flexibility with where they work and therefore using computers in new places. If you generalise that, there will be many changes produced by a movement towards a more sustainable society.

Conferência sobre aquecimento começa sem clima na África do Sul (Folha de São Paulo)

COP-17, que reúne 190 países até o dia 10, não tem o objetivo de conseguir um novo acordo.

Já virou clichê dizer que as conferências do clima nunca alcançam o objetivo desejado. A COP-17 (17ª Conferência das Partes da Convenção do Clima das Nações Unidas), que começa hoje sob o signo da crise econômica, deve romper esse padrão: nela, o próprio objetivo foi diluído. Os diplomatas de 190 países que se reúnem de hoje ao próximo dia 10 em Durban, na África do Sul, não perseguem mais um acordo global contra emissões de gases-estufa. O que está em jogo é a continuidade ou não do acordo que existe hoje, o pífio Protocolo de Kyoto.

Para a diplomacia brasileira, a reunião terá sido um sucesso se as nações desenvolvidas concordarem em prolongar a vida do protocolo até 2020. E um fracasso em Durban traria um ônus extra para o Brasil, que sediará a próxima conferência ambiental da ONU, a Rio +20.

Kyoto, assinado em 1997, previa que os países industrializados cortassem suas emissões em 5,2% em relação a 1990 até 2012. Como se sabe, os EUA ficaram de fora, e o acordo teve impacto virtualmente nulo sobre a concentração global de gases-estufa na atmosfera, que cresceu 7% de 1997 a 2011.

Não há acordo sobre o tipo de regime que possa ampliar o combate às emissões de carbono depois que ele expirar. “Se deixarmos morrer Kyoto, o consenso é que não se vai mais conseguir um acordo desse tipo”, disse o embaixador André Corrêa do Lago, negociador-chefe do Brasil na área de clima.

Ainda mais inútil – O problema é que também há consenso de que um eventual segundo período de compromisso de Kyoto será ainda mais inútil do que o primeiro para o objetivo-mor da convenção: evitar que o planeta aqueça mais de 2°C. Os EUA, principal emissor histórico, não ratificarão Kyoto nunca. Os países emergentes, hoje os maiores emissores do planeta, não têm metas obrigatórias pelo acordo.

E outros países industrializados com obrigações no acordo, como Japão e Rússia, já anunciaram que não participarão de um segundo período: apenas dizem que vão implementar as metas voluntárias de corte de emissões com que se comprometeram na conferência de Copenhague, em 2009.

Corrêa do Lago admite que esse cenário deixa dentro de Kyoto apenas a União Europeia e outros países menores, que somam somente 15% das emissões mundiais. Sem Kyoto, porém, os países em desenvolvimento temem que se perca a diferenciação que obriga os países ricos (que poluíram mais no passado) a fazer mais.

Os países desenvolvidos, por sua vez, apelam para um acordo único. Na semana passada, o ministro do Ambiente britânico, Chris Huhne, defendeu que um tratado legalmente vinculante que envolvesse também os emergentes fosse fechado em 2015. O Brasil – que se obrigou, por lei, a cortar emissões até 2020 – não fecha a porta a um acordo desses. Mas antes os ricos terão de entregar Kyoto.

Outro impasse deve girar em torno do dinheiro que os países ricos prometeram desembolsar para o combate à mudança climática nos pobres: US$ 30 bilhões entre 2010 e 2012 e um Fundo Verde de US$ 100 bilhões por ano a partir de 2020. Com a crise da dívida dos EUA e o colapso financeiro da Europa, os principais doadores, falar em dinheiro para o clima é a proverbial corda em casa de enforcado.

A crise tem feito os países ricos levantarem dúvidas sobre que tipo de verba constitui o Fundo Verde. O discurso dos ricos agora, dizem diplomatas brasileiros, é que o dinheiro do fundo verde deve ser sobretudo privado. “Não foram setores privados que se comprometeram com o dinheiro, portanto eles não poderão ser cobrados”, afirmou o diplomata brasileiro André Odembreit.

É tarde para conter aquecimento, diz análise – Enquanto os diplomatas tentam tirar as negociações internacionais sobre o clima da irrelevância, cientistas alertam que é provavelmente tarde demais para evitar a mudança climática perigosa.

Um relatório divulgado na semana passada pelo Pnuma (Programa das Nações Unidas para o Meio Ambiente) sugere que o planeta terá em 2020, na melhor das hipóteses, 6 bilhões de toneladas de CO₂ “sobrando” no ar em relação ao que precisaria para cumprir a meta de evitar um aquecimento global maior do que 2°C neste século. Para ter mais de 66% de chance de cumprir a meta, seria preciso limitar as emissões de gases-estufa a 44 bilhões de toneladas de CO₂ em 2020.

Hoje elas são de 50 bilhões de toneladas, e permanecerão nessa faixa somente se todos os países cumprirem estritamente as metas mais ambiciosas com as quais disseram que poderiam se comprometer no Acordo de Copenhague, em 2009 -a UE, por exemplo, disse que cortaria 30% de suas emissões em vez dos 20% que prometeu, mas só se outros países aumentassem sua ambição.

Caso pouco seja feito – o que parece o cenário mais provável considerando o contexto político atual -, as emissões atingirão 55 bilhões de toneladas, e o “buraco” para cumprir a meta será de 9 bilhões em vez de 6 bilhões de toneladas de CO2 em 2020. Mesmo a trajetória mais benigna de emissões põe o planeta no rumo de esquentar de 2,5°C a 5°C até 2100.

O relatório do Pnuma, intitulado “Bridging the Gap” (algo como “Tapando o Buraco”), tenta passar uma mensagem positiva: ele afirma que é “tecnicamente possível e economicamente viável” fechar o buraco de 6 bilhões de toneladas até 2020 cortando emissões em vários setores.

A probabilidade de que isso aconteça, porém, é tão pequena que nem os cientistas que elaboraram o documento acreditam nela. “Até a véspera da divulgação do estudo, nós ainda estávamos divididos sobre se deveríamos passar uma mensagem esperançosa ou pessimista”, disse à Folha Suzana Kahn Ribeiro, professora da Coppe-UFRJ e uma das coordenadoras do trabalho.

Na divulgação, porém, prevaleceu a necessidade política do Pnuma de adotar a estratégia da esperança, para estimular os negociadores em Durban a tentar um resultado mais ambicioso.

Ritual de tribo brasileira é indicado a patrimônio da Unesco (BBC)

Um ritual de um povo indígena brasileiro, voltado para “manter a ordem social e cósmica”, foi indicado para integrar uma lista de patrimônios culturais imateriais “em necessidade urgente de proteção” elaborada pela Unesco, a agência da ONU para a educação e a cultura.

O yaokwa é a principal cerimônia do calendário ritual dos enawenê-nawê, povo indígena cujo território tradicional fica no noroeste do Mato Grosso.

O Instituto do Patrimônio Histórico e Artístico Nacional (Iphan) registrou o ritual Yaokwa como bem cultural em 2010. Segundo dados da Fundação Nacional de Saúde (Funasa), o povo enawenê-nawê – que fala a língua aruak – é formado por cerca de 560 integrantes.O ritual, que marca o início do calendário enawenê, dura sete meses e é realizado com a saída dos homens para realizar uma pesca coletiva com o uso de uma barragem e de armadilhas construídas com cascas de árvore e cipós.

A partir desta quarta-feira, a comissão intergovernamental da Unesco pela salvaguarda do patrimônio cultural imaterial se reúne em Bali, na Indonésia, para avaliar os rituais e tradições indicados para ser protegidos. A reunião se encerra no próximo dia 29.

O Brasil país conta com 18 bens inscritos na lista do Patrimônio Mundial da Unesco.

Entre o patrimônio imaterial, dedicado a tradições orais, cultura e a arte populares, línguas indígenas e manifestações tradicionais, estão as Expressões Orais e Gráficas dos Wajãpis do Amapá e o Samba de Roda do Recôncavo Baiano.

Se entrar na lista, o ritual dos enawenê-nawê passará a contar com apoio da entidade na sua preservação.

Muitas atividades da Unesco estão prejudicadas desde que os Estados Unidos retiraram o seu financiamento da agência, depois que ela aceitou a Palestina como Estado-membro pleno.

Seres subterrâneos

Com o ritual Yaokwa, os enawenê-nawê acreditam entrar em contato com seres temidos que vivem no subterrâneo, os yakairiti, cuja fome deve ser saciada com sal vegetal, peixes e outros alimentos derivados do milho e da mandioca, a fim de manter a ordem social e cósmica.

Para a realização do ritual, os indígenas se dividem em dois grupos: um que fica na aldeia junto às mulheres, preparando o sal vegetal, acendendo o fogo e oferecendo alimentos, e outro que sai para a pesca, com o objetivo de retornar para a aldeia com grandes quantidades de peixe defumado, que é oferecido aos yakairiti.

Os indígenas realizam a pesca em rios de médio porte da região. Com os peixes e os demais alimentos, os enawenê-nawê realizam banquetes festivos ao longo de meses, acompanhados de cantos com flautas e danças.

Encantamento de camelos

Além do yaokwa, outro ritual indicado para proteção urgente na América do Sul é o eshuva, composto pelas orações cantadas do povo huachipaire, do Peru.

A lista de proteção urgente também inclui como indicados a dança saman, da província indonésia de Aceh, as tradições de relatos de histórias no nordeste da China e o “encantamento de camelos” da Mongólia, no qual as pessoas cantam para as fêmeas, a fim de persuadi-las a aceitar os filhotes de camelo órfãos.

Já para a lista representativa de patrimônio cultural imaterial da humanidade (sem indicativo de necessidade urgente de proteção), são indicados, pela América do Sul, o conhecimento tradicional dos xamãs jaguares de Yurupari (Colômbia) e a peregrinação ao santuário do senhor de Qoyllurit’i (Peru).

Outras tradições indicadas pela Unesco são as marionetes de sombras chinesas, o kung-fu dos monges Shaolin (China), a porcelana de Limoges (França), a música dos mariachis mexicanos e o fado (música tradicional portuguesa).

The world is likely to build so many fossil-fuelled power stations, energy-guzzling factories and inefficient buildings in the next five years that it will become impossible to hold global warming to safe levels, and the last chance of combating dangerous climate change will be “lost for ever”, according to the most thorough analysis yet of world energy infrastructure.

Anything built from now on that produces carbon will do so for decades, and this “lock-in” effect will be the single factor most likely to produce irreversible climate change, the world’s foremost authority on energy economics has found. If this is not rapidly changed within the next five years, the results are likely to be disastrous.

“The door is closing,” Fatih Birol, chief economist at the International Energy Agency, said. “I am very worried – if we don’t change direction now on how we use energy, we will end up beyond what scientists tell us is the minimum [for safety]. The door will be closed forever.”

If the world is to stay below 2C of warming, which scientists regard as the limit of safety, then emissions must be held to no more than 450 parts per million (ppm) of carbon dioxide in the atmosphere; the level is currently around 390ppm. But the world’s existing infrastructure is already producing 80% of that “carbon budget”, according to the IEA’s analysis, published on Wednesday. This gives an ever-narrowing gap in which to reform the global economy on to a low-carbon footing.

If current trends continue, and we go on building high-carbon energy generation, then by 2015 at least 90% of the available “carbon budget” will be swallowed up by our energy and industrial infrastructure. By 2017, there will be no room for manoeuvre at all – the whole of the carbon budget will be spoken for, according to the IEA’s calculations.

Birol’s warning comes at a crucial moment in international negotiations on climate change, as governments gear up for the next fortnight of talks in Durban, South Africa, from late November. “If we do not have an international agreement, whose effect is put in place by 2017, then the door to [holding temperatures to 2C of warming] will be closed forever,” said Birol.

But world governments are preparing to postpone a speedy conclusion to the negotiations again. Originally, the aim was to agree a successor to the 1997 Kyoto protocol, the only binding international agreement on emissions, after its current provisions expire in 2012. But after years of setbacks, an increasing number of countries – including the UK, Japan and Russia – now favour postponing the talks for several years.

Both Russia and Japan have spoken in recent weeks of aiming for an agreement in 2018 or 2020, and the UK has supported this move. Greg Barker, the UK’s climate change minister, told a meeting: “We need China, the US especially, the rest of the Basic countries [Brazil, South Africa, India and China] to agree. If we can get this by 2015 we could have an agreement ready to click in by 2020.” Birol said this would clearly be too late. “I think it’s very important to have a sense of urgency – our analysis shows [what happens] if you do not change investment patterns, which can only happen as a result of an international agreement.”

Nor is this a problem of the developing world, as some commentators have sought to frame it. In the UK, Europe and the US, there are multiple plans for new fossil-fuelled power stations that would contribute significantly to global emissions over the coming decades.

The Guardian revealed in May an IEA analysis that found emissions had risen by a record amount in 2010, despite the worst recession for 80 years. Last year, a record 30.6 gigatonnes (Gt) of carbon dioxide poured into the atmosphere from burning fossil fuels, a rise of 1.6Gt on the previous year. At the time, Birol told the Guardian that constraining global warming to moderate levels would be “only a nice utopia” unless drastic action was taken.

