A Perfect Moral Storm: The Ethical Tragedy of Climate Change by Stephen Gardiner

For the benefit of anyone who has spent the past decade or so on a different planet, the most frequently asked questions about climate change on this one are as follows. Is it getting warmer? Yes, surface temperatures have risen by 0.8°C from pre-industrial levels. Are humans causing it? Almost certainly. The gases produced by industrialisation and agriculture are known to have an insulating effect, and their concentration in the earth’s atmosphere has increased in line with rising temperatures, while natural causes of global warming have remained constant. Will it get warmer still? Very probably, though no one can accurately predict when or by how much. The 2007 Intergovernmental Panel on Climate Change (IPCC) Report offers a range of projections within which its best estimates are for a temperature rise of somewhere between 1.8°C and 4°C over the course of the 21st century, depending on the level of greenhouse emissions. Is there anything we can do about it? Potentially, yes. If we were to keep emissions to the low end of that spectrum, global warming might just be kept at 2°C or below, and its impacts minimised.
Climate change sceptics are an assortment of cussed old men, mostly without relevant scientific training, who disagree with one or more of these answers. Their aim is scattershot, but they do have some ammunition. The first decade of the 21st century may have been the hottest on record, but global temperatures did not get significantly hotter in the course of the decade as they had in the 1980s and 1990s. There are several possible explanations for this, one of which is the protective effect of sulphate aerosols, another result of industrialisation (Chinese in this case), which may also explain the flattening of the upward secular trend in temperatures from the 1940s to the 1970s. If that’s so, there is no reason to adjust the trend-line, for greenhouse gases stay in the atmosphere a lot longer, and sulphates mask rather than modify their effect.
That said, even though Chinese industrialisation was well advanced in the 1980s, its influence on the climate was not widely anticipated, and anyone looking back at the 1990 IPCC projections on global warming can see that they overestimate temperature rises in the 2000s by some margin (though not the associated environmental impact). This is also an indication of the difficulty of modelling future changes, and given that the range of the 2007 IPCC projections is sufficiently wide for the highest value in the low-emissions scenario (2.9°C) to be 0.5°C above the lowest in the high-emissions scenario (2.4°C), it’s clear that we are some way from quantifying all the variables involved.
Although they often have to give ground on the science, the sceptics have correctly spotted that there is something odd about the discourse around climate change. Public policy debates are rarely concerned with possibilities so remote in time and uncertain in outcome, and when they are, the policies that result are correspondingly tentative. The peculiarity of climate change is that the seemingly natural relationship of policy to time and certainty is inverted: it is precisely because climate change is so uncertain that we have to consider the possibility that it will bring disaster on a global scale, and it is precisely because its impact is long deferred that we must act decisively now.
Are these demands reasonable? They might be if – as James Hansen, one of the founders of climate science, has claimed – it is ‘our last chance to save humanity’. But is it? Any change in temperature will inevitably benefit some species and harm others, so it probably is the last chance to save those adapted only to specific ecological niches dependent on the existing climate. One pro-climate change website helpfully provides parallel columns of the positive and negative impacts: top of the list on the positive side is an increase in the numbers of chinstrap and gentoo penguins; on the negative, the extinction of the European land leech.
What about the impact on human beings? Here, too, the effects of climate change appear ambiguous. In terms of temperature change itself, the World Health Organisation estimates that climate change since the 1970s is already responsible for 140,000 deaths annually. That sounds terrible, but any temperature variation is going to result in excess deaths from either heat or cold, and it is far from clear that the net effect of an increase in temperature will in itself be harmful – it might even be beneficial. As for rises in sea level, the 2007 IPCC projections range from 18 to 59 centimetres – which is not enough to submerge anywhere other than the lowest-lying areas. And with regard to fresh water, everyone agrees that higher temperatures mean higher levels of precipitation, so there should be more water to go round. The 2007 IPCC report acknowledged that climate change reduces per capita water stress, and one recent study suggests that, with a temperature rise of around 2.4°C, water stress would increase for 1.2 billion people by 2100 but decrease for three billion others.
So what is the problem? There are two: differential impacts and high-end uncertainty. Most of the negative consequences will be felt in the earth’s mid-latitudes, already the poorest parts of the world, where secondary effects such as economic disruption, disease, famine and war will be experienced most acutely. Climate change is therefore likely to have a disproportionate impact on the vulnerable and exacerbate existing inequalities. A mid-range increase in global temperatures, which might be quite pleasant in Canada, is potentially disastrous for the population of Bangladesh or Somalia. Rises in sea level will not affect most populations at all, but even a mid-range increase would make the habitats of between sixty and a hundred million additional people liable to flooding by the end of the century. There are millions of chinstrap penguins already, but the European land leech is exceedingly rare.
However, nobody can be confident that the effects of global warming will end there. The lowest value in the high-emissions scenario might be 2.4°C, but the highest is an alarming 6.4°C, and some scientists consider the IPCC unduly cautious. Positive feedback mechanisms – the earth’s reduced albedo (reflectivity), the transformation of carbon sinks into carbon sources, or the release of methane from thawing permafrost – could push temperatures towards the top of the range and so trigger irreversible non-linear changes such as the melting of the polar ice-sheets and the disruption of thermohaline circulation in the world’s oceans. Were all that to happen, much of the planet would be uninhabitable.
What is the rational response? The possibility that climate variation is not anthropogenic, or that it will not get much worse, or that some as yet unknown technological development will mitigate its effects, cannot be wholly discounted. All are unlikely, but each has a probability well above zero. How do these combined independent probabilities compare with the probability that global political initiatives in the next, say, twenty years will make a decisive positive difference to the outcome for future generations? That depends on several conditions being met: that climate change is anthropogenic (almost certain); that it is going to get worse (very probable); that decisive and timely global political action takes place (rather doubtful); that it is sufficiently sustained to be effective (unlikely, if the past twenty years are anything to go by).
Even someone who both accepted anthropogenic global warming and believed that it was possible to do something about it might look at the odds and think that fatalism was the most appropriate response. As long ago as the 1990s, Al Gore admitted that ‘the minimum that is scientifically necessary’ to combat global warming ‘far exceeds the maximum that is politically feasible’, and many now seem to agree. Aside from the spike created by the Copenhagen summit in 2009, newspaper coverage of climate change has been dropping since 2007. Perhaps we should just acknowledge the problem, try not to exacerbate it too much and hope for the best. That, after all, is what most people have decided to do about the nightmare of the previous generation, nuclear weapons, and there is no reliable means of quantifying whether nuclear war is more or less likely than severe climate change, or whether its effects would be more or less destructive.
The real question is whether such fatalism is ethically defensible. The moral argument for preventing further climate change is easily stated. It is not just a matter of protecting the vulnerable from harm, but of taking responsibility for a harm that we in the industrialised North have both caused and benefited from. However, the worst effects of climate change are likely to be experienced by beings from other times, places or species, and as Stephen Gardiner points out, this allows us to rationalise our obligations to suit our inclinations, rather in the way that, in Sense and Sensibility, John Dashwood and his wife Fanny gradually persuade themselves that the large sum of money John had promised to support his stepmother and half-sisters really ought, in the best interests of everyone involved, to be reduced to nothing at all.
Global surveys already show that people who live in countries with high per capita emissions are less inclined to believe that global warming is a serious problem than those who live in hotter, more vulnerable countries with low emissions. But in this case it is not necessarily just a matter of self-interest prevailing over honesty and virtue. Climate change creates what Gardiner calls ‘a perfect moral storm’, within which it is difficult to keep one’s bearings. The key elements of this storm, which he enumerates with admirable – if exhausting – clarity, are problems of agency, the temptation to intergenerational buck-passing, and the inapplicability of existing political theories.
It is no secret that the 1997 Kyoto Protocol, designed to bring the emissions of industrialised countries below their 1990 levels, has been unable to achieve its targets (or only with unexpected help from economic recessions), or that the Copenhagen summit of 2009 failed to reach any meaningful agreement at all. Such failures, according to Gardiner, reflect a fragmentation of agency: while it might be collectively rational for nations to co-operate on climate change, it is individually rational for them not to. Even greater difficulties are presented by what Gardiner calls the ‘pure intergenerational problem’. The current generation has nothing to gain from reducing emissions and every subsequent one has more at stake than its predecessor. In game-theoretical terms, this means that the current generation has no incentive to co-operate even if every other generation were willing to do so, and that the same will be true of the next generation if the present one has failed to co-operate and passed the buck instead. If successive generations were distinct in this way, it would never be rational to do anything about global warming. In practice, of course, they are not distinct, but even if future generations overlap with ours, they can do little for us or to us as far as climate change is concerned, so our relationship with them is effectively non-reciprocal.
How does the difficulty of achieving co-operation between nations relate to that of achieving co-operation across generations? Gardiner opposes the two, arguing that taking nation-states to represent the interests of their citizens in perpetuity effectively excludes the intergenerational aspect of the climate change problem. However, there are good reasons for thinking that the reverse is true. People routinely make sacrifices for their children and grandchildren, and both individuals and governments are far more likely to invest their resources for the benefit of people who are temporally remote but genetically or culturally proximate than they are for their spatially distant coevals. In these cases, the possibility of future-recognition (transmitted forward through family tradition or cultural memory) trumps that of future-reciprocity. And it is the nation, conceived as a community bound together by cross-generational ties that stretch into the future, that functions as the primary vehicle of such recognition.
Paradoxically, therefore, the intergenerational politics of climate change brings us back to the political form seemingly least able to cope with it: the nation-state. For while the fragmentation of space appears to call for supranational institutions to monitor and enforce agreement, fragmentation in time demands national institutions capable of identifying with and aggregating the interests of future generations. Nation-states could act as the self-appointed representatives of future generations of their own citizens, and then (alongside various NGOs like the WWF) lobby some supranational body on their behalf. In this scenario, what climate change most conspicuously undermines is not the nation-state but democracy, for it requires supranational institutions at a time when there is no supranational democracy, and allows that at a national level the interests of future generations might take precedence over those of the current one. Perhaps, as James Lovelock has argued, climate change means that ‘it may be necessary to put democracy on hold for a while.’
Gardiner acknowledges that it is doubtful whether democratic political institutions, with their short time horizons, have the capacity to deal with deferred climate impacts, but it does not occur to him that the ‘tyranny of the contemporary’ of which he complains might be coextensive with democracy itself. In the aftermath of the French Revolution, it was Edmund Burke who argued that society ‘is a partnership not only between those who are living, but between those who are living, those who are dead and those who are to be born’, and Tom Paine who, ‘contending for the rights of the living’, responded that ‘every generation is, and must be, competent to all the purposes which its occasions require.’ If the absolute rights of the living are a form of tyranny, then their freedom to choose their own government must be called into question as well.
That might sound bizarre, but although the dead and the unborn cannot make choices now, their interests could be registered through a form of what Burke called ‘virtual representation’, in which ‘there is a communion of interests, and a sympathy in feelings and desires between those who act in the name of any description of people, and the people in whose name they act, though the trustees are not actually chosen by them.’ The current generation may of necessity furnish the representatives, but it does not follow that it is in its entirety an appropriate virtual representative of other generations, for it is collectively liable to prefer its own interests to theirs. Other generations will be more adequately represented by that minority best equipped to act for them.
One version of this arrangement would be the Burkean one in which power resides with a natural aristocracy able to mediate between past and future by conserving what is best and passing it on. Its members are conscious of what is due to posterity precisely because they are mindful of what they have received from their ancestors, and do not think it ‘among their rights to cut off the entail or commit waste on the inheritance … hazarding to leave to those who come after them a ruin instead of a habitation’. Without this, according to Burke, ‘the whole chain and continuity of the commonwealth would be broken. No one generation could link with the other.’
As Paine observed, this version of inter-generational politics has a strong bias towards the past, allowing people to govern from the grave and bind future generations for ever. An alternative weighting would be closer to the Leninist idea of a vanguard. Articulated in opposition to those who wanted to fight only ‘for themselves and for their children, and not for some kind of socialism for some future generation’, Lenin’s account of the party as the vanguard of the proletariat was founded on the idea that it embodied their objective class interests in a way they could not yet do themselves. In this manner, as Georg Lukács puts it, ‘the party, on the basis of its knowledge of society in its totality, represents the interests of the whole proletariat (and in doing so mediates the interests of all the oppressed – the future of mankind).’
The virtual representatives of other generations will inevitably have to press their claims against those of the living. In respect of climate change, the way in which they do so will depend largely on the weighting given to past emissions, on the one hand, and future prosperity, on the other. Should the magnitude of past emissions (for which the United States and the EU nations are mostly responsible) have a positive or negative impact on the extent of emissions in the future? And should we discount the costs and benefits that accrue to future generations on the basis that economic growth will probably make them richer than we are? A Burkean would argue that past emissions are irrelevant, and that it is reasonable to discount the future to preserve the comparability and continuity across the generations; a Leninist might say that past emissions extracted value from the lives of future generations, and that any future discounting should be at a zero or negative rate. The Burkean move is liable to have the effect of entrenching the stranglehold of the past over the future: the Leninist creates a dictatorship of the future over the present.
Gardiner himself argues that past emissions do matter, and (it would appear, though he is very cautious here) that the future should not be discounted. But he gives little thought to the far-reaching political implications of these conclusions. Insofar as we move beyond the tyranny of the contemporary, we invite other forms of dictatorship, and the hard-won battle of democracy to exclude its ideological rivals by establishing the present as the temporal locus of sovereignty is under threat. Rather than being able to take its destiny in its own hands, as Paine advocated, the current generation is in danger of becoming the squeezed middle – a victim of the careless excess of the past, yet still obliged to save all its resources for the needs of those to come.
Should this shift in the temporality of political thinking be resisted, or is the need for it an indication that the political forms fostered by industrialisation have proved unsuited to dealing with its consequences, and are now obsolete? With its unavoidable reliance on virtual representation, and its insistence on appropriate deliberation about technical matters beyond the grasp of the uninformed, climate change politics suggests that technocratic government, the contemporary version of Burke’s natural elite, is the only appropriate solution. And yet, with its emphasis on the ‘future of mankind’ and its deployment of backcasting (working backwards from a desired future state to determine what measures are necessary to achieve it), climate change politics has, for all its apocalyptic rhetoric, a distinctively utopian form.
Is this because the emergence of concern about global warming coincided with the failure of Communism? As some climate change sceptics have noted, there was something suspicious about the way that Communism departed stage right moments before climate change entered stage left as the new nemesis of consumer capitalism. Perhaps we should think of climate change as an updated version of the chess-playing Turkish puppet that Walter Benjamin likened to historical materialism operated by the hidden hand of theology, save that historical materialism has now become the wizened hunchback that controls the puppet and has to keep out of sight.
That would be too simplistic. The recognition that actions are liable to have unintended negative consequences is a constant in human affairs, whether mediated through the discourse of theology, economics or environmental science. Such negative consequences provide the phantom opponents against whom we strive and from whom we try to learn. Counter-hegemonic movements invariably seek to harness the latent power of unintended negative consequences to challenge the status quo. But they are not alone in this. All morality is in part an effort to mobilise sentiment to pre-empt negative outcomes, and climate science is just the latest means through which our actions are amplified back to us to create a moral connection with their consequences.
One indication of the distinctively moral nature of the discourse around climate change is the concern Gardiner expresses about treating it as a purely physical problem susceptible to a technical resolution. Those sulphate aerosols, which may be responsible for the stabilisation of global temperatures in the 21st century, could in theory be pumped into the atmosphere indefinitely for the sole purpose of reducing global warming. Any state (or company or individual for that matter) with the requisite resources could do it unilaterally, thus changing the earth’s atmosphere for everyone else. Given that sulphates are themselves a pollutant, this would be a less desirable option than controlling greenhouse emissions, but in the absence of effective action on that front, it might well be a lesser evil than uncontrolled climate change.
Gardiner devotes an entire chapter to warning against any such solution. Lesser evils, he suggests, may still tarnish those who commit them and blight their lives and those of others, rather as Sophie’s life is destroyed by the sacrifice of one child in Sophie’s Choice. The analogy is absurd but revealing, for what Gardiner calls ‘marring evils’ are meta-ethical evils that arise not from the action itself, but from the resulting negative moral assessment of the agent. On this view, the moral failure threatened by sulphate injection, or other forms of geo-engineering, arises not so much from its result, as from the failure of the action as a moral response.
What this reveals is the extent to which climate change is now constructed not as a scientific problem that generates unexpected moral dilemmas, but as an ethical problem that necessarily requires moral solutions. The sceptics are understandably wary of this, and, as Björn Lomborg has argued, we are not generally as moral as climate change ethics assumes, for if we were we might not make climate change our top priority. If we were concerned about polar bears we would start by not shooting them, rather than worrying about how much ice they had left to stand on, and if we were really worried about the global poor, we could help them now rather than helping their descendants at the end of the century, who will probably be a lot better off anyway.
These are in many respects valid arguments, but they miss the point that were it not for climate change, we would be giving even less thought to polar bears, or to the global poor, and would see little connection between our actions and their fate. As Peter Unger’s Living High and Letting Die showed, our customary moral intuitions barely extend to poor foreigners, let alone to their descendants, or to Arctic fauna. It is thanks to climate change that an entire body of political thought has emerged which positions our everyday actions in direct relation to their most distant consequences.
Adam Smith once noted that we are less troubled by the prospect of a hundred million people dying as a result of an earthquake in some distant location than of losing our little finger, but would nevertheless be horrified by the idea we might allow them to die in order to save it. Climate change effectively transforms the former scenario into the latter, and so places unprecedented demands on our moral imagination. Almost every little thing we do contributes to our carbon footprint, which increases greenhouse gases, which could in turn ultimately threaten hundreds of millions of lives in some remote time and place – the uncertainty only adding to the sublime awfulness of our responsibilities.
Contrary to Gardiner’s concerns about moral corruption, climate change does not tempt us to be less moral than we might otherwise be; it invites us to be more moral than we could ever have imagined. Unlike the Dashwoods, we never knew how many relatives we had. Climate ethics is not morality applied but morality discovered, a new chapter in the moral education of mankind. It may tell us things we do not wish to know (about democracy, perhaps), but the future development of humanity may depend on what, if anything, it can teach us.
Game Over for the Climate (N.Y.Times)

GLOBAL warming isn’t a prediction. It is happening. That is why I was so troubled to read a recent interview with President Obama in Rolling Stone in which he said that Canada would exploit the oil in its vast tar sands reserves “regardless of what we do.”
If Canada proceeds, and we do nothing, it will be game over for the climate.
Canada’s tar sands, deposits of sand saturated with bitumen, contain twice the amount of carbon dioxide emitted by global oil use in our entire history. If we were to fully exploit this new oil source, and continue to burn our conventional oil, gas and coal supplies, concentrations of carbon dioxide in the atmosphere eventually would reach levels higher than in the Pliocene era, more than 2.5 million years ago, when sea level was at least 50 feet higher than it is now. That level of heat-trapping gases would assure that the disintegration of the ice sheets would accelerate out of control. Sea levels would rise and destroy coastal cities. Global temperatures would become intolerable. Twenty to 50 percent of the planet’s species would be driven to extinction. Civilization would be at risk.
That is the long-term outlook. But near-term, things will be bad enough. Over the next several decades, the Western United States and the semi-arid region from North Dakota to Texas will develop semi-permanent drought, with rain, when it does come, occurring in extreme events with heavy flooding. Economic losses would be incalculable. More and more of the Midwest would be a dust bowl. California’s Central Valley could no longer be irrigated. Food prices would rise to unprecedented levels.
If this sounds apocalyptic, it is. This is why we need to reduce emissions dramatically. President Obama has the power not only to deny tar sands oil additional access to Gulf Coast refining, which Canada desires in part for export markets, but also to encourage economic incentives to leave tar sands and other dirty fuels in the ground.
The global warming signal is now louder than the noise of random weather, as I predicted would happen by now in the journal Science in 1981. Extremely hot summers have increased noticeably. We can say with high confidence that the recent heat waves in Texas and Russia, and the one in Europe in 2003, which killed tens of thousands, were not natural events — they were caused by human-induced climate change.
We have known since the 1800s that carbon dioxide traps heat in the atmosphere. The right amount keeps the climate conducive to human life. But add too much, as we are doing now, and temperatures will inevitably rise too high. This is not the result of natural variability, as some argue. The earth is currently in the part of its long-term orbit cycle where temperatures would normally be cooling. But they are rising — and it’s because we are forcing them higher with fossil fuel emissions.
The concentration of carbon dioxide in the atmosphere has risen from 280 parts per million to 393 p.p.m. over the last 150 years. The tar sands contain enough carbon — 240 gigatons — to add 120 p.p.m. Tar shale, a close cousin of tar sands found mainly in the United States, contains at least an additional 300 gigatons of carbon. If we turn to these dirtiest of fuels, instead of finding ways to phase out our addiction to fossil fuels, there is no hope of keeping carbon concentrations below 500 p.p.m. — a level that would, as earth’s history shows, leave our children a climate system that is out of their control.
We need to start reducing emissions significantly, not create new ways to increase them. We should impose a gradually rising carbon fee, collected from fossil fuel companies, then distribute 100 percent of the collections to all Americans on a per-capita basis every month. The government would not get a penny. This market-based approach would stimulate innovation, jobs and economic growth, avoid enlarging government or having it pick winners or losers. Most Americans, except the heaviest energy users, would get more back than they paid in increased prices. Not only that, the reduction in oil use resulting from the carbon price would be nearly six times as great as the oil supply from the proposed pipeline from Canada, rendering the pipeline superfluous, according to economic models driven by a slowly rising carbon price.
But instead of placing a rising fee on carbon emissions to make fossil fuels pay their true costs, leveling the energy playing field, the world’s governments are forcing the public to subsidize fossil fuels with hundreds of billions of dollars per year. This encourages a frantic stampede to extract every fossil fuel through mountaintop removal, longwall mining, hydraulic fracturing, tar sands and tar shale extraction, and deep ocean and Arctic drilling.
President Obama speaks of a “planet in peril,” but he does not provide the leadership needed to change the world’s course. Our leaders must speak candidly to the public — which yearns for open, honest discussion — explaining that our continued technological leadership and economic well-being demand a reasoned change of our energy course. History has shown that the American public can rise to the challenge, but leadership is essential.
The science of the situation is clear — it’s time for the politics to follow. This is a plan that can unify conservatives and liberals, environmentalists and business. Every major national science academy in the world has reported that global warming is real, caused mostly by humans, and requires urgent action. The cost of acting goes far higher the longer we wait — we can’t wait any longer to avoid the worst and be judged immoral by coming generations.