The new research adds to that finding, by showing in detail how current choices on building new energy and industrial infrastructure are likely to commit the world to much higher emissions for the next few decades, blowing apart hopes of containing the problem to manageable levels. The IEA’s data is regarded as the gold standard in emissions and energy, and is widely regarded as one of the most conservative in outlook – making the warning all the more stark. The central problem is that most industrial infrastructure currently in existence – the fossil-fuelled power stations, the emissions-spewing factories, the inefficient transport and buildings – is already contributing to the high level of emissions, and will do so for decades. Carbon dioxide, once released,stays in the atmosphere and continues to have a warming effect for about a century, and industrial infrastructure is built to have a useful life of several decades.

Yet, despite intensifying warnings from scientists over the past two decades, the new infrastructure even now being built is constructed along the same lines as the old, which means that there is a “lock-in” effect – high-carbon infrastructure built today or in the next five years will contribute as much to the stock of emissions in the atmosphere as previous generations.

The “lock-in” effect is the single most important factor increasing the danger of runaway climate change, according to the IEA in its annual World Energy Outlook, published on Wednesday.

Climate scientists estimate that global warming of 2C above pre-industrial levels marks the limit of safety, beyond which climate change becomes catastrophic and irreversible. Though such estimates are necessarily imprecise, warming of as little as 1.5C could cause dangerous rises in sea levels and a higher risk of extreme weather – the limit of 2C is now inscribed in international accords, including the partial agreement signed at Copenhagen in 2009, by which the biggest developed and developing countries for the first time agreed to curb their greenhouse gas output.

Another factor likely to increase emissions is the decision by some governments to abandon nuclear energy, following the Fukushima disaster. “The shift away from nuclear worsens the situation,” said Birol. If countries turn away from nuclear energy, the result could be an increase in emissions equivalent to the current emissions of Germany and France combined. Much more investment in renewable energy will be required to make up the gap, but how that would come about is unclear at present.

Birol also warned that China – the world’s biggest emitter – would have to take on a much greater role in combating climate change. For years, Chinese officials have argued that the country’s emissions per capita were much lower than those of developed countries, it was not required to take such stringent action on emissions. But the IEA’s analysis found that within about four years, China’s per capita emissions were likely to exceed those of the EU.

In addition, by 2035 at the latest, China’s cumulative emissions since 1900 are likely to exceed those of the EU, which will further weaken Beijing’s argument that developed countries should take on more of the burden of emissions reduction as they carry more of the responsibility for past emissions.

In a recent interview with the Guardian recently, China’s top climate change official, Xie Zhenhua, called on developing countries to take a greater part in the talks, while insisting that developed countries must sign up to a continuation of the Kyoto protocol – something only the European Union is willing to do. His words were greeted cautiously by other participants in the talks.

Continuing its gloomy outlook, the IEA report said: “There are few signs that the urgently needed change in direction in global energy trends is under way. Although the recovery in the world economy since 2009 has been uneven, and future economic prospects remain uncertain, global primary energy demand rebounded by a remarkable 5% in 2010, pushing CO2 emissions to a new high. Subsidies that encourage wasteful consumption of fossil fuels jumped to over $400bn (£250.7bn).”

Meanwhile, an “unacceptably high” number of people – about 1.3bn – still lack access to electricity. If people are to be lifted out of poverty, this must be solved – but providing people with renewable forms of energy generation is still expensive.

Charlie Kronick of Greenpeace said: “The decisions being made by politicians today risk passing a monumental carbon debt to the next generation, one for which they will pay a very heavy price. What’s seriously lacking is a global plan and the political leverage to enact it. Governments have a chance to begin to turn this around when they meet in Durban later this month for the next round of global climate talks.”

One close observer of the climate talks said the $400bn subsidies devoted to fossil fuels, uncovered by the IEA, were “staggering”, and the way in which these subsidies distort the market presented a massive problem in encouraging the move to renewables. He added that Birol’s comments, though urgent and timely, were unlikely to galvanise China and the US – the world’s two biggest emittters – into action on the international stage.

“The US can’t move (owing to Republican opposition) and there’s no upside for China domestically in doing so. At least China is moving up the learning curve with its deployment of renewables, but it’s doing so in parallel to the hugely damaging coal-fired assets that it is unlikely to ever want (to turn off in order to) to meet climate targets in years to come.”

What we are looking at is not an international environment agreement — what we are looking at is nothing other than the biggest industrial and energy revolution that has ever been seen.”

Why Culture Matters in the Climate Debate (The Yale Forum on Climate Change & The Media)

A new paper argues that climate educators and communicators are ignoring deeply held beliefs that influence climate skepticism.

It is the great riddle of the day in climate circles: Why is public concern about global warming so shallow, and why do widespread doubts about man-made climate change persist?

Everyone seems to have a pet theory. Al Gore blames the media and President Obama. Some green critics argue that Gore should look in the mirror. Let’s not ignore the recession, scholars remind us. Yes, but the lion’s share of blame must go to those “merchants of doubt”, particularly fossil fuel interests, and climate skeptics, plenty others assert. Err, actually, it’s our brain that’s the biggest problem, social scientists now say.

Commentary

Another reason, similar to that last one, is that cultural and religious beliefs predispose many to dismiss evidence that humans can greatly influence the climate. In fact, geographer Simon Donner in a paper published this week in Bulletin of the American Meteorological Society, argues:

“Successful climate change education and outreach programs should be designed to help overcome perceived conflict between climate science and long-held cultural beliefs, drawing upon lessons from communication and education of other potentially divisive subjects like evolution.”

Donner is not the first to try to bridge the gap between science and religion. E.O. Wilson gamely attempted to do so several years ago, with his book, The Creation. In a 2006 interview with NPR, Wilson acknowledged that, “the usual approach of secular science is to marginalize religion” in debates on environmental issues. After the book’s publication, this writer facilitated a lengthy dialogue between Wilson, ecologist Stuart Pimm and leading evangelical Richard Cizik, on areas where science and religion could find common ground. Expanding on that public dialogue has proven difficult. If anything, the polarized political landscape and the continuing climate wars have narrowed the space for science and religion to be reconciled.

Still, those who want to overcome obstacles to climate action should be mindful of culture’s importance, Donner stresses in his paper. He writes that “lingering public uncertainty about anthropogenic climate change may be rooted in an important but largely unrecognized conflict between climate science and some long held beliefs. In many cultures, the weather and climate have historically been viewed as too vast and too grand to be directly influenced by people.”

Donner writes that scholars studying public attitudes on climate change should factor in such cultural worldviews when accounting for climate skepticism. He surmises: “Underlying doubts that human activity can influence the climate may explain some of the malleability of public opinion about the scientific evidence for climate change.”

Donner suggests that climate educators and communicators learn from approaches that have worked in the evolution debate. He informs us:

“Pedagogical research on evolution finds that providing the audience with opportunities to evaluate how their culture or beliefs affect their willingness to accept scientific evidence is more effective than attempting to separate scientific views from religious or cultural views.”

Moreover, Donner argues that “reforming public communication” on climate change “will require humility on the part of scientists and educators.” He concludes:

“Climate scientists, for whom any inherent doubts about the possible extent of human influence on the climate were overcome by years of training in physics and chemistry of the climate system, need to accept that there are rational cultural, religious and historical reasons that the public may fail to believe that anthropogenic climate change is real, let alone that it warrants a policy response. It is unreasonable to expect a lay audience, not armed with the same analytical tools as scientists, to develop lasting acceptance during a one-hour public seminar of a scientific conclusion that runs counters to thousands of years of human belief. Without addressing the common long-standing belief that human activity cannot directly influence the climate, public acceptance of climate change and public engagement on climate solutions will not persist through the next cold winter or the next economic meltdown.”

The intersection where science and religion meet is all too often home to an ugly collision. Donner advises that such crack-ups can and should be avoided in the climate debate.

Copyright: A Conceptual Battle in a Digital Age (Science Daily)

ScienceDaily (Nov. 3, 2011) — What is it about copyright that doesn’t work in the digital society? Why do millions of people think it’s OK to break the law when it comes to file sharing in particular? Sociology of law researcher Stefan Larsson from Lund University believes that legal metaphors and old-fashioned mindsets contribute to the confusion and widening gaps between legislation and the prevailing norms.

Our language is made up of metaphors, even in our legal texts. Stefan Larsson has studied what consequences this has when digital phenomena, such as file sharing and downloading, are limited by descriptions intended for an analogue world. “When legal arguments equate file sharing with theft of physical objects, it sometimes becomes problematic,” says Stefan Larsson, who doesn’t think it is possible to equate an illegal download with theft of a physical object, as has been done in the case against The Pirate Bay.

Using the compensation model employed in the case against The Pirate Bay, the total value of such a site could be calculated at over SEK 600 billion. This is almost as much as Sweden’s national budget, says Stefan Larsson. The prosecutor in the Pirate Bay case chose to pursue a smaller number of downloads and the sum of the fines therefore never reached these proportions.

In Stefan Larsson’s view, the word ‘copies’ is a hidden legal metaphor that causes problematic ideas in the digital society. For example, copyright does not take into account that a download does not result in the owner losing his or her own copy. Neither is it possible to equate number of downloads with lost income for the copyright holder, since it is likely that people download a lot more than they would purchase in a shop.

Other metaphors that are used for downloading are infringement, theft and piracy. “The problem is that these metaphors make us equate copyright with ownership of physical property,” says Stefan Larsson.

Moreover, there are underlying mindsets which guide the whole of copyright, according to Stefan Larsson. One such mindset is the idea that creation is a process undertaken by sole geniuses and not so much in a cultural context. In Stefan Larsson’s view, this has the unfortunate consequence of making stronger copyright protection with longer duration and a higher degree of legal enforcement appear reasonable. The problem is that it is based on a misconception of how a lot of things are created, says Stefan Larsson: “Borrowing and drawing inspiration from other artists is essential to a lot of creative activity. This is the case both online and offline.”

Stefan Larsson has also studied the consequences when public perception of the law, or social norms, is not in line with what the law says. One consequence is that the State needs to exercise more control and issue more severe penalties in order to ensure that the law is followed. The European trend in copyright law is heading in this direction. Among other things, it is being made easier to track what individuals do on the Internet. This means that the integrity of the many is being eroded to benefit the interests of a few, according to Stefan Larsson: “When all’s said and done, it is about what we want the Internet to be. The fight for this is taking place, at least partially, through metaphorical expressions for underlying conceptions, but also through practical action on the role of anonymity online.”

Brasil já pesquisa efeitos da mudança do clima (Valor Econômico)

As pesquisas em mudança climática no Brasil começam a mudar de rumo. Se há alguns anos o foco estava nos esforços de redução das emissões dos gases-estufa, agora miram a adaptação ao fenômeno.

“Sabemos que nos próximos cinco ou dez anos não há perspectiva para que seja firmado internacionalmente um acordo de redução nas emissões de gases-estufa de grandes proporções, com cortes entre 70% a 80%”, diz o físico Paulo Artaxo, da USP, um estudioso da Amazônia. “Esse panorama é cada vez mais longínquo. Portanto é fundamental que se estudem estratégias de adaptação.”

Em outras palavras, as pesquisas devem se voltar para os efeitos da mudança do clima nos ecossistemas, em ambientes urbanos, em contextos sociais. “Não é uma questão de dinheiro, mas de direcionamento dos estudos”, diz Artaxo, membro do conselho diretor do Painel Brasileiro de Mudança Climática, órgão científico ligado aos ministérios da Ciência e Tecnologia e Ambiente. “O País precisa se preparar mais adequadamente para a mudança climática.”

“É preciso pesquisar mais, por exemplo, as alterações no ciclo hidrológico”, cita Reynaldo Victoria, coordenador do Programa Fapesp de Pesquisa sobre Mudanças Climáticas Globais. “Saber onde vai chover mais e onde vai chover menos”, explica. É um dos braços da pesquisa de Artaxo na Amazônia. “Porque não se quer construir uma hidrelétrica onde choverá muito menos nas próximas décadas”, ilustra o físico.

O programa de mudança climática da Fapesp já conta com investimentos de US$ 30 milhões em projetos na área. É um dos braços mais novos da fundação, mas já está ganhando musculatura. Tem 21 projetos em andamento, 14 contratos novos, dois outros em parceria com instituições estrangeiras, como o britânico Natural Environment Research Council (Nerc) ou a francesa Agence Nationale de la Recherche (ANR). Em dez anos, a previsão é de investimentos de mais de R$ 100 milhões.

As pesquisas começam a se voltar para campos pouco estudados. “Vamos analisar questões críticas para o Brasil”, diz Artaxo. Ele cita, por exemplo, o ciclo de carbono na Amazônia – algo muito mais complexo do que estudar a fotossíntese e a respiração das plantas.

Victoria, que também é professor do Centro de Energia Nuclear Aplicada à Agricultura (Cena-USP), diz que a intenção do programa é mirar campos novos, como entender qual o papel do Atlântico Sul no clima da região Sul do Brasil e Norte da Argentina. Outro exemplo é obter registros históricos na área de paleoclima.

Os impactos na área de saúde também serão mais estudados. Já se sabe que a mudança do clima faz com que doenças que não existiam em determinado lugar, passem a ocorrer. A dengue, por exemplo, encontra ambiente propício em regiões mais quentes. Entre as novas pesquisas de doenças emergentes há o estudo de um tipo de leishmaniose, comum na Bolívia e no Peru, que não existia no Brasil e agora ameaça surgir no Acre. Provocada por um mosquito, a doença causa uma infecção cutânea e pode ser mortal.

Os pesquisadores falaram sobre seus projetos durante a Fapesp Week, evento que faz parte da comemoração pelos 50 anos da Fundação de Amparo à Pesquisa do Estado de São Paulo e terminou ontem, em Washington.

Embora a “soberania nacional e o mercado criem cenário conflitoso”, a população está consciente de que o estilo de vida precisa mudar, acredita o antropólogo Roberto da Matta. Já a jornalista Sônia Bridi pondera que “não adianta discutir ou culpar quem começou”, mas trocar o modelo de produção. Reunidos na PUC-Rio para o debate “Terra, que tempo é esse?” (assista às partes 1 e 2 abaixo), nesta segunda-feira (24), com mediação do professor Paulo Ferracioli, do Departamento de Economia, eles reforçaram a importância de um desenvolvimento mais alinhado às demandas ambientais.

O secretário estadual do Ambiente, Carlos Minc (PT-RJ), acrescentou que a negociação com grandes empresas, como a Companhia Siderúrgica Nacional (CSN), deve incluir o acompanhamento de tecnologias que possam não só diminuir as agressões ambientais, mas também resguardar a saúde dos trabalhadores. Ainda em relação a tecnologias “ecologicamente corretas”, Sônia Bridi afirmou que o estado do Rio “erra ao se decidir por ônibus, em vez de veículo leve sobre trilho”.

Diante dos aproximadamente cem estudantes que acompanhavam o debate no auditório do RDC, Roberto da Matta destacou que a mudança para um estilo de vida mais saudável e comprometido com o ambiente revela-se igualmente importante para combater outro problema, segundo ele, agravado pela globalização: a obesidade mórbida, que dá origem ao neologismo “globesidade”. Para diminuir o avanço da doença, que aumentou em um terço na China, o antropólogo é categórico ao propor um padrão social menos consumista.

Usina de contrastes e um dos principais lubrificantes do consumo mundial, a China encara o desafio de reduzir as faturas ambientais – alvo recorrente de críticas em foruns internacionais – e de saúde. Para Sônia Bridi, a locomotiva da economia global investe no longo prazo:

– Até 2020, a China terá 20 mil quilômetros de trem bala. Eles estão preocupados com isso, porque a qualidade da saúde deles está piorando muito.

O trilho do desenvolvimento responsável não passa necessariemente por grandes investimentos. O diretor do Núcleo Interdisciplinar do Meio Ambiente (Nima), Luiz Felipe Guanaes, lembrou que iniciativas como a coleta seletiva, implantada em junho deste ano no campus da PUC-Rio, também aproximam o cidadão de um maior compromisso ambiental e social. Outra oportunidade de a “comunidade se engajar na causa”, lembrou ele, será o encontro de pesquisadores e especialistas na universidade em 2012, para a Rio+20, em parceria com a ONU.

Sônia também contou bastidores da série de reportagem “Terra, que país é esse?” – que mostrou os avanços do aquecimento global e nomeou o debate. No Peru, ela e o repórter cinematográfico Paulo Zero notaram o impacto no cotidiano, até em rituais.

– Num determinado dia, próximo à festa do Corpus Christi, confrarias do país inteiro sobem certa montanha e colhem blocos de gelo. Tiveram de mudar o ritual, que vem do tempo dos incas, incorporado pelo cristianismo. Eles pararam de tirar gelo.

Paulo Zero admite que a produção jornalística, atrelada ao cumprimento de prazos “curtos”, dificulta o tratamento do assunto. Outra barreira, diz Paulo, pode ser a logística. Para a reportagem na Groelândia, por exemplo, ele e Sônia navegaram por seis horas até chegar à ilha. Se o trajeto atrapalhou, a sorte foi uma aliada.

– Chegamos à geleira e, em cinco minutos, caiu um grande bloco de gelo. Ficamos mais três horas lá e não caiu mais nenhum pedaço de gelo. Ou seja, estávamos na hora certa e no lugar certo – contou o cinegrafista.

Agência FAPESP – A Amazônia está muito próxima de um ponto de não retorno para sua sobrevivência, devido a uma combinação de fatores que incluem aquecimento global, desflorestamento e queimadas que minam seu sistema hidrogeológico.

A advertência foi feita por Thomas Lovejoy, atualmente professor da George Mason University, no Estado de Virgínia, EUA, no primeiro dia do simpósio internacional FAPESP Week, em Washington, nesta segunda-feira.

O biólogo Lovejoy, um dos mais importantes especialistas em Amazônia do mundo, começou a trabalhar na floresta brasileira em 1965, “apenas três anos depois da fundação da FAPESP”, lembrou.

Apesar de muita coisa positiva ter acontecido nestes 47 anos (“quando pisei pela primeira vez em Belém, só havia uma floresta nacional e uma área indígena demarcada e quase nenhum cientista brasileiro se interessava em estudar a Amazônia; hoje esse situação está totalmente invertida”), também apareceram no período diversos fatores de preocupação.

Lovejoy acredita que restam cinco anos para inverter as tendências em tempo de evitar problemas de maior gravidade. O aquecimento da temperatura média do planeta já está na casa de 0,8 grau centígrado. Ele acredita que o limite aceitável é de 2 graus centígrados e que ele pode ser alcançado até 2016 se nada for feito para efetivamente reduzi-lo.

O objetivo fixado nas mais recentes reuniões sobre o clima em Cancun e Copenhague de limitar o aumento médio da temperatura média global em 2 graus centígrados pode ser insuficiente, na opinião de Lovejoy, devido a essa conjugação de elementos.

De forma similar, Lovejoy crê que 20% de desflorestamento em relação ao tamanho original da Amazônia é o máximo que ela consegue suportar e o atual índice já é de 17% (em 1965, a taxa era de 3%).

A boa notícia, diz o biólogo, é que há bastante terra abandonada, sem nenhuma perspectiva de utilização econômica na Amazônia e que pode ser de alguma forma reflorestada, o que poderia proporcionar certa margem de segurança.

Em sua palestra, Lovejoy saudou vários cientistas brasileiros como exemplares em excelência em suas pesquisas. Entre outros, Eneas Salati, Carlos Nobre e Carlos Joly.

In defence of life and the integrity of the peoples and their territories against REDD and the commodification of nature

We gathered in Rio Branco, in the State of Acre, on 3-7 October 2011 for the workshop “Serviços Ambientais, REDD e Fundos Verdes do BNDES: Salvação da Amazônia ou Armadilha do Capitalismo Verde?” (Environmental Services, REDD and BNDES Green Funds: The Amazon’s Salvation or a Green Capitalism Trap?)

The participants included socio-environmental organizations, family agriculture associations, Extractive Reserve (RESEX) and Extractive Settlement organizations, human rights organizations (national and international), social pastoral organizations, professors, students, and members of civil society committed to the struggle of “the underdogs”.

We saw the emergence of a consensus around the belief that, since 1999 and the election of the Popular Front of Acre (FPA) government, initiatives have been adopted to establish a “new model” of development in the state. Since then, this model has been praised as a prime example of harmony between economic development and the preservation of forests, their natural resources and the way of life of their inhabitants. With strong support from the media, trade unions, NGOs that promote green capitalism in the Amazon region, multilateral banks, local oligarchies and international organizations, it is presented as a “successful model” to be emulated by other regions of Brazil and the world.

Over these past few days we have had the opportunity to learn first hand, in the field, about some of the initiatives in Acre that are considered as exemplary. We saw for ourselves the social and environmental impacts of the “sustainable development” underway in the state. We visited the Chico Mendes Agro-Extractive Settlement Project, the NATEX condom factory, and the Fazendas Ranchão I and II Sustainable Forest Management Project in Seringal São Bernardo (the São Bernardo rubber plantation). These field visits presented us with a reality that is rather far removed from the image portrayed nationally and internationally.

In Seringal São Bernardo, we were able to observe the priority placed on the interests of timber companies, to the detriment of the interests of local communities and nature conservation. Even the questionable rules of the forest management plans are not respected, and according to the local inhabitants, these violations are committed in collusion with the responsible state authorities. In the case of the Chico Mendes Agro-Extractive Settlement Project in Xapuri, we saw that the local population remains subjugated to monopoly control: they currently sell their timber to the company Laminados Triunfo at a rate of R$90 per cubic metre, when this same amount of wood can be sold for as much as R$1200 in the city. This is why we support the demands of various communities for the suspension of these famous forest management projects. We call for the investigation of all of the irregularities revealed, and we demand punishment for those guilty of the criminal destruction of natural resources.

During the course of the workshop we also analyzed the issues of environmental services, REDD and the BNDES (Brazilian Development Bank) Green Funds. We gained a greater understanding of the role of banks (World Bank, IMF, IDB and BNDES), of NGOs that promote green capitalism (e.g. WWF, TNC and CI) and other institutions such as the ITTO, FSC and USAID, and also sectors of civil society and the state and federal governments who have allied with international capital for the commodification of the natural heritage of the Amazon region.

It was stressed that, in addition to being anti-constitutional, Law Nº 2.308 of 22 October 2010, which regulates the State System of Incentives for Environmental Services, was created without the due debate with sectors of society directly impacted by the law, that is, the men and women of the countryside and forests. Slavishly repeating the arguments of the powerful countries, local state authorities present it as an effective means of contributing to climate equilibrium, protecting the forests and improving the quality of life of those who live in the forests. It should be noted, however, that this legislation generates “environmental assets” in order to negotiate natural resources on the “environmental services” market, such as the carbon market. It represents a reinforcement of the current phase of capitalism, whose defenders, in order to ensure its widespread expansion, utilize an environmental discourse to commodify life, privatize nature and plunder the inhabitants of the countryside and the cities. Under this law, the beauty of nature, pollination by insects, regulation of rainfall, culture, spiritual values, traditional knowledge, water, plants and even popular imagery are converted into merchandise. The current proposal to reform the Forest Code complements this new strategy of capital accumulation by authorizing the negotiation of forests on the financial market, through the issuing of “green bonds”, or so-called “Environmental Reserve Quota Certificates” (CCRAs). In this way, everything is placed in the sphere of the market, to be administered by banks and private corporations.

Although it is presented as a solution for global warming and climate change, the REDD proposal allows the powerful capitalist countries to maintain their current levels of production, consumption and, therefore, pollution. They will continue to consume energy generated by sources that produce more and more carbon emissions. Historically responsible for the creation of the problem, they now propose a “solution” that primarily serves their own interests. While making it possible to purchase the “right to pollute”, mechanisms like REDD strip “traditional” communities (riverine, indigenous and Afro-Brazilian communities, rubber tappers, women coconut gatherers, etc.) of their autonomy in the management of their territories.

As a result, roles are turned upside down. Capitalism, the most predatory civilization in the history of humankind, would not pose a danger; on the contrary, it would be the “solution”. The “destroyers” would now be those who fight to defend nature. And so those who have historically ensured the preservation of nature are now viewed as predators, and are therefore criminalized. It comes as no surprise then that the state has recently become more open in its repression, persecution and even the expulsion of local populations from their territories – all to ensure the free expansion of the natural resources market.

With undisguised state support, through this and other projects, capital is now promoting and combining two forms of re-territorialization in the Amazon region. On one hand, it is evicting peoples and communities from their territories (as in the case of mega projects like hydroelectric dams), stripping them of their means of survival. On the other hand, it is stripping those who remain on their territories of their relative autonomy, as in the case of environmental conservation areas. These populations may be allowed to remain on their land, but they are no longer able to use it in accordance with their ways of life. Their survival will no longer be guaranteed by subsistence farming – which has been transformed into a “threat” to the earth’s climate stability – but rather by a “bolsa verde” or “green allowance”, which in addition to being insufficient is paid in order to maintain the oil civilization.

Because we are fully aware of the risks posed by projects like these, we oppose the REDD agreement between California, Chiapas and Acre, which has already caused serious problems for indigenous and traditional communities such as those in the Amador Hernández region of Chiapas, Mexico. This is why we share our solidarity with the poor communities of California and Chiapas, who have already suffered from its consequences. We also share our solidarity with the indigenous peoples of the Isiboro Sécure National Park and Indigenous Territory (TIPNIS) in Bolivia, who are facing the threat of the violation of their territory by a highway linking Cochabamba and Beni, financed by the BNDES.

We are in a state which, in the 1970s and 1980s, was the stage for historical struggles against the predatory expansion of capital and in defence of territories inhabited by indigenous peoples and peasant communities of the forests. These struggles inspired many others in Brazil and around the world. In the late 1990s, however, Acre was converted into a laboratory for the IDB’s and World Bank’s experiments in the commodification and privatization of nature, and is now a state “intoxicated” by environmental discourse and victimized by the practice of “green capitalism”. Among the mechanisms used to legitimize this state of affairs, one of the most striking is the manipulation of the figure of Chico Mendes. To judge by what they present us with, we would have to consider him the patron saint of green capitalism. The name of this rubber tapper and environmental activist is used to defend oil exploitation, monoculture sugar cane plantations, large-scale logging activity and the sale of the air we breathe.