Vocês devem ter assistido ou ouvido falar da entrevista recentemente veiculada no programa do Jô, com o Sr. Ricardo Felício que, mesmo sendo professor da Geografia da USP, atacou a comunidade de cientistas do clima, esboçou uma série de teorias conspiratórias e cometeu absurdos que não fazem sentido científico algum como as afirmações de que “não há elevação do nível do mar”, “o efeito estufa não existe”, “a camada de ozônio não existe”, “a Floresta Amazônica se reconstituiria em 20 anos após ser desmatada” e chegou ao auge ao apresentar uma explicação desprovida de sentido para a alta
temperatura de Vênus, apresentando uma interpretação totalmente absurda da lei dos gases.
Enfim, o que levaria uma pessoa que, a princípio é ligada à comunidade acadêmica, a postura tão absurda? Primeiro, achei tratar-se de alpinismo midiático. Como o currículo da figura não mostra nenhuma produção minimamente relevante, achei apenas que bater no “mainstream” fosse uma maneira de chamar atenção, atrair publicidade, ganhar fama, etc. Ingenuidade minha.

Um grupo de extrema-direita especialista em teorias conspiratórias e em ataques ao Greenpeace (“um instrumento político das oligarquias internacionais”), ao Movimento de Trabalhadores Sem Terra — MST (“um instrumento de guerra contra o Estado Brasileiro), o Foro de São Paulo (“reúne grupos revolucionários que objetivam desestabilizar as Forças Armadas”), a Pastoral da Terra, etc. Eu mesmo fui no site dessa organização e a última desse pessoal é uma campanha contra a Comissão da Verdade, a favor dos militares (“A quem interessa uma crise militar”)! Parece ser sintomático que às vésperas do final do prazo para veto do Código ruralista, alguém com esse tipo de vínculo (a MSIa se associa à UDR) venha dizer que se pode desmatar a Amazônia que a mesma se regenera em vinte anos… É interessante que a acusação de uma agenda “ambientalista”, “comunista”, de “governança internacional” ou qualquer que seja o delírio que os negadores da mudança climática colocam ao tentarem politizar-ideologizar a questão apenas mostram de onde vem essa politização-ideologização e com que matiz.
Como costumo dizer, moléculas de CO2 não têm ideologia e absorvem radiação infravermelho, independente da existência não só de posições políticas, mas até dos humanos que as expressam. O aumento de suas concentrações na atmosfera terrestre não poderiam ter outro efeito que não o de aquecimento do sistema climático global. Negar uma verdade científica óbvia então só faz sentido para aqueles que têm interesses atingidos. E fica claro. Esse senhor, que academicamente é um farsante é, na verdade, um militante de direita. Parafraseando aqueles que tanto o admiram, precisa aparecer na mídia sem a máscara de “professor da USP”, “climatologista”, etc., mas sim com sua verdadeira face.

A Negação das Mudanças Climáticas e a Direita Organizada – Parte II: Mais Revelações (13 de maio de 2012 – postado no Facebook)
Não é difícil continuar a ligar os pontos, após a aparição do Sr. Ricardo Felício no programa do Jô Soares. Por que alguém se disporia a se expor ao ridículo daquela forma? Como alguém seria capaz de, na posição de doutor em Geografia, professor da USP e “climatologista”, assassinar não apenas o conhecimento científico recente, mas leis básicas da Física, conhecimentos fundamentais de Química, Ecologia, etc.? O que levaria alguém a insultar de forma tão grosseira a comunidade acadêmica brasileira e internacional, principalmente a nós, Cientistas do Clima?
O que pretendo mostrar é que para chegar a esse ponto, é preciso ter motivações. E estas, meus caros, não são de mera vaidade, desejo pelo estrelato, etc. É uma agenda.

Lá, os links são para o conhecido site http://www.msia.org.br/ do “Movimento de Solidariedade Íbero-Americana”, cujo nome pomposo esconde o neo-fascismo LeRouchista, especializado em teorias conspiratórias e manipulação e inimigo visceral, como se pode ver em seu site, do MST, do movimento feminista, do movimento de direitos humanos, da Comissão da Verdade, etc; para o não menos direitoso http://www.midiaamais.com.br/, cujos artigos não consegui ler até o fim, mas que são de ataques de direita a Obama, de ridicularização do movimento dos moradores do Pinheirinho, em SJC, de combate à decisão do STF em considerar as cotas constitucionais e, claro, negação da mudança climática e ataques ao IPCC, etc,; um site anti-movimento ambientalista de nome http://ecotretas.blogspot.com/, que por sua vez contém links neo-fascistas como “vermelho não” (http://vermelhosnao.blogspot.com.br/search/label/verdismo), que por sinal está fazendo a campanha “Não Veta, Dilma”, ou especializados em teorias conspiratórias como http://paraummundolivre.blogspot.com.br/ e até diretistas exóticos, defensores da restauração da monarquia em Portugal (http://quartarepublica.wordpress.com/) ou neo-salazaristas (http://nacionalismo-de-futuro.blogspot.com.br/).
Como coloquei em diversos momentos, não é a escolha política-ideológica que faz com que alguém tenha ou não razão em torno da questão climática. Tenho colegas em minha comunidade de pesquisa que simpatizam com os mais variados matizes político-ideológicos (o que por si só já dificultaria que nos juntássemos numa “conspiração”… como é mesmo… ah!… para “conquistar uma governança mundial da ONU via painéis de clima”, tipo de histeria típico da direita mais tresloucada dos EUA). A questão do clima é objetiva. Os mecanismos de controle do clima são conhecidos, incluindo o papel dos gases de efeito estufa. As medições, os resultados de modelos (atacados de maneira desonesta pelo entrevistado), os testemunhos paleoclimáticos, todos convergem. E dentre todas as possíveis hipóteses para o fenômeno do aquecimento do sistema climático, a contribuição antrópica via emissão de gases de efeito estufa foi a única a permanecer de pé após todos os testes. Constatar isso independe de ideologia. Basta abrir os olhos. O tipo de política pública a ser aplicada para lidar com os impactos, a adaptação às mudanças e a mitigação das mesmas, aí sim… é um terreno em que as escolhas políticas adquirem grau de liberdade.
O problema é que, para uma determinada franja político-ideológica, no caso a extrema-direita, há realmente incompatibilidade com qualquer agenda ambiental que possa significar controle público sobre o capital privado. Há também uma necessidade de ganhar respaldos afagando desejos escondidos da opinião pública (como o de que nada precisa ser feito a respeito das mudanças climáticas) e fazendo apelos ao nacionalismo (típico dos Mussolinis, dos Hitlers, dos Francos, dos Salazares e de tantas ditaduras de direita na América Latina) – ainda que eventualmente isso signifique adotar um discurso falsamente antiimperialista. Com esses objetivos “maiores”, que incluem sabotar a campanha pelo veto presidencial sobre o monstro que é o Código Florestal aprovado pelos deputados, para que compromisso com a verdade científica? Para que ética e tratamento respeitoso em relação aos demais colegas de mundo acadêmico?
É impressionante como aqueles que nos acusam de “fraude”, “conspiração”, etc., na verdade são exatamente os que as praticam. Como coloquei em outros textos que escrevi sobre o assunto, é preciso desmistificar cientificamente os pseudo-argumentos apresentados pelos negadores (e isso tenho feito em outros textos), mas como bem lembra o colega Michael Mann, eles são como a hidra. Sempre têm mais mentiras na manga para lançarem por aí e não têm preocupação nenhuma em apresentarem um todo coerente em oposição aos pontos de vista da comunidade científica. Interessa a eles semearem confusão, ganharem espaço político, atrasarem ações de proteção da estabilidade climática, darem tempo para os que os financiam na base (ainda que possa haver negadores não ligados diretamente à indústria de petróleo e outras, mas já ficou evidente a ligação desta com a campanha articulada anti-ciência do clima em escala mundial). A pseudo-ciência e a impostura intelectual são as cabeças da hidra. O coração do monstro é a agenda político-ideológica. Mas a espada da verdade é longa o suficiente para ferir-lhe de morte!

Em Defesa da Ciência do Clima (10 de maio de 2012 – postado no Facebook)
Tenho me preocupado muito com os ataques feitos recentemente à Ciência do Clima, dentre outros motivos, porque estes tem se constituído num amálgama estranho que reúne o Tea Party, a indústria petroquímica e pessoas que parecem acreditar numa grande conspiração imperialista para, ao impedir que queimem suas reservas de combustíveis fósseis, a periferia do capitalismo se “desenvolva”, o que, com o perdão da palavra, já é per si uma visão absolutamente tacanha de “desenvolvimento”.
Mas essa não é uma questão ideológica, mesmo porque se o fosse estaria eu distante de Al Gore. É uma questão científica, pois moléculas de CO2 não têm ideologia. O que elas são dotadas, assim como outras moléculas (caso do CH4 e do próprio vapor d’água), é de uma propriedade da qual não gozam os gases majoritários em nossa atmosfera, que é a de um modo de oscilação cuja frequência coincide com a de uma região do espectro eletromagnético conhecida como infravermelho. A retenção do calor é uma consequência da presença desses gases (mesmo tão minoritários) na atmosfera terrestre. Não fosse por eles, a Terra teria temperatura média de -18 graus, em contraste com os moderados 15, para não falar do papel dos mesmos em mantê-la entre limites amenos. A Terra não é Mercúrio que, por não ter atmosfera, devolve livremente a energia absorvida do Sol na porção em que é dia, levando-o a contrastes de temperatura de 430 graus durante o dia e -160 graus à noite. Felizmente, tampouco é Vênus, cuja cobertura de nuvens faz com que chegue à sua superfície menos energia solar do que na Terra, mas cujo efeito estufa, causado por sua atmosfera composta quase que exclusivamente por CO2, eleva sua temperatura a praticamente constantes 480 graus.
Desconhecer essas idéias científicas simples, de que o CO2 é um gás de efeito estufa (conhecido e medido por Tyndall, Arrhenius e outros, desde o século XIX), com mecanismo bem explicado pela Física de sua estrutura molecular; ignorar o conhecido efeito global que o CO2 tem sobre um planeta vizinho, o que é bem estabelecido pela astronomia desde o saudoso Sagan, não faz sentido, especialmente no meio acadêmico, onde encontram-se alguns dos negadores mais falantes. A esses eu gostaria de lembrar de algo básico no método científico. De um lado, a ciência não tem dogma, nem verdades definitivas. Suas verdades são sempre, por construção, parciais e provisórias (que bom, senão viraria algo chato e tedioso como, digamos, uma religião). No entanto, por outro lado, o conhecimento científico é cumulativo e, nesse sentido, não se pode andar para trás! Só quando uma teoria falha, se justifica uma nova e esta não pode ser apenas a negação da anterior, pois precisa ser capaz de reproduzir todos os seus méritos (caso da Mecânica Clássica e da Relatividade, que se reduz à primeira para baixas velocidades).
Não é uma questão de crença. “Monotonia” à parte, é ciência bem estabelecida, bem conhecida. Tanto quanto a Gravitação Universal (que também é “apenas” uma teoria) ou a Evolução das Espécies.
INJUSTIÇA, DESRESPEITO E SUBESTIMAÇÃO
Os Cientistas do Clima tem sofrido ataques, com base em factóides que em nenhum momento se assemelham à realidade de nossa área. Nenhuma Ciência é hoje tão pública e aberta. Quem quiser, pode obter facilmente, na maioria dos casos diretamente pela internet, dados observados do clima, que demonstram claramente o aquecimento global (www.cru.uea.ac.uk/cru/data/ dentre outros), dados de modelagem que estão sendo gerados agora e que certamente subsidiarão o 5o relatório do IPCC (http://cmip-pcmdi.llnl.gov/cmip5/data_portal.html) ou dados de testemunhos paleoclimáticos, que servem para analisar o clima do passado (www.ncdc.noaa.gov). Pode obter os relatórios do IPCC, emwww.ipcc.ch e seguir as referências, revisadas e publicadas em sua esmagadora maioria, principalmente no caso do Grupo de Trabalho que lida com as Bases Físicas do Sistema Climático, em revistas de grande impacto, sejam gerais (Science, Nature), sejam da área. Duvido que, em nossas universidades, cheias de laboratórios com convênios privados, sejam na engenharia de materiais ou na bioquímica, haja um segmento tão aberto, que tenha o desprendimento de sentar à mesa, compartilhar dados, levantar o estado-da-arte em sua ciência e elaborar coletivamente um relatório de síntese. Duvido! Desafio!
Os cientistas que participamos desses painéis não somos “representantes de governos”. Nada é criado ou inventado nesses painéis, além de uma síntese da Ciência que é produzida de maneira independente e publicada na literatura revisada por pares. Os que participam da comunidade acadêmica podem, inclusive, se informar melhor com facilidade, junto a colegas da comunidade científica brasileira que participaram e participam das iniciativas do IPCC e do PBMC sobre o funcionamento desses painéis, antes de emitir opinião, para que não terminem, na prática, difamando o que desconhece. Algumas pessoas, sem a menor conduta crítica em relação aos detratores do IPCC, repete-lhes a verborragia, quando poderiam ser céticos em relação aos “céticos”.
Mas não o são. Em nenhum momento, questionam as reais motivações de dois ou três (felizmente, são tão raros) que assumem a conduta lamentável da negação anti-ciência, ou por serem abertamente corruptos e serviçais da indústria petroquímica ou, simplesmente, por terem uma vaidade que não cabe no papel secundário que cumpririam caso estivessem, como nós, desprendendo, em geral quase anonimamente, enorme energia para colocar tijolo por tijolo no edifício da Ciência do Clima. É preciso saber distinguir entre o ceticismo honesto, genuíno, que é saudável em ciência, consonante com a dúvida sincera e a conduta crítica, da negação religiosa, baseada em fé e na necessidade cega de defender determinado ponto de vista, independente se o mesmo tem base real ou não e, principalmente, da canalhice pura e simples, que é o que é promovido por alguns dos negadores. O possível “sucesso” dessas idéias junto ao público, para mim, são terreno da psicologia social, mas a melhor analogia que tenho é a da popularidade de idéias religiosas, em geral mentiras reconfortantes que são preferidas em detrimento de verdades desagradáveis.
O verdadeiro ceticismo levou até onde os físicos de Berkeley foram (http://www.berkeleyearth.org/index.php). Inicialmente questionando os resultados obtidos por nossa comunidade, se municiaram de um enorme banco de dados de temperatura em escala mundial, mais amplo do que os que o Hadley Centre inglês e a NASA dispunham. Testaram outras metodologias, chegaram até a excluir as estações meteorológicas usadas por nossos centros de pesquisa. A postura inicial de Richard Muller, idealizador dessa iniciativa, era de tamanho questionamento em relação a nossos resultados que ele chegou a alavancar recursos da famigerada Fundação Koch, abertamente anti-Ciência do Clima. Mas o que Muller e seus parceiros encontraram? O mesmo resultado que já nos era conhecido. A Terra está aquecendo e este aquecimento se acelerou bastante nas últimas décadas do século XX. Este aquecimento se aproxima de um grau e portanto está muito acima de todas as flutuações naturais registradas desde que se tem registro instrumental. Aliás, confirmou o que também sabíamos: que os dados da Universidade de East Anglia (aqueles mesmos da farsa montada sob o nome altissonante de “climategate”, aqueles que foram perseguidos e cuja reputação foi ignominiosamente atacada, com repercussões em suas carreiras profissionais e vidas pessoais) contém um erro… para menos! O aquecimento sugerido pelos dados da CRU/UEA é um décimo de grau inferior aos das outras fontes de dados e, claro, entre nós, ninguém os acusa de desonestos por isso.
Outra impostura – e infelizmente, apesar da dureza do termo, acho que é neste caso em que ele se aplica – é a subestimação da inteligência de nossa comunidade, aliada ao desconhecimento dos materiais por ela produzidos. O 4o relatório do IPCC já contém um capítulo exclusivamente sobre Paleoclimatologia, isto é, sobre o clima do passado. Eu pessoalmente tenho dedicado grandes esforços na análise de testemunhos do clima passado e na modelagem das condições climáticas passadas. Existe uma preocupação permanente em discernir o sinal natural e separar, dele, o sinal antrópico, desde o primeiro relatório do IPCC. Para isso, avalia-se o papel das variações de atividade solar, as emissões dos vulcões, etc. Já avaliamos as possíveis influências naturais e as descartamos como possível causa para o aquecimento observado.
Nesse sentido, não há lugar para sofismas e tergiversações. Sobre os registros paleoclimáticos, que são capazes de recontar o histórico de temperatura e de concentração de gases de efeito estufa de 800 mil anos atrás até o presente, todos sabemos que, no passado, um pequeno aquecimento do planeta precedeu o aumento da concentração dos gases de efeito estufa. Isso se deu antes do encerramento de todas as eras glaciais. Mas é um raciocínio obtuso deduzir daí que o CO2 não exerce nenhum papel ou, nas palavras dos negadores “é consequência e não causa”. Existem diversos processos de retroalimentação no sistema climático e este é um dos melhores exemplos. As sutis variações da insolação e da distribuição desta sobre a superfície da Terra associadas aos ciclos orbitais são – e isto é do conhecimento de todos – muito pequenas para explicar as grandes diferenças de temperatura entre os períodos glaciais (“eras do gelo”) e os interglaciais (períodos quentes, mais breves, que as intercalaram). Mas um aquecimento sutil, após alguns séculos, mostrou-se suficiente para elevar a emissões naturais de CO2 e metano, que causam efeito estufa e amplificam o processo. Essa retroalimentação só era refreada, em condições livres da ação do homem, quando as condições orbitais mudavam novamente, levando a um resfriamento sutil, que induzia a captura de CO2 no sistema terrestre, que por sua vez amplificava o resfriamento e assim por diante.
Mas não é porque pessoas morrem de câncer e infarto que não se possa atribuir responsabilidades a um assassino! Porque pessoas morrem naturalmente de derrame, alguém acha possível dizer que “é impossível que um tiro mate alguém”? Ou que não se deva julgar mais ninguém por assassinato? Antes, era preciso um pequeno aquecimento para deflagrar emissões naturais e aumento de concentração de CO2, para daí o aquecimento se acelerar. Hoje, há uma fonte independente de CO2, estranha aos ciclos naturais e esta é a queima de combustíveis fósseis! Devo, aliás, frisar que até a análise isotópica (a composição é diferente entre combustíveis fósseis e outras fontes) é clara: a origem do CO2 excedente na atmosfera terrestre é sim, em sua maioria, petróleo, carvão, gás natural! Um mínimo de verdadeiro aprofundamento científico deixa claro que, hoje, o aumento das concentrações de CO2 na atmosfera é eminentemente antrópico e que é isso que vem acarretando as mudanças climáticas observadas. Não é possível mais tapar o sol, ou melhor, tapar os gases de efeito estufa com uma peneira! Os registros paleoclimáticos mostram que o aquecimento atual é inédito nos últimos 2500 anos. Mostram que a concentração atual de CO2 está 110 ppm acima do observado antes da era industrial e quase 100 ppm acima do que se viu nos últimos 800 mil anos. Mostram que esse número é maior do que a diferença entre a concentração de CO2 existente nos interglaciais e nas “eras do gelo” e que isso faz, sim, grande diferença sobre o clima.
QUAIS OS VERDADEIROS ERROS
Algumas pessoas se dizem céticas, críticas e desconfiadas em relação à maioria de nossa comunidade de cientistas do clima, mas não percebem o erro fundamental que cometem: a absoluta falta de ceticismo, criticidade e desconfiança em relação aos que nos detratam. A postura dos que combatem a Ciência do Clima sob financiamento da indústria petroquímica, ou em associação com setores partidários e da mídia mais reacionários é auto-explicativa. Interessa o acobertamento da realidade. Mas não só. Há desde essas pessoas que recebem diretamente recursos da indústria do petróleo a falastrões que há muito não têm atuação científica de verdade na área e, sem serem capazes de permanecer em evidência trabalhando seriamente para contribuir com o avançar de nossa ciência, debruçando-se sobre as verdadeiras incertezas, contribuindo para coletar dados, melhorar métodos e modelos, etc., apenas para manterem holofotes sobre si, têm atacado o restante da comunidade. Estranho e espalhafatoso como as penas de pavão. Prosaico como os mecanismos evolutivos que levaram tais penas a surgirem. Daí é preciso também combater o ponto de vista daqueles que dão a esse ataque um falso verniz “de esquerda”, pois lançam mão de teorias de conspiração, uma deturpação patológica do raciocínio crítico. Lutar com o alvo errado, com a arma errada, é pior do que desarmar para a luta.
O IPCC é perfeito? Não, é claro. Cometeu erros. Mas querem saber, de fato, quais são? Uma coisa precisa ficar claro a todos. As avaliações do IPCC tendem a ser conservadoras. As projeções de temperatura realizadas para após o ano 2000 estão essencialmente acertadas, mas sabe o que acontece com as projeções de elevação do nível dos oceanos e de degelo no Ártico? Estão subestimadas. Isso mesmo. O cenário verdadeiro é mais grave do que o 4o relatório do IPCC aponta. Mas de novo não é por uma questão política, mas pela limitação, na época, dos modelos de criosfera, incapazes de levar em conta processos importantes que levam ao degelo. Provavelmente, baseando-se em artigos que vêm sendo publicados nesse meio tempo, o 5o relatório será capaz de corrigir essas limitações e mostrar um quadro mais próximo da real gravidade do problema em 2013-2014 quando de sua publicação.
QUAL A VERDADEIRA QUESTÃO IDEOLÓGICA?
Não faz sentido “acreditar” ou não na gravidade, na evolução ou no efeito estufa. Não se trata de uma “opção ideológica” (apesar de haver, nos EUA, uma forte correlação entre ideologia e ciência junto ao eleitorado republicano mais reacionário, que dá ouvidos aos detratores da ciência do clima e que também querem ver Darwin fora das escolas).
A verdadeira questão ideológica, é que as mudanças climáticas são um processo de extrema desigualdade, da raiz, aos seus impactos. Quem mais se beneficiou das emissões dos gases de efeito estufa foram e continuam sendo as classes dominantes dos países capitalistas centrais. Juntamente com os mega-aglomerados do capital financeiro, a indústria petroquímica, o setor de mineração (que inclui mineração de carvão), o setor energético, etc. concentraram riquezas usando a atmosfera como sua grande lata de lixo. Mais do que a “pegada” de carbono atual (que é ainda extremamente desigual se compararmos americanos, europeus e australianos, de um lado, com africanos do outro), é mais díspar ainda a “pegada histórica” (isto é, o já emitido, o acumulado a partir das emissões de cada país), que faz da Europa e, em seguida, dos EUA, grandes emissores históricos.
Cruelmente, em contrapartida, os impactos das mudanças no clima recairão sobre os países mais pobres, sobre as pequenas nações, principalmente sobre os pobres dos países pobres, sobre os mais vulneráveis. Perda de territórios em países insulares, questões de segurança hídrica e alimentar em regiões semi-áridas (tão vastas no berço de nossa espécie, que é o continente africano), efeitos de eventos severos (que, com base física muito clara, devem se tornar mais frequentes num planeta aquecido), comprometimento de ecossistemas marinhos costeiros e florestas, atingindo pesca e atividades de coleta; inviabilização de culturas agrícolas tradicionais… tudo isso recai onde? Sobre o andar de baixo! O de cima fala em “adaptação” e tem muito mais instrumentos para se adaptar às mudanças. A nós, neste caso, interessa sermos conservadores quanto ao clima e frear esse “experimento” desastrado, desordenado, de alteração da composição química da atmosfera terrestre e do balanço energético planetário! Para a maioria dos 7 bilhões de habitantes dessa esfera, a estabilidade climática é importante!
Alguns dos mais ricos, na verdade, veem o aquecimento global como “oportunidade”… Claro, “oportunidade” de expandir o agronegócio para as futuras terras agricultáveis do norte do Canadá e da Sibéria e para explorar petróleo no oceano que se abrirá com o crescente degelo do Ártico.
Assim, é preciso perceber que há uma verdadeira impostura vagando por aí e a Ciência precisa ser defendida. Uma rocha é uma rocha; uma árvore é uma árvore; uma molécula de CO2 é uma molécula de CO2, independente de ideologia. Mas os de baixo só serão/seremos capazes de se/nos armarem/armarmos para transformar a sociedade se estiverem/estivermos bem informados e aí, é preciso combater os absurdos proferidos pelos detratores da Ciência do Clima.