In view of this situation, we would have to ask if there is anything that could not be made to fit within this “sustainable development” model. Perhaps at no other time have cattle ranchers and logging companies met with a more favourable scenario. This is why we believe it is necessary and urgent to fight it, because under the guise of something new and virtuous, it merely reproduces the old and perverse strategies of the domination and exploitation of humans and nature.

Finally, we want to express here our support for the following demands: agrarian reform, official demarcation of indigenous lands, investments in agroecology and the solidarity economy, autonomous territorial management, health and education for all, and democratization of the media. In defence of the Amazon, of life, of the integrity of the peoples and their territories, and against REDD and the commodification of nature. Our struggle continues.

En defensa de la vida, de la integridad de los pueblos y de sus territorios contra el REDD y la mercantilización de la naturaleza

Estuvimos reunidos en Rio Branco – Estado de Acre, entre los días 3 y 7 de octubre de 2011 en el Taller: “Serviços Ambientais, REDD e Fundos Verdes do BNDES: Salvação da Amazônia ou Armadilha do Capitalismo Verde?” (Servicios Ambientales, REDD y Fondos Verdes del BNDES: ¿Salvación de la Amazonia o Trampa del Capitalismo Verde? )

Estábamos presentes organizaciones socioambientales, de trabajadoras y trabajadores de la agricultura familiar, organizaciones de Resex (Reservas Extractivistas) y Asentamientos Extractivistas, de derechos humanos (nacionales e internacionales), organizaciones indígenas, organizaciones de mujeres, pastorales sociales, profesores, estudiantes y personas de la sociedad civil comprometidas con la lucha “de los de abajo”.

Percibimos la formación de un consenso en torno a la idea de que, desde 1999, con la elección del gobierno del Frente Popular de Acre (FPA), se tomaron iniciativas para la implantación de un “nuevo modelo” de desarrollo. Desde entonces, dicho modelo es celebrado como primor de armonía entre desarrollo económico y conservación del bosque, de sus bienes naturales y del modo de vida de sus habitantes. Con fuerte apoyo de los medios de comunicación, de sindicatos, de ONGs promotoras del capitalismo verde en la región amazónica, de bancos multilaterales, de oligarquías locales, de organizaciones internacionales, éste es presentado como “modelo exitoso” a ser seguido por otras regiones del Brasil y del mundo.

En estos días tuvimos la oportunidad de conocer, en el campo, algunas iniciativas consideradas como referencia en Acre. Vimos de cerca los impactos sociales y ambientales del “desarrollo sustentable” en curso en el estado. Visitamos el “Projeto de Assentamento Agroextrativista Chico Mendes”, “Fábrica de Preservativos NATEX” y el “Seringal São Bernardo” (“Projeto de Manejo Florestal Sustentável das Fazendas Ranchão I e II”). Las visitas nos colocaron frente a un escenario bastante distinto a aquello que es publicitado a nivel nacional e internacional.

En “Seringal São Bernardo” pudimos constatar que la atención de los intereses de las madereras se hace en detrimento de los intereses de las poblaciones locales y de la conservación de la naturaleza. Incluso las cuestionables reglas de los planes de manejo no son respetadas y, según dicen los pobladores, con connivencia de gestores estatales. En el caso del “Projeto de Assentamento Agroextrativista Chico Mendes Cachoeira” (en Xapuri), constatamos que los pobladores continúan subyugados al dominio monopolista, actualmente venden la madera a la empresa “Laminados Triunfo” a R$90,00 el m3, cuando la misma cantidad de madera llega a valer hasta R$1200 en la ciudad. Por ello, apoyamos la reivindicación de diversas comunidades por la suspensión de los célebres proyectos de manejo. Solicitamos la determinación de todas las irregularidades y exigimos la penalización de los culpables por la destrucción delictiva de los bienes naturales.

Los días en que estuvimos reunidos fueron dedicados asimismo al estudio sobre Servicios Ambientales, REDD y Fondos Verdes del BNDES. Comprendimos el papel de los Bancos (Banco Mundial, FMI, BID y BNDES), ONGs comprometidas con el capitalismo verde, tales como WWF, TNC y CI; así como el papel de otras instituciones como ITTO, FSC y USAID, sectores de la sociedad civil y Gobiernos de los Estados y Federal que se han aliado al capital internacional con la intención de mercantilizar el patrimonio natural de la Amazonia.

Destacamos que, además de desprovista de amparo constitucional, la Ley Nº 2.308 de fecha 22 de octubre de 2010, que reglamenta el Sistema del Estado de Incentivo a Servicios Ambientales, se creó sin el debido debate con los sectores de la sociedad directamente impactados por ella, esto es, los hombres y mujeres del campos y del bosque. Reproduciendo servilmente los argumentos de los países centrales, los gestores estatales locales la presentan como una forma eficaz de contribuir con el equilibrio del clima, proteger el bosque y mejorar la calidad de vida de aquellos que habitan en él. Debe decirse, sin embargo, que la referida ley genera “activos ambientales” para negociar los bienes naturales en el mercado de “servicios ambientales” como el mercado de carbono. Se trata de un desdoblamiento de la actual fase del capitalismo cuyos defensores, con el fin de asegurar su reproducción ampliada, recurren al discurso ambiental para mercantilizar la vida, privatizar la naturaleza y despojar a los pobladores del campo y de la ciudad. Por la ley, la belleza natural, la polinización de insectos, la regulación de lluvias, la cultura, los valores espirituales, los saberes tradicionales, el agua, las plantas y hasta el propio imaginario popular, todo pasa a ser mercadería. La actual propuesta de modificación del Código Forestal complementa esta nueva estrategia de acumulación del capital, al autorizar la negociación de los bosques en el mercado financiero, con la emisión de “papeles verdes”, el llamado “Certificado de Cuotas de Reserva Ambiental” (CCRA). De este modo, todo se coloca en el ámbito del mercado para ser administrado por bancos y empresas privadas.

Aunque sea presentada como solución para el calentamiento global y para los cambios climáticos, la propuesta REDD permite a los países centrales del capitalismo mantener sus estándares de producción, consumo y, por lo tanto, también de contaminación. Continuarán consumiendo energía de fuentes que producen más y más emisiones de carbono. Históricamente responsables de la creación del problema, ahora proponen una “solución” que atiende más a sus intereses. Posibilitando la compra del “derecho de contaminar”, mecanismos como REDD fuerzan a las “poblaciones tradicionales” (ribereños, indígenas, afrobrasileños, trabajadoras del coco, caucheros, etc.) a renunciar a la autonomía en la gestión de sus territorios.

Con esto, se confunden los papeles. El capitalismo, la civilización más predadora de la historia de la humanidad, no representaría ningún problema. Por lo contrario, sería la solución. Los destructores serían ahora los grandes defensores de la naturaleza. Y aquellos que históricamente garantizaron la conservación natural son, ahora, encarados como predadores y por eso mismo son criminalizados. No sorprende, por lo tanto, que recientemente el Estado haya vuelto más ostensiva la represión, la persecución y hasta la expulsión de las poblaciones locales de sus territorios. Todo para asegurar la libre expansión del mercado de los bienes naturales.

Con el indisfrazable apoyo estatal, por ese y otros proyectos, el capital hoy promueve y conjuga dos formas de reterritorialización en la región amazónica. Por una parte, expulsa pueblos y comunidades del territorio (como es el caso de los grandes proyectos como las hidroeléctricas), privándolos de las condiciones de supervivencia. Por otra parte, quita la relativa autonomía de aquellos que permanecen en sus territorios, como es el caso de las áreas de conservación ambiental. Tales poblaciones pueden incluso permanecer en la tierra, pero ya no pueden utilizarla según su modo de vida. Su supervivencia ya no sería más garantizada por el cultivo de subsistencia –convertido en amenaza al buen funcionamiento del clima del planeta-, sino por “bolsas verdes”, que, además de insuficientes, son pagadas para el mantenimiento de la civilización del petróleo.

Conscientes de los riesgos que dichos proyectos traen, rechazamos el acuerdo de REDD entre California, Chiapas, y Acre que ya ha causado serios problemas a comunidades indígenas y tradicionales, como en la región de Amador Hernández, en Chiapas, México. Por ello nos solidarizamos con las poblaciones pobres de California y Chiapas, que ya han sufrido con las consecuencias. También nos solidarizamos con los pueblos indígenas del TIPNIS, en Bolivia, bajo amenaza de que su territorio sea violado por la carretera que liga Cochabamba a Beni, financiada por el BNDES.

Estamos en un estado que, en los años 1970-80, fue escenario de luchas históricas contra la expansión predatoria del capital y por la defensa de los territorios ocupados por pueblos indígenas y poblaciones campesinas del bosque. Luchas que inspiraron muchas otras en el Brasil y en el mundo. Convertido, sin embargo, a partir de fines de los años 90 en laboratorio del BID y del Banco Mundial para experimentos de mercantilización y privatización de la naturaleza, Acre es hoy un estado “intoxicado” por el discurso verde y victimizado por la práctica del “capitalismo verde”. Entre los mecanismos utilizados con el fin de legitimar ese orden de cosas, adquiere relevancia la manipulación de la figura de Chico Mendes. A juzgar por lo que nos presentan, deberíamos considerarlo el patrono del capitalismo verde. En nombre del cauchero se defiende la explotación de petróleo, el monocultivo de la caña de azúcar, la explotación maderera en gran escala y la venta del aire que se respira.

Ante tal cuadro, cabe preguntar qué es lo que no cabría en este modelo de “desarrollo sustentable”. Tal vez en ningún otro momento los ganaderos y madereros hayan encontrado un escenario más favorable. Es por esa razón que creemos necesario y urgente combatirlo, puesto que, bajo la apariencia de algo nuevo y virtuoso, reproduce las viejas y perversas estrategias de dominación y explotación del hombre y de la naturaleza.

Finalmente dejamos aquí nuestra reivindicación por la atención de las siguientes demandas: reforma agraria, homologación de tierras indígenas, inversiones en agroecología y economía solidaria, autonomía de gestión de los territorios, salud y educación para todos, democratización de los medios de comunicación. En defensa de la Amazonia, de la vida, de la integridad de los pueblos y de sus territorios y contra el REDD y la mercantilización de la naturaleza. Estamos en lucha.

Brasil é país-modelo em PSA, mas precisa intensificar atuação (Valor Econômico)

Ainda sem regulamentação nacional, o Pagamento por Serviços Ambientais (PSA) se expande no Brasil, mas a passos lentos.

O estudo Pagamento por Serviços Ambientais na Mata Atlântica, feito pela Agência de Cooperação Internacional Alemã (GIZ), levantou quase 80 programas de PSA na região. São 40 projetos de PSA de água, 33 de carbono e 5 em biodiversidade. “As iniciativas aqui estão se proliferando rapidamente. Mas ainda são projetos isolados, que precisam ganhar escala”, afirma Susan Seehusen, assessora técnica em Economia de Meio Ambiente da GIZ. Com 22% de sua área original, a Mata Atlântica fornece serviços ambientais para comunidades tradicionais e rurais de seu entorno e a comunidade global.

De maior abrangência, os projetos de água contam com fontes de recursos de orçamentos públicos e verba do Comitê de Bacias Hidrográficas lideradas por prefeituras municipais e empresas do setor. O programa Produtor de Água, da Agência Nacional de Água (ANA), remunera produtores rurais e impulsiona o desenvolvimento do setor. Com o pagamento desses recursos humanos mais ações de restauração e conservação florestal, o custo anual dos projetos vai de R$ 200 mil a R$ 2,5 milhões por ano. Hoje, programas em fase inicial envolvem cerca de 350 produtores e beneficiam 22,2 milhões de pessoas.

Ligados a projetos de neutralização de CO2, os PSA de carbono se concentram na região do Pontal de Paranapanema, na tríplice fronteira São Paulo, Paraná e Minas Gerais, em terras de 10 hectares e 50 hectares. Já proprietários de áreas de mais de 100 hectares aderem aos programas a fim de atrair investidores.

Já atividades de proteção à biodiversidade são as menos apoiadas. “Nessa área, há baixa disposição para pagar. As pessoas se aproveitam do serviço mas não pagam por eles, são os chamados caronistas”, ressalta Susan.

A ampliação dos programas de PSA esbarra em problemas de governança, nos altos investimentos e na falta de regulamentação – tramita no Congresso o projeto de lei nº 792/2007, que visa instituir uma política nacional e criar um programa nacional e um fundo de PSA. Restaurar 1 hectare de terra custa de R$ 10 mil a R$ 20 mil. Então, ganham pontos ações que visam diminuir a pobreza e melhorar a distribuição de renda, como o ICMS-Ecológico, em regiões do Paraná.