Television Has Less Effect On Education About Climate Change Than Other Forms Of Media (Science Daily)
ScienceDaily (Oct. 16, 2009) — Worried about climate change and want to learn more? You probably aren’t watching television then. A new study by George Mason University Communication Professor Xiaoquan Zhao suggests that watching television has no significant impact on viewers’ knowledge about the issue of climate change. Reading newspapers and using the web, however, seem to contribute to people’s knowledge about this issue.
The study, “Media Use and Global Warming Perceptions: A Snapshot of the Reinforcing Spirals,” looked at the relationship between media use and people’s perceptions of global warming. The study asked participants how often they watch TV, surf the Web, and read newspapers. They were also asked about their concern and knowledge of global warming and specifically its impact on the polar regions.
“Unlike many other social issues with which the public may have first-hand experience, global warming is an issue that many come to learn about through the media,” says Zhao. “The primary source of mediated information about global warming is the news.”
The results showed that people who read newspapers and use the Internet more often are more likely to be concerned about global warming and believe they are better educated about the subject. Watching more television, however, did not seem to help.
He also found that individuals concerned about global warming are more likely to seek out information on this issue from a variety of media and nonmedia sources. Other forms of media, such as the Oscar-winning documentary “The Inconvenient Truth” and the blockbuster thriller “The Day After Tomorrow,” have played important roles in advancing the public’s interest in this domain.
Politics also seemed to have an influence on people’s perceptions about the science of global warming. Republicans are more likely to believe that scientists are still debating the existence and human causes of global warming, whereas Democrats are more likely to believe that a scientific consensus has already been achieved on these matters.
“Some media forms have clear influence on people’s perceived knowledge of global warming, and most of it seems positive,” says Zhao. “Future research should focus on how to harness this powerful educational function.”
Support for Climate Policy Linked to People’s Perceptions About Scientific Agreement Regarding Global Warming (Science Daily)
ScienceDaily (Nov. 21, 2011) — People who believe there is a lot of disagreement among scientists about global warming tend to be less certain that global warming is happening and less supportive of climate policy, researchers at George Mason, San Diego State, and Yale Universities report in a new study published in the journal Nature Climate Change.
A recent survey of climate scientists conducted by researchers at the University of Illinois found near unanimous agreement among climate scientists that human-caused global warming is happening.
This new George Mason University study, however, using results from a national survey of the American public, finds that many Americans believe that most climate scientists actually disagree about the subject.
In the national survey conducted in June 2010, two-thirds of respondents said they either believed there is a lot of disagreement among scientists about whether or not global warming is happening (45 percent), that most scientists think it is not happening (5 percent), or that they did not know enough to say (16 percent.) These respondents were less likely to support climate change policies and to view climate change as a lower priority.
By contrast, survey respondents who correctly understood that there is widespread agreement about global warming among scientists were themselves more certain that it is happening, and were more supportive of climate policies.
“Misunderstanding the extent of scientific agreement about climate change is important because it undermines people’s certainty that climate change is happening, which in turn reduces their conviction that America should find ways to deal with the problem,” says Edward Maibach, director of the Center for Climate Change Communication at George Mason University.
Maibach argues that a campaign should be mounted to correct this misperception. “It is no accident that so many Americans misunderstand the widespread scientific agreement about human-caused climate change. A well-financed disinformation campaign deliberately created a myth about there being lack of agreement. The climate science community should take all reasonable measures to put this myth to rest.”
Increased Knowledge About Global Warming Leads To Apathy, Study Shows (Science Daily)
ScienceDaily (Mar. 27, 2008) — The more you know the less you care — at least that seems to be the case with global warming. A telephone survey of 1,093 Americans by two Texas A&M University political scientists and a former colleague indicates that trend, as explained in their recent article in the peer-reviewed journal Risk Analysis.
“More informed respondents both feel less personally responsible for global warming, and also show less concern for global warming,” states the article, titled “Personal Efficacy, the Information Environment, and Attitudes toward Global Warming and Climate Change in the USA.”
The study showed high levels of confidence in scientists among Americans led to a decreased sense of responsibility for global warming.
The diminished concern and sense of responsibility flies in the face of awareness campaigns about climate change, such as in the movies An Inconvenient Truth and Ice Age: The Meltdown and in the mainstream media’s escalating emphasis on the trend.
The research was conducted by Paul M. Kellstedt, a political science associate professor at Texas A&M; Arnold Vedlitz, Bob Bullock Chair in Government and Public Policy at Texas A&M’s George Bush School of Government and Public Service; and Sammy Zahran, formerly of Texas A&M and now an assistant professor of sociology at Colorado State University.
Kellstedt says the findings were a bit unexpected. The focus of the study, he says, was not to measure how informed or how uninformed Americans are about global warming, but to understand why some individuals who are more or less informed about it showed more or less concern.
“In that sense, we didn’t really have expectations about how aware or unaware people were of global warming,” he says.
But, he adds, “The findings that the more informed respondents were less concerned about global warming, and that they felt less personally responsible for it, did surprise us. We expected just the opposite.
“The findings, while rather modest in magnitude — there are other variables we measured which had much larger effects on concern for global warming — were statistically quite robust, which is to say that they continued to appear regardless of how we modeled the data.”
Measuring knowledge about global warming is a tricky business, Kellstedt adds.
“That’s true of many other things we would like to measure in surveys, of course, especially things that might embarrass people (like ignorance) or that they might feel social pressure to avoid revealing (like prejudice),” he says.
“There are no industry standards, so to speak, for measuring knowledge about global warming. We opted for this straightforward measure and realize that other measures might produce different results.”
Now, for better or worse, scientists have to deal with the public’s abundant confidence in them. “But it cannot be comforting to the researchers in the scientific community that the more trust people have in them as scientists, the less concerned they are about their findings,” the researchers conclude in their study.

Agência FAPESP – Com as ações de divulgação científica ganhando cada vez mais peso no meio acadêmico, a relação entre jornalistas e pesquisadores parece mudar para melhor. Mas é preciso ter em mente que cientistas eminentes não são autoridades em todos os assuntos.
O alerta foi feito pelo biólogo Thomas Lewinsohn, professor da Universidade Estadual de Campinas (Unicamp), durante sua participação no seminário Ciência na Mídia, realizado pela FAPESP no dia 16 de abril.
“Antigamente os pesquisadores davam muito peso para publicação em revistas científicas, o que lhes garantia prestígio acadêmico e financiamento, e quase nenhuma atenção à divulgação científica, que servia apenas para aumentar a popularidade. Hoje estamos perto de um equilíbrio entre os dois ramos”, afirmou.
Percebeu-se que além de popularidade, a exposição na mídia afetava também a influência e o poder de decisão no meio acadêmico, aumentando as chances de ter um projeto financiado e, consequentemente, elevando o prestígio acadêmico.
Um exemplo claro do novo paradigma, segundo Lewinsohn, é a mudança no sistema de avaliação dos cursos de pós-graduação pela Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes). “Hoje se dá um peso maior à visibilidade do trabalho dos cientistas que compõem os quadros”, avaliou.
Outro sinal é a transformação pela qual as mais importantes revistas científicas, entre elas Sciencee Nature, passaram nos últimos anos, ganhando novas seções com conteúdo noticioso e linguagem mais acessível.
“Está se tornando impossível para o cientista ignorar a mídia. Muitos hoje cortejam os jornalistas e isso dá margem a distorções. Existe uma ideia de que o cientista terá sempre uma opinião racional e bem embasada sobre tudo e isso não é verdade”, afirmou o biólogo.
Por esse motivo, recomendou, os jornalistas devem resistir ao impulso de, na correria das redações, recorrer sempre àquela fonte que tem respostas para todos os temas. “Alguns têm uma agenda pessoal, que nem sempre tem a ver com a ciência.”
Durante sua apresentação, o médico Paulo Saldiva, da Faculdade de Medicina da USP, reclamou do fato de que a maioria dos jornalistas que o procura querer falar de temas que não têm relação com sua área de estudo: os efeitos da poluição atmosférica sobre a saúde.
Outro problema abordado por ele foi o pouco tempo dispensado aos temas e o risco da superficialidade. “Você fala durante meia hora e aparece apenas dez segundos. Esse é o maior pavor dos cientistas”, acrescentou Saldiva.
Para o biólogo Fernando Reinach, que se tornou conhecido após participar do Projeto Genoma , financiado pela FAPESP, e hoje mantém uma coluna de divulgação científica no jornal O Estado de S. Paulo, o grande problema do jornalismo científico é “contar o milagre e não contar o santo”.
“Dá-se muita ênfase à descoberta e não se explora bem os métodos usados. Isso dificulta avaliar se o que está sendo dito é verdade”, opinou.
Reinach contou que após deixar a vida acadêmica manteve o hábito de ler artigos científicos e idealizou a coluna no jornal por considerar que havia muitos temas interessantes escondidos atrás de títulos obscuros. “Tenho o cientista como personagem. Tento dar uma dimensão humana à pesquisa”, revelou.
Já o editor de Ciência do jornal Folha de S. Paulo, Reinaldo José Lopes, falou sobre o encolhimento do espaço nos jornais para as notícias em geral e para ciência em particular. “Como empacotar a notícia, a metodologia e o lado humano em meia página? A gente sente uma impaciência do leitor que é assustadora e isso acaba conduzindo à superficialidade”, disse.
O encontro ainda teve a participação de Roberto Wertman, editor do programa Espaço Aberto Ciência & Tecnologia da Globonews, que comentou as limitações da cobertura científica na TV, extremamente dependente da existência de imagens. E de Sonia López, ex-editora do AlphaGalileu, um dos maiores portais de notícias acadêmicas.
A abertura ficou por conta de Clive Cookson, editor de Ciência do jornal Financial Times, que listou os três principais problemas que, em sua opinião, afetam a qualidade do jornalismo científico.
Em primeiro lugar, Cookson mencionou a tendência de abordar os resultados de pesquisas de forma exagerada e sensacionalista. “O repórter precisa convencer seu editor de que vale a pena publicar aqueles dados e a verdade científica às vezes acaba em segunda plano. E quando o subeditor escreve a manchete a notícia fica ainda mais exagerada”, comentou.
Outro problema é a tendência de abordar os dados de forma negativista, o que pode causar distorções. “A ideia é que notícia ruim vende mais”, disse.
Por último Cookson mencionou a divulgação de notícias não objetivas, permeadas de interesses políticos. “Cientistas devem se ater à ciência. Mas mesmo em situações controversas devem aproveitar para passar sua mensagem. Se deixarem um vazio, fontes com motivações políticas podem se aproveitar.”

Para Clive Cookson, editor de Ciência do Financial Times, qualidade da cobertura de temas científicos melhorou quando pesquisadores adquiriram consciência de que é importante trabalhar em parceria com jornalistas para divulgar seus trabalhos
Agência FAPESP – Editor de Ciência do Financial Times há duas décadas, o jornalista britânico Clive Cookson acredita que os temas científicos têm se tornado mais familiares e mais valorizados para o público, graças a uma cobertura jornalística que se revela pouco a pouco mais profunda e mais precisa que no passado.
Essa transformação, de acordo com Cookson, deve-se em parte às novas tecnologias que facilitaram o trabalho do jornalista nos últimos anos. Mas, segundo ele, a principal razão para que o noticiário de ciência ganhasse mais qualidade está em uma mudança de atitude dos próprios cientistas, que perceberam a importância da comunicação.
Cookson, que atua há mais de 30 anos na cobertura dos temas de ciência e tecnologia, em diversos países e diferentes veículos e contextos, participou nesta segunda-feira (16/4) do seminário “Ciência na Mídia”, promovido pela FAPESP na sede da Fundação, em São Paulo.
O evento teve o objetivo de estimular a reflexão, por parte de todos os envolvidos na produção e divulgação científicas, sobre as maneiras de propiciar um espaço para a troca de conhecimentos e a proposição de novos modos de pensar a divulgação desses temas na sociedade. Em entrevista exclusiva à Agência FAPESP, Cookson comentou esses temas.
Agência FAPESP – Como tem evoluído a cobertura jornalística sobre ciência, considerando os seus 30 anos de experiência na área?
Clive Cookson– Apesar de existirem muitos blogs e sites de ciência, as pessoas continuam obtendo a maior parte de suas informações sobre o que está acontecendo no mundo científico por meio da mídia tradicional: jornais impressos, revistas, TV e rádio. Assim, o cientista se comunica com o público por meio desses veículos não especializados em ciência. Essa não é uma relação trivial. Mas sou muito otimista, porque, olhando com essa perspectiva de 30 anos, percebo que os cientistas estão se tornando muito melhores na tarefa de se comunicar com a mídia.
Agência FAPESP – O que mudou nessa relação, da perspectiva dos cientistas?
Clive Cookson– Eles estão se tornando muito mais proativos, mais abertos. Perderam o medo do contato com os repórteres. É uma mudança muito grande se você olha em uma perspectiva de longo tempo. E acredito que se trata de algo até certo ponto generalizado. Aqui no Brasil percebi que os cientistas são muito abertos.
Agência FAPESP – Qual pode ter sido a razão para essa transformação?
Clive Cookson– Os cientistas perceberam – certamente nos Estados Unidos e Europa, mas acho que no Brasil também – que é mais provável conseguir investimentos públicos e auxílios para fazer suas pesquisas na medida em que eles se tornam bons comunicadores. Na Grã-Bretanha os conselhos de pesquisa incluem explicitamente a comunicação dos resultados científicos como um dos critérios importantes para conseguir investimentos. De modo geral, podemos dizer que você tem mais facilidade para conseguir o investimento se você estiver preparado para comunicar. Isso é verdade para os pesquisadores, de forma individual, mas também em uma perspectiva mais geral: os pesquisadores sabem que a ciência como um todo terá mais apoio público se os cientistas gastarem um pouco de tempo e esforço para falar com jornalistas.
Agência FAPESP – Além dessas mudanças do lado da comunidade científica, houve também evolução do lado da produção da notícia? A qualidade do jornalismo melhorou?
Clive Cookson– Houve melhora, mas nada que justificasse um aumento muito grande da confiança dos pesquisadores nos jornalistas. A qualidade do jornalismo melhorou, mas não acho que isso tenha acontecido porque os jornalistas se tornaram melhores. O que ocorreu é que ficou muito mais fácil escrever uma matéria sobre ciência, agora que podemos ter acesso a artigos científicos na internet, podemos obter comentários por e-mail e coisas assim. Quando eu comecei no ofício, se quiséssemos ter acesso a um artigo era preciso ir às bibliotecas e para um simples comentários era preciso ter muita sorte e localizar os pesquisadores por telefone na hora certa.
Agência FAPESP – No Brasil os jornalistas de ciência, com frequência, têm formação em jornalismo, mas não uma formação científica. Qual é a característica dos divulgadores na Inglaterra?
Clive Cookson– Na Inglaterra há uma mistura. A maior parte dos jornalistas de ciência tem uma formação em ciência. Eu, por exemplo, sou formado em química. Mas há outros ótimos jornalistas de ciência que têm seu background em artes ou humanidades e depois começaram a trabalhar com ciência e foram excepcionalmente atraídos pela área. Acho que há prós e contras em ambos os casos.
Agência FAPESP – Em uma situação hipotética: se o senhor tivesse que contratar um repórter, iria preferir um indivíduo com uma formação científica, que escreve bem, mas não tem nenhuma experiência prévia em jornalismo, ou alguém que é um jornalista capaz e talentoso, mas sem qualquer envolvimento com ciência, nem experiência em jornalismo científico?
Clive Cookson– Se eu estivesse contatando essa pessoa para um trabalho de reportagem de ciências em um jornal, por exemplo, não hesitaria: escolheria o jornalista que tem experiência em reportagem, em vez de escolher o cientista. Acho que a capacidade para ser um bom jornalista é de fato o mais importante. Não adianta ser um bom cientista que escreve corretamente. Porque a ciência realmente requer um texto diferente, vívido. Prefiro um excelente jornalista que um excelente cientista para fazer isso.
Agência FAPESP – A percepção do público em relação à importância da ciência também tem mudado?
Clive Cookson– Minha impressão é que o conhecimento sobre ciência em meio ao público geral melhorou sim. Ainda não é o suficiente, mas acho que, em geral, a população ficou mais alfabetizada em ciência que há alguns anos atrás. Muita gente passou a entender melhor as bases da ciência. As pessoas têm mais intimidade com temas e termos centrais no mundo científico. Até certo ponto a internet contribuiu com isso, mas não sei se há grande potencial para melhorar muito mais, porque na rede também temos muito ruído e desinformação.
Agência FAPESP – Os jornalistas procuram fazer a ciência mais atraente para o público. Ao mesmo tempo, tendem a mostrar exclusivamente os resultados de sucesso, deixando em segundo plano o processo de produção da ciência. Com isso não se corre o risco de mistificar a ciência junto ao público?
Clive Cookson– Tem toda razão, esse é um problema absolutamente fundamental na relação entre jornalismo e ciência. No noticiário não há tempo nem espaço para descrever todos os passos da produção da ciência, mostrando ao público que não se trata de mágica, mas de um processo difícil, pontuado de dificuldades e fracassos momentâneos. O que deixa essa situação pior é que mesmo que você privilegie as pesquisas de qualidade, publicadas em revistas de prestígio, os artigos científicos também não lhe darão pistas sobre o processo de como a ciência funciona. Você só conseguiria dar ao público uma educação científica se fosse possível acompanhar o trabalho por meses a fio no laboratório. Geralmente isso é impossível.
Agência FAPESP – Além disso os insucessos raramente são publicados, não é?
Clive Cookson– Sim, essa é outra questão. A publicação, em particular na área de saúde, normalmente descreve apenas os resultados positivos. Os resultados negativos quase nunca têm espaço em publicações. É preciso estar atento a isso para não dar uma falsa impressão de que a ciência é feita só de acertos.
Agência FAPESP – Quando se noticia os resultados de um novo estudo, pode ser difícil repercutir a notícia com outros cientistas, porque muitas vezes eles alegam que ainda não tiveram contato com o artigo. Como o senhor lida com essa situação?
Clive Cookson– É uma situação extremamente difícil. Em primeiro lugar porque os cientistas normalmente não indicam seus competidores que trabalham na mesma área e que poderiam contribuir com um comentário. Além disso, geralmente é difícil conseguir um comentário sobre um artigo que acaba de sair e que não foi lido por quase ninguém. Na Inglaterra temos uma organização é muito útil, nesse sentido, para os jornalistas da área de saúde: o Science Media Centre.
Agência FAPESP – Como funciona?
Clive Cookson– É um serviço que foi criado há exatos 10 anos e reúne cientistas que atuam como se fosse assessores de imprensa. Eles pegam qualquer estudo e avaliam se é controverso, ou interessante o suficiente para render uma manchete. Então usamos seus contatos, que fazem comentários com grande qualidade. Acho que o SMC fez mais que qualquer outra instituição para melhorar a cobertura jornalística de ciência na Inglaterra. Eles têm excelentes bases de dados e uma incrível lista de contatos especializados. É muito eficiente.
Agência FAPESP – Muita gente vê os repórteres de ciência como tradutores de uma linguagem especializada para a linguagem do senso comum. O que o senhor acha dessa noção?
Clive Cookson– Parte do que fazemos pode ser visto como uma espécie de tradução, mas espero que nosso trabalho seja algo mais criativo e complexo que isso. Acho que os jornalistas são capazes de colocar novas maneiras de se olhar para a ciência que os próprios cientistas não poderiam proporcionar. É algo mais que simplesmente traduzir. Podemos gerar imagens, comparações, que os cientistas não conceberiam. Não se trata apenas de questão de simplificar uma linguagem, mas de fornecer uma interpretação nova de ideias, contextos e visões. E, mesmo no campo da linguagem, acho que esse trabalho extrapola a simples tradução: devemos ser autores capazes de tornar o conhecimento mais vívido, mais interessante para o público.
Agência FAPESP – Como foi sua trajetória? Por que se interessou por ciência?
Clive Cookson– Sempre me interessei por ciência e me formei em Química em Oxford. Mas dois fatos mudaram minha trajetória. Um deles é que notei que o jornalismo científico na Inglaterra não era bom. Ao mesmo tempo, percebi que eu não seria brilhante o suficiente para fazer um bom doutorado em química. Eu sabia que se não fosse tão brilhante, um doutorado em química poderia se transformar em algo não muito criativo, uma espécie de trabalho braçal para um orientador. Eu sabia que não era na verdade bom o suficiente para me tornar um grande cientista. Mas percebi que poderia escrever bem sobre ciência.
Agência FAPESP – E como começou de fato a atuar como jornalista?
Clive Cookson– Fui aceito em um programa de treinamento de um jornal local, em Londres. Depois de dois anos, tive a oportunidade de ir para Washington, nos Estados Unidos, por quatro anos, para trabalhar no suplemento de Educação Superior do Times. Foi uma experiência fantástica, eu escrevia sobre as universidades e institutos de pesquisa norte-americanos. Depois voltei para Londres para me tornar repórter de tecnologia do Times. Comecei, na década de 1980, a trabalhar na rádio BBC, como correspondente da área da saúde. E de lá fui para o Financial Times, onde tenho atuado como editor de ciência nos últimos 20 anos.
A Sharp Rise in Retractions Prompts Calls for Reform (N.Y. Times)

In the fall of 2010, Dr. Ferric C. Fang made an unsettling discovery. Dr. Fang, who is editor in chief of the journal Infection and Immunity, found that one of his authors had doctored several papers.
It was a new experience for him. “Prior to that time,” he said in an interview, “Infection and Immunity had only retracted nine articles over a 40-year period.”
“Nobody had noticed the whole thing was rotten,” said Dr. Fang, who is a professor at the University of Washington School of Medicine.
Dr. Casadevall, now editor in chief of the journal mBio, said he feared that science had turned into a winner-take-all game with perverse incentives that lead scientists to cut corners and, in some cases, commit acts of misconduct.
“This is a tremendous threat,” he said.

Last month, in a pair of editorials in Infection and Immunity, the two editors issued a pleafor fundamental reforms. They also presented their concerns at the March 27 meeting of the National Academies of Sciences committee on science, technology and the law.
Members of the committee agreed with their assessment. “I think this is really coming to a head,” said Dr. Roberta B. Ness, dean of the University of Texas School of Public Health. And Dr. David Korn of Harvard Medical School agreed that “there are problems all through the system.”
No one claims that science was ever free of misconduct or bad research. Indeed, the scientific method itself is intended to overcome mistakes and misdeeds. When scientists make a new discovery, others review the research skeptically before it is published. And once it is, the scientific community can try to replicate the results to see if they hold up.

But critics like Dr. Fang and Dr. Casadevall argue that science has changed in some worrying ways in recent decades — especially biomedical research, which consumes a larger and larger share of government science spending.
In October 2011, for example, the journal Nature reported that published retractions had increased tenfold over the past decade, while the number of published papers had increased by just 44 percent. In 2010 The Journal of Medical Ethics published a studyfinding the new raft of recent retractions was a mix of misconduct and honest scientific mistakes.
Several factors are at play here, scientists say. One may be that because journals are now online, bad papers are simply reaching a wider audience, making it more likely that errors will be spotted. “You can sit at your laptop and pull a lot of different papers together,” Dr. Fang said.
But other forces are more pernicious. To survive professionally, scientists feel the need to publish as many papers as possible, and to get them into high-profile journals. And sometimes they cut corners or even commit misconduct to get there.
To measure this claim, Dr. Fang and Dr. Casadevall looked at the rate of retractions in 17 journals from 2001 to 2010 and compared it with the journals’ “impact factor,” a score based on how often their papers are cited by scientists. The higher a journal’s impact factor, the two editors found, the higher its retraction rate.
The highest “retraction index” in the study went to one of the world’s leading medical journals, The New England Journal of Medicine. In a statement for this article, it questioned the study’s methodology, noting that it considered only papers with abstracts, which are included in a small fraction of studies published in each issue. “Because our denominator was low, the index was high,” the statement said.
Monica M. Bradford, executive editor of the journal Science, suggested that the extra attention high-impact journals get might be part of the reason for their higher rate of retraction. “Papers making the most dramatic advances will be subject to the most scrutiny,” she said.
Dr. Fang says that may well be true, but adds that it cuts both ways — that the scramble to publish in high-impact journals may be leading to more and more errors. Each year, every laboratory produces a new crop of Ph.D.’s, who must compete for a small number of jobs, and the competition is getting fiercer. In 1973, more than half of biologists had a tenure-track job within six years of getting a Ph.D. By 2006 the figure was down to 15 percent.
Yet labs continue to have an incentive to take on lots of graduate students to produce more research. “I refer to it as a pyramid scheme,” said Paula Stephan, a Georgia State University economist and author of “How Economics Shapes Science,” published in January by Harvard University Press.
In such an environment, a high-profile paper can mean the difference between a career in science or leaving the field. “It’s becoming the price of admission,” Dr. Fang said.
The scramble isn’t over once young scientists get a job. “Everyone feels nervous even when they’re successful,” he continued. “They ask, ‘Will this be the beginning of the decline?’ ”
University laboratories count on a steady stream of grants from the government and other sources. The National Institutes of Health accepts a much lower percentage of grant applications today than in earlier decades. At the same time, many universities expect scientists to draw an increasing part of their salaries from grants, and these pressures have influenced how scientists are promoted.
“What people do is they count papers, and they look at the prestige of the journal in which the research is published, and they see how many grant dollars scientists have, and if they don’t have funding, they don’t get promoted,” Dr. Fang said. “It’s not about the quality of the research.”
Dr. Ness likens scientists today to small-business owners, rather than people trying to satisfy their curiosity about how the world works. “You’re marketing and selling to other scientists,” she said. “To the degree you can market and sell your products better, you’re creating the revenue stream to fund your enterprise.”
Universities want to attract successful scientists, and so they have erected a glut of science buildings, Dr. Stephan said. Some universities have gone into debt, betting that the flow of grant money will eventually pay off the loans. “It’s really going to bite them,” she said.
With all this pressure on scientists, they may lack the extra time to check their own research — to figure out why some of their data doesn’t fit their hypothesis, for example. Instead, they have to be concerned about publishing papers before someone else publishes the same results.
“You can’t afford to fail, to have your hypothesis disproven,” Dr. Fang said. “It’s a small minority of scientists who engage in frank misconduct. It’s a much more insidious thing that you feel compelled to put the best face on everything.”
Adding to the pressure, thousands of new Ph.D. scientists are coming out of countries like China and India. Writing in the April 5 issue of Nature, Dr. Stephan points out that a number of countries — including China, South Korea and Turkey — now offer cash rewards to scientists who get papers into high-profile journals. She has found these incentives set off a flood of extra papers submitted to those journals, with few actually being published in them. “It clearly burdens the system,” she said.
To change the system, Dr. Fang and Dr. Casadevall say, start by giving graduate students a better understanding of science’s ground rules — what Dr. Casadevall calls “the science of how you know what you know.”
They would also move away from the winner-take-all system, in which grants are concentrated among a small fraction of scientists. One way to do that may be to put a cap on the grants any one lab can receive.
Such a shift would require scientists to surrender some of their most cherished practices — the priority rule, for example, which gives all the credit for a scientific discovery to whoever publishes results first. (Three centuries ago, Isaac Newton and Gottfried Leibniz were bickering about who invented calculus.) Dr. Casadevall thinks it leads to rival research teams’ obsessing over secrecy, and rushing out their papers to beat their competitors. “And that can’t be good,” he said.
To ease such cutthroat competition, the two editors would also change the rules for scientific prizes and would have universities take collaboration into account when they decide on promotions.
Ms. Bradford, of Science magazine, agreed. “I would agree that a scientist’s career advancement should not depend solely on the publications listed on his or her C.V.,” she said, “and that there is much room for improvement in how scientific talent in all its diversity can be nurtured.”
Even scientists who are sympathetic to the idea of fundamental change are skeptical that it will happen any time soon. “I don’t think they have much chance of changing what they’re talking about,” said Dr. Korn, of Harvard.
But Dr. Fang worries that the situation could be become much more dire if nothing happens soon. “When our generation goes away, where is the new generation going to be?” he asked. “All the scientists I know are so anxious about their funding that they don’t make inspiring role models. I heard it from my own kids, who went into art and music respectively. They said, ‘You know, we see you, and you don’t look very happy.’ ”
Americans Listening to Politicians, Not Climate Scientists (Ars Technica/Wired)
US public opinion about climate change has been riding a roller coaster over the past decade. After signs of growing acceptance and emphasis around 2006 and 2007, a precipitous decline brought us back to where we started, with fully a quarter of the public not even thinking that the planet has warmed up. It’s not shocking that concerns about climate change would take a back seat to the economic recession, but that doesn’t explain why some are skeptical that global warming is even real.
Since economic turmoil does not extend to past temperature measurements, it seems clear that public acceptance of the data depends at least partly on something other than the data itself. So the natural question is — what’s driving public opinion? Why the big shifts? The answer to that question may hold the key to the US’ response to the changing climate.A recent study published in Climatic Change evaluates the impact of several potential opinion drivers: extreme weather events, public access to scientific information, media coverage, advocacy efforts, and the influence of political leaders. These are compared to a compilation of 74 surveys performed by six different organizations. The polls took place between 2002 and 2010, and provide a total of 84,000 responses. The researchers used all the questions that asked respondents to rate their concern about climate change to calculate a “climate change threat index” that could be tracked through time.
For extreme weather events, the researchers used NOAA’s Climate Extremes Index, which includes things like unusually high temperatures and precipitation events, as well as severe droughts. To evaluate public access to scientific information, they tracked the number of climate change papers published in Science, major assessments like the 2007 IPCC report, and climate change articles published in popular science magazines.
Similarly, media coverage was tracked with a simple count of stories appearing on broadcast evening news shows and in several leading periodicals. Advocacy was measured using a number of “major environmental” and “conservative magazines.” In addition, they captured the influence of Al Gore’s An Inconvenient Truth (a favorite target of climate contrarians) using the number of times it was mentioned in the New York Times.
Finally, they counted up congressional press releases, hearings, and votes on bills related to climate change. For comparison, they also looked at the influence of unemployment, GDP, oil prices, and the number of deaths associated with the wars in Iraq and Afghanistan.
The researchers compared each time series to their climate change threat index. They found no statistically significant correlation with extreme weather events, papers in Science(hardly shocking—when was the last time you found Science in the waiting room at the dentist’s?), or oil prices. There was a minor correlation with major scientific assessments.
While articles in popular science magazines and advocacy efforts (especially An Inconvenient Truth) appeared to have an effect, the impact of news media coverage came about because it is transmitting statements from political leaders, what the researchers refer to as “elite cues.” That’s where the meat of this story lies. Those elite cues were the most significant driver of public opinion, followed by economic factors.
The researchers note that around the time when public acceptance of climate change reached its peak, political bipartisanship on the subject also hit a high point. Republican Senator and (then) presidential candidate John McCain was pushing for climate legislation, and current presidential candidate Newt Gingrich filmed a commercial together with an unlikely partner — Democratic Congresswoman Nancy Pelosi — urging action.
And then things changed. The economy went pear-shaped and Republican rhetoric shifted into attack mode on climate science. Gingrich’s commercial with Pelosi offers one example — opposing candidates in the presidential race have used its mere existence as a weapon against him, and Gingrich has tried to distance himself, calling it “the dumbest thing I’ve done in the last four years.”
Flipping this around, it suggests that serious action on climate change depends on a healthy economy and bipartisan agreement among politicians. If that leaves you pondering a future connection between global warming legislation and icy conditions in hell, the cooperation in 2007 indicates it isn’t totally unthinkable.
In addition, recent polling has shown that acceptance of climate change is, once again, climbing among those who identify as moderate Republicans. It’s unclear how to interpret that in terms of this study’s conclusions. Is economic optimism having an impact, have Republican presidential candidates alienated moderates in the party, or is something totally different responsible?
While it’s certainly not surprising, it’s discouraging to see how little effect scientific outreach efforts and reports have had on public opinion. Even on simple questions like “Is there solid evidence that the Earth has warmed?” — it’s politicians that are driving public opinion, not scientists or the data they produce.

What the World Is Made Of (Discovery Magazine)

I know you’re all following the Minute Physics videos (that we talked about here), but just in case my knowledge is somehow fallible you really should start following them. After taking care of why stones are round, and why there is no pink light, Henry Reich is now explaining the fundamental nature of our everyday world: quantum field theory and the Standard Model. It’s a multi-part series, since some things deserve more than a minute, dammit.
Two parts have been posted so far. The first is just an intro, pointing out something we’ve already heard: the Standard Model of Particle physics describes all the world we experience in our everyday lives.
The second one, just up, tackles quantum field theory and the Pauli exclusion principle, of which we’ve been recently speaking. (Admittedly it’s two minutes long, but these are big topics!)
The world is made of fields, which appear to us as particles when we look at them. Something everyone should know.
The Inside Story on Climate Scientists Under Siege (Wired/The Guardian)

It is almost possible to dismiss Michael Mann’s account of a vast conspiracy by the fossil fuel industry to harass scientists and befuddle the public. His story of that campaign, and his own journey from naive computer geek to battle-hardened climate ninja, seems overwrought, maybe even paranoid.
But now comes the unauthorized release of documents showing how a libertarian thinktank, the Heartland Institute, which has in the past been supported by Exxon, spent millions on lavish conferences attacking scientists and concocting projects to counter science teaching for kindergarteners.
Mann’s story of what he calls the climate wars, the fight by powerful entrenched interests to undermine and twist the science meant to guide government policy, starts to seem pretty much on the money. He’s telling it in a book out on March 6, The Hockey Stick and the Climate Wars: Dispatches From the Front Lines.
“They see scientists like me who are trying to communicate the potential dangers of continued fossil fuel burning to the public as a threat. That means we are subject to attacks, some of them quite personal, some of them dishonest.” Mann said in an interview conducted in and around State College, home of Pennsylvania State University, where he is a professor.
It’s a brilliantly sunny day, and the light snowfall of the evening before is rapidly melting.
Mann, who seems fairly relaxed, has just spoken to a full-capacity, and uniformly respectful and supportive crowd at the university.
It’s hard to square the surroundings with the description in the book of how an entire academic discipline has been made to feel under siege, but Mann insists that it is a given.
“It is now part of the job description if you are going to be a scientist working in a socially relevant area like human-caused climate change,” he said.
He should know. For most of his professional life has been at the center of those wars, thanks to a paper he published with colleagues in the late 1990s showing a sharp upward movement in global temperatures in the last half of the 20th century. The graph became known as the “hockey stick”.
If the graph was the stick, then its publication made Mann the puck. Though other prominent scientists, such as Nasa’s James Hansen and more recently Texas Tech University’s Katharine Hayhoe, have also been targeted by contrarian bloggers and thinktanks demanding their institutions turn over their email record, it’s Mann who’s been the favorite target.
He has been regularly vilified on Fox news and contrarian blogs, and by Republican members of Congress. The attorney general of Virginia, who has been fighting in the courts to get access to Mann’s email from his earlier work at the University of Virginia. And then there is the high volume of hate mail, the threats to him and his family.
“A day doesn’t go by when I don’t have to fend off some attack, some specious criticism or personal attack,” he said. “Literally a day doesn’t go by where I don’t have to deal with some of the nastiness that comes out of a campaign that tries to discredit me, and thereby in the view of our detractors to discredit the entire science of climate change.”
By now he and other climate scientists have been in the trenches longer than the U.S. army has been in Afghanistan.
And Mann has proved a willing combatant. He has not gone so far as Hansen, who has been arrested at the White House protesting against tar sands oil and in West Virginia protesting against coal mining. But he spends a significant part of his working life now blogging and tweeting in his efforts to engage with the public – and fending off attacks.
On the eve of his talk at Penn State, a coal industry lobby group calling itself the Common Sense Movement/Secure Energy for America put up a Facebook page demanding the university disinvite their own professor from speaking, and denouncing Mann as a “disgraced academic” pursuing a radical environmental agenda. The university refused. Common Sense appeared to have dismantled the Facebook page.
But Mann’s attackers were merely regrouping. A hostile blogger published a link to Mann’s Amazon page, and his opponents swung into action, denouncing the book as a “fairy tale” and climate change as “the greatest scam in human history.”
It was not the life Mann envisaged when he began work on his post-graduate degree at Yale. All Mann knew then was that he wanted to work on big problems, that resonated outside academia. At heart, he said, he was like one of the amiable nerds on the television show Big Bang Theory.
“At that time I wanted nothing more than just to bury my head in my computer and study data and write papers and write programs,” he said. “That is the way I was raised. That is the culture I came from.”
What happened instead was that the “hockey stick” graph, because it so clearly represented what had happened to the climate over the course of hundreds of years, itself became a proxy in the climate wars. (Mann’s reconstruction of temperatures over the last millennium itself used proxy records from tree rings and coral).
“I think because the hockey stick became an icon, it’s been subject to the fiercest of attacks really in the whole science of climate change,” he said.
The U.N.’s Intergovernmental Panel on Climate Change produced a poster-sized graph for the launch of its climate change report in 2001.
Those opposed to climate change began accusing Mann of overlooking important data or even manipulating the records. None of the allegations were ever found to have substance. The hockey stick would eventually be confirmed by more than 10 other studies.
Mann, like other scientists, was just not equipped to deal with the media barrage. “It took the scientific community some time I think to realize that the scientific community is in a street fight with climate change deniers and they are not playing by the rules of engagement of science. The scientific community needed some time to wake up to that.”
By 2005, when Hurricane Katrina drew Americans’ attention to the connection between climate change and coastal flooding, scientists were getting better at making their case to the public. George Bush, whose White House in 2003 deleted Mann’s hockey stick graph from an environmental report, began talking about the need for biofuels. Then Barack Obama was elected on a promise to save a planet in peril.
But as Mann lays out in the book, the campaign to discredit climate change continued to operate, largely below the radar until November 2009 when a huge cache of email from the University of East Anglia’s Climatic Research Unit was released online without authorization.
Right-wing media and bloggers used the emails to discredit an entire body of climate science. They got an extra boost when an embarrassing error about melting of Himalayan glaciers appeared in the U.N.’s IPCC report.
Mann now admits the climate community took far too long to realize the extent of the public relations debacle. Aside from the glacier error, the science remained sound. But Mann said now: “There may have been an overdue amount of complacency among many in the scientific community.”
Mann, who had been at the center of so many debates in America, was at the heart of the East Anglia emails battle too.
Though he has been cleared of any wrongdoing, Mann does not always come off well in those highly selective exchanges of email released by the hackers. In some of the correspondence with fellow scientists, he is abrupt, dismissive of some critics. In our time at State College, he mentions more than once how climate scientists are a “cantankerous” bunch. He has zero patience, for example, for the polite label “climate skeptic” for the network of bloggers and talking heads who try to discredit climate change.
“When it comes to climate change, true skepticism is two-sided. One-sided skepticism is no skepticism at all,” he said. “I will call people who deny the science deniers … I guess I won’t be deterred by the fact that they don’t like the use of that term and no doubt that just endears me to them further.”
“It’s frustrating of course because a lot of us would like to get past this nonsensical debate and on to the real debate to be had about what to do,” he said.
But he said there are compensations in the support he gets from the public. He moves over to his computer to show off a web page: I ❤ climate scientists. He’s one of three featured scientists. “It only takes one thoughtful email of support to offset a thousand thoughtless attacks,” Mann said.
And although there are bad days, he still seems to believe he is on the winning side.
Across America, this is the third successive year of weird weather. The U.S. department of agriculture has just revised its plant hardiness map, reflecting warming trends. That is going to reinforce scientists’ efforts to cut through the disinformation campaign, Mann said.
“I think increasingly the campaign to deny the reality of climate change is going to come up against that brick wall of the evidence being so plain to people whether they are hunters, fishermen, gardeners,” he said.
And if that doesn’t work then Mann is going to fight to convince them.
“Whether I like it or not I am out there on the battlefield,” he said. But he believes the experiences of the last decade have made him, and other scientists, far better fighters.
“Those of us who have had to go through this are battle-hardened and hopefully the better for it,” he said. “I think you are now going to see the scientific community almost uniformly fighting back against this assault on science. I don’t know what’s going to happen in the future, but I do know that my fellow scientists and I are very ready to engage in this battle.”