Ainda assim, o Brasil é um dos países mais avançados em PSA e serve como modelo para outros países, de acordo com Peter May, professor de pós-graduação em Desenvolvimento, Agricultura e Sociedade da Universidade Federal Rural do Rio de Janeiro. Membro da International Society for Ecological Economics (ISEE), May faz estudo comparativo global sobre Redução das Emissões do Desmatamento e Degradação Florestal (Redd) e divulga dados estratégicos para formuladores de políticas públicas. “Em relação a outros países, temos um mercado agropecuário maduro sem ilegalidades e donos de terras mais instruídos. Estados como Espírito Santo, São Paulo, Amazonas e Acre criaram leis próprias”, diz. Segundo ele, a Costa Rica é modelo clássico com legislação e PSA desenvolvidos. Já Colômbia, Peru, México e Equador têm políticas próprias, mas se espelham nos nossos moldes.

Para May, além de quadro regulatório, a política de PSA deve ser incorporada pelo Código Florestal. Ele alerta ainda que o Brasil carece de experiências mais concretas e resultados práticos. O que, no entanto, exige pesquisa e monitoramento que podem sair mais caros que o projeto.

Women in Prison: An Issue of Blaming the Individual for Social Problems (Science Daily)

Science Daily (Oct. 11, 2011) — Researchers have long claimed that physical abuse and marginalization lead to criminal activity; however, women in prison are taught to overlook socioeconomic issues and blame only themselves for their behavior, according to a new study published in SAGE Open.

Authors Traci Schlesinger and Jodie Michelle state that there is a real connection between the type of abuse experienced by women, marginalization, and whether or not they will turn to drugs and criminal activity to cope with their experiences. Still, the authors contend current psychiatric and popular discourse portrays female incarceration as the result of poor choices and bad behavior “rather than identifying structural conditions that lead to imprisonment — including changes in laws, racist and sexist legislation, poverty, lack of resources and jobs, and social vulnerability over the course of one’s life.”

The authors analyzed surveys from 170 incarcerated women as well as personal history interviews conducted with 11 formerly imprisoned women and found that women who experience non-sexual physical abuse as well as any type of abuse as adults are more likely to begin using drugs, while women who are victims of sexual abuse as children claim that their imprisonment is a direct, nearly inevitable result of their abuse. They also found that marginalized women (such as women whose parents were also incarcerated and women who were unemployed at the time of their arrest) are more likely to turn to drugs to deal with interpersonal violence than women with the resources to find other ways to cope with their experiences of violence.

“Having few or no options because of their marginalized socioeconomic positions, entrenched racial inequality, and repeated episodes of violence, respondents indicated that criminalized activities became survival mechanisms, which led to incarceration,” write the authors.
The authors point to institutional change and support systems for victims of abuse as a way to prevent female criminal activity.

The authors wrote, “Radical education, community support, decriminalization, job creation, and automatic expungement could work together to push back against the web of interpersonal and state violence experienced by so many marginalized women.”

Cotidiano e tradições são relevantes para pesca e políticas regionais

Na Lagoa dos Patos, no Rio Grande do Sul, um desacordo entre a forma de exploração de uma comunidade de pescadores e a maneira de pensar a exploração de alguns pesquisadores das ciências naturais impede que políticas públicas para a região sejam efetivas. Isso estimula movimentos socias de desobediência civil contrários a normas estatais firmadas apenas em conceitos “científicos”.

A comunidade em questão está localizada na Ilha dos Marinheiros, segundo distrito da cidade de Rio Grande (RS), na Lagoa dos Patos. O local foi base de um estudo etnográfico desenvolvido pelo oceanógrafo Gustavo Moura, desenvolvido durante seu mestrado no Programa de Pós-graduação em Ciência Ambiental (Procam) da USP. Segundo o pesquisador, as comunidades locais denominam “nosso mar” o pedaço da Lagoa dos Patos em que cada grupo vive e desenvolve sua pesca. “Tal desentendimento impede que políticas públicas para a região sejam efetivas e atuem realmente na conservação dos recursos naturais ou na expansão das liberdades de quem vive da pesca na região”, observa Moura.

A pesquisa foi realizada por meio da vivência (observação de fenômenos naturais e sociais) e de entrevistas com os moradores locais. Para o pesquisador, a ciência por meio de suas metodologias e cálculos não consegue respostas para todos os fatos ou para dar a efetiva precisão a dados sobre fenômenos naturais. E as respostas que a ciência oferece é apenas uma das formas culturais de ver o mundo. A oceanografia clássica, por exemplo, preocupa-se em preservar o ambiente dentro de uma perspectiva exclusiva de análise técnica de um suposto comportamento matemático da natureza. Esquece, no entanto, que nem tudo é exato e exclui, da sua busca por respostas, o diálogo com as ciências humanas e as culturas tradicionais por considerá-las imprecisas. À respeito disto, Moura diz que a ciência oceanográfica não deve ser desconsiderada, mas experiências e valores humanos também são relevantes no estudo de fenômenos naturais e na formulação de políticas públicas.

Oceanografia Humana e Políticas Públicas

A etnoocenagrafia, uma das linhas de pesquisa da Oceanografia Humana, considera as tradições e observações sobre a natureza, que passam de pai para filho, que levam em conta o tempo cíclico da natureza (o vento, a lua e as chuvas, por exemplo). Além disso também observam a forma como cada comunidade interage com o “seu próprio mar” a partir de situações de comércio e em datas religiosas como a Páscoa “em que muitos pescadores não trabalham”, relata o pesquisador.

Oceanografia e antropologia favorecem conservação de recursos pesqueiros

Uma das questões polêmicas relaciona-se à melhor época para se pescar uma determinada espécie. Tem a ver com o tamanho do camarão-rosa, por exemplo. Nem sempre a melhor época para se pescar é de 01 de fevereiro a 31 de maio, como determina a lei de defesa do Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais (Ibama). “Pois a natureza vista pelos pescadores tem uma lógica diferente da lógica científica. Uma espécie atinge o tamanho considerado bom pelos pescadores, frequentemente, numa data diversa da prevista em lei em quase todos os anos, antes ou depois de primeiro de fevereiro”, reflete o Moura.

A troca de informações diárias entre os próprios pescadores é outra situação que alguns pesquisadores e agentes de fiscalização locais não entendem e discriminam pela fato de ocorrerem em festas e bares. Estas trocas de informação tem relação, por exemplo, com a construção das decisões de quando, como e onde pescar dentro do território tradicional de pesca e com um conjunto de relações sociais instituídas pela posse informal de “pedaços de mar”.

Segundo Moura, quando regras tradicionais de uso dos recursos naturais são incorporadas nas políticas públicas, elas podem trazer menores prejuízos ambientais do que se baseadas em pura lógica científica. “Além disso, pode trazer mais liberdade para os pescadores trabalharem, em vez da castração de liberdades como ocorre com a política atual.”

A dissertação Águas da Coréia: pescadores, espaço e tempo na construção de um território de pesca na Lagoa dos Patos (RS) numa perspectiva etnooceanográfica foi orientada pelo professor Antonio Carlos Sant’Ana Diegues. O estudo será publicado na forma de livro pela editora NUPEEA, em 2012. “Águas da Coréia…” será o primeiro livro de etnooceanografia já publicado dentro e fora do Brasil, e uma das poucas publicações disponíveis na área de Oceanografia Humana.

Stephen J. DUBNER: What does it mean to be a witch exactly in Romania? Are these people that we know here as psychics or fortunetellers, or are they different somehow?

Vlad MIXICH: I don’t know how is the fortuneteller in the United States. But here generally they are a woman of different ages. They can–they say they can cure some diseases. They can bring back your husband or your wife. Or they can predict your future.

DUBNER: Who is a typical client for a witch?

MIXICH: There are quite a lot of politicians who are going to witches. You know the French president, Nicolas Sarkozy, he went to witches last year. And our president in Romania, and very important politicians from different parties, they are going to witches. Some of them they were obliged to recognize they went to witches. Some of them it’s an off-the-record information. But me being a journalist, I know that information.

DUBNER: Vlad Mixich is a reporter in Bucharest, the capital of Romania. He knows a good bit about the witches there.

MIXICH: Quite a lot of them they are quite rich. They have very big houses with golden rooftops. A lot of the Romanians, they are living in small apartments in blocks. So, just going in such a building will give you a sense of majesty and respect.

DUBNER: But the Romanian witch industry has been under attack. First came a proposed law to regulate and tax the witches. It passed in one chamber of Parliament before stalling out. But then came another proposal arguing that witches should be penalized if the predictions they make don’t turn out to be true.

MIXICH: So if you are one of my clients, and if I’m a fortune teller, if I fail to predict your future, I pay a quite substantial fine to the state, or if this happens many times, I will even go to jail. The punishment is between six months and three years in jail.

DUBNER: What’s being proposed in Romania is revolutionary. It strikes me because we typically don’t hold anybody accountable for bad predictions. So, I’m wondering in Romania, let’s say, if a politician makes a bad prediction, do they get fined or penalized in any way?

MIXICH: No, not at all. In fact this is one of the hobbies of our president. He’s doing a lot of predictions, which are not coming true, of course. And after that he is reelected! Or his popularity is rising, like the sun in the morning, you know? No, anyone can do publicly a lot of predictions here in eastern Europe and not a single hair will move from his or her head.

DUBNER: C’mon people, that doesn’t seem fair, does it? I don’t care if you’re anti-witch or pro-witch or witch-agnostic. Why should witches be the only people held accountable for bad predictions? What about politicians and money managers and sports pundits? And what about you?

DUBNER: All of us are constantly predicting the future, whether we think about it or not. Right now, some small part of your brain is trying to predict what this show is going to be about. How do you do that? You factor in what you’ve heard so far. What you know about Freakonomics. Maybe you know a lot, maybe you’ve never heard of it, you might think it’s some kind of communicable disease! When you predict the future, you look for cognitive cues, for data, for guidance. Here’s where I go for guidance.

Steven LEVITT: I think to an economist, the best explanation for why there are so many predictions is that the incentives are set up in order to encourage predictions.

DUBNER: That’s Steve Levitt. He’s my Freakonomics friend and co-author, an economist at the University of Chicago.

LEVITT: So, most predictions we remember are ones which were fabulously, wildly unexpected and then came true. Now, the person who makes that prediction has a strong incentive to remind everyone that they made that crazy prediction which came true. If you look at all the people, the economists, who talked about the financial crisis ahead of time, those guys harp on it constantly. “I was right, I was right, I was right.” But if you’re wrong, there’s no person on the other side of the transaction who draws any real benefit from embarrassing you by bring up the bad prediction over and over. So there’s nobody who has a strong incentive, usually, to go back and say, Here’s the list of the 118 predictions that were false. I remember growing up, my mother, who is somewhat of a psychic–

DUBNER: Wait, somewhat of a psychic?

LEVITT: She’s a self-proclaimed psychic. And she would predict a stock market crash every single year.

DUBNER: And she’s been right a couple times.

LEVITT: And she has been. She’s been right twice in the last 15 years, and she would talk a lot about the times she was right. I would have to remind her about the 13 times that she was wrong. And without any sort of market mechanism or incentive for keeping the prediction makers honest, there’s lots of incentive to go out and to make these wild predictions. And those are the ones that are remembered and talked about. Think of about one of the predictions that you hear echoed more often than just about any one is Joe Namath’s famous pronouncement about how the Jets were going to win the Super Bowl. And it was unexpected. And it happened. And if the Jets had lost the Super Bowl, nobody would remember that Joe Namath made that pronouncement.

DUBNER: And conversely, you can probably find at least one player on every team that’s lost the Super Bowl in the last forty years that did predict that his team would win.

LEVITT: That’s probably right. That’s exactly right. Now, the flip side, which is perhaps surprising, is that in many cases the goal of prediction is to be completely within the pack. And so I see this a lot with pension fund managers, or endowment managers, which is if something goes wrong then as long as everybody else made the same prediction, you can’t be faulted very much.

DUBNER: Pension managers. Football players. Psychic moms. Romanian witches. Who doesn’t try to predict the future these days?

DUBNER: And you know the worst thing? There’s almost nobody keeping track of all those predictions! Nobody … except for this guy …

Philip TETLOCK: Well, I’m a research psychologist, who …

DUBNER: Don’t forget your name, though.

TETLOCK: I’m Phil Tetlock and I’m a research psychologist. I spent most of career at the University of California, Berkeley, and I recently moved to the University of Pennsylvania where I’m cross- appointed in the Wharton School and the psychology department.

DUBNER: Philip Tetlock has done a lot of research on cognition and decision-making and bias, pretty standard stuff for an Ivy League psych PhD. But what really fascinates him is prediction.

TETLOCK: There are a lot of psychologists who believe that there is a hard-wired human need to believe that we live in a fundamentally predictable and controllable universe. There’s also a widespread belief among psychologists that people try hard to impose causal order on the world around them, even when those phenomena are random.

DUBNER: This hardwired human need, as Tetlock puts it, has created what he calls a prediction industry. Now, don’t sneer. You’re part of it, too.

TETLOCK: I think there are many players in what you might count the prediction industry. In some sense we’re all players in it. Whenever we go to a cocktail party, or a colloquium, or whatever where opinions are being shared, we frequently make likelihood judgments about possible futures. And the truth or falsity of particular claims about futures. The prediction business is a big business on Wall Street, and we have futures markets and so forth designed to regulate speculation in those areas. Obviously, government has great interest in prediction. They create large intelligence agency bureaucracies and systems to help them achieve some degree of predictability in a seemingly chaotic world.