New report reveals how corporations undermine science with fake bloggers and bribes (io9)

You’ve probably heard about how the tobacco industry tried to suppress scientific evidence that smoking causes cancer by publishing shady research, bribing politicians, and pressuring researchers. But you may not have realized that tabacco’s dirty tricks are just the tip of the iceberg. In a disturbing new report published by the Union of Concerned Scientists about corporate corruption of the sciences, you’ll learn about how Monsanto hired a public relations team to invent fake people who harassed a scientific journal online, how Coca Cola offers bribes to suppress evidence that soft drinks harm kids’ teeth, and more. Here are some of the most egregious recent examples of corruption from this must-read report.
The report is a meaty assessment of corporate corruption in science that stretches back to incidents with Big Tobacco in the 1960s, up through contemporary examples. Here are just a few of those.
One way that corporations prevent negative information about their products from getting out is by harassing scientists and the journals that publish them. Here’s how Monsanto did it:
Dr. Ingacio Chapela of the University of California–Berkeley and graduate student David Quist published an article in Nature showing that DNA from genetically modified corn was contaminating native Mexican corn. The research spurred immediate backlash.Nature received a number of letters to the editor, including several comments on the Internet from “Mary Murphy” and “Andura Smetacek” accusing the scientists of bias. The backlash prompted Nature to publish an editorial agreeing that the report should not have been published. However, investigators eventually discovered that the comments from Murphy and Smetacek originated with The Bivings Group, a public relations firm that specializes in online communications and had worked for Monstanto. Mary Murphy and Andura Smetacek were found to be fictional names.
Corporations also form front organizations to hide their efforts to undermine science. That’s what happened when producers of unhealthy food got together to cast doubt on the FDA’s recommended health guidelines:
The Center for Consumer Freedom is a nonprofit that targets dietary guidelines recommended by the FDA, other government agencies, medical associations, and consumer advocacy organizations. The center has run ads and owns a website that accuses government agencies of overregulation, and has published articles claiming to refute evidence that high salt intake and other dietary guidelines are based on inadequate science. The center was founded with a $600,000 grant from Philip Morris, but has also received funding from Cargill, National Steak and Poultry, Monsanto, Coca-Cola, and Sutter Home Winery.
Sometimes corporations just go for it and buy off legit organizations, as Coca Cola did when they appear to have paid dentists to stop saying kids shouldn’t drink Coke:
In 2003, the American Academy of Pediatric Dentistry accepted a $1 million donation from Coca-Cola. That year, the group claimed that “scientific evidence is certainly not clear on the exact role that soft drinks play in terms of children’s oral disease.” The statement directly contradicted the group’s previous stance that “consumption of sugars in any beverage can be a significant factor…that contributes to the initiation and progression of dental caries.”
Corporations can also unduly influence federal agencies, as ReGen did when they wanted their device approved for trials by the FDA, despite serious medical problems:
ReGen Biologics attempted to gain FDA approval for clinical trials of Menaflex, a device it developed to replace knee cartilage. After an FDA panel rejected the device, the company enlisted four members of Congress from its home state of New Jersey to influence the evaluation process. In December 2007, Senator Frank Lautenberg, Senator Robert Menendez, and Representative Steve Rothman wrote to FDA Commissioner Andrew von Eschenbach asking him to personally look into Menaflex. Soon thereafter, the commissioner met with ReGen executives and heeded the company’s advice to have Dr. Daniel Shultz, head of the FDA’s medical devices division, oversee a new review. The FDA fast-tracked and approved the product despite serious concerns from the scientific community.
If bribery doesn’t work, you can always censor negative results, the way pharmaceutical company Boots did:
Boots commissioned Dr. Betty Dong, a scientist at the University of California–San Francisco, to test the effects of Synthroid, a replacement for thyroid hormone. Boots hoped to reveal that despite its high price, Synthroid was more effective than similar drugs. The company closely monitored the research, and when Dong found that the drug was no more effective than its competitors, instructed her not to publish the results. When she refused to comply, Boots threatened to sue. The company relented only after several years, during which consumers continued to pay for the costly product.
You can also try “refuting” scientific results with bad evidence, the way the formaldehyde industry did:
To counter a study that found that formaldehyde caused cancer in rats, a formaldehyde company commissioned its own study. That study-which found no association between the chemical and cancer-exposed only one-third the number of rats to formaldehyde for half as long as the original study. A formaldehyde association quickly publicized the results and argued before the Consumer Product Safety Commission (CPSC) that they indicated “no chronic health effects from exposure to the level of formaldehyde normally encountered in the home”
And then, if you’re Pfizer, you can just generate as much favorable research as you like to bolster sales of a drug, despite your discovery that the drug increases risk of suicide:
From 1998 to 2007, Pfizer discreetly facilitated the publication of 15 case studies, six case reports, and nine letters to the editor to boost off-label use of Neurontin, a drug prescribed to treat seizures in people who have epilepsy and nerve pain. The number of patients taking the drug rose from 430,000 to 6 million, making it one of Pfizer’s most profitable products. An investigation found that Pfizer had failed to publish negative results, selectively reported outcomes, and excluded specific patients from analysis. [Most importantly] Pfizer failed to note that the drug increased the risk of suicide.

One of the world’s leading scientific journals is accusing the Harper government of limiting its scientists from speaking publicly about their research.
The journal, Nature, says in an editorial in this week’s issue that it’s time for the Canadian government to set its scientists free.
Nature says Canada is headed in the wrong direction in not letting its scientists speak out freely. (Nature)It notes that Canada and the United States have undergone role reversals in the past six years.
It says the U.S. has adopted more open practices since the end of George W. Bush’s presidency, while Canada has gone in the opposite direction.
Nature says policy directives on government communications released through access to information requests reveal the Harper government has little understanding of the importance of the free flow of scientific knowledge.
Two weeks ago, the Canadian Science Writers’ Association, the World Federation of Science Journalists and several other groups sent an open letter to Harper, calling on him to unmuzzle federal scientists.
The letter cited a couple of high-profile examples, including one last fall when Environment Canada barred Dr. David Tarasick from speaking to journalists about his ozone layer research when it was published in Nature.

Think of the Texas drought, floods in Thailand and Russia’s devastating heat waves as coming attractions in a warming world. That’s the warning from top international climate scientists and disaster experts after meeting in Africa.
The panel said the world needs to get ready for more dangerous and “unprecedented extreme weather’’ caused by global warming. These experts fear that without preparedness, crazy weather extremes may overwhelm some locations, making some places unlivable.
The Nobel Prize-winning Intergovernmental Panel on Climate Change issued a special report on global warming and extreme weather Friday after meeting in Kampala, Uganda. This is the first time the group of scientists has focused on the dangers of extreme weather events such as heat waves, floods, droughts and storms. Those are more dangerous than gradual increases in the world’s average temperature.
For example, the report predicts that heat waves that are now once-in-a-generation events will become hotter and happen once every five years by mid-century and every other year by the end of the century. And in some places, such as most of Latin America, Africa and a good chunk of Asia, they will likely become yearly bakings.
And the very heavy rainstorms that usually happen once every 20 years will happen far more frequently, the report said. In most areas of the U.S. and Canada, they are likely to occur three times as often by the turn of the century, if fossil fuel use continues at current levels. In Southeast Asia, where flooding has been dramatic, it is likely to happen about four times as often as now, the report predicts.
One scientist points to this year’s drought and string of 100 degree days in Texas and Oklahoma, which set an all-time record for hottest month for any U.S. state this summer.
“I think of it as a wake-up call,’’ said one of the study’s authors, David Easterling, head of global climate applications for the U.S. National Oceanic and Atmospheric Administration. “The likelihood of that occurring in the future is going to be much greater.’’
The report said world leaders have to prepare better for weather extremes.
“We need to be worried,’’ said one of the study’s lead authors, Maarten van Aalst, director of the International Red Cross/Red Crescent Climate Centre in the Netherlands. “And our response needs to anticipate disasters and reduce risk before they happen rather than wait until after they happen and clean up afterward. … Risk has already increased dramatically.’’
New climate emails leaked ahead of talks (CBS)

LONDON – The British university whose leaked emails caused a global climate science controversy in 2009 says it has discovered a potentially much larger data breach.
University of East Anglia spokesman Simon Dunford said that while academics didn’t have the chance yet to examine the roughly 5,000 emails apparently dumped into the public domain Tuesday, a small sample examined by the university “appears to be genuine.”
The university said in a statement that the emails did not appear to be the result of a new hack or leak. Instead, the statement said that the emails appeared to have been stolen two years ago and held back until now “to cause maximum disruption” to the imminent U.N. climate talks next week in Durban, South Africa.
If that is confirmed, the timing and nature of the leak would follow the pattern set by the so-called “Climategate” emails, which caught prominent scientists stonewalling critics and discussing ways to keep opponents’ research out of peer-reviewed journals.
Those hostile to mainstream climate science claimed the exchanges proved that the threat of global warming was being hyped, and their publication helped destabilize the failed U.N. climate talks in Copenhagen, Denmark, which followed several weeks later.
Although several reviews have since vindicated the researchers’ science, some of their practices – in particular efforts to hide data from critics – have come under strong criticism.
The content of the new batch of emails couldn’t be immediately verified – The Associated Press has not yet been able to secure a copy – but climate skeptic websites carried what they said were excerpts.
Although their context couldn’t be determined, the excerpts appeared to show climate scientists talking in conspiratorial tones about ways to promote their agenda and freeze out those they disagree with. There are several mentions of “the cause” and discussions of ways to shield emails from freedom of information requests.
Penn State University Prof. Michael Mann – a prominent player in the earlier controversy whose name also appears in the latest leak – described the latest leak as “a truly pathetic episode,” blaming agents of the fossil fuel industry for “smear, innuendo, criminal hacking of websites, and leaking out-of-context snippets of personal emails.”
He said the real story in the emails was “an attempt to dig out 2-year-old turkey from Thanksgiving ’09. That’s how desperate climate change deniers have become.”
Bob Ward, with the London School of Economics’ Grantham Research Institute on Climate Change, said in an email that he wasn’t surprised by the leak.
“The selective presentation of old email messages is clearly designed to mislead the public and politicians about the strength of the evidence for man-made climate change,” he said. “But the fact remains that there is very strong evidence that most the indisputable warming of the Earth over the past half century is due to the burning of fossil fuels and other human activities.”
The source of the latest leaked emails was unclear. The perpetrator of the original hack has yet to be unmasked, although British police have said their investigation is still active.

Se ela estivesse no centro do debate sobre mudanças climáticas, ações não poderiam ser adiadas, afirma o cientista indiano Rajendra Pachauri, presidente do Painel Intergovernamental sobre Mudanças Climáticas (IPCC).
O cientista indiano Rajendra Pachauri, de 71 anos, presidente do Painel Intergovernamental sobre Mudanças Climáticas (IPCC), acompanha com frustração a 17.ª Conferência do Clima da ONU, a COP-17. O pesquisador, que concedeu entrevista ao Estado em uma pequena sala VIP no centro de convenções de Durban, avalia que a ciência e os alertas dados pelos cientistas não estão no centro das negociações climáticas.
Para ele, não é necessariamente fundamental garantir a segunda fase do Protocolo de Kyoto nessa reunião, mas é preciso que haja avanços independentemente do acordo que seja escolhido. “Gostaria que houvesse uma forma de tornar a ciência sobre clima uma parte mais central nas discussões nas negociações. Apesar dos alertas do IPCC e do recente relatório especial sobre eventos extremos que mostram os impactos das mudanças climáticas, o avanço nas negociações é muito lento. Como o senhor avalia essa situação?
Nas negociações que estão acontecendo aqui, nós não podemos perder de vista a ciência das mudanças climáticas. Você mencionou corretamente que recentemente publicamos um relatório especial sobre eventos extremos e desastres e como podemos avançar na adaptação (preparação para esses eventos). Eu gostaria de ver uma discussão muito mais focada nessas questões, e o que a comunidade global pode fazer para lidar com esses impactos.
O senhor acha importante focar mais em adaptação?
Acho que precisamos lidar com os dois, adaptação e mitigação (cortes de emissões de gases-estufa). Porque nós não teremos capacidade de nos adaptar a todos os impactos. Podemos nos adaptar a algumas situações, mas, depois de um certo tempo, fica muito difícil e caro fazer isso. Então, precisamos olhar para a mitigação também. Neste ano apresentamos um relatório sobre energias renováveis que claramente mostra que é possível usar muito mais energias renováveis e, com mais pesquisas em seu desenvolvimento, os custos podem cair. O que estou dizendo é que eu gostaria que houvesse uma forma de tornar a ciência sobre clima uma parte mais central nas discussões nas negociações. Porque pelo menos assim você poderia dizer que não se pode adiar as ações por muito tempo. E que tomar medidas pode ser realmente atraente, e não caro.
A ciência então não está no centro da discussão hoje?
Não parece estar. Não estou envolvido diretamente na negociação, mas a acompanho e não vejo a ciência no centro do debate.
As pessoas costumam dizer que os cientistas do IPCC eram radicais e pessimistas. Mas em dois anos novos estudos podem mostrar que a situação é ainda mais perigosa do que o previsto?
Não sei, ainda estamos trabalhando nesse relatório. No relatório especial sobre eventos extremos e desastres, nós apontamos as áreas em que ainda não temos muitas evidências e também as em que as evidências claramente mostram que ondas de calor aumentarão, assim como os eventos de precipitações extremas e a elevação do nível do mar – e isso é uma ameaça a áreas costeiras. Trouxemos todas as informações com um grande cuidado, de forma robusta. Ninguém pode dizer que alguém dentro do IPCC é radical.
Ao contrário, eu ia perguntar se os cientistas não estavam sendo cautelosos demais no relatório de 2007.
Temos muito mais evidências hoje, muito mais pesquisas publicadas sobre mudanças climáticas. E o IPCC funciona com a avaliação de pesquisas publicadas (o IPCC não faz as próprias pesquisas). E, agora, temos muito mais estudos do que nos anos anteriores ao quarto relatório do IPCC, de 2007. Certamente, estamos num nível muito melhor agora. É claro que em algumas partes do mundo temos grandes lacunas, não temos estudos em todos os locais e isso ocorre principalmente nos países mais vulneráveis.
A discussão em Durban tem focado muito no Protocolo de Kyoto. Em sua opinião, é importante ter um segundo período de compromisso de Kyoto? Ou podemos fazer outro tipo de acordo?
É muito difícil dizer, há uma diversidade enorme de opções que podem ser aceitas. Mas eu gostaria de ver um avanço, qualquer que seja a direção tomada, com Kyoto ou outra coisa. E, de novo, se houvesse um foco na ciência, talvez as pessoas veriam que há urgência em agir e as decisões seriam tomadas mais rapidamente.
O senhor acredita que países emergentes como China, Índia e Brasil devem fazer mais, já que são grandes emissores?
Não poderia dizer isso, mas de vou lembrar que as responsabilidades de acordo com a convenção do clima são comuns, mas diferenciadas (os países industrializados, maiores emissores históricos, têm as maiores responsabilidades). E é por isso que essas negociações acontecem. Se olharmos nos últimos 20 anos desde que a convenção do clima foi criada, o mundo não fez o suficiente. E as emissões ainda estão aumentando. Então, não tenho muita certeza se o que tivemos até agora foi realmente muito efetivo. E talvez o que precisamos agora é de algo mais efetivo, que vá de encontro ao objetivo de evitar interferência antropocêntrica (humana) no sistema climático. Que é o objetivo principal da Convenção do Clima da ONU.
Em 2009, pouco antes da COP-15, tivemos o episódio que ficou conhecido como Climategate, quando e-mails de cientistas foram expostos. O senhor tem medo de hackers ou grampos telefônicos?
Tudo isso é crime, e uma pessoa não pode ficar com medo e deixar de fazer o que se espera dela. Temos de continuar nosso trabalho e é isso que estamos tentando fazer.
Mas o senhor recebe ameaças?
Sim, mas eu prefiro não falar sobre elas.
O que o IPCC aprendeu com o erro do Himalaia?
Em primeiro lugar, deixe-me colocar esse erro em perspectiva. Tínhamos 3 mil páginas de relatório e milhares de dados. E uma única informação em que cometemos o erro, de que as geleiras do Himalaia desapareceriam em 2035, não estava no sumário técnico, no sumário para os tomadores de decisão nem no relatório síntese. Estava apenas no relatório principal, que é essencialmente científico, não é para os tomadores de decisão. Então, de nenhuma maneira estávamos tentando chamar a atenção dos tomadores de decisão para esse dado errado. Francamente, não sabíamos do erro. Agora temos procedimentos mais fortes, mais passos a seguir, um protocolo de correção. Tudo isso vai nos ajudar a lidar com uma situação como essa muito melhor no futuro.
O senhor acha que o trabalho se tornando mais burocrático, com mais revisões e correções, pode afastar os cientistas do IPCC?
Nossa instituição tem uma responsabilidade com a sociedade. Então, se nós não temos um sistema em que um erro possa ser corrigido, então claramente há um déficit. É nossa responsabilidade buscar um sistema em que erros, uma vez que apareçam, possam ser investigados e depois corrigidos. E não tínhamos isso no passado.
E os cientistas continuam querendo se ligar ao IPCC, é importante para suas carreiras?
Absolutamente. Não sei a respeito das carreiras, mas com certeza pelo senso de orgulho profissional. Para o 5.º Relatório do IPCC tivemos um número recorde de nomeações. Cerca de 3 mil nomeações, das quais elegemos 831. O número foi pelo menos 50% maior do que tivemos no 4.º relatório. E isso mostra que a comunidade científica se entusiasma em trabalhar com o IPCC.
Acha que a crise econômica está impactando as negociações e as ações dos governos?
Eu acho que sim. Mas é por isso que eu acho que a primazia da ciência deve ser mantida. Vamos encarar a questão: a crise econômica deve ser resolvida em dois, três, quatro anos, algo assim. Mas o problema das mudanças climáticas está aqui para todo o sempre. Então, não podemos nos cegar por considerações de curto prazo.
O que o senhor espera da Rio+20?
O que vai ser a reunião é difícil de prever. Mas eu espero que marque um ponto de virada em nossa forma de pensar e em nossas atitudes. Já é hora de olhar para as implicações no longo prazo do que estamos fazendo e tomar algumas decisões. Eu espero a Rio+20 marque uma mudança na forma de pensar da raça humana.
Secretária da ONU diz que ações são respostas à ciência – A secretária executiva da Convenção do Clima da ONU, Christiana Figueres, negou ao Estado que a ciência não ocupe posição central nas negociações. “Se a ciência não dissesse que temos um problema, não estaríamos aqui. A convenção existe precisamente em resposta à ciência e a convenção sempre está atenta aos seus progressos.” Segundo ela, a convenção acompanhará o 5º Relatório do IPCC, a ser publicado em 2013 e 2014.

SUMMARY OF THE 34TH SESSION OF THE INTERGOVERNMENTAL PANEL ON CLIMATE CHANGE (Earth Negotiations Bulletin)

The 34th session of the Intergovernmental Panel on Climate Change (IPCC) was held from 18-19 November 2011 in Kampala, Uganda. The session was attended by more than two hundred participants, including representatives from governments, the United Nations, and intergovernmental and observer organizations. Participants focused primarily on the workstreams resulting from the consideration of the InterAcademy Council (IAC) Review of the IPCC processes and procedures, namely those on: procedures, conflict of interest policy, and communications strategy.
The Panel adopted the revised Procedures for the Preparation, Review, Acceptance, Adoption, Approval and Publication of IPCC Reports, as well as the Implementation Procedures and Disclosure Form for the Conflict of Interest Policy. The Panel also formally accepted the Summary for Policy Makers (SPM) of the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX), approved by WGs I and II at their joint meeting from 14-17 November 2011. Delegates also addressed issues such as the programme and budget, matters related to other international bodies, and progress reports.
A BRIEF HISTORY OF THE IPCC
The IPCC was established in 1988 by the World Meteorological Organization (WMO) and the UN Environment Programme (UNEP). Its purpose is to assess scientific, technical and socio-economic information relevant to understanding the risks associated with human-induced climate change, its potential impacts, and options for adaptation and mitigation. The IPCC does not undertake new research, nor does it monitor climate-related data, but it conducts assessments on the basis of published and peer-reviewed scientific and technical literature.
The IPCC has three Working Groups (WGs): WGI addresses the scientific aspects of the climate system and climate change; WGII addresses the vulnerability of socio-economic and natural systems to climate change, impacts of climate change and adaptation options; and WGIII addresses options for limiting greenhouse gas emissions and mitigating climate change. Each WG has two Co-Chairs and six Vice-Chairs, except WGIII, which for the Fifth Assessment cycle has three Co-Chairs. The Co-Chairs guide the WGs in fulfilling the mandates given to them by the Panel and are assisted in this task by Technical Support Units (TSUs).
The IPCC also has a Task Force on National Greenhouse Gas Inventories (TFI). TFI oversees the IPCC National Greenhouse Gas Inventories Programme, which aims to develop and refine an internationally agreed methodology and software for the calculation and reporting of national greenhouse gas emissions and removals, and to encourage the use of this methodology by parties to the United Nations Framework Convention on Climate Change (UNFCCC). The Task Group on Data and Scenario Support for Impact and Climate Analysis (TGICA) is an entity set up to address WG needs for data, especially WGII and WGIII. The TGICA facilitates distribution and application of climate change related data and scenarios, and oversees a Data Distribution Centre, which provides data sets, scenarios of climate change and other environmental and socio-economic conditions, and other materials.
The IPCC Bureau is elected by the Panel for the duration of the preparation of an IPCC assessment report (approximately six years). Its role is to assist the IPCC Chair in planning, coordinating and monitoring the work of the IPCC. The Bureau is composed of climate change experts representing all regions. Currently, the Bureau comprises 31 members: the Chair of the IPCC, the Co-Chairs of the three WGs and the Bureau of the TFI (TFB), the IPCC Vice-Chairs, and the Vice-Chairs of the three WGs. The IPCC Secretariat is located in Geneva, Switzerland, and is hosted by the WMO.
IPCC PRODUCTS: Since its inception, the IPCC has prepared a series of comprehensive assessments, special reports and technical papers that provide scientific information on climate change to the international community and are subject to extensive review by experts and governments.
The IPCC has so far undertaken four comprehensive assessments of climate change, each credited with playing a key role in advancing negotiations under the UNFCCC: the First Assessment Report was completed in 1990; the Second Assessment Report in 1995; the Third Assessment Report in 2001; and the Fourth Assessment Report (AR4) in 2007. At its 28th session in 2008, the IPCC decided to undertake a Fifth Assessment Report (AR5) to be completed in 2014.
The latest Assessment Reports are structured into three volumes, one for each WG. Each volume is comprised of a SPM, a Technical Summary and an underlying assessment report. All assessment sections of the reports undergo a thorough review process, which takes place in three stages: a first review by experts; a second review by experts and governments; and a third review by governments. Each SPM is approved line-by-line by each respective WG. The Assessment Report also includes a Synthesis Report (SYR), highlighting the most relevant aspects of the three WG reports, and a SPM of the SYR, which is approved line-by-line by the Panel. More than 450 lead authors, 800 contributing authors, 2500 expert reviewers and 130 governments participated in the elaboration of the AR4.
In addition to the comprehensive assessments, the IPCC produces special reports, methodology reports and technical papers, focusing on specific issues related to climate change. Special reports prepared by the IPCC include: Aviation and the Global Atmosphere (1999); Land Use, Land-use Change and Forestry (2000); Methodological and Technical Issues in Technology Transfer (2000); Safeguarding the Ozone Layer and the Global Climate System (2005); Carbon Dioxide Capture and Storage (2005); Renewable Energy Sources and Climate Change Mitigation (SRREN) (2011); and, most recently, the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) (2011). Technical papers have been prepared on Climate Change and Biodiversity (2002) and on Climate Change and Water (2008), among others.
The IPCC also produces methodology reports or guidelines to assist countries in reporting on greenhouse gases. The IPCC Guidelines for National Greenhouse Gas Inventories were first released in 1994 and a revised set was completed in 1996. Additional Good Practice Guidance reports were approved by the Panel in 2000 and 2003. The latest version, the IPCC Guidelines on National Greenhouse Gas Inventories, was approved by the Panel in 2006.
For all this work and its efforts to “build up and disseminate greater knowledge about manmade climate change, and to lay the foundations that are needed to counteract such change,” the IPCC was awarded the Nobel Peace Prize, jointly with former US Vice President Al Gore, in December 2007.
IPCC-28: This session was held from 9-10 April 2008, in Budapest, Hungary, with discussions centering on the future of the IPCC, including key aspects of its work programme such as WG structure, main type and timing of future reports, and the future structure of the IPCC Bureau and the TFB. At this session, the IPCC agreed to prepare the AR5 and to retain the current structure of its WGs. In order to enable significant use of new scenarios in the AR5, the Panel requested the Bureau to ensure delivery of the WGI report by early 2013 and completion of the other WG reports and the SYR at the earliest feasible date in 2014. IPCC-29: This session, which commemorated the IPCC’s 20th anniversary, was held from 31 August to 4 September 2008, in Geneva, Switzerland. At this time, the Panel elected the new IPCC Bureau and the TFB, and re-elected Rajendra Pachauri (India) as IPCC Chair. The Panel also continued its discussions on the future of the IPCC and agreed to create a scholarship fund for young climate change scientists from developing countries with the funds from the Nobel Peace Prize. It also asked the Bureau to consider a scoping meeting on the SREX, which took place from 23-26 March 2009 in Oslo, Norway. IPCC-30: This session was held from 21-23 April 2009 in Antalya, Turkey. At the meeting, the Panel focused mainly on the near-term future of the IPCC and provided guidance for an AR5 scoping meeting, which was held in Venice, Italy, from 13-17 July 2009. The Panel also gathered climate change experts to propose the chapter outlines of WG contributions to the AR5. IPCC-31: This session was held from 26-29 October 2009 in Bali, Indonesia. Discussions focused on approval of the proposed AR5 chapter outlines developed by participants at the Venice scoping meeting. The Panel also considered progress on the implementation of decisions taken at IPCC 30 regarding the involvement of scientists from developing countries and countries with economies in transition, use of electronic technologies, and the longer-term future of the IPCC. INTERACADEMY COUNCIL REVIEW: In response to public criticism of the IPCC related to inaccuracies in the AR4 and the Panel’s response, as well as questions about the integrity of some of its members, UN Secretary-General Ban Ki-moon and IPCC Chair Rajendra Pachauri requested the IAC to conduct an independent review of the IPCC processes and procedures and to present recommendations to strengthen the IPCC and ensure the on-going quality of its reports. The IAC presented its results in a report in August 2010. The IAC Review makes recommendations regarding: management structure; a communications strategy, including a plan to respond to crises; transparency, including criteria for selecting participants and the type of scientific and technical information to be assessed; and consistency in how the WGs characterize uncertainty.
IPCC-32: This session, held from 11-14 October 2010 in Busan, Republic of Korea, addressed the recommendations of the IAC Review. The Panel adopted a number of decisions in response to the IAC Review, including on the treatment of grey literature and uncertainty, and on a process to address errors in previous reports. To address recommendations that required further examination, the Panel established task groups on processes and procedures, communications, conflict of interest policy, and management and governance. SRREN: The eleventh session of WGIII met from 5-8 May 2011 in Abu Dhabi, United Arab Emirates, and approved the Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) and its SPM. Discussions focused, among others, on chapters addressing sustainable development, biomass and policy. Key findings of the SRREN include that the technical potential for renewable energies is substantially higher than projected future energy demand, and that renewable energies play a crucial role in all mitigation scenarios.
IPCC-33: The session, held from 10-13 May 2011 in Abu Dhabi, United Arab Emirates, focused primarily on follow-up actions to the IAC Review of the IPCC processes and procedures. The Panel decided to establish an Executive Committee, adopted a Conflict of Interest Policy, and introduced several changes to the rules of procedure. The Panel also endorsed the actions of WGIII in relation to SRREN and its SPM and considered progress on the preparation of the AR5. SREX: The First joint session of IPCC WGs I and II, which took place on 14-17 November in Kampala, Uganda, accepted the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) and approved its SPM. The SREX addressed the interaction of climatic, environmental and human factors leading to adverse impacts of climate extremes and disasters, options for managing the risks posed by impacts and disasters, and the important role that non-climatic factors play in determining impacts.
IPCC-34 REPORT
IPCC Chair Rajendra Pachauri opened the 34th session of the Intergovernmental Panel on Climate Change on Friday, 18 November 2011, highlighting ongoing work related to the Fifth Assessment Report (AR5) and progress in the implementation of the InterAcademy Council (IAC) recommendations. He also referred to the communications strategy and the need to ensure policy relevance and reach out to policymakers. Pachauri said it was critically important that the results of the Special Report on Renewable Energy Sources and Climate Change Mitigation (SRREN) and the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX) be presented to the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) in Durban, South Africa. He emphasized the significance of the meeting being held in Africa, given the findings related to climate change impacts and development challenges in the region, and thanked Uganda for hosting the meeting and Norway for its support.
Norwegian Ambassador Thorbjørn Gaustadsæther highlighted that the SREX is an important tool for understanding, taking actions, and making decisions on managing the risks of extreme events and disasters. He noted that extreme weather events and their negative impacts are apparent everywhere, including in Uganda, for fishermen on the Lake Victoria who experience reduced catch, as well as in his native Norway, which experiences dramatic flooding, shrinking Arctic ice and other events. He said the SREX would be presented to governments at the Durban UNFCCC meeting and would provide a good basis for them to take action. He thanked the Ugandan government for its hospitality and said Norway was pleased to have contributed to the organization of the meeting.
Peter Gilruth, on behalf of UNEP Executive Director Achim Steiner, stressed the potential of the SREX, including as a foundation on which the disaster risk reduction and the climate change communities can build stronger bridges, and as a basis for environment and development work. He noted various UNEP initiatives and assessment reports, including the Programme of Research on Climate Change Vulnerability, Impacts and Adaptation, the fifth Global Environmental Outlook and the Emissions Gap Assessment, and invited delegates to participate in the “Eye on Earth” summit in December to build partnerships on knowledge sharing.
Florin Vladu, on behalf of Christiana Figueres, Executive Secretary of the UNFCCC, updated the plenary on developments in the negotiating process, highlighting the achievements of the Cancun Agreements in establishing an institutional infrastructure, but noting a failure to address the future of the Kyoto Protocol and a mitigation framework. Vladu said that in Durban countries face a challenge to find a viable way forward, but expressed hope that the conference will help build confidence in post-2012 climate finance through clarity on long-term finance and making the Green Climate Fund operational. Vladu highlighted that the UNFCCC process has benefited from an active research dialogue with the IPCC, most recently in the form of a presentation on the SRREN at the Subsidiary Body for Scientific and Technological Advice (SBSTA) session in June 2011. He also noted the special role of the IPCC in the UNFCCC review of the adequacy of the goal of limiting average global temperature below 2 degrees Celsius and the overall progress towards achieving this goal, which is scheduled to commence in 2013. On SREX, he said the report would contribute both to the work of SBSTA, and Adaptation Framework, and work programme on loss and damage, once those become operational.
Noting that this has been a transformative year for the IPCC, Jeremiah Lengoasa, on behalf of World Meteorological Organization (WMO) Secretary-General Michel Jarraud, reaffirmed support for the work of the Panel and emphasized the importance of the IPCC’s work and procedures remaining relevant and timely. He welcomed the AR5 preparations moving ahead as scheduled and stressed that the AR5 will provide a strong basis for decision-making, including in relation to water resources, agriculture and food security. He also highlighted the role of the WMO Global Framework for Climate Services, to be launched in the near future, to further assist in decision-making.
Maria Mutagamba, Minister for Water and Environment, Uganda, expressed warm greetings from the people of Uganda and welcomed delegates to the country traditionally known as the Pearl of Africa. She said that it is with great pride that Uganda continues to participate actively in the work of the IPCC and hosts this meeting, and thanked Norway, which co-funded the session. She said that Uganda has already started experiencing extreme weather events attributed to climate change such as severe droughts, floods and increased frequency of landslides. Highlighting the inevitability of climate change, she noted that her country has adaptation policies in place. On mitigation, she underlined Uganda’s early efforts under the Clean Development Mechanism. She further noted the need to strengthen national meteorological and hydrological services in developing countries and thus expressed support for the WMO Global Framework for Climate Services. She also suggested the IPCC continue to consider the role of indigenous knowledge in areas where peer-reviewed literature is unavailable or insufficient as well as issues of technology transfer to developing countries and dissemination of information.
The Panel then observed a minute of silence for the untimely and sad passing away of Mama Konate, UNFCCC SBSTA Chair and IPCC colleague.
APPROVAL OF THE DRAFT REPORT OF THE 33RD SESSION
The draft report of IPCC-33 (IPCC-XXXIV/Doc. 2, Rev.1) was adopted on Friday morning with a minor editorial amendment. Belgium noted the lack of reference in the meeting minutes to the Expert Meeting on Geoengineering and the participation of media representatives in at that meeting.
SPECIAL REPORT ON EXTREME EVENTS AND DISASTERS
This issue (IPCC-XXXIV/Doc. 21) was taken up by the plenary on Friday morning. The IPCC plenary formally accepted the actions taken at the Joint Session of Working Groups I and II on the SREX, including approving its Summary for Policy Makers (SPM). Underscoring the importance and usefulness of the SREX, Austria said that, among others, this landmark report introduces terminology to be understood both by the risk management and the climate change community, identifies a range of practices and options to reduce risk, and provides clarity on what the most vulnerable sectors, groups and areas are, making it of tremendous use for taking appropriate actions.
PREPARATION OF THE FIFTH ASSESSMENT REPORT (AR5)
The item (IPCC-XXXIV/Doc. 5) was presented to the plenary on Friday afternoon. Chair Pachauri recalled that the Panel had issued a clear mandate to start very early with the AR5 Synthesis Report (SYR), and Leo Meyer, Head of the SYR Technical Support Unit (TSU), reported on process and management issues related to the SYR (IPCC-XXXIV/Doc. 5). Meyer noted, inter alia: the inclusion of the IPCC Vice-Chairs on the SYR writing team since they have responsibilities related to cross-cutting issues; the possibility of a workshop on UNFCCC Article 2, which could feed into the UNFCCC review of the adequacy of the Convention’s ultimate goal; and the suggestion to reduce the time of eight weeks allowed for government comments on the final draft of the SPM to six weeks given the compressed timeline of the SYR.
On the time frame, the US suggested, and the Panel agreed, to seven weeks instead of the six weeks proposed for government comments.
With regard to a possible workshop on UNFCCC Article 2, Chair Pachauri suggested inviting general comments by governments. Emphasizing the importance of the IPCC retaining distance from the policy process, the US, supported by New Zealand, Canada, Saudi Arabia and others, opposed the suggestion. Saudi Arabia underscored that the issue of Article 2 is very sensitive. The Panel agreed to have the Bureau consider the matter at its next meeting.
REVIEW OF THE IPCC PROCESSES AND PROCEDURES
CONFLICT OF INTEREST POLICY: This issue (IPCC-XXXIV/Doc. 8, Rev. 1) was first addressed in the plenary on Friday and then in several meetings of a contact group co-chaired by Andrej Kranjc (Slovenia) and Jongikhaya Witi (South Africa), with Samuel Duffett (UK) as Rapporteur. The workstream on the Conflict of Interest (COI) Policy arose in response to the recommendations made in the IAC Review to develop and adopt a rigorous COI Policy. At IPCC-33 delegates adopted a COI Policy and extended the mandate of the Task Group on COI in order to develop proposals for annexes to the COI Policy covering Implementation Procedures and the Disclosure Form.
Contact group discussions focused on the draft Implementation Procedures prepared by the Task Group. During the group’s first meeting, Co-Chair Kranjc noted that the Task Group held four teleconferences in between sessions and that the WGs already have experience applying the COI Policy on an interim basis. Rapporteur Duffett then explained the proposed decision-making process on COI, noting there would be different procedures for Bureaux members and non-Bureaux members.
The discussions centered on several issues, including: which body determines whether an individual has a COI; the role of the COI Expert Advisory Group; which body is responsible for the final decision in cases of COI; cases of tolerance of COI for non-Bureaux members; and principles for considering COI issues.
On a body to determine whether an individual has a COI, the proposal of the Task Group was to form a special committee comprised of representatives from each of the six WMO regional groups. Some participants noted that implementation of COI policies is a relatively simple and technical procedure and in most cases there is no COI, so it would be an additional burden to establish a new committee and conduct elections for its members. In this regard, they suggested making use of existing bodies and assigning this function to the Executive Committee. They also suggested that the Executive Committee members would be the ones most interested in maintaining the integrity of the IPCC. Others expressed concern about Bureaux members who are part of the Executive Committee making decisions on their own COI. A compromise was reached on establishing a COI Committee composed of voting members of the Executive Committee and representatives of WMO and UNEP, with a recusal clause.
Delegates also developed principles for considering COI issues, introducing those in relation to exploring options for resolution of COI and an appeals procedure. The group added a provision requiring members of bodies involved in considering COI issues to recuse themselves from a discussion on their own COI.
The Task Group proposed that the Expert Advisory Group, which would be comprised of three representatives from WMO and UNEP, review COI forms of Bureaux nominees. However, some expressed a concern about this approach and a change was introduced that the COI Committee consults the Expert Advisory Group when it deems necessary.
Further discussion took place on which body would be responsible for a final decision on COI. An opinion was expressed that all final decisions should be made in plenary; however, others raised concerns about maintaining the confidentiality of personal information in that case. The contact group elaborated on an appeals procedure, assigning a function to the IPCC Bureau to review a COI determination on request by the individual in question.
On COI in relation to non-Bureaux members, several supported some flexibility in this regard as there are too few experts in some areas and those are often involved with industries or organizations. Delegates developed the relevant procedures on the tolerance of COI in such cases.
In the final plenary, the Panel adopted the Implementation Procedures and Disclosure Form for the COI Policy with minor editorial corrections. Chair Pachauri said COI was clearly one of the trickiest and most complex issues to address in relation to the IAC Review.
The US expressed its satisfaction with an “excellent” outcome on COI, in particular regarding the creation of a body that will implement the COI Policy effectively and very soon, composed of those with a strong interest in ensuring the integrity of its outcomes.
Canada noted that the contact group discussions were exceedingly positive and that the Implementation Procedures for the COI Policy will provide an effective process to promote transparency. The Netherlands underlined the enormous importance of the documents on COI for the transparency and integrity of the Panel, and its acceptance by the outside world. Thanking all members of the Task Group, Australia congratulated the plenary on a “groundbreaking” COI mechanism for many international organizations, both in substance and in the procedure of how it was developed.
Secretary Christ asked the plenary how the set of documents on COI should be integrated into IPCC regulations and suggested a paragraph be added that states these documents constitute an appendix to the Principles Governing the IPCC Work. To this, the US replied that more consideration is needed before the documents are elevated to the level of principles and suggested leaving them as standalone documents. The Panel agreed to the suggestion.
Final Decision: In its decision, the Panel, inter alia:
adopts the COI Implementation Procedures and decides that the Procedures will apply to individuals who are subject to the COI Policy;
decides to establish a COI Committee comprising all elected members of the Executive Committee and two additional members with appropriate legal expertise from UNEP and WMO, appointed by those organizations;
decides to establish an Expert Advisory Group on COI and invites the Secretary-General of WMO and the Executive Director of UNEP to select members of the COI Expert Advisory Group and to facilitate the establishment of the COI committee as soon as possible;
notes that the WG and Task Force Bureaux have adopted interim arrangements for dealing with COI issues and that those arrangements are broadly consistent with the COI Policy;
decides that, to ensure a smooth transition, the existing interim arrangements will continue to operate, with respect to individuals who are not Bureau members until the Executive Committee decides that the implementation procedures apply to those individuals;
requests IPCC and TFI Bureaux members to submit a COI Form to the Secretariat within three months;
decides to receive a report on the operation of the COI Expert Advisory Group and the COI Committee within twelve months of their establishment and to review their operations, as appropriate, within twelve months after the next Bureaux election(s); and
notes that the COI Committee will develop its own methods of working and will apply those on an interim basis pending approval by the Panel, and decides that the COI Committee should submit its methods of working to the Panel within twelve months of its establishment.
Implementation Procedures: The Procedures address the following:
The overall purpose of the Implementation Procedures is to ensure that COIs are identified, communicated to the relevant parties and manage to avoid any adverse impact of IPCC balance, products and processes, and also to protect the individual, the IPCC and the public interest.
In their scope, the Implementation Procedures apply to all COIs and all individuals defined in the COI Policy, and compliance with the COI Policy and the Procedures is mandatory.
The Implementation Procedures further set out the review process on COI for IPCC and Task Force Bureaux members prior to and after their appointment. According to this process, the COI Disclosure Forms for all nominees should be submitted to the Secretariat to be reviewed by a COI Committee. The COI Committee may request advice from the Expert Advisory Group on COI. If the COI Committee determines that a nominee has a COI that cannot be resolved, the individual will not be eligible for election to the Bureau.
The Implementation Procedures also outline the review process for Coordinating Lead Authors, Lead Authors, Review Editors and TSUs prior to and after their appointment. In this case, Disclosure Forms are submitted to relevant TSUs and reviewed by WG or Task Force Bureaux. The document defines exceptional circumstances in which a COI in relation to non-Bureaux members may be tolerated, that is when an individual can provide a unique contribution and when a COI can be managed. Such cases should be disclosed. The document also outlines the process to deal with a COI after the appointment of non-Bureaux members, including updating information, review and an appeal procedure.
The Implementation Procedures set out principles for considering COI issues that are applied to all bodies involved in advising on and deciding COI issues. In this regard, they require those bodies to consult the relevant individual regarding potential COIs and explore the resolution options as well as provide for an appeal procedure. The document also requires members of the bodies involved in consideration of COI issues to recuse themselves when being a subject of consideration.
The Implementation Procedures further contain provisions on processing and storage of information to ensure confidentiality of submitted information.
The document further sets out the composition and functions of the COI Committee and Expert Advisory Group on COI.
Annex B to the Implementation Procedures also contains a COI Disclosure Form.
PROCEDURES: This issue (IPCC-XXXIV/Doc. 9, Add. 1) was first introduced in the plenary on Friday and then taken up by a contact group co-chaired by Eduardo Calvo (Peru) and Øyvind Christophersen (Norway), with Arthur Petersen (Netherlands) as Rapporteur. Work centered on the finalization of revisions to the Appendix A to the Principles Governing IPCC Work: Procedures for the Preparation, Review, Acceptance, Adoption, Approval and Publication of IPCC Reports, which started at IPCC-32. The Panel adopted the revised Procedures Appendix in plenary on Saturday, completing the work of the Task Group on Procedures.
Discussions in the contact group centered on the production and treatment of guidance material, the selection of participants to IPCC workshops and expert meetings, matters related to the transparency, quality and efficiency of the review process, anonymous expert review, and SPM approval sessions.
On guidance material, Belgium and others called for stating that guidance material needs to be taken into account in the preparation of the reports in addition to stating what guidance material is, while others cautioned against excessively normative language. The group agreed leave the text as is.