DUBNER: Let me read something that you have said or written in the past. “This determination to ferret out order from chaos has served our species well. We’re all beneficiaries of our great collective successes in pursuit of deterministic regularities in messy phenomena — agriculture, antibiotics, and countless other inventions.” So talk to me for a moment about the value of prediction. Obviously there’s much has been gained, much to be gained. Do we overvalue prediction though, perhaps?

TETLOCK: I think there’s an asymmetry of supply and demand. I think there is an enormous demand for accurate predictions in many spheres of life in which we don’t have the requisite expertise to deliver. And when you have that kind of gap between demand and real supply you get the infusion of fake supply.

DUBNER: “Fake supply.” I like this guy, this Philip Tetlock. He’s not an economist, but he knows the laws of supply and demand can’t just be revoked. So if there’s big demand for prediction in all realms of life, and not enough real supply to satisfy it, what does this “fake supply” sound like?

[SOUND MONTAGE OF COULDS]

DUBNER: There’s a punditocracy out there, a class of people who predict ad nauseam, often on television. They can be pretty good at making their predictions tough to audit.

TETLOCK: It’s the art of appearing to go out on a limb without actually going out on a limb. For example, the word “could,” something “could” happen, the room you happen to be sitting in could be struck by a meteor in the next 23 seconds. That makes perfect sense, but the probability of course is point zero, zero, zero, zero, et cetera, one. It’s not zero, but it’s extremely low. In fact, the word “could,” the possible meanings people attach to it range from a 0.01 to a .6, which covers more than half the probability scale right there.

DUBNER: Look, nobody likes a weasel. So more than 20 years ago, Tetlock set out to conduct one of the largest empirical studies, ever, of predictions. He chose to focus on predictions about political developments around the world. He enlisted some of the world’s foremost experts — the kind of very smart people who have written definitive books, who show up on CNN or on the Times’s op-ed page.

TETLOCK: In the end we had close to three hundred participants. And they were very sophisticated political observers. Virtually all of them had some post-graduate education. Roughly two-thirds of them had PhDs. They were largely political scientists, but there were some economists and a variety of other professionals as well.

DUBNER: And they all participated in your study anonymously, correct?

TETLOCK: That was a very important condition for obtaining cooperation.

DUBNER: Now, if they were not anonymous then presumably we would recognize some of their names, these are prominent people at political science departments, economics departments at I’m guessing some of the better universities around the world, is that right?

TETLOCK: Well, I don’t want to say too much more, but I think you would recognize some of them, yes. I think some of them had substantial Google counts.

SJD NARR: The study became the basis of a book Tetlock published a few years ago, called “Expert Political Judgment.” There were two major rounds of data collection, the first beginning in 1988, the other in 1992. These nearly 300 experts were asked to make predictions about dozens of countries around the world. The questions were multiple choice. For instance: In Democracy X — let’s says it’s England — should we expect that after the next election, the current majority party will retain, lose, or strengthen its status? Or, for Undemocratic Country Y — Egypt, maybe — should we expect the basic character of the political regime to change in the next five years? In the next 10 years? and if so, in what direction? And to what effect? The experts made predictions within their areas of expertise, and outside; and they were asked to rate their confidence for their predictions. So after tracking the accuracy of about 80,000 predictions by some 300 experts over the course of 20 years, Philip Tetlock found:

TETLOCK: That experts thought they knew more than they knew.That there was a systematic gap between subjective probabilities that experts were assigning to possible futures and the objective likelihoods of those futures materializing.

DUBNER: Let me translate that for you. The experts were pretty awful. And you think: awful compared to what? Did they beat a monkey with a dartboard?

TETLOCK: Oh, the monkey with a dartboard comparison, that comes back to haunt me all the time. But with respect to how they did relative to, say, a baseline group of Berkeley undergraduates making predictions, they did somewhat better than that. Did they do better than an extrapolation algorithm? No, they did not. They did for the most part a little bit worse than that. How did they do relative to purely random guessing strategy? Well, they did a little bit better than that, but not as much as you might hope.

DUBNER: That “extrapolation algorithm” that Tetlock mentioned? That’s simply a computer programmed to predict “no change in current situation.” So it turned out these smart, experienced, confident experts predicted the political future about as well, if not slightly worse, than the average daily reader of The New York Times.

TETLOCK: I think the most important takeaway would be that the experts are, they think they know more than they do. They were systematically overconfident. Some experts were really massively overconfident. And we are able to identify those experts based on some of their characteristics of their belief system and their cognitive style, their thinking style.

DUBNER: OK. So now we’re getting into the nitty-gritty of what makes people predict well or predict poorly. What are the characteristics then of a poor predictor?

TETLOCK: Dogmatism.

DUBNER: It can be summed up that easily?

TETLOCK: I think so. I think an unwillingness to change one’s mind in a reasonably timely way in response to new evidence. A tendency, when asked to explain one’s predictions, to generate only reasons that favor your preferred prediction and not to generate reasons opposed to it.

DUBNER: And I guess what’s striking to me and I’d love to hear what you had to say about this is that it’s easy to provide one word, prediction, to many, many, many different realms in life. But those realms all operate very differently — so politics is different from economics, and predicting a sports outcome is different than predicting, you know, an agricultural outcome. It seems that we don’t distinguish so much necessarily and that there’s this modern sense almost that anything can be and should be able to be predicted. Am I kind of right on that, or no?

TETLOCK: I think there’s a great deal of truth to that. I think it is very useful in talking about the predictability of the modern world to distinguish those aspects of the world that show a great deal of linear regularity and those parts of the world that seems to be driven by complex systems that are decidedly nonlinear and decidedly difficult if not impossible to predict.

DUBNER: Talk to me about a few realms that generally are very, very hard to predict, and a few realms that generally are much easier.

TETLOCK: Predicting Scandinavian politics is a lot easier than predicting Middle Eastern politics.

DUBNER: Yes, that was the first one that came to my mind too! All right, but keep going.

TETLOCK: The thing about the radically unpredictable environments is that they often appear for long periods of time to be predictable. So, for example, if you had been a political forecaster predicting regime longevity in the Middle East, you would have done extremely well predicting in Egypt that Mubarak would continue to be the president of Egypt year after year after year in much the same way that if you had been a Sovietologist you would have done very well in the Brezhnev era predicting continuity. There’s an aphorism I quote in the “Expert Political Judgment” book from Karl Marx. I’m obviously not a Marxist but it’s a beautiful aphorism that he had which was that, “When the train of history hits a curve, the intellectuals fall off.”

DUBNER: Coming up: Who do you predict we’ll hear from next — a bunch of people who are awesomely good at predicting the future? Yeah, right. Maybe later. First, we’ll hear some more duds — from Wall Street, the NFL, and … the cornfield.

DUBNER: So Phillip Tetlock has sized up the people who predict the future–geopolitical change, for instance–and determined that they’re not very good at predicting the future. He also tells us that their greatest flaw is dogmatism–sticking to their ideologies even when presented with evidence that they’re wrong. You buy that? I buy it. Politics is full of ideology; why shouldn’t the people who study politics be a least a little bit ideological? So let’s try a different set of people, people who make predictions that, theoretically at least, have nothing to do with ideology. Let’s go to Wall Street.

Christina FANG: I’m Christina Fang, a Professor of Management at New York University’s business school.

DUBNER: Christina Fang, like Philip Tetlock, is fascinated with prediction:

FANG: Well, I guess generally forecasting about anything, about technology, about a product, whether it will be successful, about whether an idea, a venture idea could take off, a lot of things, not just economic but also business in general.

DUBNER: Fang wasn’t interested in just your street-level predictions, though. She wanted to know about the Big Dogs, the people who make bold economic predictions that carry price tags in the many millions or even billions of dollars. Along with a fellow researcher, Jerker Denrell, Fang gathered data from the Wall Street Journal’s Survey of Economic Forecasts. Every six months, the paper asked about 50 top economists to predict a set of macroeconomic numbers — unemployment, inflation, gross national product, things like that. Fang audited seven consecutive surveys, with an eye toward a particular question: when someone correctly predicts an extreme event — a market crash, maybe, or a sudden spike in inflation — what does that say about his overall forecasting ability?

FANG: In the Wall Street Journal survey if you look at the extreme outcomes, either extremely bad outcomes and extremely good outcomes, you see that those people who correctly predicted either extremely good or extremely bad outcomes, they’re likely to have overall lower level of accuracy. In other words, they’re doing poorer in general.

SJD NARR: Uh-oh. You catching this?

FANG: Those people who happen to predict accurately the extreme events, we also look at their–they happen to also have a lower overall level of accuracy.

DUBNER: So I can be right on the big one but if I’m right on the big one I generally will tend to be more often wrong than the average person.

FANG: On average–

DUBNER: On average.

FANG: Across everyday predictions as well. And our research suggests that for someone who has successfully predicted those events, we are going to predict that they are not likely to repeat their success very often. In other words, their overall capability is likely to be not as impressive as their apparent success seems to be.

DUBNER: So the people who make big, bold, correct predictions are in general worse than average at predicting the economic future. Now, why is this a problem? Maybe they’re just like home-run hitters — y’know, a lot of strikeouts but a lot of power too. All right, I’ll tell you why it’s a problem. Actually, I’ll have Steve Levitt tell you.

LEVITT: The incentives for prediction makers are to make either cataclysmic or utopian predictions, right? Because you don’t get attention if I say that what’s going to happen tomorrow is exactly as what’s going to happen today…

DUBNER: You don’t get on TV.

LEVITT: I don’t get on TV. If it happens to come true, who cares? I don’t get any credit for it coming true either.

DUBNER: There’s a strong incentive to make extreme predictions; because, seriously, who tunes in to hear some guy say that “Next year will be pretty much like last year”? And once you have been right on an extreme forecast — let’s say you predicted the 2008 market crash and the Great Recession — even if you were predicting it every year, like Steve Levitt’s mother — you’ll still be known as The Guy Who Called the Big One. And even if all your followup predictions are wrong, you still got the Big One right. Like Joe Namath.

All right, look. Predicting the economy? Predicting the political future? Those are hard. Those are big, complex systems with lots of moving parts. So how about football? If you’re an NFL expert, how hard can it be to forecast, say, who the best football teams will be in a given year? We asked Freakonomics researcher Hayes Davenport to run the numbers for us:

Hayes DAVENPORT: Well, I looked at the past three years of expert picking from the major NFL prediction outlets, which are USA Today, SportsIllustrated.com and ESPN.com. We looked at a hundred and five sets of picks total. They’re picking division winners for each year, as well as the wild card for that year. So they’re basically picking the whole playoff picture for that year.

DUBNER: So talk about just kind of generally the degree of difficulty of making this kind of a pick.

DAVENPORT: Well, if you’re sort of an untrained animal, making NFL picks, you’re going to have about a twenty-five percent chance of picking each division correctly because there are only four teams.

DUBNER: All right so Hayes, you’re saying that an untrained animal would be about twenty five percent accurate if you pick one out of four. But what about a trained animal, like a me, a casual fan? How do I do compared to the experts?

DAVENPORT: Right. So if you’re cutting off the worst team in each division, if you’re not picking among those you’ll be right, thirty-three percent of the time, one in three, and the experts are right about thirty-six percent of the time, so just a little better than that.

DUBNER: OK, so if you’re saying they’re picking about thirty-six percent accuracy, and I or someone by chance would pick at about thirty three-percent accuracy. So that’s a three percentage point improvement, or about a ten percent better, maybe we should say, you know, that’s not bad. If you beat the stock market by ten percent every year you’d be doing great. So are these NFL pundits being thirty-six percent right being really wonderful or–

DAVENPORT: I wouldn’t say that because there’s a specific fallacy these guys are operating from, which is they tend to rely much too heavily on the previous year’s standings in making their picks for the following year. They play it very conservatively. But there’s a very high level of parity in the NFL right now, so that’s not exactly how it works.

DUBNER: Tell me some of the pundits who whether by luck or brilliance and hard work turn out to be really, really good.

DAVENPORT: Sure. There are two guys from ESPN who are sort of far ahead of the field. One is Pat Yasinskas, and the other is John Clayton, who is pretty well known; he makes a lot of appearances on SportsCenter and he’s kind of a, nebbish-y professorial type. And they perform much better than everyone else because they’re excellent wild-card pickers. They’re the only people who have correctly predicted both wild card teams in a conference in a season. But they’re especially good because they actually play it much safer than everyone else.

DUBNER: Now you say that they are very good. Persuade me that they’re good and not lucky.

DAVENPORT: I can’t do that. There’s a luck factor involved in all of these predictions. For example, if you pick the Patriots in 2008 and Tom Brady gets injured, and they drop out of the playoffs, there’s very little you can do to predict that. So injuries will mess with prediction all the time. And other turnover rates in football that are sort of unpredictable. So there’s a luck factor to all of this.

DUBNER: So whether it’s football experts calling Sunday’s game or economists forecasting the economy, or political pundits looking for the next revolution, we’re talking about accuracy rates that barely beat a coin toss. But maybe all these guys deserve a break. Maybe it’s just inherently hard to predict the future of other human beings. They’re so malleable; so unpredictable! So how about a prediction where human beings are incidental to the main action?