On the selection of participants to IPCC workshops and expert meetings, the group addressed text related to the distinction between these two types of meetings.
On matters related to the transparency, quality and efficiency of the review process, the group considered the Revised Guidance Note on the Role of Review Editors (IPCC-XXXIV/Doc. 9, Add.1) prepared by the WG and TFI Bureaux. The group also addressed the current practice of expanding the number of Review Editors per chapter. After some discussion, the group agreed that there was a need to limit the number of Review Editors to four per chapter.
On text related to open invitations for expert reviewers, recommendations were made to circulate second in addition to First Order Draft Reports by WG/TFB Co-Chairs for review. In relation to inviting as wide a group of experts as possible, Review Editors were added to a list of potentially nominated experts. Text was also added on notifying Government Focal Points when this process starts.
On anonymous expert review, the group discussed the need to ensure the appropriate flexibility and agreed to add text that clarifies that the procedures do not prescribe WGs and the TFI to use either anonymous or named expert reviews. In order to document past experience with anonymous expert reviews by WGIII and the TFI during the AR4, the group agreed to include the Note by the Task Group on Procedures on IPCC Anonymous Expert Review: Past experiences and arguments in favor or against (Appendix 3 of IPCC-XXXIV/Doc. 9) in an annex to the Report of IPCC-34.
On the process for the SPM approval, the group addressed text on the process for sending government comments to the Second Order Draft prior to the plenary approval session of the SPM, bringing the procedures in line with current practice.
During the final plenary, Austria noted that, although important progress was made, there is a need to further strengthen the Procedures, in particular related to the calibrated uncertainty language of assessments, to increase transparency and traceability of the decisions of authors so these can be understood in the future. He also proposed further addressing the management and working rules for the writing teams so they are the same across WGs. With regard to calibrated language, New Zealand drew attention to the existing Guidance Paper on Uncertainties and cautioned against having the Panel decide on this, stressing that this should be the province of the WGs.
The European Union (EU) asked for clarification on whether participating organizations are also considered in the round of comments by governments for SPM approval. Co-Chair Christophersen responded that this was not brought up or considered by the group. The EU noted that it would be useful to introduce this in the future given the EU’s particular character. Australia proposed, and the Panel agreed, to record the EU’s concern in the minutes of the meeting along with Austria’s suggestion.
Final Decision: The decision on Procedures addresses the following:
On the IPCC guidance material, the Panel decides that guidance material is a category of IPCC supporting material aimed to guide and assist in the preparation of IPCC reports and Technical Papers. The Panel also clarifies who is responsible and who may commission guidance material.
On selection of participants to IPCC Workshops and Expert Meetings, the Panel elaborates on the distinction between these two types of meetings, including their composition, and establishes that the WG/TFI Bureaux or the IPCC Chair will report to the IPCC Bureau and Panel on the process of selection of participants, including a description of how the selection criteria have been applied.
On matters related to transparency, quality and efficiency of the review process, the IPCC welcomes the revised Guidance Note on Review Editors and finds that the recommendations of the IAC on the Review Editors have been taken adequately into account. The Panel also encourages the implementation of this revised Guidance Note in the AR5 and invites the WG Co-Chairs to monitor progress in their WG progress reports. In addition, the Panel decides that to provide a balanced and complete assessment of current information, each WG/TFI Bureau should normally select two to four Review Editors per chapter and per technical summary of each Report. Furthermore, it decides that the WG/TFI Bureaux shall seek the participation of reviewers encompassing the range of scientific, technical and socio-economic views, expertise, and geographical representation, and shall actively undertake to promote and invite as wide a range of experts as possible.
On anonymous expert review, the Panel decides: not to amend the IPCC Procedures; not to preclude a different approach in the future; and to include the Note by the Task Group on Procedures on IPCC Anonymous Expert Review: Past experiences and arguments in favor or against (Appendix 3 of IPCC-XXXIV/Doc. 9) in an annex to the Report of IPCC-34.
On the process for the SPM approval, the Panel specifies the process for governments submitting written comments prior to the plenary approval session.
GOVERNANCE AND MANAGEMENT: This item (IPCC-XXXIV/Doc. 19) was taken up in the opening plenary on Friday. IPCC Chair Pachauri explained that both Co-Chairs of the Task Group on Governance and Management, David Warrilow (UK) and Taha Zatari (Saudi Arabia) were unable to come to Kampala, and that Task Group Co-Chair Warrilow suggested postponing the consideration of the matter until IPCC-35 and proposed holding IPCC-35 in the middle of 2012 rather than in the second half of the year. The UK explained that this will provide for a prompt response to the IAC recommendations and will allow moving forward with the AR5. The UK also proposed that if holding an earlier session is not possible, two sessions could be held next year instead of one. Several countries highlighted that an earlier meeting should not coincide with preparatory meetings for the United Nations Conference on Sustainable Development (Rio+20) and the Conference itself.
Delegates agreed to postpone the consideration of the item until IPCC-35.
COMMUNICATIONS STRATEGY: This item (IPCC-XXXIV/Doc. 20) was addressed in plenary on Friday. Secretary Christ recalled that IPCC-33 agreed on guidance on a communications strategy and requested the Secretariat to elaborate on the strategy according to that guidance. She noted delays with hiring a senior communications specialist who will not be on board for several months and in this context explained that the Secretariat asked its long-term consultant, Charlie Methven, to help prepare the draft communications strategy in order to respond to the plenary’s request.
Methven then elaborated on the main points of the proposed strategy. Highlighting the unique challenges the IPCC faces, he underlined that the future communications system should be a resource rather than a typical corporate structure. At the same time, he said, it should provide a central communication function and a stronger link between various elements of the IPCC, including the WGs and their TSUs. Noting the already existing ad hoc support on communications across WGs, Methven said these practices should be incorporated to make for a more accountable and coherent structure. He also mentioned that the proposed strategy is achievable within the current level of funding.
Chair Pachauri then requested guidance from the plenary on major pillars of the draft strategy.
Many, including New Zealand, US, Austria and Japan, expressed a deep concern about the delay with hiring a senior communications specialist who should be involved in the development of the strategy. Chair Pachauri explained that the hiring process is conducted according to WMO procedures but an individual had been selected and the discussion is now on a compensation package. He noted that this person cannot start immediately after accepting the offer, and that the selected candidate is not aware of the IPCC process sufficiently to actively contribute to its communications strategy.
Referring to the unique nature of the IPCC, the US highlighted the important role of WG Co-Chairs in communication of relevant products and that the proposed communications structure should not be independent from the WGs. He highlighted in this regard that a senior communication specialist should be facilitative in nature and expressed concern that the Executive Committee had no interaction with candidates for this role. Pachauri explained it was difficult to engage all members of the Executive Committee and that some of them were involved in developing the draft communications strategy.
Austria suggested preparing a Panel’s letter to WMO highlighting the urgency of hiring a communications person for the IPCC. He also suggested there should be a role for governments in the communications strategy, especially when it comes to regional matters. Switzerland underlined the importance of scientific integrity in the communication of the IPCC’s work, which often means “sticking literally to what has been said.” Australia proposed that a strategy should be forward-looking and contain a clear set of communications objectives: what to communicate, to whom and how. Several delegates suggested the document be forwarded to the full Executive Committee and Bureau for discussion.
Pachauri concluded that the draft communications strategy would now be discussed by a small group comprising representatives of the WGs, TFI, Secretariat and consultant Methven before being forwarded to the Executive Committee, Bureau and eventually the plenary.
In the final plenary on Saturday, Belgium recalled its proposal to re-establish a Task Force on Outreach and Communications Strategy, noting that such a Task Force had existed but disappeared when Pachauri became Chair, and to collect written comments by governments to advance the issue. Chair Pachauri supported the proposal and suggested Belgium submit it in written form. On a request for clarification by IPCC Vice-Chair Jean-Pascal van Ypersele, Chair Pachauri confirmed agreement at the Executive Committee meeting to have one of the IPCC Vice-Chairs involved in the group in charge of formulating the communications strategy.
The UK proposed, and the Panel agreed, to circulate the new draft communications strategy for comments and revision before the next session. Chair Pachauri said the Executive Committee will come up with a timetable to do so.
MATTERS RELATED TO UNFCCC AND OTHER INTERNATIONAL BODIES
During the opening plenary session, Chair Pachauri informed the Panel that, in contrast to all previous occasions when the IPCC had addressed the UNFCCC COP in plenary, he had now been asked to only present at SBSTA in Durban. He emphasized that this was an issue of institutions, not of personalities. Many countries expressed their disappointment and underscored the importance of conveying the IPCC’s findings to the COP directly, possibly also at the high-level segment. South Africa noted the concerns expressed on the participation of the IPCC at Durban and assured that the matter would receive proper attention by the upcoming COP Presidency.
A drafting group prepared a letter to the UNFCCC, which was distributed to the Panel for approval. The letter, addressed to the UNFCCC Executive Secretary, expressed the Panel’s disappointment and noted the inappropriateness of the decision, underscoring the strategic importance of having the IPCC address the UNFCCC at the COP level as has been the case since the first COP. The letter called for conveying the message to the current and upcoming COP Presidencies. The US, Saudi Arabia and New Zealand called for reflecting on the wisdom of this mode of communication and proposed Chair Pachauri speak again informally to the UNFCCC Executive Secretary on this matter.
On Saturday morning, Chair Pachauri informed the Panel that, after further communication, the UNFCCC Executive Secretary had written to say that she had consulted with the South African delegation and that, although the opening session of UNFCCC COP 17 will be more of a ceremonial nature, the IPCC would be invited to address the COP on Wednesday, 30 November, when it takes up substantive matters.
RULES OF PROCEDURE FOR THE ELECTION OF THE IPCC BUREAU AND ANY TASK FORCE BUREAU
In plenary on Saturday, Secretary Christ invited the Panel to provide guidance on how provisions arising from the review of IPCC processes and procedures at IPCC-33 and 34 are to be reflected in the revision to Appendix C to the Principles Governing IPCC Work: Rules of Procedure for the Election of the IPCC Bureau and Any Task Force Bureau (IPCC-XXXIV/Doc. 7). New Zealand, with Malaysia and Australia, noted that there was no representative from Region V (South-West Pacific) on the WGIII Bureau, and that the revised text leaves open the possibility that someone from Region V is not on the WGIII Bureau. Australia also highlighted that Region V does not have representation on the Executive Committee and said that these issues should be a high priority for IPCC-36. Secretary Christ said that the Secretariat would distribute a text to governments taking into consideration suggestions from IPCC-33 and 34, and would make this a high priority agenda item for IPCC-36.
IPCC PROGRAMME AND BUDGET AND FINANCIAL PROCEDURES FOR THE IPCC
During Friday’s opening plenary session, Secretary Christ gave an overview of issues related to the IPCC Trust Fund Programme and Budget (IPCC-XXXIV/Doc. 3, Rev.1) and the adoption of the revised “Appendix B to the Principles Governing IPCC Work: Financial procedures for the IPCC” (IPCC-XXXIV/Doc. 4, Corr. 1). She noted the need to address the greater cost of the publication and translation of the SRREN and an additional expert meeting on wetlands by TGICA, and urged resolution on the revised Appendix B in order to allow auditing of IPCC accounts.
The Financial Task Team, co-chaired by IPCC Vice-Chair Ismail A.R. El Gizouli (Sudan) and Nicolas Beriot (France), met to address these issues, convening twice on Friday. On Saturday morning, Co-Chair Beriot presented the deliberations of the Task Team to plenary, noting that the meetings had been well attended. He highlighted changes made to Appendix B, including the addition of a paragraph on the Financial Task Team and the revision of a paragraph that grants authority to the Secretariat to adjust allocations in the event that the IPCC Trust Fund is less than the approved budget. On Appendix B, the WMO and EU queried the implication of the IPCC Trust Fund being administered under International Public Sector Accounting Standards. Secretary Christ clarified that the text was drafted with the WMO legal consul, and expressed hope that in negotiating future agreements with the EU the various financial requirements will be reconciled.
Co-Chair Beriot highlighted two other Financial Task Team recommendations to the Panel in relation to simplifying language on procedural matters in the revised Appendix B no later than IPCC-37 and greater flexibility in financing travel arrangements for experts or members of the Bureau from developing countries. The UK and Austria recommended adding a second plenary session next year in order to have enough time to respond to the IAC Review; however, after further discussion, the Panel agreed that a four-day plenary session would be preferable to two two-day plenary sessions because of both time and resource constraints. New Zealand also suggested that teleconferences can be used for preparation meetings prior the next IPCC session.
Final Decision: In its decision, the Panel, inter alia:
approves the modified 2011 budget with respect to cost-related increases in the translation and publication of the SRREN;
approves the modified 2012 budget, which includes cost-related increases in the preparation of the 2013 IPCC Guidelines on Wetlands;
approves the revised “Appendix B to the Principles Governing IPCC Work: Financial Procedures for the IPCC” (IPCC-XXXIV/Doc. 4, Corr.1) with modifications, which include adding the Financial Task Team and granting authority to the Secretariat to make adjustments to allocations if there is a budget shortfall;
requests the Secretariat simplify language in the revised Appendix B document to improve clarity and readability no later than IPCC-37;
notes the forecast budget for 2013 and the indicative budgets for 2014 and 2015;
urges governments from developed countries to continue providing financial support for travel of experts to IPCC meetings;
requests that countries maintain their contributions in 2011 and 2012 and invites governments, which may be able to do so, to increase their level of contributions to the IPCC Trust Fund or to contribute in case they have not done so; and
endorses the expression of concern regarding the imposition of travel plans and arrangements on some experts or members of the Bureau from developing countries, with little concern to the particular traveler constraints and commitments, and that this be relate to the WMO Secretary-General.
PROGRESS REPORTS
AR5, PROGRESS REPORTS OF WGs I, II AND III: The WG Co-Chairs presented on progress since IPCC-33. WGII Co-Chair Vicente Barros (Argentina) highlighted a range of on-going expert, regional expert and lead author meetings, and Head of WGII TSU Kristie Ebi discussed the draft chapter writing schedule (IPCC-XXXIV/Doc. 10).
Head of WGIII TSU Jan Minx highlighted a range of expert and lead author meetings, and noted changes to the WGIII AR5 schedule and the writing process, which include a review of cross-chapter consistency and a policy to remove inactive authors (IPCC-XXXIV/Doc. 18, Rev.1).
WGI Co-Chair Thomas Stocker discussed a variety of expert meetings, including a Joint Expert Meeting in Lima, Peru, on Geoengineering in June 2011; a second WGI Lead Author meeting held in Brest, France in July 2011, which engaged primarily with cross-chapter issues; and a third Lead Author WGI meeting to be held in Marrakech, Morocco in April 2012. Stocker noted that on 16 December 2011 the First Order Draft of the WGI contribution to the AR5 will become available for an eight-week expert review (IPCC-XXXIV/Doc. 14).
TASK GROUP ON DATA AND SCENARIO SUPPORT FOR IMPACT AND CLIMATE ANALYSIS (TGICA): Due to the absence of TGICA representatives at the meeting, Chair Pachauri referred the plenary to the report of the Task Group (IPCC-XXXIV/Doc. 13).
TASK FORCE ON NATIONAL GREENHOUSE GAS INVENTORIES: TFB Co-Chair Thelma Krug (Brazil) reviewed progress on the 2013 Supplement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories: Wetlands (2013 Wetlands Supplement) work programme (IPCC-XXXIV/Doc. 12), and noted that a recent Lead Author meeting in Japan identified the scope and coverage of each chapter and addressed several cross-cutting and interacting issues. A Zero Order Draft is expected to be ready for the first science meeting next year. Co-Chair Krug also highlighted ongoing expert meetings and the success of an open symposium hosted in Japan on 22 August 2011, which aimed to explain the purpose and achievement of the TFI to the public.
SRREN: Head of WGIII TSU Jan Minx introduced this issue (IPCC-XXXIV/Doc. 17), noting the outreach activities and publication process timeline.
CROSS-CUTTING THEMES: IPCC Vice-Chair Hoesung Lee (Republic of Korea) discussed the coordination of cross-cutting themes for the AR5 SYR, highlighting that a questionnaire has been prepared and will be sent to the WGs to gain input into how the IPCC Vice-Chairs should best facilitate this process.
IPCC SCHOLARSHIP PROGRAMME: Secretary Christ updated the plenary on progress with the IPCC Scholarship Programme (IPCC-XXXIV/Doc. 16), noting that a total of nine students and researchers from developing countries had been awarded scholarships for the period 2011-2012. She said these included a postgraduate student from Uganda, Jamiat Nanteza, who would be working on climate-related disaster management issues. Secretary Christ stressed that the Secretariat does not have sufficient capacity to continue fundraising activities as there are no specific funds allocated for that work. She said they have been in contact with the UN Foundation that can conduct fundraising in the US but there would be charges involved.
Chair Pachauri underlined that the Programme had been launched with great success, highlighting many applications from the least developed countries, and said guidance is needed from the plenary on how to keep the Programme going. He said given the number of applications, it would be desirable to award at least 40 to 50 scholarships. The US expressed caution regarding this suggestion as it might require a big commitment from the IPCC leadership and Secretariat. He noted that this might also influence how the IPCC is perceived as an assessment body and recalled that when the Programme was launched there was no expectation this would become a major workstream. Belgium expressed interest in the opinion of the Board of Trustees to the Programme.
Chair Pachauri suggested this matter would be discussed at the Bureau meeting, which would provide a paper with a set of options on further direction for the Programme and ways to reduce the workload burden on the Secretariat, to be presented at the next IPCC session.
TIME AND PLACE OF THE NEXT SESSION
Croatia presented its offer to host the next session in Dubrovnik or elsewhere on the Adriatic Coast at a time to be determined.
Recalling the untimely death of SBSTA Chair Mama Konate, IPCC Vice-Chair van Ypersele called for always scheduling a break between any WG or approval session and a plenary session scheduled back-to-back in a way that, insofar as possible, respects participants’ health and wellbeing.
OTHER BUSINESS AND CLOSING OF THE SESSION
Secretary Christ presented on the outcome of the 16th WMO Congress related to the IPCC. She also noted that WMO had not yet decided on the request by IPCC-32 to WMO to not convert their in-cash contribution into in-kind contribution.
Also, Secretary Christ drew attention to a notification from UN Headquarters that the Republic of South Sudan was admitted as a new Member State by the UN General Assembly on 14 July 2011, and that the official name of the Libyan Arab Jamahiriya had been changed to Libya (IPCC-XXXIV/INF.2). The Panel agreed to reflect these changes in the necessary amendments. South Sudan has therefore become a new member of the IPCC, bringing the total of its members to 195 countries.
In his final remarks, Chair Pachauri thanked the government and people of Uganda for their hospitality and excellent organization of the meeting. The session closed at 4:45 pm with a dance performance celebrating Africa by Francis Hayes, conference officer, and local organizers.
A BRIEF ANALYSIS OF IPCC-34
THE CHALLENGE OF CHANGE
It was just a little over a year ago, in October 2010 in Busan, Republic of Korea, when Sir Peter Williams, Vice-President of The Royal Society, UK, presented the major findings and recommendations of the InterAcademy Council (IAC) review of the IPCC processes and procedures. The review was called for by UN Secretary-General Ban Ki-moon and IPCC Chair Rajendra Pachauri to address major criticisms of the IPCC’s work as a result of the discovery of a small number of serious factual errors in the Fourth Assessment Report, allegations of conflicts of interest among those involved in the assessment, and failure to respond adequately to these charges. The IAC report contained recommendations on reforming IPCC’s management and governance, communications strategy, and processes and procedures.
Since then, the IPCC has been busy addressing these recommendations, enacting changes that it hopes will make it more solid and able to weather the intense public scrutiny and attacks by climate change skeptics. At the same time, the IPCC has had to focus on its work on the Fifth Assessment Report (AR5), the cornerstone of its activities. With the IPCC midway through the AR5 cycle, these changes stand to have an impact on the AR5. It is a useful moment in time to begin to assess how much the decisions taken so far have led to substantive changes in the IPCC. This brief analysis will address these questions.
IMPLEMENTING CHANGE
IPCC-34 came at a time when the most difficult decisions in response to the IAC review have already been taken or are well advanced. A variety of organizational, procedural, governance and policy changes were made prior to the Kampala meeting. These include the establishment of an Executive Committee to provide management oversight and address emerging issues on behalf of the Panel between sessions; limiting the terms of office for key Bureau positions; the development of a conflict of interest policy; and increasing transparency in its procedures, including clarifying the selection of participants at expert meetings, authors and others. Other critical issues that have been tackled include a clear policy for correcting errors, strengthening of the review process, and improved guidance for authors, including on evaluation of evidence and consistent treatment of uncertainty.
This session in Kampala concentrated on completing revisions to the Procedures for the IPCC reports. As a result, the Panel finalized its work on the production and treatment of guidance material, the selection of participants to IPCC workshops and expert meetings, matters related to the transparency, quality and efficiency of the review process, anonymous expert review, and approval sessions for Summaries for Policy Makers.
Perhaps most notably, at this session the IPCC agreed on the Implementation Procedures for the Conflict of Interest Policy, which had been developed at IPCC-33. The agreement represented a source of much satisfaction among participants, who feel that the decision taken here allows for prompt implementation and adequate oversight by those who are most interested in maintaining the integrity of the IPCC—that is, the Panel’s Executive Committee. Importantly, implementation of the new comprehensive Conflict of Interest Policy will contribute to increased transparency of the IPCC process—just what the Panel needs to ensure the credibility of its findings.
To the dismay of many, however, the development and implementation of a comprehensive communications strategy is still incomplete. The IPCC has long acknowledged that its outreach and communication is critically deficient and attempts had been initiated to address it in the past, such as the first IPCC communications strategy in 2005-2006, which included the recruitment of a communications officer. The IAC review reinforced this criticism, finding that communication was a major weakness, and recommended the development of a communications strategy, including guidelines on who should speak on behalf of the IPCC. More than a year later, however, the IPCC still has no strategy in place and has not appointed a senior communications officer. In Kampala, the draft communications strategy was met with wide discontent. Many felt a senior communications professional should have been involved in the preparation of the strategy. In addition, others were concerned that the draft strategy had not been discussed by the Executive Committee prior to its presentation before the IPCC. With both the strategy and the appointment delayed, lack of progress on communications elicited much frustration among participants in Kampala and many others in the climate change community alike, and remains a critical gap in the response of the IPCC to the IAC review.
ASSESSING THE QUALITY OF CHANGE
Although it is too early to judge the transformational extent of the changes introduced in the IPCC as a result of the IAC review, it is useful to note some signs of the effects of these changes.
The most evident and welcome changes relate to increased transparency in the IPCC processes and procedures. There is more transparency and consistency over different stages of the assessment process, including the preparation, review, and endorsement of IPCC reports. There is a policy in place to address real or potential conflict of interest among all participants. There is even a better understanding of how the Panel is run, including its management structure, and roles and responsibilities. All these are critically important.
Changes affecting the quality of management and governance are, however, more difficult to see and assess. Having good rules is the start, but adherence and practice is what makes a difference. The fact that the Executive Committee was not consulted or involved in the recruitment of the senior communications professional came as a surprise to many.
One question was how the changes resulting from the IAC review would affect progress on the AR5. In many ways, the IAC review came at a convenient time for the IPCC—having just completed the Fourth Assessment Report and with the bulk of work concentrated on the Working Groups (WGs) as they initiated the AR5. In fact, many of the changes implemented had already been initiated by the WGs, including on a conflict of interest policy, guidance on the treatment of uncertainties and other guidance on procedures. Even the Executive Committee is a formalization of the previous Executive Team. As to the deliverables, the approval in the space of six months of two timely Special Reports –on Renewable Energy Sources and Climate Change Mitigation and on Managing the Risks of Extreme Events and Disasters to Advance Adaptation (SREX) —comes as evidence that the IAC review has not distracted the IPCC from its core business.
As one participant noted, the IAC review was not meant to illicit a revolution but an evolution. The significance of the IPCC reforms will only become apparent as new challenges arise. Assessing the quality of change, that is whether the reforms that the IPCC has already undertaken will actually lead to making the Panel stronger in front of the increased public scrutiny, remains to be seen.
Unfortunately, the lack of a comprehensive communications strategy stands in the way of making the Panel’s reforms and its work evident to the outside world. Communicating the complex science of climate extremes and impacts as presented in the SREX could have already benefited from it. That is why most participants see rapid progress on a communications strategy as vital to ensure success in the implementation of the IPCC changes. While progress on the AR5 is going well, the impact of the IPCC’s findings, and consequently its relevance, will be significantly influenced by how it is communication to the outside world.