Joe PRUSACKI: I’m Joe Prusacki and I am the Director of Statistics Division with USDA’s National Agricultural Statistics Service, or NASS for short.

DUBNER: You grew up on a farm, yeah?

PRUSACKI: Uh-huh: Yep, I grew up in–I always call it “deep southern” Illinois. I’m sitting here in Washington DC and where I grew up in Illinois is further south than where I’m sitting today. We raised…we had corn, soybeans and raised hogs.

DUBNER: You’ve heard of Anna Wintour, right? The fabled editor of Vogue magazine? Joe Prusacki is kinda like Anna Wintour for farmers. He puts out publications that are read by everyone who’s anyone in the industry — titles like “Acreage” and “Prospective Plantings” and “Crop Production.” Prusacki’s reports carry running forecasts of crop yields for cotton, soybeans, wheat and corn.

PRUSACKI: Most of the time our monthly forecasts are probably within I can guarantee you within five percent and most of the time I can say within two to three percent of the final. And someone would say that’s seems very good. But in the agricultural world, the users expect us to be much more precise in our forecasts.

DUBNER: So how does this work? How does the USDA forecast something as vast as the agricultural output of American farmers?

PRUSACKI: Like at the beginning of March, we will conduct a large survey of farmers and ranchers across the United States and sample size this time, this year was about 85,000.

DUBNER: The farmers are asked how many acres they plan to devote to each crop. Corn, let’s say. Then, in late July, the USDA sends out a small army of “enumerators” into roughly 1,900 cornfields in 10 states. These guys mark off plots of corn, 20 feet long by two rows across.

PRUSACKI: They’re randomly placed. We have randomly selected fields, in random location within field. So you may get a sample that’s maybe 20 paces into the field and 40 rows over and you may get one that’s 250 paces into the field and 100 rows over.

DUBNER: The enumerators look at every plant in that plot.

PRUSACKI: And then they’ll count what they see or anticipate to be ears based on looking at the plant.

DUBNER: A month later, they go back out again and check the cornstalks, check the ears.

PRUSACKI: Well, you could have animal loss, animal might chew the plant off, the plant may die. So all along we’re updating the number of plants, all along we’re updating the number of ears. The other thing we need, you need an estimate of ear weight or fruit weight.

DUBNER: So they go out again, cut off a bunch of ears and weigh them. But wait: still not done. After the harvest, there’s one more round of measurement.

PRUSACKI: Once the field is harvested, and the machine has gone through the field, the enumerator will go back out to the field, they’ll lay out another plot–just beyond the harvest area where we were–and they will go through and pick up off the ground any kernels that are left on the ground, pieces of ears of corn and such on the ground so we get a measure of harvest loss.

DUBNER: So this sounds pretty straightforward, right? Compared to predicting something like the political or economic future, estimating corn yield based on constant physical measurements of corn plants is pretty simple. Except for one thing. It’s called the weather. Weather remains so hard to predict in the long term that the USDA doesn’t even use forecasts; it uses historic averages instead.

DUBNER: So Joe, talk to me about what happened last year with the USDA corn forecast. You must have known this was coming from me. So the Wall Street Journal’s headline was: “USDA Flubs in Predicting Corn Crops.” Explain what happened.

PRUSACKI: Well, this is the weather factor that came into play. It turned out pretty hot and pretty dry in most of the growing region. And I had asked a few folks that are out and about in Iowa what happened. They said this is just a really strange year. We just don’t know. Now, when if someone says did we flub it? I don’t know. It was the forecast based on the information I had as for August 1. Now, September 1, I had a different set of information. October 1, I had a different set of information. Could we have did a better job?

DUBNER: A lot of people thought they could have. Last June, the USDA lowered its estimate of corn stockpiles; and in October, it cut its estimate of corn yield. After the first report, the price of corn spiked 9 percent. The second report? Another 6 percent. Joe Prusacki got quite a few e-mails:

PRUSACKI: OK, the first one is, this was: “Thanks a lot for collapsing the grain market today with your stupid…and the word is three letters, begins with an “a” and then it has two dollar signs … USDA report.

“As bad as the stench of dead bodies in Haiti must be, it can’t even compare to the foul stench of corruption emanating from our federal government in Washington DC.”

DUBNER: It strikes me that there’s room for trouble here in that your forecasts are used by a lot of different people who engage in a lot of different markets, and your research can move markets. I’m wondering what kind of bribes maybe come your way?

PRUSACKI: It’s interesting, I have people that call, we call them ‘fishersThey call maybe a day or two days before when we’re finishing our work and it’s like I tell them, I say, “Why do you do this? We’ve had this discussion before.” There’s a couple things, one I sign a confidentiality statement every year that says I shall not release any information before it’s due time or bad things happen. It’s a $100,000 fine or time in prison. It’s like the dollar fine, OK. It’s the prison part that bothers me!

DUBNER: But there’s got to be a certain price at which–so let’s say I offered you, I came to you and I said–Joe, $10 million for a 24-hour head start on the corn forecast.

PRUSACKI: I’m not going to do it. Trust me, somebody would track me down.

DUBNER: I hear you.

PRUSACKI: Again, the prison time, it bothers me.

DUBNER: All right, so Joe Prusacki probably can’t be bought. And the USDA is generally considered to do a pretty good job with crop forecasts. But: look how hard the agency has to work, measuring corn fields row by row, going back to look for animal loss and harvest loss. And still, its projection, which is looking only a few months into the future, can get thrown totally out of whack by a little stretch of hot, dry weather. That dry spell was essentially a random event, kind of like Tom Brady’s knee getting smashed. I hate to tell you this but the future is full of random events. That’s why it’s so hard to predict. That’s why it can be scary. Do we know this? Of course we know it. Do we believe it? Mmmmm.

Some scholars say that our need for prediction is getting worse — or, more accurately, that we get more upset now when the future surprises us. After all, as the world becomes more rational and routinized, we often know what to expect. I can get a Big Mac not only in New York but in Beijing, too — and they’ll taste pretty much the same. So when you’re used to that, and when things don’t go as expected — watch out.

Our species has been trying to foretell the future forever. Oracles and goat entrails and roosters pecking the dirt. The oldest religious texts are filled with prediction. I mean, look at the afterlife! What is that if not a prediction of the future? A prediction that, as far as I can tell, can never be categorically refuted or confirmed. A prediction so compelling that it remains all these years later a concept around which billions of people organize their lives. So what do you see when you gaze into the future? A yawning chasm of random events — or do you look for a neat pattern, even if no such pattern exists?

Nassim TALEB: It’s much more costly for someone to not detect a pattern.

DUBNER: That’s Nassim Taleb, the author of “Fooled By Randomness” and “The Black Swan.”

TALEB: It’s much costlier for us — as a race, to make the mistake of not seeing a leopard than having the illusion of pattern and imagining a leopard where there is none. And that error, in other words, mistaking the non-random for the random, which is what I call the “one-way bias.” Now that bias works extremely well, because what’s the big deal of getting out of trouble? It’s not costing you anything. But in the modern world, it is not quite harmless. Illusions of certainty makes you think that things that haven’t exhibited risk, for example the stock market, are riskless. We have the turkey problem — the butcher feeds the turkey for a certain number of days, and then the turkey imagines this is permanent.

DUBNER: “The butcher feeds the turkey and the turkey imagines this is permanent.” So you’ve got to ask yourself: who am I? The butcher? Or the turkey? Coming up: hedgehogs and foxes — and a prediction that does work. Here’s a hint: if you like this song, [MUSIC], you’ll probably like this one too: [MUSIC].

DUBNER: Hey, guess what, Sunshine? Al Gore didn’t win Florida. Didn’t become president either. Try walking that one back. So we are congenital predictors, but our predictions are often wrong. What then? How do you defend your bad predictions? I asked Philip Tetlock what all those political experts said when he showed them their results. He had already stashed their excuses in a neat taxonomy:

TETLOCK: So, if you thought that Gorbachev for example, was a fluke, you might argue, well my understanding of the Soviet political system is fundamentally right, and the Soviet Politburo, but for some quirky statistical aberration of the Soviet Politburo would have gone for a more conservative candidate. Another argument might be, well I predicted that Canada would disintegrate, that Quebec would secede from Canada, and it didn’t secede, but the secession almost did succeed because there was a fifty point one percentage vote against secession, and that’s well within the margin of sampling error.

DUBNER: Are there others you want to name?

TETLOCK: Well another popular prediction is “off on timing.” That comes up quite frequently in the financial world as well. Many very sophisticated students of finance have commented on how hard it is, saying the market can stay irrational longer than you can stay liquid, I think is George Soros’s expression. So, “off on timing” is a fairly popular belief-system defense as well. And I predicted that Canada would be gone. And you know what? It’s not gone yet. But just hold on.

DUBNER: You answered very economically when I asked you what are the characteristics of a bad predictor; you used one word, dogmatismm. What are the characteristics, then, of a good one?

TETLOCK: Capacity for constructive self-criticism.

DUBNER: How does that self-criticism come into play and actually change the course of the prediction?

TETLOCK: Well, one sign that you’re capable of constructive self-criticism is that you’re not dumbfounded by the question: What would it take to convince you you’re wrong? If you can’t answer that question you can take that as a warning sign.

DUBNER: In his study, Tetlock found that one factor was more important than any other in someone’s predictive ability: cognitive style. You know the story about the fox and the hedgehog?

TETLOCK: Isaiah Berlin tells us that the quotation comes from the Greek warrior poet Archilichus 2,500 years ago. And the rough translation was the fox knows many things but the hedgehog knows one big thing.

DUBNER: So, talk to me about what the foxes do as predictors and what the hedgehogs do as predictors.

TETLOCK: Sure. The foxes tend to have a rather eclectic, opportunistic approach to forecasting. They’re very pragmatic. A famous aphorism by Deng Xiaoping was he “didn’t care if the cat was white or black as long as it caught mice.” And I think the attitude of many foxes is they really didn’t care whether ideas came from the left or the right, they tended to deploy them rather flexibly in deriving predictions. So they often borrowed ideas across schools of thought that hedgehogs viewed as more sacrosanct. There are many subspecies of hedgehog. But what they have in common is a tendency to approach forecasting as a deductive, top-down exercise. They start off with some abstract principles, and they apply those abstract principles to messy, real-world situations, and the fit is often decidedly imperfect.

DUBNER: So foxes tend to be less dogmatic than hedgehogs, which makes them better predictors. But, if you had to guess, who do you think more likely to show up TV or in an op-ed column, the pragmatic, nuanced fox or the know-it-all hedgehog?

DUBNER: You got it!

TETLOCK: Hedgehogs, I think, are more likely to offer quotable sound bites, whereas foxes are more likely to offer rather complex, caveat-laden sound bites. They’re not sound bites anymore if they’re complex and caveat-laden.

DUBNER: So, if you were to gain control of let’s say a really big media outlet, New York Times, or NBC TV, and you said, you know, I want to dispense a different kind of news and analysis to the public, what would you do? How would you suggest building a mechanism to do a better job of keeping all this kind of poor expert prediction out of the, off the airwaves.

TETLOCK: I’m so glad you asked that question. I have some specific ideas about that. And I don’t think they would be all that difficult to implement. I think they should try to keep score more. I think there’s remarkably little effort in tracking accuracy. If you happen to be someone like Tom Friedman or Paul Krugman, or someone who’s at the top of the pundit pecking order, there’s very little incentive for you to want to have your accuracy tested because your followers are quite convinced that you’re extremely accurate, and it’s pretty much a game you can only lose.

DUBNER: Can you imagine? Every time a pundit appeared on TV, the network would list his batting average, right after his name and affiliation. You think that might cut down on blowhard predictions just a little bit? Looking back at what we’ve learned so far, it makes me wonder: maybe the first step toward predicting the future should be to acknowledge our limitations. Or–at the very least–let’s start small. For instance: if I could tell you what kind of music I like, and then you could predict for me some other music I’d want to hear. That actually already exists. It’s called Pandora Radio. Tim WESTERGREN: So, what we’ve done is, we’ve broken down recordings into their basic components for every dimension of melody, harmony, and rhythm, and form, and instrumentation, down into kind of the musical equivalent of primary colors.

DUBNER: The Pandora database includes more than a million songs, across every genre that you or I could name. Each song is broken down into as many as 480 musical attributes, almost like genetic code. Pandora’s organizing system is in fact called the “Music Genome Project.” You tell the Pandora website a song you like, and it rummages through that massive genetic database to make an educated guess about what you want to hear next. If you like that song, you press the thumbs-up button, and Pandora takes note.

WESTERGREN: I wouldn’t make the claim that Pandora can map your emotional persona. And I also don’t think frankly that Pandora can predict a hit because I think it is very hard, it’s a bit of a magic, that’s what makes music so fantastic. So, I think that we know our limitations, but within those limitations I think that we make it much, much more likely that you’re going to find that song that just really touches you.

“Television” by Tom Verlaine, he was always too cool for me. I can see why you would think that I would like them, and I appreciate your effort, Mr. Pandora. How about you, were you a “Television” fan?

WESTERGREN: Yeah, yeah. And you know, one thing of course is that the songs are all rooted in guitar riffs.

DUBNER: Yep.

WESTERGREN: There’s a repetitive motif played on the guitar. And a similar sound and they’ve got a little twang– and they’re played kind of rambly, a little bit rough, there’s a sort of punk element in there. The vocals have over twenty attributes just for the voice. In this case these are pretty unpolished vocal deliveries.

DUBNER: I got to tell you that even though when this song came up, and I’ve heard this song a few times, and I told you I didn’t like Television very much, this song, I’m kind of digging it now.

WESTERGREN: See, there you go, that’s exactly what we’re trying to do.

DUBNER: So, it’s a really great thing to do, but it’s not really predicting the future the way most people think of it as predicting the future, is it?

WESTERGREN: Well, I certainly wouldn’t have put our mission in the same category as predicting the economy, or, you know, geopolitical futures. But you know, the average American listens to 17 hours of music a week. So, they spend a lot of time doing it, and I think that if we can make that a more enjoyable experience and more personalized, I think maybe we’ll make some kind of meaningful contribution to culture.

DUBNER: So Pandora does a pretty good job of predicting the music you might want to hear, based on what you already know you like. But again, look how much effort that takes — 480 musical attributes! And it’s not really predicting the future, is it? All Pandora does is breaks down the confirmed musical preferences of one person today and comes up with some more music that’ll fulfill that same person’s preferences tomorrow. If we really want to know the future, we probably need to get much more ambitious. We probably need a whole new model. Like, how about prediction markets?

Robin HANSON: A prediction market is basically like a betting market or a speculative market, like orange juice futures or stock markets, things like that. The mechanics is that there’s a — an asset of some sort that pays off if something’s true, like whether a, a person wins the presidency or a team wins a sporting contest. And people trade that asset and the price of that asset becomes then a forecast of whether that claim is likely to be true.

DUBNER: That’s Robin Hanson, an economics professor at George Mason University and an admitted advocate of prediction markets. As Hanson sees it, a prediction market is far more reliable than other forecasting methods because it addresses the pesky incentive problems of the old-time prediction industry.

HANSON: So a prediction market gives people an incentive, a clear personal incentive to be right and not wrong. Equally important, it gives people an incentive to shut up when they don’t know, which is often a problem with many of our other institutions. So if you as a reporter call up almost any academic and and ask them vaguely related questions, they’ll typically try to answer them, just because they want to be heard. But in a prediction market most people don’t speak up. Every one of your listeners today had the right to go speak up on orange juice futures yesterday. Every one of you could have gone and said, orange juice futures forecasts are too low or too high, and almost no one did. Why? Because most of you don’t think you know. And that’s just the way we want it.So in most of these prediction markets what we want is the few people who know the best to speak up and everybody else to shut up.

DUBNER: Prediction markets are flourishing. Some of them are private — a multinational firm might set up an internal market to try to forecast when a big project will be done. And there are for-profit prediction markets like InTrade, based in Dublin, where you can place a bet on, say, whether any country that currently uses the Euro will drop the Euro by the end of the year. (As I speak, that bet has a 15% chance on InTrade.) Here’s another InTrade bet: whether there’ll be a successful WMD terrorist attack anywhere in the world by the end of 2013. (That’s got a 28% chance.) Now that’s starting to sound a little edgy, no? Betting on terrorism? Robin Hanson himself has a little experience in this area, on a U.S. government project he worked on.

HANSON: All right, so — back in 2000, DARPA, the Defense Advanced Research Projects Agency, had heard about prediction markets, and they decided to fund a research project. And they basically said, listen, we’ve heard this is useful for other things, we’d like you to show us that this can be useful for the kind of topics we are interested in. Our project was going to be forecasting geopolitical trends in the Middle East. We were going to show that prediction markets could tell you about economic growth, about riots, about perhaps wars, about whether the changes of heads of state… and how these things would interact with each other.

DUBNER: In 2003, just as the project was about to go live, the press heard about it.

HANSON: On Monday morning two senators had a press conference where they declared that the — DARPA, the — and the military were going to have a betting market on terrorism.

HANSON: And so, there was a sudden burst of media coverage and by the very next morning the head of the military basically declared before the Senate that this project was dead, and there was nothing more to worry about.

DUBNER: What do you think you — we collectively, you, in particular — would know now about that part of the world, let’s say, if this market had been allowed to take root?

HANSON: Well, I think we would have gotten much earlier warning about the revolutions we just had. And if we would have had participants from the Middle East forecasting those markets. Not only we would get advanced warning about which things might happen, but then how our actions could affect those. So, for example, the United States just came in on the side of the Libyan rebels, to support the Libya rebels against the Qaddafi regime. What’s the chances that will actually help the situation, as opposed to make it worse?

DUBNER: But give me an example of what you consider among the hardest problems that a prediction market could potentially help solve?

HANSON: Who should — not only who should we elect for president but whether we should go to war here or whether we should begin this initiative? Or should we approve this reform bill for medicine, etc.

DUBNER: So that sounds very logical, very appealing. How realistic is it?

HANSON: Well, it depends on there being a set of customers who want this product. So, you know, if prediction markets have an Achilles heel, it’s certainly the possibility that people don’t really want accurate forecasts.

DUBNER: Prediction markets put a price on accountability. If you’re wrong, you pay, simple as that. Just like the proposed law against the witches in Romania. Maybe that’s what we need more of. Here’s Steve Levitt again:

LEVITT: When there are big rewards to people who make predictions and get them right, and there are zero punishments for people who make bad predictions because they’re immediately forgotten, then economists would predict that’s a recipe for getting people to make predictions all the time.

DUBNER: Because the incentives are all encouraging you to make predictions.

LEVITT: Absolutely.

DUBNER: If you get it right there’s an upside, and if you get it wrong there’s almost no downside.

LEVITT: Right, if the flipside were that if I make a false prediction I’m immediately sent to prison for a one-year term, there would be almost no prediction.

DUBNER: And all those football pundits and political pundits and financial pundits wouldn’t be able to wriggle out of their bad calls — saying “My idea was right, but my timing was wrong.” Maybe that’s how everybody does it. That big storm the weatherman called but never showed up? “Oh, it happened all right,” he says, “but two states over.” Or how about those predictions for the End of the World — the Apocalypse, the Rapture, all that? “Well,” they say, “we prayed so hard that God decided to spare us.”

Remember back in May, when an 89-year-old preacher named Harold Camping declared that the Earth would be destroyed at 5:59 p.m. on a Saturday, and only the true believers would survive? I remember it very well because my 10-year-old son was petrified. I tried telling him that Camping was a kook — that anybody can say pretty much anything they want about the future. It didn’t help; he couldn’t get to sleep at night.

And then the 21st came and went and he was psyched. “I knew it all along, Dad,” he said.

Then I asked him what he thought should happen to Harold Camping, the false Doomsday prophet. “Oh, that’s easy,” he said. “Off with his head!”

My son is not a bloodthirsty type. But he’s not a turkey either.

Primeira cidade planejada do Ceará, Jaguaribara tem energia cortada por falta de pagamento (O Globo)

SÃO PAULO – Primeira cidade totalmente planejada do Ceará, Jaguaribara está parcialmente no escuro há um mês. Falta luz em praças, ruas e até no cemitério. Por falta de pagamento, a Coelce, empresa de energia, ganhou na Justiça o direito de cortar o fornecimento de energia para o município. Nas casas e em locais de interesse público, como hospitais, a energia chega normalmente. A prefeitura da cidade admite que não pagou a energia há cinco ano. O prefeito diz que houve corte no repasse de verbas do governo do estado.

De acordo com o prefeito Edvaldo Silveira, o governo do estado deixou de repassar cerca de R$ 96 mil mensais, fruto de um convênio firmado em 2000, quando foi inaugurada a Nova Jaguaribara, a cidade planejada. A velha Jaguaribara foi inundada pelas águas do Açude Castanhão. Esse dinheiro, segundo o prefeito, era destinado ao pagamento da iluminação pública.

Segundo o prefeito, a nova cidade também foi projetada para ter 70 mil habitantes. Isso significa que a infraestrutura da cidade, que antes abrigava 9 mil pessoas, foi ampliada. O município ganhou uma vila olímpica em lugar da antiga quadra de esportes. Também foram construídas 14 praças públicas. Só o cemitério, recebeu 25 postes. Na prática, a conta de luz aumentou para a prefeitura. A cidade que era rural, hoje tem quase 70% dos moradores vivendo em áreas urbanas.

– A despesa com a ailuminação pública aumentou – afirma o prefeito.

Ele diz que a conta da iluminação pública não é repassada à população.

Depois de ficar às escuras, nesta semana a prefeitura também teve cortadas suas linhas telefônicas. O motivo é o mesmo: falta de pagamento.

O prefeito diz que aguarda verba do Governo do Estado para pagar a conta e regularizar a situação do município. Ele acredita que o problema e da energia e do telefone devem ser solucionados ainda esta semana.

Profits Before Environment (N.Y. Times)

I wasn’t surprised when the administration of George W. Bush sacrificed the environment for corporate profits. But when the same thing happens under a Democratic administration, it’s depressing. With little or no public input, policies that benefit corporations regardless of the consequences continue to be enacted.

No wonder an April 2010 poll from the Pew Research Center found that about only 20 percent of Americans have faith in the government (it’s one thing upon which the left and right and maybe even the center agree). But maybe this is nothing new: as Glenda Farrell, as Genevieve “Gen” Larkin, put it in “Gold Diggers of 1937,” “It’s so hard to be good under the capitalistic system.”

But is anyone in power even trying? Last winter, the Department of Agriculture deregulated Monsanto’s genetically modified alfalfa, despite concerns about cross-pollination of non-genetically modified crops. It then defied a court order banning the planting of genetically modified sugar beets pending completion of an environmental impact study.

Monsanto engineers these plants and makes Roundup, the herbicide they resist. But Roundup-ready crops don’t increase long-term yields, a host of farmers are now dealing with “superweeds” and there is worry about superbugs, nearly all courtesy of Monsanto. In fact, this system doesn’t contribute to much of anything except Monsanto’s bottom line. Yet Agriculture Secretary Tom Vilsack gave Monsanto the nod, perhaps yielding to pressure from the White House.

The United States exerts that same kind of pressure abroad. WikiLeaks cables show that U.S. “biotechnology outreach programs” have promoted genetically modified crops in Africa, Asia and South America; they’ve also revealed that diplomats schemed to retaliate against any European Union countries that oppose those crops.

Sacrificing the environment for profits didn’t stop with Bush, and it doesn’t stop with genetically modified organisms. Take, for example, the Keystone XL pipeline extension. XL is right: the 36-inch-wide pipeline, which will stretch from the Alberta tar sands across the Great Plains to the Gulf Coast, will cost $7 billion and run for 1,711 miles — more than twice as long as the Alaska pipeline. It will cross nearly 2,000 rivers, the huge wetlands ecosystem called the Nebraska Sandhills and the Ogallala aquifer, the country’s biggest underground freshwater supply.

If Keystone is built, we’ll see rising greenhouse gas emissions right away (tar sands production creates three times as many greenhouse gases as does conventional oil), and our increased dependence on fossil fuels will further the likelihood of climate-change disaster. Then there is the disastrous potential of leaks of the non-Wiki-variety. (It’s happened before.)

Proponents say the pipeline will ease gas prices and oil “insecurity.” But domestic drilling has raised, not lowered, oil prices, and as for the insecurity — what we need is to develop wiser ways to use the oil we have.

They say, too, that the pipeline could create 100,000 new jobs. But even the Amalgamated Transit Union and the Transport Workers Union oppose the pipeline, saying, “We need jobs, but not ones based on increasing our reliance on Tar Sands oil.”

Sounds as if union officials have been reading the writer and activist Bill McKibben, who calls the pipeline “a fuse to the biggest carbon bomb on the continent,” and NASA scientist Jim Hansen, who says the oil Keystone will deliver “is essentially game over” for the planet.

Game over? No problem, says the State Department, which concluded that the project will have no significant impact on “most resources along the proposed pipeline corridor.” The Sierra Club quickly responded by calling the report “an insult to anyone who expects government to work for the interests of the American people.”

I do expect that, and I am insulted. President Obama can deny Keystone the permit. A truly environmentally friendly president (like the one candidate Obama appeared to be) would be looking for creative ways to leave fossil fuels underground, not extract them. Perhaps he doesn’t “believe in” global warming at this point, like many Republicans?

When government defends corporate interests, citizens must fight. McKibben has helped organize protests at the White House against Keystone, and he’s one of hundreds who’ve been arrested in the last couple of weeks. These people are showing that the role of government as corporate ally must be challenged.

As it will be in the fight against carte blanche for genetically modified organisms: From Oct. 1 to Oct. 16, there will be a march from New York City to Washington to demand that genetically modified foods be labeled, something a majority of Americans want. This small, perfectly reasonable request has run into joint opposition from the biotech industry and (here we go again) the Food and Drug Administration.

Why are most of us are filled with mistrust of the government? Maybe because we, like Gen Larkin, know it’s so hard to be good under the capitalistic system.