This year’s rash of severe weather is changing climate science. As policymakers call for better information, scientists are scrambling to understand the link between increasing emissions and natural disaster

DENVER, Colo. – 2011 may well be remembered as the year of extremeweather in the United States, with drought in Texas, floods along the Mississippi River, a freak October snowstorm on the East Coast. Tornadoes alone would make the year memorable, with some 1,270 twisters causing 544 deaths and $25 billion in damages.
The outbreak is reshaping climate science, as researchers hone their abilities to predict severe weather and link the record-shattering destruction to humanity’s increasing emissions.
The goal: To provide better information to policymakers and local officials who must plan for and adapt to changes. “It’s a rapidly developing field,” said Peter Stott, head of climate monitoring and attribution at the Met Office, Britain’s national weather service.
Stott led one of the first studies attributing a single extreme weather event to climate change: The 2003 European heat wave, which killed 40,000 and was the hottest summer on record since 1540. The study concluded that human influence more than doubled the event’s likelihood.
Last week, a study published in the journal Proceedings of the National Academy of Sciences concluded there was an 80 percent chance that the killer Russian heat wave of 2010 would not have happened without the added push of global warming.
Now, Stott and other researchers are melding weather forecasting skills with pioneering computer models to attribute – or link – individual weather events to climate change. Understanding how climate change influences the weather is increasingly seen as key to predicting natural disasters, Stott said, and the new studies should help policymakers anticipate the conditions and trends associated with weather extremes. “There’s this very strong connection between attribution and prediction,” noted Stott, who spoke on these issues before colleagues last week at the World Climate Research Programme conference here in Denver.
The efforts are steering the next steps of the Intergovernmental Panel on Climate Change, the international body of scientists that reviews and assesses the vast pool of climate research for policymakers worldwide. The next IPCC assessment is due in 2013 – the fifth from the panel since 1990. For the first time it will include “predictions” – near-term and long-term climate forecasts based on actual conditions – instead of “projections” that simulate hypothetical scenarios and carbon emission rates.
The distinction is an advance for climate science and the IPCC, said Kevin Trenberth, who runs the Climate Analysis Section at the National Center for Atmospheric Research in Boulder, Colo.
Previous IPCC assessments have cited projections that are not grounded in current or historical conditions. Instead, policymakers are given “what-if” scenarios, such as how the future climate might react to different greenhouse-gas emissions over the coming decades. The results show changes between two assumed moments in time, Trenberth said, but they lack a starting point tied to observed data and, ultimately, are informed guesses of future carbon dioxide levels and their consequences.
Climate model predictions, on the other hand, are like weather forecasts. They start from a current or historical moment to analyze climate changes. By grabbing more measurements and using new techniques, advanced climate models reveal more clearly how the atmosphere responds to increased water moisture, warmer sea temperatures and melting sea ice, all impacts of increased carbon. Compared to projections, predictions allow scientists to offer near-term climate forecasts, which should help policymakers prepare for potential adaptations in the next few decades.
The change from projections to predictions is made possible in part by a new generation of more powerful computer models. The last IPCC assessment report, published in 2007, made minor mention of feedbacks – environmental processes and interactions that can intensify extreme climate events, said Sonia Seneviratne, a professor at the Swiss Federal Institute of Technology in Zurich, who specializes on the topic. New data have since opened up scientists’ understanding of their importance.
Seneviratne is the lead author of an IPCC special report to be released later this month that focuses on climate change and extreme events. Research in this area has been “substantial and justifies a separate assessment,” she said, adding that it’s particularly a topic of interest for officials concerned with disaster preparedness and risk reduction.
The special report concludes that scientists are “virtually certain” the world will see more extremes in heat and that some places in the world will become “increasingly marginal as places to live,” according to the Associated Press, which obtained a draft. The draft also concludes there is at least a two-in-three chance that man-made global warming has already worsened weather extremes, according to the AP. The document is subject to change and needs approval from diplomats meeting in Uganda mid-month.
There are some caveats to these new climate predictions, however.
Writing in a scientific journal last year, Trenberth warned colleagues that the promise of more accurate representations of climate change will introduce new scientific uncertainties inherent to modeling more complex and realistic situations. Just as weather forecasting evokes its share of skepticism and doubt, climate predictions will likely represent a new communications challenge – and fodder for controversy and criticism – for climate scientists, said Trenberth.
“It’s about communication,” agreed Stott, who is the lead author of the 2013 IPCC report’s section on attribution and detection of climate change. “An understanding of where extreme weather fits into the longer-term picture of a changing climate helps people put this into context, and [whether] this is something that is going to become more common in the future and therefore we need to give more attention and be more prepared for these things.”
Stott and other scientists at a handful of modeling centers worldwide are focusing on the relation between climate change and extreme weather through a new initiative, Attribution of Climate-related Events. Stott says the project will move scientists further along toward forecasting extreme events and mapping the interactions with climate change.
“The goal is to be able to develop the tools and the skills, so we know when we can be confident and provide trustworthy assessments, and to do this in a timely fashion – in the immediate aftermath of a particular situation,” Stott said. “At the moment, we’re not really geared up for that. It’s very much research mode.> We’ve hardly scratched the surface.”

The debate may largely be drawn along political lines, but the human role in climate change remains one of the most controversial questions in 21st century science. Writing in WIREs Climate Change Dr Kevin Trenberth, from the National Center for Atmospheric Research, argues that the evidence for anthropogenic climate change is now so clear that the burden of proof should lie with research which seeks to disprove the human role.
In response to Trenberth’s argument a second review, by Dr Judith Curry, focuses on the concept of a ‘null hypothesis’ the default position which is taken when research is carried out. Currently the null hypothesis for climate change attribution research is that humans have no influence.
“Humans are changing our climate. There is no doubt whatsoever,” said Trenberth. “Questions remain as to the extent of our collective contribution, but it is clear that the effects are not small and have emerged from the noise of natural variability. So why does the science community continue to do attribution studies and assume that humans have no influence as a null hypothesis?”
To show precedent for his position Trenberth cites the 2007 report by the Intergovernmental Panel on Climate Change which states that global warming is “unequivocal”, and is “very likely” due to human activities.
Trenberth also focused on climate attribution studies which claim the lack of a human component, and suggested that the assumptions distort results in the direction of finding no human influence, resulting in misleading statements about the causes of climate change that can serve to grossly underestimate the role of humans in climate events.
“Scientists must challenge misconceptions in the difference between weather and climate while attribution studies must include a human component,” concluded Trenberth. “The question should no longer be is there a human component, but what is it?”
In a second paper Dr Judith Curry, from the Georgia Institute of Technology, questions this position, but argues that the discussion on the null hypothesis serves to highlight fuzziness surrounding the many hypotheses related to dangerous climate change.
“Regarding attribution studies, rather than trying to reject either hypothesis regardless of which is the null, there should be a debate over the significance of anthropogenic warming relative to forced and unforced natural climate variability,” said Curry.
Curry also suggested that the desire to reverse the null hypothesis may have the goal of seeking to marginalise the climate sceptic movement, a vocal group who have challenged the scientific orthodoxy on climate change.
“The proponents of reversing the null hypothesis should be careful of what they wish for,” concluded Curry. “One consequence may be that the scientific focus, and therefore funding, would also reverse to attempting to disprove dangerous anthropogenic climate change, which has been a position of many sceptics.”
“I doubt Trenberth’s suggestion will find much support in the scientific community,” said Professor Myles Allen from Oxford University, “but Curry’s counter proposal to abandon hypothesis tests is worse. We still have plenty of interesting hypotheses to test: did human influence on climate increase the risk of this event at all? Did it increase it by more than a factor of two?”

Mixed messages on climate ‘vulnerability’ (BBC)

There are concerns that climate change may exacerbate flooding in cities such as BangkokOne of the most striking new voices on climate change that’s emerged since the UN summit in Copenhagen two years ago is the Climate Vulnerable Forum.
The grouping includes small island states vulnerable to extreme weather events and sea level rise, those with immense spans of low-lying coastline such as Vietnam and Bangladesh, and dry nations of East Africa.
It’s currently holding a meeting in Bangladesh, with UN Secretary-General Ban Ki-moon as the keynote speaker.
These countries feel vulnerable as a result of several types of projected climate impact.
In increasing order of suddenness, there are what you might call “steady-state” impacts such as rising sea levels; increased separation of weather into more concentrated wet periods and dry periods; and a greater occurrence of extreme weather events such as hurricanes, floods, heatwaves and droughts.
But what can science really tell us about these extremes?
While the vulnerable meet in Dhaka, the Intergovernmental Panel on Climate Change (IPCC) will be sitting down in Kampala to answer the question.
For almost a week, government delegates will pore over the summary of the IPCC’s latest report on extreme weather, with the lead scientific authors there as well. They’re scheduled to emerge on Friday with an agreed document.
The draft, which has found its way into my possession, contains a lot more unknowns than knowns.
On the one hand, it says it is “very likely” that the incidence of cold days and nights has gone down and the incidence of warm days and nights has risen globally.
And the human and financial toll of extreme weather events has risen.

But when you get down to specifics, the academic consensus is far less certain.
Enhanced glacier melt could speed up sea level rise in the coming decadesThere is “low confidence” that tropical cyclones have become more frequent, “limited-to-medium evidence available” to assess whether climatic factors have changed the frequency of floods, and “low confidence” on a global scale even on whether the frequency has risen or fallen.
In terms of attribution of trends to rising greenhouse gas concentrations, the uncertainties continue.
While it is “likely” that anthropogenic influences are behind the changes in cold days and warm days, there is only “medium confidence” that they are behind changes in extreme rainfall events, and “low confidence” in attributing any changes in tropical cyclone activity to greenhouse gas emissions or anything else humanity has done.
(These terms have specific meanings in IPCC-speak, with “very likely” meaning 90-100% and “likely” 66-100%, for example.)
And for the future, the draft gives even less succour to those seeking here a new mandate for urgent action on greenhouse gas emissions, declaring: “Uncertainty in the sign of projected changes in climate extremes over the coming two to three decades is relatively large because climate change signals are expected to be relatively small compared to natural climate variability”.
It’s also explicit in laying out that the rise in impacts we’ve seen from extreme weather events cannot be laid at the door of greenhouse gas emissions: “Increasing exposure of people and economic assets is the major cause of the long-term changes in economic disaster losses (high confidence).
“Long-term trends in normalized economic disaster losses cannot be reliably attributed to natural or anthropogenic climate change.”
The succour only lasts for so long, however.
If the century progresses without restraints on greenhouse gas emissions, their impacts will come to dominate, it forecasts:
- “It is very likely that the length, frequency and/or intensity of warm spells, including heat waves, will continue to increase over most land areas…
- “It is likely that the frequency of heavy precipitation or the proportion of total rainfall from heavy falls will increase in the 21st Century over many areas of the globe…
- “Mean tropical cyclone maximum wind speed is likely to increase…
- “There is medium confidence that droughts will intensify in the 21st Century in some seasons and areas…
- “Low-probability high-impact changes associated with the crossing of poorly understood thresholds cannot be excluded, given the transient and complex nature of the climate system.”
The draft report makes clear that lack of evidence or lack of confidence on a particular impact doesn’t mean it won’t occur; just that it’s hard to tell.
Climate a distraction?
It’s impossible to read the draft without coming away with the impression that with or without anthropogenic climate change, extreme weather impacts are going to be felt more and more, simply because there are more and more people on planet Earth – particularly in the swelling “megacities” of the developing world that overwhelmingly lie on the coast or on big rivers close to the coast.

As UK academic Mike Hulme and others have argued, such events will occur whether exacerbated by climate change or not; and vulnerable societies need protection irrespective of climate change.
He’s argued for a divorce, therefore, between the issues of adaptation, which he says could usefully be added into the overall process of overseas development assistance, and mitigation of emissions.
It’s not proved to be a popular notion with developing world governments, which remain determined to tie the two together in the UN climate process.
Governments of vulnerable countries argue that as developed nations caused the climate change problem, they must compensate those that suffer its impacts with money above and beyond aid.
Developing countries like the fact that under the UN climate process, the rich are committed to funding adaptation for the poor.
Yet as the brief prepared for the Dhaka meeting by the humanitarian charity Dara shows, it isn’t happening anywhere near as fast as it ought to be.
Only 8% of the “fast-start finance” pledged in Copenhagen, it says, has actually found its way to recipients.
It’s possible – no, it’s “very likely” – that the IPCC draft will be amended as the week progresses, and presumably the governments represented at the Climate Vulnerable Forum will be asking their delegates to inject a greater sense of urgency.
Although there are sobering messages, they’re not for everyone.
The warning that “some local areas will become increasingly marginal as places to live or in which to maintain livelihoods” under increased climate impacts, and that “for locations such as atolls, in some cases it is possible that many residents will have to relocate” are, in their understated way, quite chilling.
But very few of the world’s seven billion live on atolls; so will this be enough to provide a wake-up call to other countries?
It’s also possible to argue that extreme weather isn’t really the issue for the small island developing states, or for those with long flat coastlines.
The big issue (which the IPCC is much more confident about) is sea level rise – slow, progressive, predictable; capable of being dealt with in some cases (think the Netherlands) provided the will and money are there.
But capable of wiping a country off the map if those two factors are absent.
This is one of the reasons why the Climate Vulnerable Forum established itself.
They felt that although both developed and developing nations understood vulnerability in theory, they didn’t get the message viscerally.
Whether they will by the end of the week when the IPCC releases the final version, I’m not so sure.
Why Culture Matters in the Climate Debate (The Yale Forum on Climate Change & The Media)

A new paper argues that climate educators and communicators are ignoring deeply held beliefs that influence climate skepticism.
It is the great riddle of the day in climate circles: Why is public concern about global warming so shallow, and why do widespread doubts about man-made climate change persist?
Everyone seems to have a pet theory. Al Gore blames the media and President Obama. Some green critics argue that Gore should look in the mirror. Let’s not ignore the recession, scholars remind us. Yes, but the lion’s share of blame must go to those “merchants of doubt”, particularly fossil fuel interests, and climate skeptics, plenty others assert. Err, actually, it’s our brain that’s the biggest problem, social scientists now say.
Commentary
Another reason, similar to that last one, is that cultural and religious beliefs predispose many to dismiss evidence that humans can greatly influence the climate. In fact, geographer Simon Donner in a paper published this week in Bulletin of the American Meteorological Society, argues:
“Successful climate change education and outreach programs should be designed to help overcome perceived conflict between climate science and long-held cultural beliefs, drawing upon lessons from communication and education of other potentially divisive subjects like evolution.”
Donner is not the first to try to bridge the gap between science and religion. E.O. Wilson gamely attempted to do so several years ago, with his book, The Creation. In a 2006 interview with NPR, Wilson acknowledged that, “the usual approach of secular science is to marginalize religion” in debates on environmental issues. After the book’s publication, this writer facilitated a lengthy dialogue between Wilson, ecologist Stuart Pimm and leading evangelical Richard Cizik, on areas where science and religion could find common ground. Expanding on that public dialogue has proven difficult. If anything, the polarized political landscape and the continuing climate wars have narrowed the space for science and religion to be reconciled.
Still, those who want to overcome obstacles to climate action should be mindful of culture’s importance, Donner stresses in his paper. He writes that “lingering public uncertainty about anthropogenic climate change may be rooted in an important but largely unrecognized conflict between climate science and some long held beliefs. In many cultures, the weather and climate have historically been viewed as too vast and too grand to be directly influenced by people.”
Donner writes that scholars studying public attitudes on climate change should factor in such cultural worldviews when accounting for climate skepticism. He surmises: “Underlying doubts that human activity can influence the climate may explain some of the malleability of public opinion about the scientific evidence for climate change.”
Donner suggests that climate educators and communicators learn from approaches that have worked in the evolution debate. He informs us:
“Pedagogical research on evolution finds that providing the audience with opportunities to evaluate how their culture or beliefs affect their willingness to accept scientific evidence is more effective than attempting to separate scientific views from religious or cultural views.”
Moreover, Donner argues that “reforming public communication” on climate change “will require humility on the part of scientists and educators.” He concludes:
“Climate scientists, for whom any inherent doubts about the possible extent of human influence on the climate were overcome by years of training in physics and chemistry of the climate system, need to accept that there are rational cultural, religious and historical reasons that the public may fail to believe that anthropogenic climate change is real, let alone that it warrants a policy response. It is unreasonable to expect a lay audience, not armed with the same analytical tools as scientists, to develop lasting acceptance during a one-hour public seminar of a scientific conclusion that runs counters to thousands of years of human belief. Without addressing the common long-standing belief that human activity cannot directly influence the climate, public acceptance of climate change and public engagement on climate solutions will not persist through the next cold winter or the next economic meltdown.”
The intersection where science and religion meet is all too often home to an ugly collision. Donner advises that such crack-ups can and should be avoided in the climate debate.
Can it be done?
